    THE PROJECT INFORMATION 2.1 BRIEF DESCRIPTION OF THE PROJECT

    The Projects comprise, installation of Prepayment active energy meters on existing and new service lines, modification of existing metering installations and service lines and their associated switchgears and accessories on low voltage networks using materials supplied by KPLC. 1. KPLC will install 25,000 meters in Nairobi from June 2009 to August 2009; and

    KPLC expects to connect a further 250,000 prepayment meters over the next two years.

    2. Jobs shall be allocated on piece rate basis as and when required to multiple contractors.

    3. The contracts shall be valid for 2years. The various installations we have include:

    a) Installation of Prepayment active energy meters. b) Installation and modification of new and existing meter-boards. c) Modification of existing Service lines, sub-mains and their associated

    accessories. d) Installation of the communication cable e) Installation of the consumer interface unit (CIU)

    A brief indication of the various installations involved is as follows: 2.2 ITEM DESCRIPTION 2.2.1 INSTALLATION OF PREPAYMENT METERS. The Prepayment active energy meter shall basically be installed on low voltage lines (240-415v). They shall be installed on new and existing supply points. In case of new installations, a suitable meter board and its associated accessories shall be installed to suite the metering equipment and shall be mounted either on the customers premises or on the pole. The meter shall be made inaccessible to the customer by means of spot/arc welding. Where the installation is existing, the meter board shall be modified/replaced to accommodate the new metering equipment as above. The existing arrangement within the metering panel will have to be re-arranged such that the meters will be installed on the upper compartment of the panel while all the customers main switches will be installed on the lower compartment. This will give the customers free access to their main switches while the KPLC meters will be out of their reach. The re-arrangement should be carried out with outmost care to avoid cases of cross-wiring/metering at the mains switches. The diferrent scenarios ars as shown below:

    CIU and data cable shall be installed in the house, guided by the customers preference. Communication cable shall be connected between CIU and MCU. MCU in 35 mm din rail enclosure at the pole.

    3 3- Individual Meter Boards U/G service line

    CIU and data cable shall be installed in the house, guided by the customers preference. Communication cable shall be connected between CIU and MCU. MCU in 35 mm din rail enclosure at the pole.

    4 4- Apartment/Flat with Central Metering

    MCUs in the central Meter board, preferably in own compartment. Communication cable shall be connected between CIU and MCU. CIU and data cable shall be installed in the house, guided by the customers preference.

    5 Individual Units with dedicated S/L from Street Turret

    MCUs in the street turret. CIU and communication cable shall be installed in the house, guided by the customers preference.

    2.2.2 INSTALLATION AND MODIFICATION OF EXISTING METER BOARDS The contractor shall be required to arrange/rearrange the wiring and the associated accessories to accommodate the new metering equipment as stated 2.2.1 above. At the same time recovery of the old metering equipment shall be done and send back to the identified KPLC stores. Pole mounted meter boards shall be mounted to give a nominal clearance from the ground and the live parts of the service line i.e. at least 25 feet above ground level in case of a 32 feet pole and a clearance of 3 feet from the live part of the service line. 2.2.3 MODIFICATION OF THE EXISTING SERVICE LINE. The existing service lines, sub mains and their accessories shall be modified to suite the new metering equipments as stated in 2.2.1 above

    2.3 SITE ENVIRONMENTAL CONDITIONS The climate in Kenya is defined as mostly Equatorial climate. Rainfall ranges from arid to Semi arid to areas with average to heavy rainfall throughout the year. Mean temperatures range from 400 C at the coast to 50 C in the highlands. Relative humidity varies from 90% with a high saline content at the Coast to 20% in the arid Areas. The altitude varies from Sea level to around 1,700 m above sea level. The ground along the routes is a mixture of soft, medium soils and sections of hard murram and even rock and may comprise alternating deep valleys and steep hills and some flats depending on the region where the project falls in. 2.4 ACCESS TO SITES

    The Contractor/Engineer is expected to gain access to the premises of KPLCs customers for purposes of carrying out prepayment meter installation. In this regard and in accordance with the Energy Act, the contractor is expected to liaise with KPLC engineers for purposes of giving appropriate notices to customers so as to provide access to their premises. The contractor/Engineer will ensure there will be minimum destruction of property when carrying out installation work.

    2.5 TELECOMMUNICATIONS International telegraph, telex, telephone and facsimile services are available from all major towns in Kenya.

    2.6 SITE ACCOMONDATION

    The contractor shall be responsible for availing of staff accommodation, office, field-shop, store, etc. required during installation of the Prepayment meters and associate accessories, [inclusive of all amenities].

    2.6a HEALTH AND MEDICAL FACILITIES

    It is the responsibility of the contractor/Engineer to provide health services to his employees. The contractor/Engineer shall provide First aid and Medical services for his installation personnel at site. There are Government run Hospitals in all the Major Towns in Kenya, supplemented by many private Clinics throughout the Country.

    2.7 REGISTRATION AS A CONTRACTOR Tenderer shall be registered Electrical Installation Contractors as per Electricity Regulatory Commission requirements as specified below or registered Electrical Engineers by the Engineers Registration Board.

    2.8 MATERIALS

    All materials will be provided by KPLC. The Contractor shall be responsible for collecting the meters and other accessories from the designated KPLC stores to his own storage point and ensure proper and adequate insurance is taken for them until the hand over time of the completed installation and return of items not utilised, as will be detailed in the tender documents.
