However, he side-stepped ques-tions on the tense relations with the United States and offered no indica-tions of any steps Pakistan might take to soothe the fury in Washington.

The outgoing chairman of the U.S. military’s Joint Chiefs of Staff, Admi-ral Mike Mullen, last week described the Haqqani network, the most violent faction among Taliban militants in Afghanistan, as a “veritable arm” of Pakistan’s ISI spy agency and accused Islamabad of providing support for the group’s September 13 attack on

the U.S. embassy in Kabul.“The negative messaging, natu-

rally that is disturbing my people,” Gilani said in the interview from his office in Islamabad. “If there is messaging that is not appropriate to our friendship, then naturally it is extremely difficult to convince my public. Therefore they should be sending positive messages.”

Since Mullen’s comments, Pakistan has launched a diplomatic counter-attack and attempted to drum up sup-port from its strongest ally in the region,

China. Pakistani officials have been heaping praise on China since its public security minister arrived in Islamabad on Monday for high-level talks.

“We are true friends and we count on each other,” Gilani said in separate comments broadcast on television networks after talks with Meng Jianzhu on Tuesday. The military, Pakistan’s most powerful institution, said it appreciated Bei-jing’s backing. Army chief General Ashfaq Kayani thanked Meng for China’s “unwavering support.”

SHANGHAI - Chinese authori-ties came under fire on Wednes-day after the worst subway train accident in 42 years raised fresh concerns that the world’s second biggest economy was sacrificing safety in the rush to develop.

Officials were still investigat-ing the cause of Tuesday’s crash in the financial capital Shanghai in which 270 people were injured, 20 of them critically. It came just two months after a deadly collision between two high-speed overland trains in Wenzhou set off a wave of criticism of China’s ambitious rail building plans.

That crash promoted the gov-ernment to suspend new railway project approvals and launch safety checks on existing equipment.

The Global Times newspa-per, owned by Communist Party mouthpiece People’s Daily, called the managers of China’s cities “backward” and said that increasing speed should not come at a cost to public safety.

“The tragedies in Wenzhou and Shanghai keep reminding people that China cannot afford failure,” it wrote in an editorial.

“Shanghai has already had the appearance of a developed city, but accidents such as the subway collision and the Shanghai fire last

November (in which 53 people died) reveal that it is still a develop-ing city at its core.”

The Shanghai government and an outside investigative team were examining the crash near the well-known Yu Yuan garden which oc-curred after the failure of the signal system forced staff to direct trains by telephone. Concern over the ac-cident pushed Chinese rail-related stocks down.

PATTANI, Thailand — Muslim insurgents disguised as paramilitary rangers attacked troops guarding a school in southern Thailand on Wednesday, killing four soldiers and wounding two others, police said. A 6-year-old boy was shot in the stomach during the assault.

Police Lt. Gen. Satanfah Wa-masing said 15 assailants walked up to the school and began talking with soldiers assigned to guard teachers there. They opened fire at close range and fled with four of the soldiers’ M-16 automatic rifles.

The bloodshed in Narathiwat province’s Rue So district is the latest in a wave of violence in Thailand’s Muslim-dominated southernmost provinces since an Islamist insurgency flared in 2004. Government soldiers are often designated to guard teachers and monks in the region.

Sunai Phasuk, a senior research-er for Human Rights Watch, said in a tweet that the New York-based group has warned Thai authori-ties “that the simultaneous use of

school for military and education purposes will put civilians at risk.” But Sunai condemned the attack, saying: “Insurgents knew they could also harm students and teach-ers. Such brutality is sickening.”

In a separate incident Wednes-day in neighboring Pattani prov-ince, two gunmen on a motorcycle fatally shot a 48-year-old person in a market in Nong Chik district, police Lt. Gen. Chonnavi Chama-roek said. On Wednesday, Am-nesty International condemned the insurgents for targeting civil-ians in the conflict, saying such attacks constitute war crimes.

It said noncombatants have accounted for two-thirds of the nearly 5,000 deaths reported during the insurgency in the past eight years, while close to 8,000 people have been wounded.

Most of the violence has been confined to three southern prov-inces dominated by ethnic Malay Muslims who are a minority in mostly Buddhist Thailand. The area used to be an Islamic sultan-ate until it was annexed by Thai-land in the early 20th century.

ISLAMABAD - Pakistan warned the United States on Tuesday to stop accusing it of playing a double game with Islamist militants and heaped praise on “all-weather friend” China. Prime Minister Yusuf Raza Gilani, speaking exclusively to Reuters, said any unilateral military action by the United States to hunt down militants of the Haqqani network inside Pakistan would be a violation of his country’s sovereignty.

in the Eurozone is only 10 percent because Europe is not a major destination for Indonesian exports. Indonesians should not be pessimis-tic because of the financial crisis in Europe,” Telisa said.

But she also said Indonesia`s exports could be influenced by the crisis if China as one of Indonesia`s major trading partners was directly affected by the European financial crisis.

However, Telisa estimated that the financial markets could be directly affected by the crisis

because of the interaction mecha-nism based on the global markets could affect domestic transactions as a whole.

“This could pose an immediate impact because the crisis can make investors to remove their foreign capital portfolio ownership in developing countries such as Indo-nesia,” she said.

Telisa suggested that Indone-sia maintained and enhance the momentum of economic growth, implementing regulatory and su-pervision, strengthen early warning

systems, improve discipline and increase the fiscal space to maintain the fundamental as well as finding export market opportunities.

Inter-connectivity development acceleration is also required to con-nect Indonesian islands and reduce the high costs, maintain exports and protect domestic markets and also anticipate the immediate impact of increasingly rapid imports.

“Therefore, the growth based on `endogenous growth` needs to be maintained and enhanced,” she said.

JAKARTA - Indonesia is hoping no country in the world will buy or sell wood or products made of wood obtained through illegal logging , a minister said.

Forestry Minister Zulkifli Hasan said here on Tuesday Indonesia was hoping other countries would support its efforts in fighting illegal logging and protecting its rainfor-ests by not allowing illegal wood to enter their territories.

“The Indonesian government knows no compromise in dealing with illegal logging but for for fairness`s sake, advanced countries should also not buy or accept wood from illegal logging. It would really be ironical, if , while Indonesia is fighting illegal logging, our foreign friends accept the products of il-legal logging. Therefore, we are cooperating with CIFOR, donors and other related parties ro with regard to certification of the legality

of traded wood ,” he said.Zulkifli referred to the case of

“Merbau” wood as an example which was only produced and existed in Indonesia and therefore it was not impossible that it comes from other countries.

“It can be ascertained that Mer-bau wood always comes from us. So it is impossible for it to come from Malaysia, Singapore or China. So there must be no more Merbau wood stockpiled in the European market for example. We will fight illegal logging but we also ask friendly countries not to accept ̀ log and laundry`, “ he said.

The minister also said that be-sides the certification program Indonesia has also taken a number of decisions including a moratorium on forest clearing and mapping of forests affected by the regulation.

“The forestry minister has issued a map of regions which may not be disturbed, namely a moratorium. We have the map covering 27 mil-

lion hectares called primary forests and peat land,” he said.

He said the forests are found in Kalimantan and Papua. The govern-ment, he said, has also launched a one-billion tree planting program since 2010 which has now been realized until 1.5 billion trees.

In 2011 the target is one billion trees but it is expected to reach two billions, he said.

President Susilo Bambang Yud-hoyono here on Tuesday morning opened an international seminar on future Indonesian forests where he was also one of the key speakers.

The President said this meeting was very important and provided an opportunity for Indonesia to meet the national target in the reduction of gas emissions in the next few years and in protecting its rainforests.

“The theme of the meeting is cor-rect and relevant. Forest problems are strongly linked with Indonesia`s interest in assuring the sustainabil-ity of its forests,” he said.

JAKARTA - Despite President Susilo Bambang Yudhoyono`s ef-forts over the past two years to in-crease the state budget allocation for infrastructure development, many quarters have assssed the amounts so far to be too small for accelerat-ing economic development.

According to a World Bank economist, Indonesia has to in-crease its budget allocation if it wants to achieve the goals of its economic development as outlined in its master plan.

World Bank trade economist Henry Sandee said recently that so far Indonesia had allocated only a small amount of funds for the devel-opment of its infrastructures.

In the last ten years, the alloca-tion for infrastructure was only about two to three percent, yet now there has been an improvement as it has been increased to 19.3 percent, he said.

Actually, in the last two years, President Yudhoyono had always promised to focus on infrastruc-ture in order to boost the country`s economic development. The budget for infrastructure in 2011 was raised from Rp108 trillion in 2010 to RP126 trillion in 2011.

“We are going to focus the bud-get on development of good quality infrastructure facilities in our efforts to improve the pace of economic development,” President Susilo Bambang Yudhoyono said when he delivered the government`s finan-cial note and the 2011 draft State Budget (APBN) in August 2010.

In the meantime, when he deliv-ered the 2012 draft state budget last August, President Yudhoyono said the government had set Rp168.1 trillion in the 2012 Draft State Budget for the development of infrastructures, including energy, food resilience and communications infrastructure.

He said that in the 2012 draft state budget the allocation for capi-

tal expenditure was set at Rp168.1 trillion, up Rp27.2 trillion or 19.3 percent from the 2011 revised state budget.

According to the World Bank`s trade economist, there has been an increase, yet it is not enough for ac-celerating economic development.

“There has been an improvement because capital expenditure for infrastructures has increased 19.3 percent, but if it is willing to achieve its MP3EI (Master Plan for Accel-eration of Indonesia`s Development and Economic Expansion) target, it should increase further the alloca-tion,” Henry Sandee said.

The funds Indonesia allocates for infrastructure development, in-cluding those for 2012 which stand at Rp168.1 trillion, are still small, Henry said.

The budget for infrastructure development in advanced countries like Germany usually accounts for seven to eight percent of their Gross Domestic Product (GDP), Henry Sandee.

He said Indonesia`s fund alloca-tions for the infrastructure sector in the last ten years only account for about two to three percent of its GDP. Indonesia`s total GDP IN 2010 was recorded at Rp6,422 trillion while its allocation for infrastructures was only Rp134.61 trillion or only about 2.09 percent of its GDP.

One of the strategy to achieve the MP3I target, according to the WB, is to cut logistics funds which at pres-ent reached 20 percent of the total operational and production costs.

The MP3I goals included an effort to include Indonesia among the world`s big ten economies with a gross domestic product of US4.5 trillion and a per capita income of US$15,000. Indonesia is cur-rently included in the world`s big 17 economies with a per capita income of US$3,000.

Besides small budget, the gov-ernment is also slow in absorbing budget for the development of infrastructure.

been difficult, Bertrand said, given the different histories andtraditions of individual countrieswithin the G20, such as China,India, Russia and Turkey.

But labor ministers agreedover the two days to implementthe basic pillars of social protec-tion: access to health, guaranteedrevenue for the handicapped

In a report published on Mon-

G20 countries still needed tocreate 20 million jobs in orderto return to pre-crisis unemploy-ment levels.

With western economies nowteetering on the edge of bank-ruptcy, raising the threat of a

could rise to 40 million as of2012 if governments do nothingto maintain a nascent recoveryin the job market, the reportwarned.

Among the hardest-hit, youngworkers now faced unemploy-ment levels two or three timesthose of adults, and G20 min-isters promised to create a task-force to tackle youth unemploy-ment over the long-term.

“This task force is a guaranteethat employment will remain apriority for the G20 even afterthe end of France’s presidency,”Bertrand said.

G20 heads of state and gov-ernment are due to gather on No-vember 3 in the southern Frenchresort of Cannes for a summitto mark the end of France’spresidency.

Top of the agenda will be aplan to get the world economyback to healthy growth, butBertrand said employment andsocial protection will also bekey priorities in order to speakto ordinary citizens worried by aperceived rise in inequality.

“What we want is a globaliza-tion that can stand on two legs:economic growth and socialjustice, free trade and respect forworkers rights,” he said.

In an internal vote on Tuesday, 11

group voted against the motion andtwo abstained. Coalition sources said

lawmakers to vote against and up to6 to abstain.

If more than 19 coalition lawmak-ers vote against or abstain, Merkelwill be dependent on opposition votesin a political humiliation that couldweaken her ability to push throughfuture rescues. European sharessurged by 4.3 percent in the biggestone-day percentage gain since May2010 and safe-haven German bondsfell on reports that policymakers werepreparing decisive action to tackle thedebt crisis.

The cost of insuring Italian, Span-ish and French debt against defaultalso fell on hopes of a bold solution, which appear to have little groundingin immediate political reality.

German Finance Minister Wolf-gang Schaeuble was forced to denythat any increase in the volume ofthe bailout fund is planned in a bid tocalm irate center-right lawmakers.

“We do not intend to increase it,”Schaeuble told n-tv.

That did not directly address thequestion of whether the EFSF fundcould be leveraged to raise moremoney to prevent contagion spread-ing from Greece to Italy and Spain, the euro zone’s third and fourtheconomies.

Leverage would make it possibleto borrow more, probably from the

EFSF’s size, but critics say it wouldalso raise German taxpayers’ liabilityfor any losses.

Some lawmakers are concernedthat EU officials are just waitingfor them to approve what they were

before pressing ahead with biggerbailout plans.

French Finance Minister FrancoisBaroin made clear there were tacticalreasons to avoid discussing how to

told parliament France would setout proposals to step up the battleagainst “speculative attacks” on theeuro zone once the German votewas over.

The fund’s status was bound toevolve but it was premature to saywhether it might work “like an equityfund with a lever effect,” Baroinadded.

Merkel assured Greek Prime Min-ister George Papandreou at a meetingon Tuesday evening in Berlin thatGermany wants a strong Greece andwould do everything necessary for

her coalition would have the votes onits own to pass measures boosting theeuro zone rescue fund.

Papandreou told Merkel thatGreece needed Europe’s solidarity.“It is very important to receive asignal of support from our Europeanpartners,” he said.

Earlier, Papandreou had promisedGerman industrialists that Greecewould meet its commitments under

“I can guarantee that Greece willlive up to all its commitments,” Pa-pandreou said.

Merkel told the same forum: “Wewill provide all the help desired fromthe German side so that Greece re-gains trust.” However, some of herministers have openly questioned thecountry’s ability to avoid default andstay in the euro zone.

Or even a triple take, given that the new headmaster has three razor-sharp claws that “snikkt!” from both his hands at the mere hint of danger. Wolverine is head-ing up the Jean Grey School for Higher Learning that will not only educate young mutants, but hone their powers, too. He’s being helped by Kitty Pryde, Iceman and Beast, among others.

“We’re getting to see Wolverine in a position we’ve never seen him in before,” Aaron said, noting that Wolverine has always been one more prone to violence and fisticuffs first than asking questions. “We’re certainly a little bit uncomfort-able, but I think it still makes sense with the way things have been going in the X-universe.”

And what’s been going on has not been pretty after Wolverine saw his tenu-ous partnership and shaky friendship

with longtime X-Men leader Cyclops shattered in the recent five-issue “X-Men: Schism” that Aaron wrote. The two have had bad blood between them for decades. The fact that they both loved Jean Grey, the original Marvel Girl who went onto become the omnipotent Phoenix, only added to that simmering resentment and mistrust which boiled over this summer.

The rift created in that story was so profound that Marvel halted “The Un-canny X-Men” with issue 544, opting to replace it with “Wolverine & The X-Men” next month along with “Uncanny X-Men” in November.

Nick Lowe, who edited the previous series and Marvel’s current X-Men titles, said the logic of dividing the teams will become apparent as both series get under way. “Wolverine certainly has unortho-

dox ideas,” said Lowe. “The name of the school, for one. He’s the one who named it and I can’t imagine Cyclops will be happy when he learns.”

And Wolverine? Well let’s just say that while Charles Xavier makes an appear-ance in the first issue, his calm demeanor is not the foundation for how Wolverine will operate. “I hadn’t planned on Profes-sor X showing up,” Aaron said. “But once I started working on the issue, I felt that he had to show up. I had to have a passing of the torch.”

That’s evident in the look of the first few pages, which pays homage to the first issue of “The X-Men” that came out in 1963, but Xavier’s school is history and Wolverine’s school is more advanced, populated by a cast of familiar and new mutants.

“It’s very much a book about this school and Wolverine trying to build something new from the ashes of the old school,” Aaron said, adding that Professor X won’t be a recurring guest star. “Wolverine is leading the show. Not Wolverine with Professor X looking over his shoulder.”

GENEVA — Roman Polanski returned to the Zurich Film Festival on Tuesday to accept the lifetime achievement award he was unable to pick up two years ago after being arrested for a decades-old sex-crime case.

The Polish-French director of “Rose-mary’s Baby” was detained on arrival at Zurich airport in 2009 on charges of hav-ing sex with a 13-year-old girl in 1977. He spent months in prison and later house arrest, but successfully avoided extradi-tion to the United States after the Swiss government declined to deport him.

Now able to travel unhindered to Swit-zerland, Polanski, 78, arrived at the festi-val hall on Tuesday to a standing ovation. He stood basking in the applause before taking his seat at a tribute ceremony. Po-

lanski then strode to the stage amid nearly a minute’s sustained clapping.

“What I can say. Better late than never,” he said, as the audience brook into laugh-ter. “It’s a very moving moment for me.” During the evening Polanski presented a documentary — “Roman Polanski: A Film Memoir” — detailing his side of the story. The film began with shots of the Swiss prison Polanski was incarcerated at, as well as photos of his chalet in Gstaad in the Swiss Alps.

The documentary uses footage of World War II and the Nazi invasion of Poland interspersed with film from “The Pianist,” while Polanski recounts a wide variety of memories — such as seeing a woman shot in the back by a Nazi, being reunited with his father, running from a Nazi soldier shooting at him, and seeing the Warsaw wall being built.

The Joint Space Operations Cen-ter at Vandenberg Air Force Base in California determined that the U.S. space agency’s Upper Atmosphere Research Satellite (UARS) entered the atmosphere over the Pacific Ocean at 14.1 degrees south latitude and 170.2 west longitude, NASA said in a statement.

That location is in Pacific in the rough vicinity of Samoa. The debris

was then scattered between 300 miles and 800 miles from the re-en-try point, NASA said. “This location is over a broad, remote ocean area in the Southern Hemisphere, far from any major land mass,” NASA said, adding that the agency “is not aware of any possible debris sightings from this geographic area.”

Measuring 35 feet long and 15 feet in diameter (10.6 km long and

4.6 km in diameter), UARS was among the largest spacecraft to plummet uncontrollably through the atmosphere. NASA now plans for the controlled re-entry of large spacecraft, but it did not when UARS was designed.

The 13,000-pound (5,897 kg) satellite was placed into orbit by a space shuttle crew in 1991 to study ozone and other chemicals in Earth’s atmosphere. It completed its mission in 2005 and had been slowly losing altitude ever since, pulled by the planet’s gravity.

UARS was one of about 20,000 pieces of space debris in orbit around Earth. Something the size of UARS falls back into the atmo-sphere about once a year.

Zynga on Monday added its most popular title -- CityVille -- to games that can be played at the Google+ social network recently launched in a challenge to Facebook. “It’s no secret we’re big fans of Google+ here at Zynga,” the San Francisco-based startup said in a blog post.

“Last month we announced that we partnered with Google to bring Zynga Poker to Google+, and today we’re excited to add CityVille+ to the new game platform,” the mes-sage continued. In August, Google+ opened a gaming zone at the fast-growing social network vying with Facebook to be the hub for people’s online lives.

Along with global game sensation

Angry Birds, the initial array of offer-ings available at Google+ included Bejeweled Blitz, Zynga Poker, and Dragon Age Legends.

Google is reported to be among the investors in Zynga, which has filed paperwork with US securities regulators for an initial public offer-ing aiming to raise about $1 billion from the markets. Zynga in July made its debut in Mainland China with a localized “Zynga City” title launched in an alliance with leading Chinese Internet service Tencent.

The free online game is a Chinese version of “CityVille,” which was playable in French, German, Italian, Spanish, and English when it was released in December.

In the game, players build dream cities complete with businesses, homes, park and landmarks and then invite friends to take up virtual resi-dence in the form of animated char-acters that run shops, enforce laws, and more. CityVille has slightly more than 72 million monthly active users, according to figures available online on Monday from market tracker Ap-pData. Four-year-old Zynga rose to stardom with the popularity of its free-to-play games at social network-ing titan Facebook.

“Ultimately, we want to make our games accessible to everyone, everywhere -- no matter where they play or what platform they play on,” Zynga said.

Fatherhood may be a kick in the old testosterone, but it may also help keep a man alive. New research sug-gests that dads are a little less likely to die of heart-related problems than childless men are.

The study — by the AARP, the government and several universities — is the largest ever on male fertil-ity and mortality, involving nearly 138,000 men. Although a study like this can’t prove that fatherhood and mortality are related, there are plenty of reasons to think they might be, several heart disease experts said.

Marriage, having lots of friends and even having a dog can lower the chance of heart problems and cardi-ac-related deaths, previous research suggests. Similarly, kids might help take care of you or give you a reason to take better care of yourself.

Also, it takes reasonably good genes to father a child. An inability to do so might mean a genetic weak-ness that can spell heart trouble down the road.

“There is emerging evidence that male infertility is a window into a man’s later health,” said Dr. Michael

Eisenberg, a Stanford University urologist and fertility specialist who led the study. “Maybe it’s telling us that something else is involved in their inability to have kids.” The study was published online Monday by the journal Human Reproduction.

Last week, a study by other re-searchers of 600 men in the Philip-pines found that testosterone, the main male hormone, drops after a man becomes a dad. Men who started out with higher levels of it were more likely to become fathers, suggest-ing that low levels might reflect an underlying health issue that prevents reproduction, Eisenberg said.

In general, higher levels of tes-tosterone are better, but too much or too little can cause HDL, or “good cholesterol,” to fall — a key heart disease risk factor, said Dr. Robert Eckel, past president of the American Heart Association and professor of medicine at the University of Colo-rado, Denver.

“This is a hot topic,” Eckel said. “I like this study because I have five children,” he joked, but he said many factors such as job stress affect heart risks and the decision to have children.

Button, in his second season with McLaren, has also won two races but is 17 points ahead and remains the only other driver than Sebastian Vettel with a mathematical chance of winning the title.

Hamilton praised Button’s job this season as “incredible”, and conceded he has done a better job this year.

“I think for me now it’s just to find my ground and improve on the results that we’ve had in the last four races,” Hamilton was quoted as saying by Reuters in Bangalore on Tuesday.

“Jenson’s done an incredible job...I feel he’s done a better job all season, really. So even if I did a better job in the next five races it doesn’t mean a lot to me. I mean, it’s through a whole year,” added the Briton.

The McLaren driver also said he has already moved on from his on- and off-track clashes with Ferrari’s Felipe Massa at the Singapore Grand Prix last weekend. “I was able to just ignore it and move on,” he said.

VALENTINO Rossi admits Ducati’s past form at Motegi is a source of en-couragement heading into the weekend, but says the team will split their focus between immediate improvements and long-term gains.

Rossi, who only confirmed he would ride in Japan at Aragon, struggled on the new part-aluminium GP11.1 last time out in Spain, equalling his worst finish of the year in tenth.

Though the result owed much to tyre wear issues, Rossi was downbeat after the race and says the team will simply have to see if it can improve at Motegi, a circuit Ducati has previously won at four times.

“The Ducati won last year and has also gone well there in the past, so we’ll see if we can do any better than we have at the recent races,” Rossi said. “It’s true that we’re having to work very hard, but we always approach every Grand Prix with the goal of doing better.

“We’ll try hard this Sunday as well, working on the track with what we have available at this time, while also simul-taneously focusing on the future.”

Nicky Hayden also said the team were suffering a disparity between immediate and long-term gains, as he played down his own hopes ahead of the Japanese grand prix.

“Motegi has probably been my worst track since I’ve been with Ducati, as I’ve struggled to get turned in those hairpin corners and get out strong,” he explained.

“I’m not expecting an easy weekend, but Ducati is really working hard to give

us options and to find the best direction for the future.

“It’s great to see them putting in so much effort, and although we’re not see-ing immediate results, we’re learning a lot and getting a bunch of data that’s go-ing to be a big help in the long term.”

Button has done a better job than him during this year’s world championship. Hamilton has endured a season full of ups and downs, having won two races but also having been involved in several accidents that have ruled him out of the championship fight.
