To avoid waste in resources, streamlining of bureaucracy proposed
Party-list lawmakers have insisted on the need to streamline the bureaucracy to
address the unnecessary waste of limited resources in the economy.
Magdalo party-list Reps. Francisco Ashley L. Acedillo and ary !. Ale"ano have
been pushing# since $%&'# for the passage of () $* entitled +An Act reorgani,ing the
government bureaucracy# creating a overnment Reorgani,ation !ommission# defining its
powers and functions and for other purposes.
+he need for sound e/penditure management in the bureaucracy has become moreimportant through the years as government resources have become limited and the needs
of society have become almost ine/haustible# Reps. Acedillo and Ale"ano pointed out.
0nder the proposed +overnment Reorgani,ation Act# the overnment
Reorgani,ation !ommission 1R!2 is mandated to undertake studies and propose
measures to abolish# merge# integrate# transfer# regroup# or restructure departments#
bureaus# offices# government-owned and controlled corporations and other agencies of the
3/ecutive )ranch in order to eliminate overlapping and4or fragmented functions of
programs and activities# the authors said.
hey said that the current set-up of the bureaucracy made government a huge
burden and contributor to the tremendous waste of resources which could have helped
unleash the potentials of the economy and make development inclusive.
+Let5s face it. overnment is challenged by the issues of corruption in almost all
levels of the bureaucracy. 6nefficiency in the delivery of public services is a reality and a
painful scenario that people# especially investors# e/perience each day# they lamented.
)y focusing the government5s limited resources on the provision of basic services#the government would effectively reduce poverty and help bring about the inclusive
economic resurgence of the country# the lawmakers argued.
+(owever# massive trimming down of the bureaucracy is needed to do away with
the unnecessary and redundant appendages of the government# they insisted.
Admittedly# they said# the move to streamline the bureaucracy needs time and study#
but +we have to move fast.
he R! shall pursue a survey of the government bureaucracy and draft a plan of
reorgani,ation of all entities and offices of the 3/ecutive branch of government. hese
shall include all departments and their respective attached agencies# bureaus# offices#

commissions# boards# councils# authorities# including 7!!s# state universities and
colleges# and all other instrumentalities of the 3/ecutive branch.
Furthermore# () $* provides that the 8udiciary and !onstitution offices may
likewise pursue a survey and reorgani,ation of its ranks in accordance with the principles#
guidelines# standards# and time frame prescribed in the proposed law. hey may
coordinate their respective efforts with the 3/ecutive branch for better coordination and in
the interest of public service.
Among other salient provisions# the government shall adopt and implement a re-
tooling# re-training and re-deployment program for personnel who might be displaced as a
result of the reorgani,ation.
he bill also provides that the !ommission shall submit the report of its study and
reorgani,ation plan# to the President. 6f the President finds the report or plan satisfactory#
the same shall be submitted to both (ouses of !ongress. he organi,ational plan shall beeffective upon the approval of !ongress through a concurrent resolution.
he proposed law mandates the !ommission# among its other powers and functions#
the formulation and administration of the necessary guidelines# rules# and procedures to
