MESSAGE FROM THE FIRE CHIEF

The Yucaipa Fire and Paramedic Department strives to provide thehighest level of life safety services to the residents and visitors of theCity of Yucaipa. I am honored to serve as the City’s Fire Chief and Icouldn’t be more proud of the men and women of the Yucaipa Fireand Paramedic Department who mitigate all emergency types 22times a day while providing excellent customer service to the publicwe protect. The Yucaipa Fire and Paramedic Departmenthas a Reserve Firefighter company in place as apart‐time training program to provide men andwomen, who are seeking a career as aprofessional /paid firefighter, with valuable onthe job training and experience.

As a member of the Yucaipa Reserve Firefightercompany, he/she has the opportunity to applythe skills and knowledge they have learned inEMS, rescue and firefighting class. They usethese skills by actively engaging, as a memberof an engine crew, in all types of emergencyincidents. The Reserve Firefighters operateunder the direct supervision of thepaid/professional firefighters employed by theCity of Yucaipa.

The Reserve firefighters are required tocomplete 48 hours of ride‐out hours at any ofthe three fire stations, as well as attendorganized monthly training. Many of thefirefighters exceed their monthly needed hours.

The Reserve firefighters also have a very activeroll with non‐emergency activities throughoutthe City. They hold an annual pancake breakfastfundraiser, provide staffing for booths duringthe Music and Arts Festival, participate instation tours and assist with the annual Toys forYucaipa event.

Through a contract between the City of Yucaipa and the County of SanBernardino, the Yucaipa Fire Department provides Fire Suppression andParamedic services to the Community of Oak Glen. Yucaipa Fire Departmentalso oversees the management and staffing of the Volunteer Fire Station 555 inOak Glen.

Fire departments can enter into Automatic Aid or Mutual Aid agreements to assist eachother in times of significant events; through collaborative efforts this provides a betterlevel of service to the public. Yucaipa Fire Department has entered into the followingAutomatic Aid agreements:

Yucaipa Fire Department is an ALL RISK department. With the multitude ofdifferent emergency types, training is a vital daily task to keep our firefightersproficient and ready to respond. Firefighters train with their engine company dailyand in citywide training monthly. All firefighters are tested annually on companyperformance drills by the Fire Chief.

Prior to employment seasonal firefighters attend a 219 hour CAL FIRE BasicAcademy. Permanent Firefighters attend CAL FIRE’s seven‐week Firefighter 2Academy after they have attended a 12‐week Firefighter 1 Academy at acommunity college. Engineer’s attend CAL FIRE’s seven‐week Company OfficerAcademy. Fire Captain’s attend a one week training course through CAL FIRE SanBernardino Headquarters

Firefighters are industrial athletes.Their safety and the lives of thepublic depend on a high level ofphysical fitness. All on‐duty Yucaipafirefighters are mandated to haveone hour dedicated to physicalfitness training daily. An addedbenefit to daily physical fitness isthe reduced amount of workrelated injuries and illnesses.

Yucaipa Fire and Paramedic Departmentfirefighters, in cooperation with the FireMarshall, provide a complete fire preventionprogram. In 2018 Yucaipa Firefighters had over7,000 public contacts with fire prevention, thisincluded over 400 hours of public education inschool programs and community events. Lastyear Yucaipa Fire Stations hosted over 100station tours. Yucaipa Firefighters also conductannual commercial business fire inspections tohelp prevent loss from fire.

On December 22, 2018, the Crafton Hills Fire Station was filled with Christmas giftsfor the annual “Toys for Yucaipa” drive. The toy drive was hosted by Yucaipa FireDepartment and coordinated by resident Lenore Will (pictured right) and BrendaMartinez (pictured left). Volunteers and organizers of the drive reported about 180families signed up to receive gifts from the charitable effort.

The Yucaipa Fire Department has been dedicated to educating and mentoringstudents of the Yucaipa High School Law and Public Safety (LPS) program since itbegan in 2014. during the school year, Yucaipa Fire Department’s involvement inthe program includes:

• 1‐2 hours prep time for each class and 200+ hours prep time for live firetraining

• Instruction on the 1st and 3rd Fridays of the month between 9:00 am and Noon• Oversight of community service hours at Stations 552 and 553, and at various

events throughout the city

Instruction topics include:

• Communicable disease, introduction to ME552, turnout races, victim rescuecarries, fire and fire extinguisher training, mock interviews and interview AAR,introduction to ropes and knots, tools and terminology, harnesses and roperescue systems, and low angle victim rescue scenarios

Ride‐Outs and Live Fire Training• 840 total ride‐out hours offered to students at Station 552 and Station 553• Live‐Fire Training events at the old Sizzler building and thrift store building

Members of Station 552 participated in an LPS advisory board, which consisted ofother agencies throughout the city. Also, the City of Yucaipa has donated to theLPS program outdated or out‐of‐service fire equipment from Stations 552, 552,and 553.

The Yucaipa Fire Department is pleased to partner with other agencies in communityoutreach efforts. Some of the many activities included:

• Community Emergency Response Training (CERT): 38 hours training and assistancein CERT exercises

• Sound the Alarm, Save a Life: In partnership with the American Red Cross, theYucaipa Fire Department took action to Sound the Alarm against home fires. OnOctober 27, 2018, 228 alarms were installed and 220 residents were educated onfire safety during the event.

Yucaipa Fire Department and CAL FIRE are activesupporters of Crafton Hills College Fire Technologyand Emergency Medical Services programs. Thisincludes:

• Instructing the Wildland portion of Fire Academy• Precepting 102 EMT Student for 1,224 

volunteered hours• Precepting 4 Paramedic students for 2,400 

volunteered hours • Acting members of the Fire Technology, EMT and 

Paramedic Advisory Committees

In December, the Yucaipa Fire Department hosted the 4th Annual No One Left Behind 5Krun/walk. This run supports the CAL FIRE benevolent foundation and receives greatsupport from the community.

Despite a fierce 2018 fire season for much of California, the City of Yucaipa was able tokeep fires in the City contained through aggressive initial attack. Fellow agencies werenot so fortunate and personnel from the City of Yucaipa Fire responded to calls forhelp. Medic Engine 552 was dispatched to the Woolsey Fire, in Los Angeles andVentura Counties, after it ignited on November 8, 2018. Also, pursuant to StateMission, Brush Engine 552 was stationed in the City of Yucaipa for wildland response.

The Fire and Paramedic Department experiences a number of “saves” everymonth. The following is one such example:

Yucaipa Fire responded to a reported person down, Upon arrival Yucaipa Fire‐Paramedics found the patient pulseless and not breathing with CPR beingperformed by a Yucaipa Sheriff’s Deputy. Yucaipa Fire Paramedics initiatedadvanced cardiac life support measures and transported the patient tohospital with AMR. While enroute the patient regained vitals, Yucaipa Fire‐Paramedics performed an immediate 12‐lead EKG and recognized that thepatient needed to go to a cardiac specialty receiving facility and not theclosest ER. After patient was treated and released from hospital stay theywere able to walk out with a fully intact neurological status. The patient madea full recovery and is a happy Yucaipa resident…

• Constantly working to improve level of existing service and proposeimproved level of service options where cost is commensurate with valuesat risk

• Received homeland security grant to purchase two battery operated jawsof life extrication tools

• Order for replacement of Brush Engine 552 was completed and delivery isexpected April of 2019

• Order for replacement of Medic Engine 553 was approved by council andexpected delivery April of 2020

• Opticom Project was awarded and will reduce response times incongested Yucaipa and Oak Glen corridors

• Implement a stop the bleed program available to city residents and staff
