1. Sharing Framework
The Regulator sets up the Sharing Framework involving Incumbents and potential LSA Licensees to define:
• LSA spectrum resources, incumbent protection requirements on a global/ national level
• QoS in terms of availability level of the LSA spectrum resources to the potential LSA Licensee
• validity of the Sharing Framework (lifetime)
2. Sharing Agreement
The Incumbent and the LSA Licensee define details of the sharing operation
• precise definition of LSA spectrum resources on regional level incl. exclusion/restriction/protection zones and changes over time
• parameters related to spectrum resource availability (e.g. lead time based on system latency spec, evacuation case)
• parameters related to transmitter operation at LSA Licensee (e.g. EIRP / Transmit power limits)
• parameters related to receiver operation at Incumbent and LSA Licensee (protection criteria).
3. LSA License
The Regulator grants a LSA License to a particular LSA Licensee.
• LSA Licensee obtains all relevant information from the Sharing Framework relevant for operating its spectrum resources.
• System Administration configures the system identity and the security authorization profiles for this LSA Licensee.

• LSA allows for sharing while meeting the requirements of mobile operators and incumbents for predictable conditions of spectrum use and hence predictable QoS.
• LSA opens bands otherwise locked for long time for harmonized MBB use like the 2.3 GHz band in Europe supported in commercial devices today.
• LSA is a simple concept which can be implemented today with evolution path towards dynamic use cases like spectrum pooling and the US SAS concept.
