To read more click here WHO best practices for naming of new human infectious diseases The World Health Organisation, in consultation and collaboration with the World Organisation for Animal Health (OIE) and the Food and Agriculture Organization of the United Nations, has identified best practices for the naming of new human diseases, with the aim to minimize unnecessary negative impact of disease names on trade, travel, tourism or animal welfare, and avoid causing offence to any cultural, social, national, regional, professional or ethnic groups. Hospital admissions for stroke in people aged 40-54 years An analysis of hospital admission data by the Stroke Association has found that the number of people aged between 40 and 54 admitted to hospital following stroke has increased by 46% for men and 30% for women in the last 15 years. It is thought that the rise is due to increasing sedentary and unhealthy lifestyles, and changes in hospital admission practice. Additional link: BBC News report Video release for international nurse and midwife day The Chief Nursing officer for England has released a video to mark International Nurses Day and International Day of the Midwife. The video highlights the following areas:

The focus of the NHS Five Year Forward View on preventing ill health, promoting health and wellbeing, and working with patients and communities in delivering new models of care.

The Shape of Caring Review and the importance of investing in consistently high quality education and training for nurses, midwives and care assistants.

The principles of the recently re-launched Nursery and Midwifery Council Code. To read more and watch video click here Alcohol consumption trends The Organisation for Economic Co-operation and Development (OECD) has published Tackling Harmful Alcohol Use Economics and Public Health Policy. The report highlights that harmful drinking is on the rise among young people and women in many OECD countries, partly due to alcohol becoming more available, more affordable and more effectively advertised. In the UK the report highlights that the levels of alcohol consumption were above the OECD average and had increased during the last 30 years. In 2011, an average of 10.6 litres of pure alcohol per capita was consumed in the United Kingdom, compared with an estimate of 9.5 litres in the OECD. Report Additional link: BBC News report Patient experience Improving patient experience is going to be a big challenge for the incoming government, according to Picker Institute Europe. Picker has created an infographic which highlights some of the key patient experience related challenges, that need to be addressed going forward, if a person centred approach is to be achieved. Antimicrobial Resistance Review The Review for Antimicrobial Resistance (AMR) has published a third paper Securing new drugs for future generations: the pipeline of antibiotics. This latest paper proposes a set of interventions which directly address the specific problems of antibiotic development, and find ways to balance issues of profitability with access and conservation, so that commercial investment flows again into the area. The proposals are intended to radically overhaul the antibiotics pipeline over the next 20 years. The proposal costs are modelled on achieving 15 new antibiotics a decade, of which at least four should be breakthrough products, with truly novel mechanisms of action or novel therapeutic profiles targeting the bacterial species of greatest concern. Do patients choose hospitals that improve their health?

The University of York Centre for Health Economics has published Do Patients choose hospitals that improve their health? (Research Paper 111). This paper tests whether hip replacement patients in England are more likely to attend a hospital that achieves larger improvements in their patients’ health. The study examined the choices made by NHS-funded patients treated during the period 2010 to 2012. It concludes that health improvements are more important for the choice of hospital than readmission or published mortality rates. However, patients’ reaction to quality information is generally limited: even for large changes in quality patients would only be willing to travel few kilometres more. But because the market for hip replacement surgery is large, individual hospitals can attract a substantial number of extra patients if they can improve their quality. Research paper Choosing Wisely: over-use of clinical treatments or interventions The Academy of Medical Royal Colleges has launched a major initiative on the issue of over-use of clinical treatments or interventions. Choosing Wisely is intended to encourage doctors and patients to have a conversation about the value of treatments. The work will begin later this month with the launch of an audit, where each medical royal college and faculty will be asked to identify five treatments or tests which are of questionable value. When those results are collated they will be analysed, assessed for accuracy and then published in the autumn of 2015. After that the Academy will launch a major public campaign to make doctors and patients aware of the list. To read more click here Additional link: British Medical Journal article Foot care services for people with diabetes The London Diabetes Strategic Clinical Network has published Foot care services for people with diabetes: guidance for commissioners: service specification. This service specification outlines the provision of a foot service for people with diabetes according to best practice guidance, including guidance published by NICE and Diabetes UK. It details the care pathway and service requirements for people with foot complications across acute and community services. It aims to deliver equity of access to foot care for people with diabetes. The Prime Minister has set out his vision for a modern NHS that will work for patients 7 days a week. The speech set out the government’s plans to prioritise patient access to all services – from GP access to hospital care – backing NHS England’s plan for modernising the NHS. Investment into the NHS will increase by £8 billion a year by the end of the Parliament to support the transformation of services across the country, including an increase in the number of GPs, faster access to new drugs and treatments and a greater focus on mental health and healthy living. To read more click here Dying without dignity: complaints about end of life care The Parliamentary and Health Service Ombudsman has published Dying without dignity: investigations by the Parliamentary and Health Service Ombudsman into complaints about end of life care. This report is intended to inform the debate about how, as a society, standards to improve the quality of end of life care offered across the country can be developed. It features 12 cases that illustrate the issues the Ombudsman regularly sees in casework on end of life care. Every patient a research patient? Evaluating the current state of research in the NHS According to this University of Birmingham report, based on interviews with clinicians, nurses and administrators involved in NHS clinical cancer research, daily pressures on the NHS are having a serious impact on its ability to support world-leading research into cancer. It reveals pockets of excellence in clinical research, but also showed how escalating pressures to deliver routine NHS services are squeezing out time for hospital staff to do vital research. It also highlights how financial pressures are affecting research infrastructure and the capacity of host organisations to fund additional research costs. Report The practice of system leadership The King’s Fund has published The practice of system leadership; being comfortable with chaos. This report draws on the experiences of 10 senior leaders to look in depth at the skills needed to be a system leader. The 10 individuals are from different backgrounds and work in different contexts, and give some very candid reflections on their successes and failures. But they share a track record of having tried to bring about change (not always successfully) through using ‘soft’ power, enabling others to see and deliver the changes that are needed. Report Interviews Heatwave plan The Department of Health has published its annual Heatwave Plan for England. The plan aims to prepare for, alert people to, and prevent, the major avoidable effects on health during periods of severe heat in England. It recommends a series of steps to reduce the risks to health from prolonged exposure to severe heat for: the NHS, local authorities, social care, and other public agencies; professionals working with people at risk; and individuals, local communities and voluntary groups. To read more click here Final seasonal flu vaccination data Public Health England has published Seasonal flu vaccine uptake in healthcare workers in England: winter season 2014 to 2015. It shows the final set of flu figures for this season, highlighting that more than 541,000 frontline staff (54.9 per cent) were vaccinated between 1 September 2014 and 28 February 2015. This is an increase in 7,667 staff being vaccinated than the 2013/14 flu season. The report also details the uptake figures for each trust. Children and clinical research The Nuffield Council on Bioethics has published Children and clinical research: ethical issues. This report looks at how children and young people can ethically be involved in research, and makes recommendations about the roles and responsibilities of children, their parents or guardians, researchers and others. A very early rehabilitation trial after stroke (AVERT): a phase 3, multicentre, randomised controlled trial (HTA – 12/01/16)

The clinical effectiveness and cost-effectiveness of Steroids or Pentoxifylline for Alcoholic Hepatitis (STOPAH): a 2x2 factorial, randomised controlled trial (HTA – 08/14/44)

The effectiveness and cost-effectiveness of mindfulness-based cognitive therapy compared with maintenance antidepressant treatment in the prevention of depressive relapse/recurrence: results of a randomised controlled trial (the PREVENT study) (HTA – 08/56/01)

Nearly one in three people are regularly stressed Results from a survey commissioned by the Mental Health Foundation and undertaken by YouGov show that there are significant numbers of people always or often feeling stressed (29%), anxious (24%) and depressed (17%). The survey was commissioned to highlight this week’s Mental Health Awareness Week The Mental Health Foundation is calling for a national prevention strategy to reduce the risk of people experiencing mental health problems and for mindfulness to be made available in all areas. To read more click here Increase in mental health staff working with police and courts Half of the country is now covered by a new service to make sure people with mental health conditions, learning disabilities or other vulnerabilities such as debt or homelessness are supported in police custody and the courts. Sixteen new ‘Liaison and Diversion’ teams are now up and running, bringing the total to twenty six schemes nationwide and covering 28.5 million people or half of the country. The first wave of ten schemes, which see specialist mental health workers working alongside police officers, were launched in April last year. In the first twelve months the services have helped 16,315 adult cases and 2,450 children and young people’s cases access specialist support when in contact with the criminal justice system. To read more click here Your Way evaluation report The Mental Health Foundation has published Your Way: an evaluation of a model of community mental health support developed by Together for Mental Wellbeing. This report is the result of a three-year independent evaluation of the impact of Together for Mental Wellbeing’s personalised, community-based mental health services. The evaluation aimed to establish the effectiveness of Your Way as an intervention for people with mental health problems and whether the support provided led to: increased mental and physical wellbeing; improvements in functional living skills; the achievement of self-directed goals; a reduction in mental health hospital bed use; and improved service-user experiences. The report indicates that on the whole, participants were positive about Your Way and felt understood by staff, and some were able to reduce their contact with statutory services with support from Your Way staff. Report SIGN guideline: Diagnosis and management of epilepsy in adults The Scottish Intercollegiate Guidelines Network has published Diagnosis and management of epilepsy in adults Guideline 143. This guideline covers all aspects of diagnosis and management of adults with epilepsy including a completely revised section on epilepsy and women’s health and new sections covering psychiatric comorbidity, sleep, and mortality (including sudden unexpected death in epilepsy). Parity of esteem for mental health Achieving parity of esteem between mental and physical health in care standards and public attitudes has been attempted for decades. This briefing note outlines the history of these efforts, the various ways in which parity is defined and measured, the challenges of achieving this ideal and the strategies that may be employed to that end.
