I have asked our transportation section to look at he scoping document and to provide comments. In a wider context the City council will have an interest in the proposal as clearly the project will produce jobs and some of the people employed at the site will live within the City boundaries. There is also likely to be addi ional freight movements between the City and the site. Consequently here will be interest about what level of addi ional travel demand that will be generated, by what mode and how theses trips will be distributed across the network. *** Before reading or acting on this e-mail, or opening any attachment, please read Derby City Council's disclaimer and confidentiality statement at the end of this e-mail *** Dear Helen, I have just received a copy of the letter dated 5th November asking for comments on the EIA scoping report. This information has only just filtered through to my team. Unfortunately the initial letter was addressed to the Head of Highways, which is not a position that exists within this authority. As a consequence the letter found its way to our Highways Maintenance depot before being re-directed. I have tried to view the scoping report on the portal but this does not work and I assume that it has been de-activated because the consultation date of the 3rd of December has closed. Notwithstanding this, we have had contact with the developer who is developing a sub regional transport model to test the impacts of the development proposals. The site is approximately 7 miles to the east of Derby and as such I would not expect it to directly have a significant impact on our highway network. The model will provide an indication of the likely transport impacts of the development on the Derby, from which I assume the EIA will be scoped from. I understand that the site is of a scale that it could provide up to 6000 new jobs. Potentially Derby will provide a significant proportion of the employee market and as such we are very interested to understand the access strategy for the development and what provision will be made for none car travel modes. Clearly travel to the site needs to be managed to reduce the impacts of the development on the wider highway network but also to provide access and employment opportunities for those people who do not own a car. Without seeing the EIA scoping note I am unable to provide any detailed comments. Also I assume that the EIA scoping consultation should be sent to our Development Control Department and Environmental Section for consideration. Again without understanding the scope of this EIA or Infrastructure Planning process I not sure what level of interest they would have. I am aware that as of 3rd December 2012 the Secretary of State was entitled to consider that Erewash Borough Council had no comments to make. Nevertheless, I would like to note for the record that: 1) The Socio-Economic impacts of the proposed Environmental Statement should have regard to the locations likley to provide a supply of employment to the project, in terms of proximity, skill mix, and availability of workforce. Erewash Borough Council considers that the towns of Long Eaton and Ilkeston would be likely to be identified in such a study. 2) The transport impacts should include measures to influence modal shift in commuting from the likely sources of employment. We welcome the potential employment opportunities presented by this development but it will be essential that the environmental impact particularly at Kegworth and Lockington is minimalised. The rail access into the development should have both east and west spurs off the freight line at Castle Donington in order to maximise the freight flexibility from both the East and West Midlands sources. The layout should also recognise possible future development of rail passenger potential into East Midlands Airport, should numbers grow to justify this in the future. Increased air traffic from the airport should be regulated in order to reduce the current noise impact from night flights.
