M essage Dev-bhoomi Uttarakhand, a relatively young State is catching up fast with other industrial states of the country towards making India an industrialized nation, at the same time keeping in mind the goal of sustainable development. The State enjoys a unique blend of growing industries and mechanized infrastructure, rich deposits of mineral and natural resources, a vivid biodiversity complimented with a sizable population of enterprising young minds willing to work hard, prosper and give back to society.
My vision of our glorious State is to emphasize and focus on the sectors we have natural propensity to prosper, in particular, eco-tourism, organic farming, agricultural and food processing, as also to boost the handloom and khadi production centers, horticulture, floriculture and to become a leader in non-fossil fuel based power generation and utilization through focus on hydro-electricity, wind-mills, solar power as sources of energy, clean and green, at the same time, keeping pace with the modern industrial innovations of the times.
The priority of my government shall be on creating sustainable employments across industrial spectrum; enable, engage, promote, facilitate and create opportunities for youth towards the fulfillment of the goals of Standup India, Startup India and Make in India. And to make the State, its people self-reliant and to reverse the population exodus that the State has witnessed over the years. I am committed to bring back the migrated souls back to their villages so that the hills are never abandoned again by its own for the sake of livelihood, that the hills are no more just memories and nostalgia to the city-dwelling migrants. I expect and exhort our people also, to trust in my dream by participating and partnering in this mission of progress and self-reliance. I assure every collaborator, investor and stake-holder that my government shall remain committed to providing best facilities, infrastructure and policy framework to promote industries and enterprises with utmost honesty and fairness.
I take this opportunity to congratulate and convey my best wishes to SIIDCUL on bringing out the ‘Coffee Table Book’ highlighting the investment potential of the State, government policies and initiatives to attract investors.

Thanks to the robust pillars of, Infrastructure, skilled manpower, peaceful Industrial Relations scenario, good governance and an excellent business climate, the state of Uttarakhand has witnessed stellar economic growth since its inception.
Our focus has been on business facilitation, reducing delays in approvals and streamlining environmental clearance. The State of Uttarakhand is attracting robust investment flow owing to government’s emphasis on ‘Ease of Doing Business’ including reduced timelines for the issue of NOCs and licenses, availability of industrial land and highly qualified technical manpower. We have also implemented seemingly tough reforms such as granting of online tree-cutting NOC’s in all industrial areas. The State has initiated several tax reforms, which include VAT registration and online payments. The National Council of Applied Economic Research (NCAER) has ranked Uttarakhand as one of the most transparent States in the country to do business.
In order to improve rail connectivity and movement of freight connectivity, SIIDCUL CONCOR JV (SCICL) has developed a Multi-modal Logistics Park (MMLP) which will go a long way in facilitating the movement of industrial goods and provide faster, reliable and competitive service.
Tourism is another area where Uttarakhand enjoys competitive advantages. Being employment intensive, the sector drives inclusive economic growth in the State. We welcome increased private sector participation in this sector to fully leverage the state’s tourism potential.
Education sector, is another rapidly growing sector in the State. In addition to government institutions of prestige like the IIM Kashipur, IIT Roorkee, NIT, G.B. Pant University of Agriculture and Technology, Pantnagar, the State also has seen presence of 11 private universities which are imparting quality education.
Going forward our strategy of development is not only to continue to leverage the vast industrial base that the State has built up, but also to aggressively build up sectors where the State has competitive advantages.
I convey my best wishes to the team of SIIDCUL to their endeavor of bringing out a Coffee Table Book on Uttarakhand.

Uttarakhand is a land of infinite hopes and aspirations. The State presents itself to a wide variety of industries as it has bountiful natural beauty, peaceful environment and unique biodiversity. Since its inception, the State has been able to leverage on these factors coupled with the fact that the Industrial Policies followed by the State have been framed after due consultations with all the stakeholders and thus are truly representative in nature and essence.
In its strategy to promote industries in the State of Uttarakhand, our approach has been one of finding a fine balance between rapid industrial growth and sensitivity to environmental concerns. People centric Industry driven development is visible. Around 39,329 MSME units have been set up in the State, since its inception. Through these, employment opportunities have been provided to youth across a diverse spectrum of industrial sectors. I believe that the growth of MSMEs can play a prominent role in shaping the economy of the rural areas of the Uttarakhand State. With its innate characteristic of generating large scale employment, it has proved to be a potent tool for promoting inclusive development.
As part of the process to make Uttarakhand as one of the most preferred investment destinations, we at the Government of Uttarakhand, have implemented the crucial reforms related to environment regulations and labor laws. The implementation of the Single Window System in the State has resulted in quick decision making, swift approvals and ultimately a hassle free experience to the investors. In the form of its Integrated Industrial Estates (IlEs), the State of Uttarakhand has the requisite urban infrastructure to support industries.
There are number of industrial sectors where there exists a need to unearth the full potential of the State specifically in food processing, organic farming, plantation of aromatic plants and renewable energy. The State machinery’s efforts are channelized towards the holistic development of the State. Developing Uttarakhand as a ’Green Energy’ State of the country as well as one of the most happening Tourist destination is very much on our agenda. The vision of an industrially developed Uttarakhand bodes well, for the multiplier effect of the process will result in creating increased job opportunities for the youth of the State. For the industries, the State provides presence of suitable law and order situation, low power tariffs and most importantly an industry ready workforce.
The role of industries is central to the whole process of Industrial Development of a State. Creating and nurturing relationship with the industries holds importance for the Government of Uttarakhand. Come and experience the ‘Ease of Doing Business' in Uttarakhand. I believe we share and shoulder the responsibility of an Industrially Developed Uttarakhand.

INDUSTRIAL DEVELOPMENT

State Infrastructure and Industrial Development Corporation of Uttarakhand Ltd. (SIIDCUL) since its inception in 2002 has been instrumental in promoting industries and developing integrated industrial infrastructure in Uttarakhand.
At SIIDCUL, our commitment is towards ‘Ease of Doing Business’ by providing an investor-friendly & transparent mechanism which completely eliminates any physical touch point. A fully automated land allotment process through our new Smart City Application has been instituted to bring in speed and accountability to the Land Allotment Process. GIS has also been incorporated within the Smart City Application providing the plot status and availability as well as the provisions of infrastructure like road connectivity, water connection, electricity infrastructure, and sewerage connections etc. of all the industrial estates in an interactive representation equipping investors with reliable information to take informed decisions. SIIDCUL has also implemented the Auto DCR application which allows applicants to upload their Building Plans online to enable automated scrutiny of their plans; the entire process of Consent to Establish (CTE) and Consent to Operate (CTO) for Building Plan has been revamped and made online with zero physical touch-points.
SIIDCUL has developed 9 world-class self-sustaining Integrated Industrial Estates (IIEs) facilitating and promoting industrial and economic development. Promoting cluster based development; IIEs have industrial, institutional, commercial and residential facilities incorporated within ensuring access to hospitals, schools, banks, malls, hotels, restaurants and gyms etc.
Industrial parks in the Dehradun district and Pharma City in Selaqui specialize in Information Technology and in pharmaceuticals respectively, while IIE Haridwar and IIE Pantnagar act as industrial development bases for Garhwal and Kumaon regions, respectively. IIE Pantnagar itself has attracted an estimated total investment of 9674.9 crore rupees and employs around 66,139 people.
In the near future SIIDCUL is also planning to develop IIEs in the vicinity of the proposed Amritsar Kolkata Industrial Corridor, facilitating seamless connectivity with the northern and eastern corners of the country.

Uttarakhand was formed on the 9th November 2000 as the 27th State of India, when it was carved out of northern Uttar Pradesh. Located at the foothills of the Himalayan mountain ranges, it is largely a hilly State, having international boundaries with China (Tibet) in the north and Nepal in the east. On its north-west lies Himachal Pradesh, while on the south is Uttar Pradesh. It is rich in natural resources especially water and forests with many glaciers, rivers, dense forests and snow-clad mountain peaks. Char-dhams, the four most sacred and revered Hindu temples of Badrinath, Kedarnath, Gangotri and Yamunotri are nestled in the mighty mountains. It is truly God’s Land (Dev Bhoomi). Dehradun is the Capital of Uttarakhand. It is one of the most beautiful hill-station in the sub-mountain tracts of India, known for its scenic surroundings. The town lies in the Dun Valley, on the watershed of the Ganga and Yamuna rivers.
It is blessed with a rare bio-diversity, inter-alia, 175 rare species of aromatic & medicinal plants are found in the State. It has almost all major climatic zones, making it amenable to a variety of commercial opportunities in horticulture, floriculture and agriculture. It has a vast tourism potential in adventure, leisure, and eco-tourism. The State is rich in mineral deposits like limestone, marble, rock phosphate, dolomite, magnesite, copper, gypsum, etc.
With levels of literacy higher than the national average, the State has abundant availability of quality human resources. Within a short span of its existence, Uttarakhand has emerged as a significant destination for investments in manufacturing industry, tourism and infrastructure. Emphasis is on stimulating all three sectors of its economy (agriculture, industry and services),to their fullest potential in tandem with the geographic profile of the State. The Government of Uttarakhand has undertaken several policy measures and initiatives in order to encourage inflow of investment into the various sectors of its economy.

The major crops produced in the State of Uttarakhand are Basmati Rice, wheat, coarse cereals, groundnuts, soybeans and sugar cane, pulses and oilseeds etc. It is generally accepted that the world famous, highly aromatic Basmati Rice is an original native of this region, though it is now produced in many regions of the country, apart from other locales globally.
The invigorating mountain climate has helped this State to emerge as a leading producer of non-seasonal vegetables ranging from peas and potato to cabbage and cauliflower to tomato and quite a few others. Apart from these primary agricultural products, a large number of orchards in Uttarakhand produce various fruits like apples and apricots, pears, peaches and plums, oranges and litchis, while it has become a leading producer of such non-traditional fruits like strawberries in recent years. The local production of fruits has over the years provided a fillip for growth of a large fruit processing industry in the State, apart from supporting an indigenous apiary industry (beekeeping).

UTTARAKHAND START-UP POLICY 2017
India is the world’s third largest Start-up Ecosystem with over 4,200 Start-ups in India according to NASSCOM. The Start-up landscape is vibrant in India. With the presence of demographic potential, the concept of Start-ups with innovation at its core, finds resonance with India. The Government of Uttarakhand has framed the Start-up Policy 2017 with an overall objective of establishing the State of Uttarakhand as a leading Entrepreneurship Hub of the Country. The State is home to a number of Premier Educational
Institutes such as IIT Roorkee, IIM Kashipur, NIT Srinagar (Garhwal), GBPUAT Pantnagar and also has the required industrial and social infrastructure to achieve this objective.

MEGA TEXTILE PARK POLICY [MTPP 2014] Mega Textile Park Policy 2014 (MTPP 2014) is a comprehensive policy formulated by the Government of Uttarakhand in order to provide a boost to the textile industry in the State. It also envisages a road map for the proliferation of Textile Parks in the State.
