Seebohm Rowntree

• Study of poverty 1901 • Three times in a person’s life they are vulnerable– As a young child– When they were old – When they were sick or unemployed

• After 1906 the Liberal Government, with Lloyd George as chancellor of the Exchequer introduced reforms to help these groups

Old age

• In 1908 pensions were introduced for the over 70s.

• However – wasn’t enough to cover bare essentials and most people had died long before they reached their 70th birthday.

Children

• 1906 Free School Meals• 1908 Children and Young Person Act– Imposed severe punishments for neglecting

children.– Illegal to sell cigarettes to children or send them

out begging.– Children sent to borstals instead of prison.

Housing

During urbanisation houses built very quickly.• Back to Back housing

– Poorly lit, badly ventilated and poor sanitation.– Banned in 1909 and local authorities had to apply to town planning

schemes. • Houses for Heroes

– After WW1 government pledged that soldiers would come home to “homes fit for heroes”. ¼ million new homes built.

• Slum clearance – 1930’s 700,000 new homes built.– Still wasn’t enough.

Labour Exchanges

• In 1909 labour exchanges were set up to help unemployed people find work.

• Tried to improve mobility of workforce.

• Law was opposed by Trade Unions because cheaper labour could be found else where.

National Insurance - Health

• The 1911 National Insurance Act was passed. Part 1 of the act gave people the right to free medical treatment, and sick pay.

• Problem – Only for employee

• Funded by– Government– Workers– Employees

National Insurance - Unemployment

• Part 2 of the Act gave people the right to unemployment pay.

• Only covered specific trades

• After World War 1 government was giving more than receiving.
