VACANCIES

The Kisii County Public Service Board wishes to recruit competent and qualified persons

to fill the following vacant positions as per SECTIONS 45, 50, 51, 58 and 63 of the County

Government Act 2012.

1. DIRECTORS OF DIVISIONS IN RESPECTIVE DEPARTMENTS: (2 POSTS)

Ref: KCPSB/2013/012

The posts will be one for each of the following divisions:

a) Roads and Transport

b) Urban Development and Physical Planning

TERMS: Permanent and Pensionable/Contract

The Director will be answerable to the Chief Officer in the relevant department and will be

responsible for the following tasks:

a) Development, implementation and evaluation of the relevant division strategic plans,

programs and projects in collaboration with other departments and stakeholders.

b) Planning and supervision of the relevant division’s programs and activities.

c) Organization, direction, control and the co-ordination of the tasks of the division.

d) Interpreting and applying national and county laws and other related statutes in the relevant

division in line with the county goals and objectives.

e) Developing appropriate county departmental policies, legal and institutional frameworks for

the implementation of the mandate of the division.

f) Handling administrative, human resource and asset management issues.

g) Oversee preparation of annual work plans and financial budgets.

h) Ensuring strict compliance with all financial, budgetary and procurement procedures.

i) Co-ordination of production, documentation and dissemination of the relevant division’s

information.

Requirements for appointment

a) Be a Kenyan Citizen.

b) Be a holder of at least a first degree from a university recognized in Kenya in the

relevant field.

c) A Master’s degree in the relevant field will be an added advantage.

d) Have relevant knowledge and experience of not less than seven (7) years in the public

service or the private sector.

e) Demonstrate a high degree of professional and technical competence as reflected in

work performance and results.

f) Demonstrate a thorough understanding of devolution, county development objectives

and Vision 2030.

g) Be conversant with policy formulation and implementation.

h) Be a strategic thinker and result oriented.

i) Satisfy the requirements of Chapter Six of the Constitution of Kenya 2010 on leadership

and integrity.

j) Be computer literate.

Remuneration

Basic salary: KShs. 109, 089 – 144, 928 p.m.

3. CIVIL ENGINEER I/II/III (3 POSTS) Ref: KCPSB/2013/014

TERMS: Permanent and pensionable.

Reporting to the Deputy Director, Roads and Transport, the Civil Engineers will be responsible

for the following tasks:

Duties and Responsibilities:

a) Preliminary road design.

b) Supervision of road construction.

c) Rehabilitation and maintenance of all classified and unclassified roads in Kisii County.

d) Any other duty as may be assigned by Deputy Director, Roads and Transport.

Requirements for appointment

1. Be a Kenyan citizen

2. A Bachelors Degree in Civil Engineering or its equivalent from an institution recognized

in Kenya;

3. Be registered with the Engineering Registration Board;

4. Have relevant knowledge and experience of not less than three (3) years in public service

or the private sector.

5. Proficiency in relevant computer applications.

Remuneration

Engineer I:

Basic salary: KShs. 77,527 – 103, 894 p.m.

House allowance: KShs. 40,000 p.m.

Other allowances: KShs. 12,000 p.m.

Engineer II:

Basic salary: KShs. 48,190 – 65,290 p.m.

House allowance: KShs. 24,000 p.m.

4. DEPUTY HEAD OF ACCOUNTING SERVICES: (1 POST) Ref: KCPSB/2013/015

TERMS: Permanent and Pensionable.

Reporting to the County Head of Accounting Services, the Deputy Head of Accounting Service

will be responsible for the following tasks:

Duties and responsibilities

a) Assisting in the administration of the accounting service in the County.

b) Assisting the Head of Accounting Unit to provide advisory services to the Chief Officer,

Finance and Planning and other stakeholders on all financial and accounting matters in

the county.

c) Preparation of management and statutory reports including final accounts.

d) Assisting in the development of supplementary financial regulations and procedures to

enhance internal controls as established through normal Treasury regulations and

procedures.

e) Setting targets for the accounting staff and evaluating achievements.

f) Authorization of payments and signing of cheques subject to set limits.

g) Supervision, training, development and deployment of staff in the accounting unit.

h) Any other duty as may be assigned by the County Head of Accounting Services.

Requirements for appointment

a) Be a Kenyan Citizen.

b) Be a holder of at least a first degree in Finance, Accounting, Business Administration,

Economics or its approved equivalent from a university recognized in Kenya.

c) A Master’s Degree in Finance, Accounting, Business Administration, Economics or its

equivalent from a recognized university in Kenya will be an added advantage.

d) Passed Part III of Certified Public Accountant (CPA) Examination or its recognized

equivalent.

e) Have a relevant knowledge and experience of not less than three (3) years in public

service or the private sector.

f) Demonstrate a high degree of professional and technical competence as reflected in work

5. SENIOR ACCOUNTANT (3 POSTS) Ref: KCPSB/2013/016

TERMS: Permanent and pensionable.

Reporting to the Deputy Head of Accounting services, the Senior Accountant will be responsible

for the following tasks:

Duties and Responsibilities

a) Timely and accurate preparation of quality management reports that fall under his/her

section (s).

b) Work at this level will also include planning, directing, coordinating, supervising areas of

control.

c) Training and development of staff under him/her and setting targets for the section (s).

d) The officer may occasionally be required to undertake ad hoc assignments relating to

accounting services.

e) He/she may be assigned responsibilities to authorize payments and sign cheques subject

to set limits.

f) He/she will certify and verify returns, documents, and vouchers.

g) Collection of revenue including inspection and responsibility for Government assets,

records and custody of accounting documents under his/her section(s).

h) Any other duty as may be assigned by the Deputy Head of Accounting Services.

Requirements for Appointment

For appointment to this grade an officer must have:

(i) Served in the grade of Accountant I, or in a comparable and relevant position in the

public service for a minimum period of three (3)years; and

(ii) A Bachelor’s Degree in Commerce (Accounting or Finance option) or Business

Administration (Accounting option) from an institution recognized in Kenya or any

other relevant qualification adjudged to be its equivalent from an approved institution

and have passed Part II of Certified Public Accountants (CPA) Examinations or its

approved equivalent.

(iii) Certificate in computer applications will be an added advantage.

(iv) Shown merit and ability as reflected in work performance and results.

Remuneration

Basic salary: Kshs. 48,190 – 65,290 p.m.

House allowance: Kshs. 24, 000 p.m.

Other allowances: Kshs. 8, 000 p.m.

6. ACCOUNTANT I/II (3 POSTS) Ref: KCPSB/2013/017

TERMS: Permanent and pensionable.

Reporting to the Senior Accountant, the Accountants will be responsible for the following tasks:

Duties and Responsibilities

a) Verification of vouchers.

b) Data capture.

c) Maintenance of primary records such as cash books, ledgers, vote books and registers.

d) Preparation of simple management reports.

e) Analyze below the line accounts.

f) Posting payments and receipt vouchers in the cash books.

g) Arranging for withdrawal of cash for office use and ensuring safety at all times.

h) Preparation of expenditure and Authority to Incur Expenditure (AIE).

i) Any other duties that may be assigned by the Senior Accountant.

Accountant I

Basic salary: Kshs. 31,020 – 41,590 p.m.

House allowance: Kshs. 10, 000 p.m.

Other allowances: Kshs. 5, 000 p.m.

Accountant II

Basic salary: Kshs. 24,662 – 29,918 p.m.

House allowance: Kshs. 8,000 p.m.

Other allowances: Kshs. 4,000 p.m.

7. PRINCIPAL BUDGET OFFICER: (1 POST) Ref: KCPSB/2013/018

TERMS: Permanent and pensionable.

Reporting to the Chief Officer, Treasury and Economic Planning, the Principal Budget Officer

will be responsible for the following tasks:

Duties and Responsibilities

a) Consolidating and prioritizing areas for allocation of public resources for the county.

b) Consolidating and rationalizing budget proposals from all departments.

c) Identifying programs at the county level, by consolidating programs at the sub-county

levels for inclusion in the project based budget.

d) Preparing guidelines on the budget process to be followed by all County Government

entities.

e) Preparing and submitting the County Fiscal Strategy Paper in line with national

objectives in the Budget Policy Strategy to the Chief Officer.

f) Preparing and submitting the County Budget Review Outlook Paper to the Chief Officer.

g) Preparing relevant bills for submission to the County Executive, Finance and planning.

h) Dealing with issues pertaining to Expenditure, Monitoring and Control.

i) Advising the County Treasury on budget management and assessing the risks involved in

new and existing budget policies.

j) Any other duties as may be assigned by the Chief Officer, Treasury and Economic

Planning.

b) Be a holder of a Bachelor’s degree in Accounting, Finance, Business Administrative or

Economics from a university recognized in Kenya, or CPA (K) or its equivalent

qualifications.

accounting systems.

e) Have relevant knowledge and experience of not less than five (5) years in public service

or private sector.

TERMS: Permanent and pensionable

Reporting to the County Secretary, the Director, Strategy, Delivery and Project Management

Unit will be responsible for the following tasks:

Duties and Responsibilities

a) Provide direction on socio-economic planning and production of statistical data in the

County.

b) Undertake systems audits and make recommendations for addressing organizational and

systematic challenges that impede performance of County institutions.

c) Monitor the extent to which completed development projects are meeting their stated

objectives, assess their sustainability and make the necessary recommendations.

d) Oversee and report progress on delivery of the County Priorities to the Governor.

e) Ensure that appropriate accountability and performance management mechanisms are in

place to underpin successful implementation.

f) Any other duties as may be assigned by the County Secretary.

Requirements for appointment

a) Be a Kenyan Citizen.

b) Be a holder of at least a first degree either in Finance, Planning and Economics or its

approved equivalent from a university recognized in Kenya.

c) A Master’s Degree in a relevant field or its approved equivalent from a recognized

Reporting to the Director, Strategy, Delivery and Project Management, the Deputy Director,

Strategy, Delivery and Project Management will be responsible for the following tasks.

Duties and Responsibilities

a) Undertake Value for Money and Performance Audits.

b) Monitor collection of and review current procedures and practices for collecting

Government revenue and suggest more efficient ways of maximizing collection.

c) Identify capacity gaps which inhibit delivery of priorities and refer them to the

appropriate responsible unit of County Government.

d) Undertake routine efficient audits to ensure effective and efficient results are

achieved

e) Coordination and formulation of county development strategies, policies and

programs.

f) Supervision, training, development and deployment of staff in the Strategy, Delivery

and Project Management Unit.

g) Any other duties as may be assigned by the Director, Strategy, Delivery and Project

Management Unit.

Requirements for appointment

a) Be a Kenyan Citizen.

b) Be a holder of at least a first degree either in Finance, Planning and Economics or

its approved equivalent from a universityrecognized in Kenya.

Reporting to the Deputy Director, Strategy, Delivery and Project Management, the Principal

Economist will be responsible for the following tasks:

Duties and Responsibilities

a) Providing advice to help facilitate economic and market analysis.

b) Contributing to the development, organizational integration and implementation of

strategic plans.

c) Identifying and consistently applying the economic frameworks to a range of regulation.

d) Give expertise advice on economic issues affecting the County.

e) Leading on the design and production of reports.

f) Any other duties as may be assigned by the Deputy Director, Strategy, Delivery and

Project Management.

Requirements for appointment

a) Be a Kenyan citizen.

b) Be a holder of a bachelor’s degree in economics from a university recognized in Kenya.

c) Have at least four(4) years of working experience in the public or private sector.

d) Ability to apply economic principles.

e) Technical skills in microeconomics.

f) Ability to engage with relevant experts.

g) Ability to apply financial modeling skills to analyze complex economic issues.
