Schomberg Councillor Bill Cober went down swinging Mon-day night as he vented his frus-tration with a road reconstruc-tion bid that went off the rails.

After three years of planning, the rebuilding of Church Street, from Schomberg to Lloydtown, was subject to a rude case of sticker shock when the bids were opened May 27.

Just two firms bid on the proj-ect for which the township bud-geted $2.8 million. The lowest bid was a staggering $5.83 mil-

lion — more than double the budgeted amount.

That led Andrzej Drzewiecki, the township’s director of engi-neering, public works and build-ing to urge council to reject the bid — they did so — and go back to the drawing table to re-tender the project in December.

To put it mildly, Cober, who voted to dump the bid, was upset.

“When I first got wind of this, I did not sleep. We had the public information session, we talked to the people and I will say this, staff had worked very well with the folks and continued to… but sir, I need some kind of assur-ance that this is going to happen because you can just imagine what the people are calling us up here at this point,” Cober said to Drzewiecki.

“My goal is to ensure the residents of Schomberg and the township get the value for their tax dollars. With this project being double, the budget being available for this project, I don’t think this would be the case. The scope of the project has been

modified several times — the budget amount remained the same as it was in 2013,” Drzew-iecki said.

He assured Cober and coun-cil that a new public informa-tion session would be held by November, with a full account-

ing for the work that would take place, hopefully, next year, with a new bid process in place.

King City Councillor Cleve Mortelliti believed the bids may have skyrocketed because of what he called, “significant scope creep”. He said that once consul-tants did a thorough analysis of the road, a new town standard was applied to an old road that wouldn’t fit.

So more requirements were piled on and the cost conse-quently rose.

Drzewiecki believes once new requirements are put in place in a new tender, more construction firms will come forward to bid on the project and prices will be lower in a more competitive process.

“I am prepared to face the music at the next public infor-mation session and explain to the residents of Schomberg why the project was postponed once again, but if it doesn’t material-ize next year, I wouldn’t like to be in my shoes,” he said.

“You can wear mine,” Cober said.

Herb Workman celebrated his 90th birthday among family and friends at Nobleton United Church late last month. Lots of friends and family turned out to wish him well. The long-time postmaster of Nobleton, who served in the role for 20 years before retiring in 1986, has enjoyed his 29 years in retirement, seeing many parts of the world. He married Ruth Wilson in 1958 and the couple, who moved to Nobleton in 1967, had three children. They now have four grandchildren and two great-grandchildren. Herb loves to garden and plays euchre each week and is still “as sharp as a nail.”

Ranked ballots not an electoral system

Re: Ranked ballots important change, guest column by Chris Emanuel, July 2.

I feel some clarification is necessary. Emanuel makes a common error of equating ranked ballots with an electoral system. Federal Liberal Leader Justin Trudeau also does the same thing: he should know better.

The ability to use ranked ballots in elections opens the doors for meaning-ful electoral change. Regional Councillor John Taylor put a motion before Newmar-ket council June 15 to endorse the option allowing municipalities to use ranked ballots in municipal elections; council endorsed it.

A ballot is just that, a piece of paper to register your vote, it is not an electoral system.

With our present ballot, you mark an X beside the candidates of your choice. This type of ballot is used in the ‘winner-take-all’ electoral system called first-past-the-post (FPTP). This is the same system used for provincial and federal elections. The shortcoming of this system is that many votes do not count and, therefore, are not represented in our governments.

Ranked ballots have the potential to give voters a greater say in who is elected and increase voter engagement, provided they are used with the appropriate elec-toral system.

It is very important to understand we need to use different voting systems for different types of representation.

If you require a system to elect a single winner, such as a president, leader of a party, mayor or regional councillor, then the best electoral system would be alternative vote (AV). The province refers to this system as ranked choice voting (RCV). Some federal leaders refer to this incorrectly as preferential ballot.

If we were voting to create representa-tion for ourselves in a large body, such as a Parliament, legislature or council, the best system would be single transferable vote (STV).

The initiative to allow municipalities to use a ranked ballot is a good one, but must be teamed with the appropriate electoral system to make it as fair as pos-sible for voters.

With the AV or RCV electoral system, a single winner would require 50 per cent of the votes to be declared a winner.

Using the STV electoral system to elect councillors, the council members would have to attain a threshold of votes, dependent on the number of required members. This system would make more votes count and result in candidates that appeal to a larger number of voters.

Smart Commute is a sustain-able transportation program of the municipalities of Markham and Richmond Hill, Region of York and Metrolinx. Its aim is to help York employers and commuters explore different commute choices such as carpooling, cycling and transit.

The organization’s overall goal to “ease gridlock, improve air quality and reduce greenhouse gas emissions while making your commute less expensive and more enjoyable” is even more vital and opportune with the Pan Am Games almost upon us — espe-cially as Markham has two Pan Am venues.

Here are the suggestions.• Shift your workday to avoid

peak rush hours. If you try getting in to work a half hour or an hour earlier, perhaps you can leave an hour earlier, too, avoiding the worst 9 to 5 rush hour crush on our roads.

• Ask your boss if you can work a compressed work week, i.e. more hours over fewer days.

• If you are a boss or supervisor, try scheduling more conference calls instead of face-to-face meet-ings that involve managers or staff driving time; and encourage tele-work options for employees.

• Form a carpool at work so there are fewer vehicles on the road and you can use the High Occupancy Vehicle (HOV) lanes that now are dedicated for three people or more.

• Take transit to work for the next few weeks and/or cycle for all or part of the commute. Remember, all VIVA and YRT buses have a bike carrier avail-able for people who want or need to cycle part of their com-mute to and from work, but use

transit for the other portion.• Use real-time travel apps and

download local traffic plans to help you find the best routes and avoid road closures.

Smart Commute points out that commuters who work or live near Pan Am/Parapan Am competition venues can expect to experience heavier traffic volumes in the area due to temporary traffic changes and more people travelling throughout the area.

If you live or work near a Games competition venue, you can down-load the traffic plan for your area to help you plan ahead.

Roads primarily affected around the Atos Markham Pan Am Centre include: Warden Avenue from Hwy. 407 to Hwy. 7; Enter-prise Boulevard from Warden to Kennedy Road; and Kennedy from Hwy. 407 to Hwy. 7.

Angus Glen Golf Club roads affected by extra Pan Am traffic include Major Mackenzie Drive between Hwy. 404 and Kennedy; Elgin Mills Road between 404 and Kennedy; Warden between Major Mack and Elgin Mills; and Kennedy from Major Mack to Elgin Mills.

Even if you are not located close to a venue, your commute can still be affected by those commuters choosing to re-route around competition venues.

Perhaps you, like me, didn’t know there is a “local traffic plan” for Markham’s Angus Glen Golf Club or the Atos Markham Pan Am Centre, but there is.

Six years later, thepartnership breaks down.Now what? Imaginelegislation that statesyou have to hand overhalf the value of yourbusiness, to your ex-partner, who brought inno equity, just becauseyou made them a businesspartner. Sound fair?

In family law, this isessentially what happenswhen one person bringsinto the marriage amatrimonial home1 that

they purchased in theirown name, with theirown money (or withthe assistance of others)prior to being married.The Family Law Actstipulates that a spousecannot deduct the valueof the matrimonial homebrought into the marriageif the parties live in thatvery same home atthe date of separation.

Consequence? All otherfactors being equal,the value of the half amillion dollar home thatyou purchased prior tomarriage, and which isnow worth $2,000,000.00,is divided equally uponseparation. Let merepeat that. The valueof a matrimonial home,owned solely by one partyprior to marriage, is sharedequally upon separation.The ex-spouse couldpotentially walk awaywith $1,000,000.00, ifthere is no marriagecontract in placestipulating otherwise.

Solution? Consult with afamily law lawyer who canassist you in protecting thebiggest asset the majorityof couples come into amarriage with.A marriagecontract could outline thatthe value of the homeon the date of marriagecomes back to the spousewho brought the homeinto the marriage and

the increase in the value

of the matrimonial home

can be shared equally

between the date of

marriage and the date of

separation. The solution

seems simple enough.

After all, as business

people, we would never

allow someone to walk

away with half the value

of the business without

putting in any equity.

My advice is this… If

you have something

worth protecting, consult

with a family law lawyer

at least six months

before you say “I Do”!

kick off tomorrow with the open-ing ceremonies.

Southern Ontario will try to show off its best face to the Americas for the next two weeks.

There has been sooooo much talk about HOV lanes and expected traffic delays and people escaping Toronto while the Games are on and slow ticket sales and lack of inter-est.

My advice? We need to get over ourselves and go with

the Pan Am flow. This is a party people that you paid for. Let’s get out, enjoy the summer weather and try to have some fun.

Besides the athletic events, there are artistic, music and cultural displays to take in. Check out what’s happening each day and night, virtually all of it free of charge.

Tried to get a pair of tickets to the Cana-da-Brazil men’s soccer match in Hamilton this coming Sunday night — I’m a footy fanatic — and failed. It’s a sell-out.

No doubt the men’s 100 and 200 metres and 4 x 100 metres featuring men’s sprint sensation and Markham’s own Andre De Grasse should be sensational. King will have its eyes on our own Olympic golden girl from the 2012 London Olympics, Rosie MacLennan, in the women’s trampoline. King tramp champ Jason Burnett will try to rebound from the hard luck and injuries he’s suffered over the years and climb to the top of the podium.

Star badminton champion from Markham, Michelle Li, will try to smash her way to a gold medal.

Some of our World Cup women’s soccer players, fresh off their good performance for Canada in the FIFA Women’s World Cup hosted by Canada last month, will try to star for Canada. There will be baseball, volleyball, water polo (in Markham), equestrian events (in nearby Caledon) and plenty of other events to take in.

The Parapan Am Games will also allow us all to take in the very best athletes who have a disability. They will compete just after the Pan Am Games come to an end.

They will also leave some first-rate facili-ties behind for our athletes to use, such as Tim Hortons Field in Hamilton, the Milton Velodrome, the Aquatic Centre in Scarbor-ough and others.

So get out there, enjoy yourself and take advantage of the opportunity to have a good time and celebrate.

We will be having regular Sun-day services at 11:15 a.m. at Noble-ton United up to and including July 19.

Our sister church, Schomberg United, will be joining us for all our July activities.

The next Messy Church will be on July 14, 5 to 7 p.m. This is an intergenerational activity. We know young families are busy and so, in addition to having crafts related to the theme of a Bible story, we sup-ply dinner, so parents do not have to rush home to make a meal.

It is a time of fun, faith, food and fellowship. July’s theme is Moses and God’s promise to help the Israelites to leave Egypt. “Let my people go!”

Frogs were one of the plagues sent to convince the Pharaoh to let them go.

Frog cookies will be available to decorate with green icing and sprinkles. Also we will be making some origami jumping frogs and/or decorating some that are already made.

There will be other choices of activities, including making pyra-mids using cocktail sticks and dried peas; and table tennis. There is no charge for Messy Church.

There will be Wednesday bar-becues July 22 and 29 at Nobleton United, especially for our cottagers who are not available during the

summer weekends. We have a short service at 6

p.m., and a barbecue at 6:30 p.m. Potluck salads and desserts. All are welcome, even if you do not have a cottage.

On July 26, there is a picnic at Kim and Jack Campbell’s.

There will be a short service at 11 a.m. and we eat at 11:30 a.m.

The barbecue food will be sup-plied.

Everyone is invited to bring a potluck salad or dessert, a swim-ming costume, as they have a pool, and walking shoes, as they have a trail behind their house.

I think that we are decorating a piece of crockery with paint and getting it “fired” later so that it is permanent.

Neighourhood leadfoots could be finding themselves on the front page of their local newspaper.

That was one idea kicked around at last night’s council meeting as township council-lors jumped on the speed-sign bandwagon and jockeyed for signs in their neighbour-hoods.

Councillors Debbie Schaefer and David Boyd both wanted – and got – signs for streets in Nobleton and King City where resi-dents have been complaining about exces-sive speed.

Mary Muter, who has lived on Kingscross Drive in King City for the past four years, said she’s tired of the speeders on her residential street. It has a speed limit of 40 km/h.

“There are cars going way over the speed limit, even school buses going way over the speed limit and seeing school buses going way over the speed limit is, frankly, quite scary.

“There have been close calls… they have put posts up along the turns and we have had posts taken down by cars hitting them,” she said.

Kingscross will get at least two of the “driv-er feedback” signs, while Hazelbury Drive in Nobleton will also get two signs for a one-year period each. The signs can be moved and are valued at around $5,000 each.

Council gave direction to staff to check

into the annual traffic-calming budget to see if more signs could be purchased in bulk as it seems the demand by councillors for each ward outstrips the current supply in the township.

King City Councillor Cleve Mortelliti asked Andrzej Drzewiecki, director of engineering, public works and building, if the signs came equipped with cameras as well.

He was told some models do and the councillor said they might be useful for Neighbourhood Watch programs.

Mayor Steve Pellegrini had another idea.“Can we get the photos and give them to

the press. If somebody was driving and there was a ridiculous one; if that was on the front page of our newspaper and that was a local resident, I don’t think they’d be doing that too much anymore,” he said.

Speed signs coming to KingKing Township council asked staff to check the annual traffic-calming budget to see if more speed signs could be purchased.

The quilters do custom work and quilts for sale at Nobleton United’s annual bake and craft sale in late October. triathlete and entrepreneur) instinctively knew that the 100 year old landmark building

on the four corners of Carlisle was destined for greater heights. One day, whilst eating

ice-cream with her 3 year old and watching the cars go by, it occurred to her that the cars

going by could be stopping at her bistro. It wasn’t long before numbers were negotiated,

permits issued and Cascata Bistro was born.

Following the farm to table philosophy which supports local farmers by using locally

grown seasonal produce when available, all of the menu items at the award winning

Cascata Bistro are handmade, ensuring only fresh quality ingredients are used. Together

Angela and the bistro’s chef continuously strive to create new, delicious and enticing

combinations -often using herbs and vegetables from the bistro’s own kitchen garden.

With gridlock costing the economy of the Greater Toronto and Hamilton Area $11 bil-lion a year, the provincial and federal govern-ments are pouring historic levels of funding into transportation infrastructure.

For example, in its spring budget, the province announced $16 billion for transit in the Greater Toronto and Hamilton Area while, on June 18, Prime Minister Stephen Harper announced a $2.6-billion invest-ment in Toronto Mayor John Tory’s Smart-Track initiative, a 53-kilometre, 22-station surface train service line on existing GO train lines.

York Region Rapid Transit Corpora-tion president Mary-Frances Turner and chief engineer Paul May sat down with York Region Media Group to talk about the unprecedented transformation of public transit in York Region and across the sprawl-ing Golden Horseshoe.

Q: In May, the region launched a trans-portation task force, described as one of the most significant committee’s in the region’s history. Can you explain why it is so impor-tant and why it is so timely?

Turner: Transportation has been stated as the No. 1 issue of priority to York Region residents for many, many, many years. It’s really important, as we look at major mile-

Transit: Where is it taking us, when will we get there?stones like our transportation master plan, that we really examine opportunities to really get it right. And getting it right means where do we spend our emphasis and our focus with respect to the dollars that need to be spent to improve our roads and our tran-sit systems and create great places for peo-ple to walk and have mobility, including on their bicycles. So, that’s why a task force was created, because it’s really important to York Region residents and their quality of life.

May: I think the other aspect is, I think it’s very timely now for this task force because there is an unparalleled level of invest-ment in transportation in the GTA, not only with the things under construction in York Region, our rapid bus transit and the Spa-dina subway extension, but also all the RER (rapid express rail, which is electrification of the GO train lines allowing for 15-minute service) investment with Metrolinx.

Q: Why do we need all this? Are we choking on our own congestion?

May: We identified in the first transporta-tion master plan that the region did, which was approved in 2002, we strongly identified that we couldn’t widen enough roads in York Region to accommodate all the future travel just in cars. There just wasn’t enough roads to widen and not enough property. There would just have to be too many lanes on

these arterial roads, so transit was the only way we were going to achieve the future need for travel in a sustainable manner. The two rapid way lanes in the middle of the road have more capacity to move people than the three lanes in each direction, so a total of six lanes, for regular cars.

Q: Just as a normal person, I hear Metrolinx, Viva, YRT, GO, there’s the TTC, there’s SmartTrack. How is this all working? It just seems like so much and I can’t wrap my head around it. Help me wrap my head around it.

Turner: We’ll start at the bottom and work our way up. YRT has existed for a consider-able amount of time. It was formed by put-ting together all of the local transit systems and creating York Region Transit. And that was done by the region putting together all these small individuals into a large regional authority. That authority is responsible for operating the day-to-day system that you see running around out there. The rapid transit corporation, which is our service that we put out there and we run the rapid transit corporation, our goal is to find fund-ing and to build the projects and then give them to YRT, York Region Transit, to put into service and they run the local service every day on our behalf. We have funding partners and one of the funding partners we have is Metrolinx. And Metrolinx was formed to create this umbrella regional transportation authority, to create the big picture that’s big-ger than any one of our individual pictures, to put together the whole network and to determine the priorities of which pieces of that network should go ahead of the oth-ers. But (transit) is a very important, as you know, political hot potato for everyone to deal with. So, usually, you will find at elec-tion time, one of the platforms that a politi-cian will run on is their ideas about a transit idea. So, in this case, (Toronto Mayor) John Tory came out with the idea of SmartTrack. And SmartTrack is just basically layered on top of the GO lines and adds a few more stations in the city of Toronto. But he’s been able to give it a phrase and a name and gain popularity as another way to move people around. But it happens to be the same plan with a few more stations.

May: From a transit user perspective, when you’ve got different systems operating in the Greater Toronto Area like this, there are two aspects that make it convenient for the user. One is service integration. So, can I connect from one service to another service to get where I want to go? And we do have service integration in York Region and in the Greater Toronto Area...The other aspect is fare integration so you have one unified fare system throughout the Greater Toronto Area and we don’t have that yet...There isn’t fare integration with the TTC…The Presto card is being implemented. Everyone in the GTA has implemented it except for the TTC and it’s in the process in the TTC. They’ve started to and it will still be a couple years before they’ve finished implementing it on the TTC. So, that makes it more convenient. You just tap your card each time. In terms of integrating the fare policy, that’s more dif-ficult and Metrolinx is working on that and it needs to be done at the Greater Toronto Area level. It’s not something York Region can do on its own.

Q: Paint a picture of what transit will look like in five years.

Turner: In five years, we’ll have 37 kilo-metres of rapid transit corridors, bus rapid transit corridors, fully separated for buses to be running up and down. The Spadina sub-way will be open. We hope to be well into engineering for the Yonge subway because it’s another major piece of our puzzle. And we hope to have a (BRT) corridor running up Jane Street and across Major Mack and down Don Mills, providing rapid transit but in mixed traffic and as a precursor to future separated rapid transit investment. It will be buses like the first stage of Viva where we ran in mixed traffic and the stations will be curbside.

The goal is to start it in mixed traffic and get it into its own corridor. Five years from now, you should be seeing much more fre-quent service on the GO lines and then five years from then, you’re going to see electrifi-cation. You’re going to have this whole rapid transit system of buses and subways start to be connected to the GO lines and the GO lines are going to be running up and down the corridors.

WEYMAN, Roy William John February 23, 1929 - July 2, 2015

It is with great sadness that we announce the death of Roy Weyman at Mackenzie Health Hospital, Richmond Hill, Ontario. Roy was diagnosed with cancer in November 2013 and faced the progression of the disease with his signature no-nonsense attitude. Roy was born in Walthamstowe, England and emigrated to Canada in 1953. He worked for many years as a toolmaker and later as inspector in quality control, in the aircraft building industry. He was involved in the construction of the Avro Arrow. Roy’s hobby was woodworking and he created countless, timeless items, not the least of which was the addition to their home in King

City, built as a music room, since Roy was also an audiophile. Here, their love of classical music was enjoyed to the full. Roy did not want to be mourned after his death, but wanted to be remembered for the good times. As such, no funeral will be held. Remember him as a good man, husband, father and friend, who adhered to the principle of taking care of those he loved and met throughout his life. Being needed provides its own rewards, and he answered the calls of many. Deeply loved and missed by his wife of 54 years, Deana (nee Wallace Henderson), daughters Jennifer, Julie (Glenn), and Kathryn, and his grandsons Alex, Aidan and Roman. A monetary donation to The Salvation Army, in Roy’s name, would be welcomed, since Roy had a lifelong commitment to supporting that organization which helps all in need, regardless of their situation. he quantity and heartfelt quality of the condolenc-es sent to Maurice “Moe” Buckle’s family following his passing May 14, 2015

at 71, are more than tributes; they also serve as poignant character-izations of the beloved Keswick man’s life.

Personally and professionally, Moe, as most called him, had a legion of connections, son Chris Buckle said.

“He had a network of people over the span of his life,” he recalled. “He had a lot of friends and acquaintances.”

Moe had a magnetic personally, his son recalled.

“He had a calming, warm pres-ence,” he said. “He was always inviting you in. Congenial, seri-ous, fun, he was all of the above as appropriate for the occasion.

“He was a jokester who enjoyed a good laugh and a good party.”

Moe was also a respected pro-fessional.

A former police officer, he served on both Metro Toronto and York Regional Police forces. He worked for Dawson’s Marina in Keswick for several years and, for the past 22 years, successfully man-aged and consulted at Traffic Ticket Advocates in Newmarket. Chris continues to work at the company, providing legal services specializing in Highway Traffic Act offences.

As a licenced paralegal with the Upper Canada Law Society and longtime member of the Institute of Agents at Court, he actively defended traffic ticket matters in

court since 1993. Moe was well known and respected throughout the GTA and surrounding area, for providing professional representa-tion.

He worked until the end, Chris said, adding his father instilled invaluable life lessons.

“He always said if you put the time and effort in, you’ll get it back,” he said. “He was never a slacker. He worked for everything he had.”

Commiserations poured in.“A great man that in a lot of

ways was larger than life and had a big heart to match,” wrote Debo-

rah Cherry. “He enjoyed life and helped many in many ways during his life.”

“Maurice was a special soul and will be greatly missed,” Michael and Katherine Fuchs said.

“He was a true gentleman, always smiling and very profes-sional to the court clerks,” Janet Mills offered. “He will be remem-bered for a very long time.”

“He was a sage man with a twinkle in his eye, always ready to lend a helping hand,” Trina Wood said. “Moe’s enthusiasm for life set a standard for us all.”

Jim Oates noted that Moe was

always a gentleman who treated everyone with respect.

“He was well respected by members of the paralegal com-munity, court staff and members of the judiciary,” he said. “We will miss seeing him on a daily basis at the courts in York Region.”

Joanne and Marty Allain wrote, “Moe’s presence was a gift to us all,”

Anne and George England were his next door neighbours and friends on Bob Lake, where they enjoyed meals, drinks and good times together for many years.

“He was always there to lend

a hand and share a laugh,” they wrote. “He could walk up that long stairway from the lake carrying a canoe and not be out of breath. We envied his strength.”

Daughter-in-law Kelly Buckle said Moe’s twin grandchildren, Keira and Carter, 9, were the centre point of his life.

“They called him Papa,” she said. “He was always a fun Papa, ready to teach them anything.”

Chris and his brother, Brad, will miss their father’s presence the most they said haltingly.

“I’m sure a lot of people will agree with us,” Chris said.
