concepts of HRM department throughout my internship days. So; my special

Executive Summary
It was one of my best experiences in Hyderabad Development Authority. In the
organization I was assigned to gain familiarity with the organizational behavior and
match my academic knowledge with the experience of working in a professional
environment along with the learning of different functions that the organization
undertakes through its departments. I did my Internship from July 01, 2013 to August 15,
2013. I worked in different departments of HDA i.e. Housing, WASA, Maintenance and
human Resource department. The main focus of my internship was to know the process
of hiring the employees in daily wages and the training process of the permanent
employees and their behavior with the conditions of the work environment.
The Report consists of a brief introduction of the organization and its functions; it
also has some brief definitions and their meaning. In this report it is also mentioned that
how HDA collects the funds and the process of hiring the employees at different levels
while comparing the number of employees and the budget assigned for completion of the
project.
It also includes my personal learning what I learnt over there and how was my
experience in HDA. Above all the report also has SWOT analysis in which it is
mentioned that what are internal strengths and weaknesses and external opportunities and
threats of the organization.
Finally the report ends with conclusion and my suggested recommendations.

Chapter # 1 Introduction:
HDA was established in 21st July, 1976 under the Hyderabad development bill. And it
was passed by the Provincial Assembly, Government of Sindh. And in 31st July 1976 it
published as an act of the legislature of Sindh.
Hyderabad development authority act 1976:
Is an Act to make provision for the development, improvement and beautification of
urban areas of the Hyderabad division and establish an authority for such purpose.

1.1 Function of the Hyderabad development Authority:
1.1.1 Subject to the general or special directions of government, the authority
shall:
Be responsible for overall development, improvement and beautification of
urban areas.
Formulate, implement and enforce schemes water supply, drainage, sewerage
and disposal of solid waste.
Act as development agency of the federal and provincial governments or any
local authority or autonomous body.
Collaborate with federal or provincial, public or private agencies engaged in
development activities.
Co-ordinate the development activities of various agencies.
Provide technical guidance including technical services and personnel for
development and co-ordination of development activities.
Refer financial assistance for schemes relating to development, improvement
and beautification of the area within it’s jurisdiction.
Undertake the execution of schemes entrusted to it by the federal or
provincial government or any other local authority or autonomous body.
Undertake research in urban planning and development.
Prescribe procedure and lay down standards for development.
Compile literature on planning and development and distribute such literature
amongst persons and agencies engaged or interested in development work.
Arrange and conduct training programs and seminars on planning and
development.
Promote professional organizations for planning and development work.
Perform such other functions as may be assigned to it by government.
1.1.2 The authority may:
Take such measures and exercise such powers as may be necessary for
carrying out the purposes of this act.
Acquire permanently or requiting temporarily property, movable or
immovable.
Dispose any land or other property vested in it by sale. Lease, exchange or
otherwise.
Undertake any works in pursuance of any schemes or otherwise entrusted to
it or brought under its control.
Incur any expenditure for carrying out the purposes of this act.
Procure plant, machinery, instruments or material required for its use.
Enter into and perform all such contracts as it may consider necessary.
Cause removal of any obstruction in execution of any work or scheme.
Issue interim orders for development pending preparation of a scheme.
Restrict or prohibit by general or special order, any change in use of land and
alteration of any building, structures or installation.
Cause any building, structure or installation to be dismantled or removed.
Require any person or body of persons or agency engaged in development
work to furnish any information, record, report or plan relating to matter under
this act.
Make inspection of any development project under execution or about to be
undertaken together with record thereof.
Require any person or body of persons or agency concerned with any
development project, program or scheme to obtain its prior permission for
undertaking any specified action in respect of such project, program or
scheme.

Chapter # 2
Personal Working and Learning experiences:
During my internship at HDA I learnt the working of following items:
2.1 Week 1 (1st to 4
th July)
Orientation:
In a very 1st day of my joining I met with my colleague Zuhaib Ahmed. Then I asked to
an employe for my joining. The person took me to Mr. Imdad (HR manager). Manager
asked me to introduce myself. Well I told him about me with all the particulars and
references. Now manager told me to have visit of the organization and meet with the
employees/people. And that was my 1st day’s task.
In my visit I learn the basic terminologies which were frequently used by everybody in
the organization, like HAD, WASA, Rani Baag, badshahi Masjid, Abdullah Town etc.
2nd
Day (Wednesday)
I was assigned to learn about the Declaration of Controlled Area?
In this I learned the following four rules:
i) The authority can declare any urban area to a controlled area and issue such
directions and do such things as may be necessary for the prevention of
haphazard growth, encroachments, unauthorized constructions or operations
in such areas.
ii) Erection or re-errection of any building.
iii) No person shall within the controlled area, erect or re-errect any building,
make any material, external alteration in or addition to any existing building
or construct or re-construct any projecting portion thereof save with the
permission of the authority.
iv) The permission under the sub-section (1) shall be granted in such manner and
on such terms and conditions as may be prescribed and shall be valid for one
year, provided that it may be renewed for such further period as the authority
may deem fit in the circumstances justifying such renewal.
3rd
day (Thursday)
Today Mr. Imdad (HR Manager; my Supervisor) was in leave for two days. I called him
for my next task he replied to work in the organization with my colleague Zuhaib and just
observe the people and their work involvement.
I did the same activity for next day as well. And I learnt some about the finance
meanwhile that includes how HDA arranges its funds and their dealings in the signing of
the tenders and contracts.
2.2 Week 2 (7th
to 11th
July)
Schemes of acquiring the land and investing on them:
In a very 1st day of the second week, I was told about the schemes and its uses in the
HDA. In schemes my supervisor told me that how to prepare specific scheme or schemes
for a controlled area (the area which is under the control of the organization; HDA). He
briefed me about the following sections of the schemes:
Land use and land reservation.
Zonings.
Community planning, housing re-housing and slum clearance.
Public buildings including schools, colleges, libraries, museums, hospitals,
charitable institutions, mosques and markets.
Streets and roads.
Water supply, drainage, sewerage and sewage disposal.
Community facilities including supply of electricity and gas.
Public transport and communication system.
Commercial and industrial enclaves.
Removal of hazards to life and property of citizen.
Utilization of natural recourses.
The authority shall, after considering the objections and suggestions if any
under section 19 an hearing the persons making such objections and
suggestions if the authority considers such hearing necessary, sanction or
modify or withdraw the scheme if the cost of it does not exceed 1 million of
rupees and no loan or grant is required there for from government and
submit other schemes with its recommendations to government.

Removal or Demolition of Building:
1. Supervisor told me about the purpose of execution of a scheme, he taught me that
it is necessary to remove or demolish any building ( it may order such building to
be removed or demolished.)
2. If any building is ordered to be removed or demolished under sub-section (1),
there shall be paid compensation, the amount of which shall be determined in
accordance with the provisions relating to acquisition of land under this act.

Removal of Encroachment:
1. It is same as the removal of building and it is also necessary to remove any
encroachment made on any land or building, it shall proceed to have such
encroachment removed in accordance with the law for the time being in force for
removal of encroachments, as if the land or building from which the
encroachment is to be removed belongs to the authority.
For knowing these terms I get 3 days. And in Thursday; 4th
day of the week I went out in
Hyderabad with my supervisor to visit the premises of controlled areas of HDA and to
visit the ongoing projects. There I meet with so many people. Supervisor named my two
days the work out of the walls.
2.3 Week 3 (14th
to 19th
of July)
For preparation of the Eid-ul-Fitr I went in the city with my supervisor. He took me to
the Qasimabad first. There was need of maintenance in the city especially about the
sanitation and keeping the city clean. For that my supervisor called to his subordinate
and asked him to arrange 5 people at daily wage for 4 days. It took only few minutes
for the labors to reach at the position and the meet with us, therefore my supervisor
allowed them to start their work. Later on I asked my supervisor that what will happen
if they will not perform the work. He replied that it’s not only the money which is
involved in between me and the employees. They are fixed to complete their task with a
fixed pay no matter how much time they get to complete. And they are not hired for
ones but we frequently hire them on the daily wage basis.
After Qasimabad we went to the Wadho Wah road And visited the employees working
across the road. Supervisor told me that half the standing employees are hired at the
daily wages from all working till my eyes watch. There were about 20+ employees who
were supervised by a one employee and that was a permanent employee of HDA.
In next day my supervisor had a meeting. So I was told to stay in the organization and
suppose to observe the people around me. I spoke to many people, some people were
not satisfied with the organization. I asked them the reason. One of them replied that
due to some family matters I am unsatisfied doing job here in Hyderabad. Actually he
wanted to transfer himself to Sukkur but he had no opportunity for that.

2.4 Week 4 (21st to 24
th July)
Due to insufficient time and Eid holidays, I could only learn the following two items:
Water supply:
Supply of Water to Government Agency:
In this I came to know that how the authority is supplying water to a government
agency, such quantity of water at such rate and subject to terms and conditions as
may be agreed upon between the authority and the government agency or in the
case of dis-agreement between them as may be determined by the government
within the limits of water recourses available with the authority.
Supply of water outside municipal limits:
In this my supervisor told me that how the authority supply water to the
consumers living outside the municipal limits, and their quantity i.e. how much
they supply.

2.5 Week#5 (28th
July to 1st August)
Eid-ul-Fitr Holidays
2.6 Week# 6 (5 to 8 and 11 to 13th
of August)
I learned how to induct the new employees in organization. My supervisor
showed me its own graph of inducting the employees and the basic categories of
promotions and payrolls at a scale. I read all the particulars but I really missed to
watch the scenario practically because there was no any vacant seat to be filled.

In the last week i.e. 11th
to 13th
of August my supervisor was on leave for a hole
week and so I missed to learn from him but other things that I learned were
below:
2.7 Other experiences
Time Management:
I learnt how to manage the time, almost every day my supervisor used to give
some tasks and I had to complete it in a given particular time frame.
Stress Management:
I also learnt how to manage the stress, every day I have to do a normal work
which was easy, but one day my supervisor gave me a work of 3 days and I had
to complete it one day and I completed it in a given this is how a manage my
work.
Report writing:
I learnt how to write a report and what the requirement of the report is, like my
this report which is made up of APA 6 format
Networking:
During my internship I built many personal relationships with employees and as
well as with stakeholders. Especially the way my supervisor used to hire the daily
wage employee was superb. And that only possible if I am socially so informed
otherwise for an manager its cause really a hard job.
Dress Code:
There was no any restriction regarding the dress it is choice of every individual.
Liaison:
During my internship I communicate with all the level of staff i.e. upper staff that
consists of Director General, Deputy Director, with middle staff that includes sub
division officer (SDO) and also with lower staff which includes peon, clerks, so I
learnt a lot by communicating with these people and my communication skills
were improved
Dealing with customer:
Internees were not allowed to deal with any consumer because it requires a lot of
experiences, so the supervisor told me that as the internees are fresh graduates so
they don’t have any experience how to deal with consumers.
Chapter # 3
SWOT Analysis
3.1 Strengths:
3.1.1 Better Management:
The better management will strengthen department by recovering the revenue
and will provide better living facilities to the inhabitants and the people will trust
upon them.
3.1.2 Existing of Best Civic Facilities:
Due to best civic facilities the trend of people is changing and they are more
relying on these facilities and are more interested in these housing schemes.
3.2 Weaknesses:
3.2.1 Lack of Skilled Staff:
While working in HDA I saw the department has very few employees who are
skilled and are appointed on their merit basis, while rest of the staff is appointed
either by politicians or some illegal source i.e. bribe.
3.2.2 Over staffing:
Due to political instability employees are not hired on the basis of need but
they are appointed on the wishes of politicians, which is against the law and
department don’t have right person for their right job.
3.3 Opportunities:
3.3.1 Generation of Revenue from Water & Sanitation Charges:
HDA can earn more revenue from Hyderabad due to increased population,
because as the demand of housing will increase, which will automatically increase the
demand for water and sanitation will also increase. The expansion of Housing schemes
will provide the shelter to migrating families and by this HDA will generate huge revenue
by selling the residential and commercial Commercial plots, besides this the revenue will
also increase in Water and Sanitation Charges.
3.3.2 Deployment of Best Town planners:
The deployment of best town planners will built well planned scheme to
attract the people to settle in such Housing scheme, and due to planned schemes
people will migrate from rural areas to urban areas i.e. urbanization
3.4 Threats:
3.4.1 Deployment of un-skilled Persons:
Deployment of un-skilled persons is destroying the goodwill of the department,
because these un-skilled employees don’t know how to do the work and how to deal
with stakeholders, they are just getting their salaries while sitting at home.
3.4.2 Political Influence:
HDA being a Government department, so political influence has created a lot of problems
for the department i.e. hiring of un-skilled and inexperience employees, so the
department is lacking skilled and experienced employees

Conclusion and Recommendations:
4.1 Conclusion:
The Hyderabad Development Authority is responsible for development
and expansion of the city, therefore the Authority need to eliminate the corruption,
discourage the political influence and to improve the operation and maintenance system
of water supply and Sewerage by encouraging the willing workers and Officers.
4.2 Recommendations:
The Hyderabad Development Authority is civic body which is providing Housing
facilities having all civic facilities via Electricity, Gas, Roads, Water Supply and
Sewerage System. The Authority has not own sources to maintain the Water Supply and
Sewerage System and pay the Electricity bills and the salary of staff, therefore the
Government of Sindh should give subsidy to the Authority so that the Authority could
operate and maintain the Water and sewerage System and salary of staff deployed in
WASA.
