IOM • OIM NEWSLETTER International Organization for Migration (IOM) Indonesia IOM’s involvement in coordinated humanitarian response stems from its constitution and was expanded upon in the organizations 12- point strategy adopted by the membership in 2007. Disaster Risk Management (DRM) is at the core of humanitarian emergency response as it includes life-saving activities implemented in the immediate aftermath of a disaster. Since the 1990s, IOM has increasingly been called upon by States to assist and protect displaced populations affected by natural disaster that overwhelmed national and local capacities. Over time there has been an evolution in the type of response from ad hoc to continuous and systematic interventions. To effectively intervene in emergency and post-crisis situations IOM has developed a comprehensive framework with the objective of ending displacement through the provision of durable solutions and the creation of an environment conducive to sustainable development. Owing to its crosscutting mandate to help ensure the orderly and humane management of migration, IOM has been looking beyond the emergency phase to promote durable solutions in response to displacement induced by natural disasters. ? The International Organization for Migration (IOM), with support from the Australia-Indonesia Facility for Disaster Reduction (AIFDR), conducted a Baseline Survey on Disaster Risk Reduction (DRR)- related issues in West Java Province. The survey was conducted at the provincial level and in 7 districts namely: Ciamis, Tasikmalaya, Garut, Bandung, Cianjur, Sukabumi and Bogor. This survey is part of IOM’s preliminary activities of its Disaster Risk Reduction (DRR) project entitled "Strengthening Disaster Risk Reduction (DRR) Capacity and Promoting Community Resilience in West Java," that began in May 2012 and will continue until May 2014.

The Merapi volcano eruption in October 2010 caused the loss of at least 386 lives while injuring hundreds of others. The eruption was followed by a cold debris flow which caused the displacement of nearly 15,000 people.
