current waste disposal rates. This is the least number of

years of remaining landfill life of all the regions. The others

ranged between 17 and 60 years, for a state-wide average of

24 years.

On Jan. 1, 2010, the Chicago Metropolitan Region capacity was

almost 82 million gate cubic yards, but had declined 8.3 percent

from the previous year. The capacity as reported by landfill

operators was down by almost 7.4 million gate cubic yards.

Prairie View Recycling and Disposal Facility (RDF), Wilmington,

has 65.4 percent of the capacity available locally. It is ranked

seventh in the State, in terms of available capacity. However, waste

is only accepted for disposal, at this time, from municipalities

located in Will County.

One landfill left in Cook County

Only one active landfill is located in Cook County now: River Bend

Prairie Landfill in Dolton.

Chicago metropolitan area’s wastes are transported some distance

into other regions and states by semi-trucks using the transfer

stations available in that area.

Waste accepted declined by almost fifteen percent in 2009

The volume of solid waste buried in 2009 in Region Two declined

by 14.9 percent from the previous year. The region’s landfills

received more than 7.7 million gate cubic yards of waste (2.3

million gate tons) — which amounted to 16.9 percent of all waste

landfilled in Illinois that year. That amount was about 1.4 million

gate cubic yards less than the previous year.

Top 10 rankings for two landfills in the region

The two most active landfills in the region: Prairie View Recycling

and Disposal Facility, Wilmington and Veolia ES Zion Landfill,

Zion each accepted more than 2.6 and 2.1 million gate cubic yards

of waste for disposal in 2009. These landfills rank sixth and eighth

of the 44 landfills reporting amounts of waste accepted during 2009.

Out of state waste receipts: less than one percent from

four States

Of these two landfills mentioned above Veolia ES Zion Landfill

accepted three percent of its waste from Wisconsin.

River Bend Prairie received three percent of its waste from Indiana.

Environtech received less than one percent of its waste from three

States: Indiana, Iowa and Michigan.

Proposed expansion at Laraway RDF still under review

A horizontal expansion of 18.2 million gate cubic yards is proposed

at Laraway RDF, Elwood, in Will County. The Agency still had this

permit application under review until May 2010 when it was

withdrawn by the operator.

Three landfills open new cells

The region’s newest landfill is Prairie View RDF. Phase 4 West

(8.26 acres) was approved on Nov. 5, 2007 at that landfill. Phase 4

East, Cell 1 (8.22 acres) was approved on Nov. 5, 2008. Phase 4,

East, Cell 2 (9.05 acres) permitted on Oct. 6, 2009.

New cells also opened at these Lake County landfills: Countryside

Landfill, Subcell 5C (10 acres) on July 25th and Veolia ES Zion

Cell 6 (8.9 acres) on Aug. 22, 2008.

Closure of landfills means less waste accepted in region

This region has faced several closures in recent years, as landfills

fill to capacity. CID Recycling and Disposal Facility #3 (RDF),

Calumet City/Chicago, ceased accepting municipal solid waste as of

Dec. 31, 2007.

CID RDF #4 (Calumet City/Chicago) ceased accepting waste some

time in 2008 and was certified closed on Dec. 16, 2009 leaving one

less landfill available for waste disposal into 2010.

Congress Development Company, Hillside closed on Jan. 31, 2008.

This site has a certificate of closure under Agency review.

Operators for six other landfills have reported that they expect to

remain open until 2011, 2013, 2014, 2019 or 2027.

Illinois EPA Des Plaines field office personnel investigate reports of suspected illegal waste disposal, and inspect the region’s landfills, transfer stations and compost facilities, except in DuPage, Lake, McHenry and Will counties and the City of Chicago, where joint responsibility has been delegated to local authorities.

Landfill proposed in Kankakee, but the local siting was

under appeal

Kankakee Regional Landfill LLC, Kankakee, was issued a new

landfill development permit on Mar. 3, 2006. Local siting is under

appeal during 2009. In March 2010, the Illinois Supreme Court

declined to hear the appeal. Furthermore, a permit application to

operate the site has not yet been submitted for Agency review, as of

June 30, 2010.

Solid waste transfer stations are vital to Region Two

Region Two is home to 75 of the state’s 109 active transfer stations.

Cook County has 53 (that figure includes 16 sites in the City of

Chicago); Lake County has nine; Will County has four; Kane

County has three; Kankakee and DuPage counties have two each;

and McHenry County has one.

The region’s transfer stations are noted in the fold-out map on page

R2.0b, and in the table on pages R2.4 and R2.5. Some of Region

Two’s transfer stations handled more waste than some of the state’s

busiest landfills. Chicago Metro area transfer stations voluntarily

reported more than 6.2 million tons of municipal waste (including

landscape waste) transferred. We know these sites are active

because field staff inspect their operations regularly.

Five sites open during 2007

Waste Management/Bluff City Transfer Station, Elgin, began

accepting waste on Jan. 8, 2007. Recycling Systems Inc., Chicago,

was permitted by Illinois EPA on Apr. 5, 2007. Greenwood Transfer

Facility, Maywood, opened on June 20, 2007. DK (LSW) Transfer

Station re-located and was renamed Oak Development LLC, Lake

Bluff in July 2007. Robbins Recycling and Transfer actually opened

for business during 2007, although it was permitted to open on an

earlier date.

Four sites open during 2008

Aspen Valley LSW Transfer Station, Park City opened on Apr. 30,

2008. James Park LSW Transfer Station, Evanston, opened on Nov.

6, 2008. Northlake Transfer Station, Northlake, opened on Dec. 30,

2008. Perricone Nursery, Volo, opened a landscape waste transfer

station in the fall of 2008.

Two new sites opening during 2009

Mariani Landscape Waste Transfer, Lake Bluff, was permitted to

operate on June 12, 2009.

Waste Management began operating its Virginia Road Transfer

Facility in Crystal Lake on Dec. 11, 2009.

One site open during first part of 2010

American Waste Haulers, Maywood was permitted to operate its

transfer station on Feb. 4, 2010, accepting landscape waste only.

The majority (60 percent) of the State’s landscape waste is

composted at 18 locations

The tonnage accepted by 18 compost sites in Chicago Metropolitan

Region, 292,658 tons, is equivalent to 59.9 percent of total landscape waste

composted in the State at all permitted compost facilities.

Six of the Region’s compost sites show up in the top ten ranking of all of

the State’s compost facilities: Thelen Sand and Gravel #1, Antioch, was

first; Joyce Farms Recycling Inc., Essex, was third; Land & Lakes #1 and

#2 Compost Facility, Chicago, was fourth, Land & Lakes/Willow Ranch,

Romeoville, was fifth; Green Organics Inc., Bristol, was seventh; and

Harbor View Compost Facility, Chicago, was tenth.

Recycling rates range from 11 to 46.2 percent

The Agency does not regulate recycling; however, it does survey

recycling coordinators statewide. Coordinators in Region Two

reported recycling rates ranging from 11 to 46.2 percent, giving the

region an average recycling rate of 35.8 percent.

Seven counties (Grundy, Kane, Kankakee, Kendall, Lake, McHenry

and Will) have passed ordinances in support of recycling in

residential and/or commercial sectors. In Cook County: Chicago

and West Cook County Solid Waste Agency have passed similar

ordinances to support recycling.

Recycling rates are high here, in part, because of proximity to

Chicago markets for recyclable materials and because Chicago is an

international business center. The Chicago Board of Trade considers

recyclables to be commodities.

Seven of 13 recycling coordinators (53.8 percent) reported recycling

data for 2009.
