Job Skills Training or Other Skill Development Services to Improve Workplace Readiness

WSC Performance Measure Instructions 2017 – 2018

Intervention:

Member(s) will provide or support job training projects that deliver Job Skill Training or Other Skill Development Services to Economically Disadvantaged Adults (18 & over). Job Skill Training or Other Skill Development Services are typically delivered within a classroom or an experiential workplace setting enabling individuals to receive Occupational Skills. Other Skill Development Services include remedial education, such as Adult Basic Education, GED education, Adult ESL education, On The-Job Training, Work Experience (WEX) and classroom Soft-Skills Training that provides information about appropriate workplace behavior or Job Search Skills.

Output 1: Report the UNDUPLICATED number of Economically Disadvantaged individuals (18 & older) who receive Job Skills Training or Other Skill Development Services led or supported by AmeriCorps members.

Sites that do not have an established process for collecting Economically Disadvantaged eligibility data from participants must require all program participants to self-attest to their eligibility when they enroll for services or attend trainings. Determining Economically Disadvantaged status through self-attestation will be validated on a written form, signed by the participant, indicating that they meet at least one of the following criteria: 1) is a recipient of Temporary Assistance for Needy Families (TANF), Supplemental Nutrition Assistance Program (SNAP), Medicaid, the State Children’s Health Insurance Program (SCHIP) or Section 8 Housing Assistance OR 2) has a poor credit score OR 3) is at least 60 days behind on one or more personal/family bills.

Count each participant ONCE. Report an unduplicated count of individuals completing the Job Skills Training or Other Skill Development Services for which they enrolled.

Track all participants who take part in the training with course attendance records and/or activity logs. Attendance log sign-in sheets will validate, at a minimum, date of training, name of person being trained, title of training, and length/duration of training.

Provide and collect a pre-training Job Readiness Survey from all participants who attend the training.

Each project site will use a pre- and post-training survey that will include knowledge-based questions designed to assess the extent to which participants have acquired new knowledge.

Survey questions must be directly linked to pre-defined learning objectives designed by the site prior to the implementation of the training.

Your pre-defined learning objectives should be information that the majority of your clients will not know. If individuals obtain correct answers on the pre-test, this will indicate that they will not show improved knowledge on the post-test.

Pre and post surveys must be administered at the beginning and at the end of training.

Pre and post surveys must contain the same questions.

Outcome 1: Report the number of Economically Disadvantaged Individuals (18 & older) who improve Workplace Readiness as a result of Job Skills Training or Other Skill Development Services.

(60%) of your Economically Disadvantaged Individuals (18 & older) who receive Job Skills Training or other skill development services will indicate improved Workplace Readiness.

Determine improvement by comparing the pre and post knowledge survey results. Make sure that you can match the individual’s pre-test with their post-test.

Compare the total number of correct answers on the post-test against the total number of correct answers on the pre-test.

WSC defines “improvement” as ANY increase in the number of correct answers from pre-test to post-test. Track survey scores by the number of correct questions.

Completed surveys and evaluation documentation must be maintained for a period of 6 years from August 31, 2018 and be available for review upon request by WSC, the Washington Commission for National and Community Service and/or the Corporation for National and Community Service.

Submit quarterly performance reports on or before 12/15/17; 3/16/18; 6/15/18; and 9/14/18.
