Scholarships for BC students in financial need The application process for the 2016 Horatio Alger of Canada Scholarship Programs is now open. The As-sociation provides $650,000 annually in need-based scholarship support for deserving students in all Canadian provinces and territories. Scholarships of up to $10,000 are awarded to full-time students in their terminal year of high school with financial need (family income under $55,000) who have demonstrated integrity and perse-verance in overcoming adversity, a commitment to pursue a post-secondary education, a desire to contribute to society, and a good academic record. A change to the BCPVPA Constitu-tion and By-laws requires a 75% af-firmative vote by the Annual General Meetings. The membership must re-ceive notification thirty days prior to the meeting (Bylaw 13.02).

The Association is providing notice of a vote to amend Bylaw 2 (Mem-bership). At the Board meeting (Sep-tember 25-26, 2015) the BCPVPA Board of Directors voted to recom-mend the following Bylaw amend-ment to the Annual General Meet-ing to be held at the Marriott Airport Hotel in Richmond at 1 pm on Sat-urday, November 21, 2015.

Recommendation 1: That a new By-law (2.05) be recommended un-der By-law 13.02, that current By-laws 2.05 to 2.11 be renumbered ac-cordingly.

2.05 Only members of the Association in good standing are eligible to serve as directors, Chapter Presidents, representatives to Chapter Council, Professional Development Representatives, Chapter Negotiations Chairs and in any other elected or appointed position. For greater certainty, this provision will not apply to employees, contractors and advisors

to the Association.

Rationale: The current Constitution and Bylaws do not contain an explic-it requirement that persons elected or appointed to leadership posi-tions be members of the Association. Membership is explicit only in the case of directors under Bylaw 6.02 and is implicit for all persons elected or appointed to leadership positions in Chapters. The rationale for mak-ing BCPVPA membership includes the following:

1. Chapters are creations of the Association. Chapter status is conferred by the Association when 50% of the membership are members of the Association.

2. There are a variety of Bylaws dealing with Chapter Council that clearly establish that Chapter Council represents Chapters and the Chapter membership and not non-members.

3. The purposes of the Association are principally aimed advancing and protecting the interests of members. (emphasis added)

4. Confidential, privileged or proprietary information may

be discussed and disclosed at meetings of the Association and Chapters and it would be inappropriate and potentially detrimental to the interests of the Association for non-members to be privy to such information.

5. The Association has no power to sanction non-members of the Association who act against the interests of the Association and its membership.

6. As a matter of good policy, only members of the Association should have the privilege and benefits of membership, including access to the expertise and advice of the Association’s professional staff or the Associations’ professional advisors. Otherwise, there would be an unintended disincentive to be or remain a member of the Association.

Recommendation 2: That Bylaw 6.02 be deleted.

Rationale: Bylaw 6.02 states that “All members are eligible for elec-tion to the Board of Directors.” We are advised by legal counsel that the adoption of the proposed Bylaw 2.05 should be accompanied by the dele-tion of Bylaw 6.02 for the purpose of consistency and so that there is a uniform requirement of “member-ship in good standing” for all elected and appointed positions in the As-sociation.

Salary inversion, principals assigned to multi-ple sites, supporting and advocating for the

role and responsibilities of principals and vice-principals — these may sound like the talking points at a typical Chapter Council discussion, but they are, in fact, among the areas I covered earlier this week when I made a presentation, in Victoria, to the All-party Standing Committee on Government Finances and Services. During

my presentation, I focused on the challenges in education funding, the need to support and foster leaders and leadership in the public school system,

and the need to invest in leadership development and re-tention. I was asked some insightful questions from the participating MLAs, which I hope is an indication that our presentation was well-received and thought provoking.

While I was making this presentation, President-elect Kev-in Reimer was also in Victoria representing the BCPVPA at the Ministry announcement about the support program for curriculum implementation. The details of the pro-gram include $1M for consultation, and time for teacher training (10 hours this year, and five hours for the next two years). I believe that principals and vice-principals are hopeful about the possibilities of the new curriculum framework and its promise to engage students in personal-ized and inter-disciplinary learning and critical thinking. Successful implementation requires that we work with our partners to develop common understanding and share success-ful practices. The opportunities the Ministry are providing will greatly increase the prospect of successful implemen-tation for the benefit of all students. The Minister’s state-ment emphasized the Ministry’s support for discussions at a district level and local decision making. This week I also attended the Sector Advisory Council, where we shared information about the challenges of this year’s start-up and worked through some system issues.
