As early as 1934 Hitler envisioned a powerful fleet that could challenge British naval superiority. In this expansion, the German player can purchase one of three War Plan Z (WPZ) schemes. While the Germans get a discount on ships, they also commit themselves to building a lot of vessels, committing resources for many turns to come.

War Plan Z was Germany’s proposed naval construction program prior to the outset of World War II.

The program was proposed to have a large navy completed by 1946 at the cost of 33 billion

Reichsmarks. While two H-Class battleships were laid down, the war diverted resources away from

the program. Below is a summary of each of the three plans:

1.1 Which War Plan Z? There are three War Plan Z’s featured in this expansion,

covering the 1934, 1938 and 1939 plans. The German player may elect one of these

plans per game.

1.2 War Plan Z Scheme: A Scheme is a set of changes a player applies to the

rules. When German player elects to use a War Plan Z scheme he will get a discount

on certain ships but will be required to spend money to complete them.

2.2 Ending the Scheme: A player may declare to end any War Plan Z scheme. If he does, he must immediately scrap all units that are in production (remove them from the production cue) or pay 1 IPP per turn to maintain them in the current state. If scrapping a player can get back 2 IPP per capital ship and 1 IPP for any other ship.

3.1 Convoy Raiding Ships: Ships may engage in convoy raiding but they remain subject to the same limits as submarines (1 raider per sea zone per turn). Convoy raiding ships raid with a +0 modifier. Ships with the benefit of an escort may not be attacked*

3.2 Advanced ASW: Advanced ASW cannot be used

against ships.

Convoy Raiding Ships are designed to simulate raiding by a number of different types of surface ships operating alone or in small groups. They would likely not oppose a convoy with multiple escorts.

H-Class Battleship: The H-Class were six planned 62,000 ton battleships. These large ships carried eight 16-inch (406mm), twelve 5.9-inch (152mm) guns and sixteen 4.1-inch (105mm) anti-aircraft guns. The H-Class would carry an Arado 196 seaplane.

O-Class Battlecruiser: Three O-Class Battlecruisers were planned as part of War Plan Z.

These 35,000 ton vessels mounted six 380mm main guns, side by side in three turrets. The

intended role of the O-Class was designed to act in concert with other vessels to attack

merchant ships and their escorts. Its 35-knot speed allowed it to move fast enough to avoid

heavier armed battleships.

Shore Bombardment: The O-Class has a shore-bombardment of (3).

Raider: The O-Class has a +1 convoy-raiding modifier.

P-Class Panzerschiff: The P-Class Cruiser were a planned 23,000 ton heavy cruisers

armed with 280mm (11in) main guns. The P-Class was intended to support German convoy

raiding in the Atlantic.

Raider: A P-Class ship has a +1 convoy raiding modifier.

Shore Bombardment: The P-Class has a shore bombardment of (3)

Spähkreuzer Heavy Destroyer: The Spähkreuzer was a planned class of “heavy”

destroyers (5,700 long tons). The Spähkreuzer would have been capable of 36 knots and

carried six 150mm main guns, two 88mm secondaries and 16 anti-aircraft guns. Some

versions carried 10 torpedo tubes, others a reconnaissance aircraft. The Spähkreuzer was

termed a “reconnaissance cruiser” and was intended to support anti-shipping operations in

the Atlantic.

Availability: January 1938

Raider: A Spähkreuzer has a +1 convoy raiding modifier.

Europa Seydlitz Class Light Carrier: The Europa represents German merchant ships

converted to auxiliary (light) carriers. The 44,000-ton ship would have carried 18 JU-87C

dive bombers and 24 BF-109 fighters.

Light Carrier: The Europa is a light carrier: not a capital ship

AA Guns: The Europa gets 1 anti-aircraft shot at “2” but cannot cause damage to any naval

units.

Graff Zeppelin Aircraft Carrier: The Graf Zeppelin-class was Germany’s attempt at a

fleet carrier. This 34,000 ton carrier would have carried 12 BF-109 fighters and 30 Ju-87

dive bombers.

Availability: July 1935

Capital Ship: The Graf Zeppelin is a capital ship.
