SINTEZA CAPITOLELOR DIN
COMPUNEREA TEZEI DE DOCTORAT
Interesul pentru aprofundarea studiului lideriatului s-a conturat din propria mea
experiență profesională, din specificul carierei mele la momentul alegerii temei de cercetare.
Eu însămi m-am aflat în postura de leader, în fata multor întrebări și a multor
prvocări generate de implicațiile unei funcții de conducere. Și pentru că nici experiența, nici
pregatirea profesională, nici intuiția și uneori nici rațiunea nu erau de ajuns sau nu mă
convingeau de valoarea răspunsurilor la care ajungeam singură, am decis că numai cercetarea
științifică poate sa evidențieze aspecte cu rang de adevăr necesar pentru obținerea eficienței
unui lider.

Teza de doctorat a reprezentat o explorare a unui loc cunoscut mai ales la exterior.
Am invațat sa caut cu fiecare demers al cercetarii în profinzimea diferitelor zone ale aestui
loc. Am pornit de la ceea ce au descoperit mari nume din domeniul managementului, mi-am
formulat propriile ipoteze, am creat un instrument de lucru și am ajuns să formulez idei noi și
utile, aplicabile managementului eficient.
Întreaga teza este structurată in 5 capitole.
Capitolul I cuprinde 4 sectiuni în care au fost dezbătute conceptele de leader și
leadership din perspectiva istorică (originea termenilor), din perspectiva scrierilor date pană în
prezent de diferiți autori, unii chiar creatori a unor teorii de referință în domeniu. M-am
preocupat dupa aceea, de trasăturile leadershipului și de reperele psihologice ale acestei
noțiuni.
În capitolul II sunt introduse elementele definitorii ce privesc instituțiile publice, totul
structurat în 3 secțiuni. Am pus în lumină instituțiile publice atat prin rolul de sine stătător pe
care îl au în orice societate, cat și prin compararea acestora cu organizațiile private. Am
dezbatut subiectul sistemelor de măsurare a performanței, al planificării și al managementului
strategic.
Capitolul III face legătura dintre leader/manager și instituțiile publice prezentand pe 7
secțiuni ceea ce diferențiază conducerea unei instituții publice față de o postură similară, în alt
tip de organizație.
Capitolul IV prezintă metoda de cercetare, face legătura dintre partea teoretică și cea
aplicativă/ practică concentrată în ultimul capitol.
Această ultimă parte cuprinde formularea ipotezelor de lucru, modul în care a fost
construit chestionarul în sine, stabilirea eșantionului reprezentativ pentru culegerea de date
relevante, prelucrarea, interpretarea cantitativă și calitativă a rezultatelor.
I. APARIȚIA, EVOLUȚIA ȘI STABILIZAREA TEORIILOR CU
PRIVIRE LA LEADER ȘI LEADERSHIP.
Lead, leader și leadership își au originea etimologică în vechiul cuvânt anglo-saxon
laed, care poate fi tradus drept „cale” sau „drum”. Verbul laeden înseamnă „a călători”,
astfel, un leader poate fi considerată persoana care arată celor care sunt apropiați calea pe care
trebuie mers înainte. Această metaforă a leader-ului ca timonier este încă foarte mult folosită

în literatura de specialitate. Însă acuratețea etimologiei termenului leadership este doar
sporadic compensată cu cea a sensului propriu-zis al acestuia, publicații, cărți ori unele studii
pretinzând că ar fi apte să delimiteze termenul, prin proliferarea diverselor conținuturi, însă
concluziile expuse conferă un grad ridicat de confuzie și neconcordanțe între ele.
Termenul amintit, leader, a fost folosit în sensul său concret de conducător - leader -
de-abia odată cu secolul XIV, însă noțiunea de leadership și-a făcut apariția mult după aceea,
în preajma începutului anilor 1700.
1. Definiții ale leadership-ului. Teoretizarea conceptului de leadership.
1.1. Teoria Hersey-Blanchard a leadership-ului situațional
Conform lui Paul Hersey, leadership-ului situațional se bazează pe interacțiunea
dintre:
Direcția (comportament axat pe sarcină) pe care o trasează leader-ul;
Suport socio-emoțional (comportament axat pe relații) pe care-l procură leader-ul;
Nivelul de „promptitudine” pe care subordonații îl acordă sarcinii trasate, funcțiunii,
activității ori obiectivelor pe care leader-ii încearcă să le ducă la îndeplinire prin
intermediul grupului sau individual.
Leadership-ul eficient trebuie să parcurgă următoarele stadii:
- comportament care consideră mai puțin importante relațiile și mai importante
sarcinile;
- comportament care consideră la fel de importante relațiile cât și sarcinile;
- comportament care consideră mai importante relațiile și mai puțin importante
sarcinile;
- comportament care consideră mai puțin importante atât relațiile cât și sarcinile.
Între nivelul de bunăvoință al subordonatului și stilurile de leadership apar următoarele
tipuri de relații:
- subordonatul este incapabil să îndeplinească anumite sarcini specifice, nedisponibil
sau nesigur în realizarea sarcinilor trasate în vederea realizării obiectivelor, ceea ce impune
ca necesară folosirea unui leadership direcționar;
- subordonatul este incapabil să îndeplinească anumite sarcini specifice, dar
disponibil ori sigur pe sine în realizarea sarcinilor trasate în vederea realizării obiectivelor,

ceea ce implică folosirea unui leadership explicativ;
- subordonatul este capabil să îndeplinească anumite sarcini specifice, dar
nedisponibil sau nesigur în realizarea sarcinilor trasate în vederea realizării obiectivelor,
ceea ce implică folosirea unui leadership participativ;
- subordonatul este capabil să îndeplinească anumite sarcini specifice, disponibil sau
sigur pe sine în realizarea sarcinilor trasate în vederea realizării obiectivelor, ceea ce implică
folosirea unui leadership delegativ.
Concluzia cu privire la această teorie este aceea că stilul de leadership este eficient
numai dacă va corespunde nivelului de maturitate la care au ajuns subordonații.
1.2. Teoria leadership-ului transformațional
Leadership-ul transformațional poate fi definit drept un proces care
schimbă/transformă oamenii dintr-o organizație. Presupune o preocupare aparte pentru studiul
emoțiilor, valorilor, eticii, standardelor și obiectivelor pe termen lung incluzând observarea
motivelor subordonaților de a face anumite lucruri, satisfacerea nevoilor acestora și tratarea
lor drept ființe umane ce au nevoi și prezintă caracteristici individualizate pentru fiecare în
parte.
Elementele leadership-ului transformațional
Leadership-ul transformațional este întâlnit atunci când leader-ii:
Stimulează interesul angajaților pentru ca aceștia să își vadă munca dintr-o nouă
perspectivă;
Generează un grad de conștientizare a misiunii sau a viziunii în cadrul membrilor
organizației;
Îi ajută pe membrii organizației să-și dezvolte abilitățile și propriul potențial;
Își motivează membrii organizației să privească mai departe peste propriile
interese personale și să-și îndrepte atenția către cele de care va putea beneficia.
1.3. Teoria Leadership-ului tranzacțional
Dacă ar fi să însumăm caracteristicile acestui tip de leadership, am putea afirma că
acesta se caracterizează prin:
Relația dintre leader și grupul său este caracterizată de schimbul bidirecțional, în
care leader-ul și membrii grupului încearcă să-și satisfacă interesele proprii, iar

acest demers ar trebui să fie în beneficiul tuturor părților implicate;
Are la bază prezumpția că membrii unui grup pot fi şi motivați printr-un anumit
sistem recompensatoriu și, de ce nu, de sancționare.
Relația depinde de accesul leader-ilor la resursele necesare recompensării
membrilor grupului, de abilitățile leader-ului de descoperire a nevoilor și
dorințelor membrilor, ca și a abilitatăţii leader-ilor de a stabili unele condiții mai
clare în privinţa relației dintre aceștia și restul grupului respectiv.
A. Abordarea leadership-ului bazată pe trăsături de caracter
Liderii sunt născuți și nu făcuți.
Leader-ii tind să fie percepuți ca fiind mai înalți, cu o greutate mai mare, cu o
sănătate mai bună, mai atractivi din punct de vedere estetic. Inteligența este cea mai
importantă dintre trăsăturile de caracter ale unui lider eficient.
Performanța liderilor este mai mică sau mai mare, totdeauna în raport direct cu
nivelul de cunoștințe și erudiție.
B. Abordarea leadership-ului funcțională sau de grup
Colin Sewell-Rutter (2001) afirmă că orice persoană care are încredere în sine poate
deveni lider eficient, iar principiile pot fi însușite. Acesta susține existența a cinci
caracteristici definitorii unui lider eficient, după cum urmează:
- Claritatea viziunii, a obiectivelor și coroborarea acestora cu valorile pe care le
deține un lider;
- Convingerea și accentul pe încrederea în sine;
- Carisma, încrederea, respectul, percepția în conducerea și motivarea grupului;
- Comunicarea eficace și câștigarea respectului oamenilor;
- Grija, recunoașterea eforturilor oamenilor care, combinate, duc la atingerea
obiectivelor.
C. Abordarea situațională a leadership-ului
Acest tip de abordare se concentrează pe situațiile în care leader-ii trebuie să fie
eficienți în contextul unei varietăți de subordonați cu personalități și pregătiri diferite.

II. CONCEPTELE DE BAZĂ ALE CONDUCERII
INSTITUȚIILOR PUBLICE
1. Mediul unei organizații publice
În principal, mediul unei organizații publice este structurat pe următoarele
coordonate de bază:
1. Condițiile tehnologice
2. Condițiile legale
3. Condițiile de natură politică
In ceea ce privește mediul politic, ar fi că administrația publică suferă profunde
influențe din partea amintitului factor politic, însă și relația dintre cele două elemente este
una complexă și dificil de tratat.
4. Condiții de natură economică.
5. Condiții de ordin demografic.
6. Condiții ecologice
7. Condițiile culturale
Secțiunea a 1. Planificarea și managementul strategic aplicate în cadrul
organizațiilor din domeniul public
1.1. Abordarea de tip strategic în organizațiile publice
Principalele elemente care influențează aplicarea demersului strategic în
organizațiile publice:
- misiunile și scopurile organizației publice sunt definite clar în reglementări legale,
- lipsa concurenței,
- existența unor obiective vagi și generale,
- perioadele de timp stabilite prin documentele strategice sunt de multe ori prea
scurte,
- chiar dacă se reușește stabilirea unor strategii pe termen lung, perioadele
electorale pot să ducă la distrugerea sau deturnarea acestora,
- coalițiile politice pot fi instabile,
- stabilirea obiectivelor în sectorul public reprezintă un proces mult mai lung decât

în mediul privat,
- lipsa informației necesare sau lipsa capacității de analiză a informației poate duce
la formularea defectuoasă a strategiilor,
- greutatea stabilirii unor rezultate măsurabile în sectorul public,
- asumarea riscurilor.
Sursele de putere pot fi reprezentate de:
a) în interiorul organizației:
- puterea de tip formal (ierarhică);
- puterea de tip informal (carismă);
- controlul asupra resurselor strategice;
- deținerea unor cunoștințe specializate;
- controlul asupra mediului (capacitățile de negociere);
- implicarea la nivel de implementare (capacitatea discreționară).
b) în exteriorul organizației:
- controlul resurselor strategice (resurse financiare, umane, sprijin politic etc);
- implicare mare la nivel de implementare;
- deținerea de cunoștințe specializate (contractori externi);
- putere informală (relații și rețele deja existente).
Principalii pași ai structurării unui model de planificare strategică sunt:
- inițierea procesului de planificare strategică;
- realizarea unei analize a istoriei organizației și a situației sale actuale;
- clarificarea misiunilor și valorilor organizației, aplicarea analizei SWOT.
Analiza mediului organizației pentru identificarea oportunităților și amenințărilor
prezintă 4 termeni principali:
- Weaknesses/Slăbiciuni;
- Strenghts/Atuuri;
- Opportunities/Oportunități;
- Threats/Amenințări.
III. CONDUCEREA ORGANIZAȚIILOR DIN SECTORUL PUBLIC

Secțiunea 1. Leadership și/sau/vs. management în organizațiile din sectorul
public
1.2. Definirea termenului leadership în sistemul organizațiilor publice
Într-o analiză recentă a teoriei conducerii, Peter Northouse a identificat patru teme
comune în modul în care leadership-ul tinde să fie conceput:
(1) leadership-ul este un proces;
(2) leadership-ul implică influență;
(3) leadership-ul apare într-un context de grup;
(4) leadership-ul implică realizarea unor obiective.
Astfel, putem conchide că leadership-ul, ca și concept, este caracterizat de
următoarele trăsături:
- Este un proces de influență intenționată a unor persoane;
- Este un fenomen de grup - este nevoie de un grup de „adepți” ai leader-ului;
- Este un proces orientat spre obiective - mai precis, activitatea leader-ului are în
spate un set de obiective care trebuie atinse de „adepți”;
- Leadership-ul este un proces mai degrabă inspirațional, non-material - punând
accent pe latura informală a relațiilor dintre persoanele din organizație.
Secțiunea a 2-a. Aspecte generale cu privire la management
Katz definea managementul drept „determinarea direcției unui grup sau organizații
din poziții executive, administrative sau de supervizare. Managerii se concentrează în
conducerea formală și controlul asistenților, resurselor, structurilor sau sistemelor din cadrul
organizației.
Warren Bennis, în lucrarea citată On Becoming a Leader, enumeră 11 diferențe între
manager și leader, și anume:
1. Managerul administrează, iar leader-ul inovează;
2. Managerul reprezintă o copie, însă leader-ul e original;
3. Managerul ar menține, în schimb leader-ul ar dezvolta;
4. Managerul accentuează sistemele și structura, iar leader-ul se bazează pe factorul
uman;
5. Managerul pune accent pe control; leader-ul își fundamentează activitatea pe
încrederea acordată;

6. Managerul își concentrează atenția cu precădere pe termene scurte, în timp ce
leader-ul are în vedere termene îndelungate;
7. Managerul răspunde întrebărilor precum unde?, cum?, În schimb, leader-ul
răspunde la ce anume? și de ce?;
8. Managerul este orientat permanent pe baza rezultatelor imediate, leader-ul are în
vedere rezultatele pentru termene medii și lungi (pentru impactul acestora);
9. Managerul imită, însă leader-ul creează;
10. Managerul este dispus să accepte status-quo-ul, dar leader-ul de cele mai multe
ori îl contestă.
11. Managerul execută lucrurile așa cum trebuie, însă leader-ul face lucrurile care
trebuie.
Secțiunea a 3-a. Rolul leader-ilor în cadrul organizațiilor publice
Philip Selznick a identificat 4 funcții universale ale leadership-ului:
1) Definirea rolului și a misiunii organizației (instituției);
2) Reprezentarea instituțională a scopurilor;
3) Apărarea integrității instituției (organizației);
4) Controlul conflictelor interne .
Secțiunea a 4-a. Diferența leader formal - leader informal în organizațiile
publice
4.1. Procesul de influențare
Astfel, majoritatea cercetătorilor sunt de părere că pot fi luate în considerare cel
puțin 7 tipuri de strategii de influențare a oamenilor:
1. Rațiunea - ca metodă de persuasiune ce implică folosirea tuturor informațiilor,
situațiilor, evenimentelor, sau a altor mijloace de evidențiere pentru formularea unor
argumente logice care să sprijine leader-ul în procesul de influențare;
2. Prietenia - pentru a influența o persoană să facă ceva leader-ul apelează la
sprijinul și bunăvoința persoanei respective, sau folosește măgulirea;
3. Coalizarea - este o tactică prin care leader-ul mobilizează celelalte persoane din
cadrul organizației pentru a convinge o persoană să facă ceva;
4. Căderea la învoială - se referă la conducerea prin folosirea recompenselor

materiale sau pe baza unui schimb de favoruri;
5. Agresivitatea - folosirea abordării directe și în forță pentru a determina o persoană
să facă ceva;
6. Autoritatea superioară - această tactică se referă la câștigarea sprijinului
autorității superioare din punct de vedere ierarhic pentru legitimarea cererilor formulate;
7. Sancționarea - prevederea unor sancțiuni (scăderea salariului), pentru persoanele
care nu-și fac treaba așa cum li s-a spus.
4.2. Surse de putere ale leadership-ului
John French și Bertram Raven au definit și grupat sursele de putere după cum
urmează:
- Recompensa – o sursă bazată pe convingerea că o persoană are posibilitatea de a
recompensa altă persoană în schimbul loialității și obedienței de care aceasta va face dovadă.
Pentru că vorbim de organizații, recompensa se poate materializa sub forma unei creșteri
salariale, a promovării, sau sub o altă formă de recunoaștere a faptului că persoana a ajutat
leader- ul în îndeplinirea obiectivelor;
- Puterea coercitivă – sursa de putere ce presupune că o persoană are posibilitatea
de a pedepsi altă persoană pentru a o convinge pe aceasta să respecte un ordin dat în vederea
îndeplinirii obiectivelor. Această sursă de putere se manifestă sub forma unei obligări a
persoanei să execute anumite sarcini;
- Legitimitatea - se referă la recunoașterea dreptului legal în baza căruia, persoana
care deține acest drept, poate să stabilească un anumit tip de comportament pentru cei din
subordine. Puterea aceasta se limitează la prevederile legale existente în acest sens ori la
prevederile regulamentelor interne ale organizației;
- Puterea - sursă de putere rezultată din respectul și admirația avută pentru stilul de
leadership, valorile profesionale și alte caracteristici pozitive pe care o persoană le are.
- Expertiza - are la bază anumite cunoștințe și/sau abilități, deținute de o persoană și
recunoscute de către celelalte persoane din cadrul organizației.
IV. CADRUL METODOLOGIC DE ELABORARE A CERCETĂRII ȘTIINȚIFICE

4.1. Caracteristici ale metodelor de cercetare calitative
Cu ajutorul cercetărilor de tip calitativ (ex. studiul de caz, interviurile individuale,
analizarea documentelor) se poate afla mai multe informații despre situația studiată, astfel
încât să se poată nuanța teoria, să se poată emite noi ipoteze, diferite față de cele actuale, să se
construiască în mod diferit anumite instrumente de culegere a datelor.
Pentru a facilita procesul de analiză, am folosit clasificarea.
Procesul continuu de colectare și analiză a informațiilor rezultate care au ca scop
îmbunătățirea percepției asupra unui aspect se numește cercetare.
4.2. Caracteristici ale metodelor de cercetare cantitative
Așadar, cele patru obiective centrale care vor sta la baza chestionarului sunt:
1. Dezvoltarea spiritului întreprinzător al echipei
Echipa reprezintă mijlocul prin care angajații sunt determinați să obțină performanțe.
O echipă trebuie să aibă câteva lucruri importante pentru a funcționa cu succes: o repartizare
suficient de echilibrată a rolurilor formale și, mai ales, informale între membrii, un set de
valori și credințe comune și cât mai puține comportamente disfuncționale, care să pună în
pericol coeziunea echipei.
Liderul echipei este cel responsabil cu crearea structurii echipei, de a facilita
cunoașterea inter-personală a membrilor echipei și comunicarea eficientă. Liderul echipei este
cel care propune viziunea și setul de obiective, clare și care să aibă sens, pentru membrii
echipei. Nu în ultimul rând, este important să se conștientizeze că de calitatea leadership-ului
depinde calitatea performanțelor echipei. Atunci când liderii sunt deschiși să integreze în actul
de conducere auto-conștientizarea, dar și coaching-ul, putem vorbi despre lideri autentici care
creează medii de lucru sustenabile.
S-a constatat faptul că secretul unei conduceri eficiente este reprezentat de relația pe
care liderul o construiește cu echipa sa. Câștigarea respectului și a încrederii echipei
reprezintă suprema realizare a unui leader. Oferind echipei posibilitatea de a explora noi
oportunități, de a încerca teritorii noi, cresc astfel șansele de a se confrunta cu provocări noi,
ceea ce determină dezvoltarea echipei ca întreg, dar reprezintă și un avantaj pentru fiecare
membru de a-și dezvolta potențialul individual.
2. Asigurarea climatului favorabil in cadrul unității

Conflictul reprezintă o stare de fapt omniprezentă între membrii societății, neexistand
o zonă a realității sociale care să nu fie afectată de conflicte, de magnitudini și tipuri diferite.
Restrângând sfera abordării, putem afirma că organizațiile sunt permanent și în orice ipostază
frământate și animate de conflicte interne. Această afirmația este general valabilă, indiferent
de structura internă a acestor organizații (putere, roluri, canale de comunicare, etc.), deoarece
orice organizație este un sistem autonom ce face parte din societate și suportă multiple
influențe din partea acesteia.
3. Comunicarea
Comunicarea eficientă, precisă și corectă de transmitere intenționată a informațiilor
reprezintă cheia succesului într-o organizație publică.
Comunicarea ajută liderii și grupurile să își coordoneze activitățile în vederea
îndeplinirii scopurilor și este vitală in luarea deciziilor si a rezolvării problemelor.
O bună comunicare poate contribui la motivarea angajaților, la consolidarea
încrederii, la crearea unei viziuni comune, poate mări implicarea personala, poate oferi un
mod de exprimare a sentimentelor, de a celebra și rememora realizările.
De asemenea, o bună comunicare, colaborare și completare între membrii echipei
duce la obținerea de rezultate rapide, calitative și cantitative, reduce stresul și îmbunătățește
inclusiv viața personală.
Cheia succesului într-o organizație este buna comunicare.
4. Motivația, un element esențial pentru reușita în viață.
În calea atingerii performanțelor, motivația organizației joacă un rol esențial.
Putem defini motivația ca un proces intern, individual, introspectiv, care energizează,
direcționează și susține un anume comportament. Motivația este o „forță” personală care
determină un anume comportament și, atunci când ne referim, spre exemplu, la metoda de
rotație a locurilor de muncă pentru motivarea angajaților, înțelegem activarea acestei forțe
interioare. Din perspectiva psihologiei muncii motivația este definită ca sumă a energiilor
interne și externe care inițiază, dirijează și susțin un efort orientat spre un obiectiv al
organizației, care va satisface simultan și trebuințele individuale . Din această definiție rezultă
trei elemente cheie: efortul, obiectivele organizaționale și trebuințele.

V. TIPOLOGIA CONDUCĂTORILOR INSTITUȚIILOR PUBLICE
DIN JUDEȚUL DÂMBOVIȚA
Studiu de caz
Secțiunea 1. Proiectarea chestionarului profilul liderului eficient
Modelul de chestionar folosit a urmărit să identifice profilul liderilor din instituțiile
publice din județul Dâmbovița.
2.2. Eșantionul folosit în selectarea unităților administrativ-teritoriale
Metodologia de cercetare a prevăzut aplicarea unui chestionar, ceea ce a necesitat
construirea unui eșantion reprezentativ de instituții publice de la nivel județean.
Persoanele cărora le-a fost adresat chestionarul sunt funcționari publici cu functii de
conducere.
Rezultatul eșantionării a fost obținerea unui număr de 100 de respondenți, din
cadrul unor instituții reprezentative la nivel județean .
Din analiza primei baterii de întrebări a rezultat faptul că în chestionarul aplicat
fiecare dintre respondenți au bifat în mod preponderent trăsăturile pozitive care îl
caracterizează drept conducător/lider ambițios, autoritar, impune considerație, clar, explicit,
direct, competent, priceput, iscusit, colaborator, contribuie la realizarea obiectivelor de grup,
comunicativ, prietenos, sociabil, concurent, competitiv, coordonator, convingător, persuasiv,
credibil, diplomat, drept, cinstit, eficient, ferm, decisiv, hotărât, inteligent, intuitiv, mediator,
conciliator, negociator, procedural, prudent, precaut, prevăzător. Se observa tendința de
absolutizare la o parte semnificativa dintre respondenți, mai precis peste 80% apreciază, in
calitatea de lider, ca fiind întotdeauna ambițioși, cu spirit de colaborare, convingători,
credibili, cinstiți.
O prima explicație a acestui fapt ar fi convingerea ferma a subiecților ca aceste
trăsături sunt cel mai înalt dezirabile in postura de conducător, cu care au fost investiți oficial.
O alta explicație ar fi aceea de accentuare a subiectivismului in percepția de sine, ca o
consecință a comportamentului subalternilor fata de lideri.
Pentru o mai clară interpretare calitativă, am clasificat aceste variabile in șapte
concepte:

1. Obiective;
2. Priorități;
3. Disponibilitate pentru învățare, deschidere la idei noi;
4. Sarcini complexe;
5. Echipa si factorii stimulanți in echipa;
6. Timp;
7. Formalism.
Astfel, putem spune ca obiectivul trasat pentru o perioada precisa de timp, procedura
de lucru însușita si atmosfera de lucru pozitiva din cadrul echipei sunt reperele de eficienta ale
liderului din instituțiile publice supuse analizei de fata.
Comunicarea, ca aptitudine pune in evidenta capacitatea individului de a se exprima
coerent, fluent si convingător, capacitatea de a dialoga cu orice persoana, capacitatea de a
formula întrebări, in scopul obținerii unor răspunsuri clare privind aspectele de interes,
referindu-ne aici la sfera profesionala, în speța activitatea complexa pe care o presupune
ocuparea unei funcții de conducere.
Sintetic, comunicarea reprezintă fundamentul tuturor relațiilor; o necesitate de bază a
vieții, schimbul de mesaje, împărtășirea de informații, idei, sentimente, păreri, ne ajută să
simțim ca suntem auziți și înțeleși, implica ascultare clara și o exprimare clară.
Categoria comunicare în cadrul echipei raportată la eficiența liderului a fost împărțită
în patru subcategorii:
1. Acțiuni directe cu scopul de a comunica eficient;
2. Preocuparea pentru aspectele din viață personala a membrilor echipei;
3. Interesul pentru stabilirea de relații durabile intre membrii echipei;
4. Oferirea de suport profesional.
Comunicarea este resursa liderului eficient, cu alte cuvinte, fără comunicare sau
comunicând deficitar in cadrul organizației vor fi afectate înțelegerea sarcinilor, motivația
lucrătorilor, relațiile in colectiv si nu in ultimul rând rezultatul muncii. Comunicarea in
instituțiile publice este punctul de plecare spre realizarea unui management suportiv ce
corelează intens cu gradul de atingere a obiectivelor profesionale.
Motivația profesionala poate fi înțeleasă ca fiind energia pozitiva (entuziasmul)
resimțită de angajați, concretizata in gradul de implicare profesionala si disponibilitatea de a
depune efort susținut in vederea atingerii unor obiective in munca. Pentru a vorbi despre

motivația in munca ar trebui sa fie satisfăcute așteptările angajaților pe mai multe paliere, pe
care am încercat sa le surprindem in variabilele de mai sus, sintetizându-le in cinci
subcategorii:
1. Consiliere;
2. Recompense financiare/nonfinanciare;
3. Performanță individuala;
4. Încurajarea eficientei;
5. Loialitatea liderilor si a membrilor echipei.
Liderii respondenți considera încurajarea unui comportament loial si practicarea de
către ei a acestei forme de exprimare sociala, alături de consilierea angajaților in spiritul
performatei, a eficientei profesionale ca fiind cele mai importante aspecte in întreținerea unui
nivel optim al motivației profesionale.
Intrând in sfera recompenselor financiare si nonfinanciare și discutând implicarea lor
in factorul motivațional, observam ca majoritatea respondenților considera ca angajații sunt
remunerați corespunzător pentru munca pe care o desfășoară, in mica măsură considera ca
este important sa ofere si alte beneficii, nu acorda o importanta deosebita diplomelor,
premiilor si, totodată apreciază ca, daca au ocazia sa recompenseze financiar/nonfinanciar
angajații, o fac numai proporțional cu performatele, rezultatele in munca ale acestora.
6. Vă rugăm să precizați care este stilul de conducere pe care un lider dintr-o
instituție publică ar trebui să îl adopte în opinia dumneavoastră:
a) vizionar 9%
b) sfătuitor 1%
c) colegial 5%
d) democratic 41%
e) promotor 44%
f) dominator
Aceste procente demonstrează tendința de a valoriza stilurile democratic si promotor,
cele doua având in comun promovarea, implicarea, mobilizarea angajaților.
Promotorul lucrează intens, incitând si pe ceilalți la lucru, este cel care crede in forța
exemplului personal. Este preocupat pentru dezvoltarea abilitaților angajaților, pentru
randamentul sporit al sau si al subordonaților, mobilizează la realizarea sarcinilor si creează o

atmosfera de lucru propice afirmării tuturor indivizilor din echipa.
Pe de alta parte, democraticul nu decide singur, ii consulta pe angajați, care devin,
într-o anumita măsură, colaboratorii șefului in actul decizional, exprimându-si ideile,
formulând propuneri. Comunicarea in organizația condusa de un lider democratic se
comunica pe orizontala, pe verticala, se dezvolta relațiile interumane indiferent de nivelul pe
care îl ocupa o persoana in ierarhie, se asigura un climat favorabil, creste satisfacția în muncă.
7. Considerați că un lider eficient în instituțiile publice este:
a) mai degrabă femeie 2%
b) mai degrabă bărbat 19%
c) ambele 79%
La modul general, consideram ca un progres important pe care l-a realizat umanitatea
este poziționarea din ce in ce mai stabila a femeii in societate. Pentru ca ne aflam la distanta
mare in timp de perioadele in care funcțiile de conducere ocupate de femei erau o raritate,
viziunea respondenților este cea arătată de procentele de mai sus, anume ca 79% apreciază ca
postura de lider nu este apanajul bărbaților sau femeilor, eficienta putând fi atinsa indiferent
de apartenenta de gen.
8. În opinia dumneavoastră liderul este sinonim cu managerul:
a) da 40%
b) nu 40%
c) în anumite situații 20%
d) nu știu/nu răspund
Răspunsurile distribuite in mod egal intre da si nu se poate explica prin aceea ca
exista totuși o confuzie intre acești termeni si ca nu exista o recomandare spre a fi exclusiv
manager sau exclusiv lider pentru a atinge cu succes obiectivele instituției. Într-o organizație
sănătoasă, după părerea lui Gallup, aceste doua roluri trebuie sa coexiste pentru simplul fapt
ca sunt diferite, dar si complementare in același timp. Orice efort de a le separa pare sa creeze
mai multe probleme decât sa servească intereselor organizației.

Diferența majora intre acești doi termeni, constă în aceea că managerul privește spre
interior, observă fiecare individ, îl călăuzește spre performanță, în timp ce liderul privește spre
exterior, urmărește competiția, perspectiva organizației. Peter Drucker afirma: ’Managerul
exista pentru o organizație, este servitorul ei. Orice manager care uita acest lucru va provoca
doar daune unei organizații’’.
Ne permitem să formulam o idee similară cu cea a autorului citat, și anume liderul
care uită să fie manager și managerul care uită să fie lider vor ajunge cu eforturi mai mari la
eficiență profesională.
VI. CONCLUZII
Prin prezenta lucrare am încercat să studiez modul în care conducerea entităților
publice se raportează la modul de conducere a oricărui tip de organizații, dacă aplică
principiile leadership-ului, pe ale managementului sau un mixt de idei și moduri combinate de
conducere pentru atingerea obiectivelor.
După aprofundarea teoretică a conceptului de leadership, a celui managementului, a
modului cum acestea se diferențiază, se aseamănă, pot fi combinate în cazul unui conducător

care însumează cele două tipuri de conducere, precum și a situațiilor în care conducătorul de
jure este diferit de cel de facto, am ajuns la concluzia că de cele mai multe ori conducătorii
instituțiilor au o dublă postură, atât de lideri cât și de manageri. Sunt și situații diferite, în care
conducătorul unei instituții este doar manager, axat pe obiective, lideriatul fiind în atributul
unei/unor alte persoane, care sunt de facto conducătorii oamenilor, fiind de multe ori într-o
situație indezirabilă, de conflict, cu managerul. De asemenea, sunt și situații în care aceste
vârfuri, dacă pot fi numite așa, colaborează pentru îndeplinirea obiectivelor organizației,
aceasta fiind situația dezirabilă.
Un alt aspect studiat prin prezenta lucrare a fost modul în care sunt receptate și
aplicate conceptul de leadership și cel de management în sistemul public, modul cum acestea
sunt adaptate și modificate la caracteristicile un pic diferite de organizare și funcționare a
organizațiilor publice. Acestea sunt supuse foarte mult influenței politice, fiind expuse unor
schimbări dese ale conducerii de top, prin schimbarea conducătorului, indiferent cum se
numește, director general, director executiv, inspector-șef, etc. Aceste schimbări sunt terenul
propice pentru nașterea și dezvoltarea unui leadership paralel cu cel oficial, prin nașterea,
dezvoltarea și consolidarea unor relații subterane, dacă putem spune așa, prin care un lider
ridicat dintre funcționarii/membrii organizației, conduce sau influențează din umbră politica
instituției, stabilind obiective care sunt diferite de cele oficiale ale organizației sau diferite de
cele ale conducătorului de jure. Aceste obiective sunt de cele mai multe ori convergente cu
cele oficiale, dar o direcționare spre anumite interese este inerentă pentru ca altfel se poate
ajunge la o blocare efectivă a activităților, prin sabotarea anumitor activități, pe care
conducătorul nu poate să o evite decât prin adunarea celor două calități în persoana sa.
Prin demersul teoretic am încercat să ne creăm baza teoretică imperios necesară
pentru realizarea studiului din teren, pentru că altfel, indiferent de aspectele teoretice sau
practice, tema ar fi fost incompletă, nu se poate studia cu adevărat lideriatul în organizațiile
publice fără o bază teoretică care să ajute la înțelegerea aspectelor practice. Studiul pe teren
nu ar fi complet fără înțelegerea conceptelor teoretice, pentru că în caz contrar am identifica
niște aspecte dar nu am înțelege ce sunt acestea, nu am putea verifica teoriile autorilor care au
scris despre aceste subiecte, nu am observa modul în care sunt conduse efectiv organizațiile
publice, nu am înțelege cum și de ce sunt astfel conduse, de ce își îndeplinesc sau nu
obiectivele trasate prin lege sau prin planurile celor care sunt conducătorii lor.
Liderii care au participat la studiul realizat și-au exprimat convingerea fermă ca

trăsăturile cel mai înalt dezirabile cu postura lor oficială de conducători de instituții sunt:
ambiția, spiritul de colaborare, capacitatea de convingere, legalitatea și corectitudinea.
Stabilirea sau cunoașterea obiectivelor, trasarea cu precizie a termenelor în care ar
trebui să fie atinse obiectivele parțiale sau/și finale ale organizației, alături de întreținerea unei
atmosfere plăcute în cadrul echipei sunt principalele repere pe care liderii le identifică ca fiind
esențiale în raport cu eficiența scontată în derularea actului de conducere.
Pornind de la premisa principală că în afara comunicării nu putem vorbi de status rol
și mergând in direcția specificului comunicării din perspectiva liderului, observăm importanta
majoră pe care aceștia o acordă trăsăturii de „bun comunicator”, pe care o definesc ca fiind
plăcerea, convingerea cu care transmit/descriu sarcinile, preocuparea pentru aspecte din
viață personală a angajaților și pentru a crea relații durabile între și cu aceștia.
Conștienți de omniprezența în forma latentă sau manifestarea conflictului cu diverse
grade de intensitate la nivelul interacțiunilor umane de orice tip, liderii apreciază că cea mai
eficientă soluție de îndepărtare a acestui obstacol social este atât atitudinea lor fermă cât și
propria loialitate, moralitate.
Atmosfera psihosocială în care angajații își desfășoară activitatea este valorizată de
toți liderii care au participat la studiu, considerând totodată ca aceasta depinde de calitatea
relațiilor dintre șefi și subordonați, precum și de calitatea relațiilor dintre colegi.
Nivelul optim al motivației personale depinde așa cum reliefează studiul, de
încurajarea unui comportament loial și practicarea de către șef a unei astfel de atitudini, alături
de consilierea angajaților în spiritul performantei, a eficienței personale.
Din perspectiva recompenselor financiare și nonfinanciare liderii instituțiilor publice
consideră ca lucrătorii sunt remunerați corespunzător pentru munca desfășurată și acordă o
importanță scăzută altor beneficii (diplome, premii, etc).
Studiul generează concluzia potrivit căreia stilurile de conducere promotor si
democratic sunt cele mai valorizate de liderii instituțiilor publice care au fost supuși evaluării
și studiului. Comun acestor stiluri este accentul pus pe un climat de lucru favorabil.
Eficiența liderului, după cum arată studiul, nu depinde de apartenența gen, nefiind
diferențe semnificative de abordare între liderii bărbați și cei care sunt de gen feminin.
Deși liderii sunt persoane investite oficial, ale căror rezultate profesionale au fost
recunoscute de cei ce i-au selectat pentru asemenea poziții in ierarhia instituției, trăsăturile
dezirabile nu sunt garantate de procesul de „numire” in funcție, acestea trebuie asimilate,

aplicate, adaptate nevoilor instituției, printr-o adaptare la climatul organizațional sau prin
schimbarea lui pentru a putea atinge obiectivele trasate.
Având în vedere amploarea studiului, considerăm că un lider eficient, nu doar afirmă
că face anumite lucruri sau se comportă într-un anumit fel, ci chiar pune în practică afirmațiile
și comportamentul său este îndreptat spre îndeplinirea obiectivelor organizației.
CONTRIBUŢII PERSONALE
Originalitatea lucrării constă pe de-o parte în abordarea teoretică vastă a tuturor
conceptelor desprinse din termenul general de lider si, pe altă parte din evidenţierea practică a
principalelor repere socioprofesionale întalnite de postura oficială a unui conducător în
instituţiile publice.
Elaborarea chestionarului, stabilirea obiectivelor de lucru, eşantionarea, interpretarea
calitativă şi cantitativă a datelor desprinse pun în lumină elemetele de noutate din plan
experimental aduse de cercetarea de faţă.
A. Contribuţii aduse la nivel teoretic
- evidenţierea multitudinii faţetelor leadership-ului şi a funcţiilor sale exercitate în
interacţiunea liderului unei organizaţii şi membrii organizaţiei respective;
- detalierea în plan teoretic a coordonatelor de natură formală şi informală generate de funcţia
de lider, precum şi multitudinea reţelelor stabilite prin interacţiunile liderului cu totalitatea
resurselor intrinseci şi extrinseci ale organizaţiei, cu multitudinea resurselor umane şi
materiale din instituţie, precum şi cu posibilităţile de reacţie la care are acces în mediul formal
un lider;
- imporatanţa particularităţilor persoanei care ocupă o funcţie de conducere - trăsături de
caracter, comportament, convingeri de viaţă, experienţa anterioară, formarea sa profesională,
direcţii de acţiune axate pe sarcină sau pe relaţii, sistem de valori, libertate de gândire şi
exprimare, inteligenţa, gândire în perspectivă;
- evidenţierea teoretică a mecanismelor teoretice antrenate de postura de lider - stimularea
unor resurse psihice, modificarea percepţiei asupra propriei persoane, abordarea unor noi
perspective in evaluarea celorlalţi;
- descriere într-un tablou general - înţelegerea de sine, înţelegerea indivizilor, înţelegerea

grupului, înţelegerea organizaţie în ansamblu;
- evidenţierea factorului eficienţa prin imaginarea unei situaţii în care cu resurse limitate se
poate ajunge la obiectivul scontat;
- elementele teoretice definite de norme, istorie şi cultura ce diferenţiază instituţiile publice de
cele private, cu accent pe sinequanon-ul instituţiilor publice întrucât acestea fac obiectul
lucrării de faţă;
- tratarea teoretică a surselor de putere ale unui lider;
- leadership/manager şi lider formal/lider informal - sintetizarea teoretică a diferenţelor şi a
influenţelor exercitate de aceşti termeni în pereche asupra grupului în instituţiile publice.
B. Contribuţii aduse la nivel experimental
- analiza practică a modului în care se ajunge la dezvoltarea spiritului întreprinzător al echipei,
la asigurarea climatului favorabil în cadrul instituţie, la comunicare eficientă şi la activarea
motivaţiei ca element definitoriu al performanţei;
- conceperea chestionarului „profilul liderului eficient” axat pe următoarele concepte: trăsături
de personalitate, comportament eficient, comunicarea în cadrul echipei, gestionarea stărilor
conflictuale, motivaţie, stil de conducere, particularităţile de gen, sinonimie lider-manager.
Direcţii viitoare de cercetare
Pornind de la interesul meu permanent în studiul managementului, de la orizontul pe
care mi l-a oferit teza de faţă, de la aspetele descoperite cu prilejul demersurilor teoretice şi
practice din anii de studiu doctoral, s-au conturat pentru mine două mari şi importante direcţii
ce ar putea reprezenta continuarea tezei, dar ar putea fi şi teme de studiu de sine stătătoare:
1. Cercetarea aspectelor organizaţionale influenţate de particularităţile de gen ale
liderului.
Această temă ar putea fi abordată pe doua paliere:
a) comparaţia dintre două organizaţii similar, una condusă de un lider bărbat şi cealaltă
condusă de un lider femeie;
b) comparaţia longitudinală a aceleiaşi organizaţii în perioade diferite de timp, dacă au
existat la conducerea ei succesiunea lider barbat, lider femei;
2. Elaborarea unui instrument sociometric de analiză a efiecienţei managemantului din
trei perspective:

- percepţia eficienţei managementului din perspectiva managerului;
- percepţia eficienţei managementului din perspectiva angajaţilor;
- percepţia managerilor despre cum percep angajaţii eficienţa managementului.

SUMMARY OF THE SUBJECTS OF THE THESIS
The interest in deepening the study of the leadership has been shaped by my own
professional experience, the specificity of my career at the time of choosing the research
theme.
I myself have been in the position of leader, in front of many questions and many
innovations generated by the implications of a leading position. And because neither
experience, nor professional training, intuition, and sometimes not even reason, were
insufficient or could not convince me of the value of the answers I came to by myself, I
decided that only scientific research could highlight aspects of a degree of truth necessary to
achieve the efficiency of a leader.
The PhD thesis was an exploration of a place especially known outside. I have been
struggling to look for each step of the research into the depth of different areas of this place. I
started from what I have discovered in the field of management, I formulated my own
hypotheses, created a working tool, and came to formulate new and useful ideas that apply to
efficient management.
The entire thesis is structured in 5 chapters.
Chapter I comprises four sections in which leadership and leadership concepts have
been debated from a historical perspective (the origins of the terms), from the perspective of
the writings given to date by various authors, some even as creators of some reference
theories. I was afterwards concerned with the traps of leadership and the psychological
aspects of this notion.
In Chapter II are introduced the defining elements concerning the public institutions,
all structured in 3 sections. We have exposed public institutions both through the self-standing
role they have in any society, and by comparing them with private organizations. We have
debated the subject of performance measurement, planning, and strategic management
systems.
Chapter III links the leader / manager and public institutions to seven sections that
differentiate the leadership of a public institution towards a similar posture in another type of
organization.
Chapter IV presents the method of research, links the theoretical part with the practical

/ practical part concentrated in the last chapter.
This last part includes the formulation of the working hypotheses, the way the
questionnaire itself was built, the representative sampling for collecting relevant data, the
processing, the quantitative and qualitative interpretation of the results.
I. THE EMERGENCE, DEVELOPMENT AND STABILIZATION
OF THE THEORIES OF LEADER AND LEADERSHIP.
Lead, leader and leadership have their etymological origin in the old Anglo-Saxon
laed, which can be translated as "path" or "way". The verb laeden means "to travel," so a
leader can be considered the person who shows those who are close to the path ahead. This
metaphor of the leader as a helmsman is still very much used in literature. However, the
accuracy of the etymology of the term leadership is only sporadically offset by its own sense,
publications, books or some studies claiming to be able to delimit the term by the proliferation
of various contents, but the conclusions outlined give a high degree of confusion and
inconsistencies between them.
The term, the leader, was used in his specific sense of leader-leader only with the
14th century, but the notion of leadership appeared long afterwards, around the beginning of
the 1700s.
1. Definitions of leadership. Theorizing the leadership concept.
1.1. The Hersey-Blanchard Theory of Situational Leadership
According to Paul Hersey, situational leadership is based on the interaction between:
• Direction (load-based behavior) that the leader traces;
• Socio-emotional support (relationship-oriented behavior) that the leader provides;
• The level of "promptness" subordinates attribute to the task, function, activity or
goals that leaders are trying to accomplish through their individual group.
Effective leadership must go through the following stages:

- behaviours that consider less important relationships and tasks more important;
- behaviour that considers relationships as well as tasks as important;
- behaviour that considers relationships to be of less importance and less important
tasks;
- behaviour that considers relations and tasks as less important.
Between the level of goodwill of the subordinate and the leadership styles, the
following types of relationships appear:
- the subordinate is incapable of performing certain specific tasks, unavailable or
uncertain in accomplishing the tasks assigned to achieve the objectives, which necessitates the
use of a directional leadership;
- the subordinate is unable to perform certain specific tasks, but available or self-
assured in carrying out tasks designed to achieve the objectives, which implies the use of
explanatory leadership;
- the subordinate is able to perform certain specific tasks, but unavailable or unsafe
in accomplishing the tasks assigned to achieve the objectives, which implies the use of
participatory leadership;
- the subordinate is capable of performing certain specific tasks, available or self-
assured in carrying out tasks designed to achieve the objectives, which involves the use of a
delegation leadership.
The conclusion about this theory is that leadership style is effective only if it
corresponds to the level of maturity reached by subordinates.
1.2. The theory of transformational leadership
Transformational leadership can be defined as a process that changes / transforms
people from an organization. It has a special concern for studying long-term emotions, values,
ethics, standards and objectives, including observing the subordinates' reasons for doing
things, meeting their needs, and treating them as human beings with needs and individualized
features for each individual.
Elements of transformational leadership

Transformational leadership is encountered when leaders:
• Stimulates the interest of employees so that they can see their work from a new
perspective;
• Generates a degree of awareness of the mission or vision within the
organization's members;
• It helps the members of the organization to develop their skills and their own
potential;
• motivate members of the organization to look beyond their own personal
interests and direct their attention to those they can benefit from
1.3. Theory of Transactional Leadership
If we were to sum up the characteristics of this type of leadership, we could say that
it is characterized by:
• The relationship between the leader and his group is characterized by a two-way
exchange, in which the leader and the members of the group are trying to satisfy their own
interests, and this should be to the benefit of all parties involved;
• It is based on the assumption that members of a group can also be motivated by a
certain rewarding and, why not, sanctioning system.
• The relationship depends on the leaders 'access to the resources needed to reward
the members of the group, the leader's abilities to discover the needs and desires of members,
and the leaders' ability to establish clearer terms of relationship between them and the rest of
the group .
A. Leadership approach based on character traits
Leaders are born and not made.
Leaders tend to be perceived as higher, higher weight, better health, aesthetically
attractive Intelligence is the most important feature of an effective leader.
Leadership performance is lower or higher, always in direct relation to the level of
knowledge and learning.
B. Approach to functional or group leadership

Colin Sewell-Rutter (2001) Any self-confidence can become an effective leader, and
principles can be mastered. It supports the existence of five features defining an efficient
leader as follows:
- Clarity of vision, objectives and their corroboration with the values a leader holds;
- Conviction and emphasis on self-confidence;
- Charisma, trust, respect, perception in leadership and motivation of the group;
- Communicating effectively and gaining people's respect;
- Care, recognition of the efforts of people who, combined, achieve the objectives.
C. Situational Approach to Leadership
This type of approach focuses on situations where leaders need to be effective in the
context of a variety of subordinates with different personalities and preparations.
II. THE BASIC CONCEPTS OF THE MANAGEMENT OF
PUBLIC INSTITUTIONS
1. The environment of a public organization
Mainly, the environment of a public organization is structured on the following basic
coordinates:

3. Political conditions
Regarding the political environment, it would be that the public administration suffers
profound influences from the aforementioned political factor, but the relationship between
the two elements is complex and difficult to treat.
4. Economic conditions.

Section I. Strategic Planning and Management in Public Organizations
1.1. Strategic approach in public organizations
The main elements that influence the application of strategic approach in public
organizations:
- missions and goals of the public organization are clearly defined in legal
regulations, - lack of competition
- the existence of vague and general objectives;
- the timescales set out in the strategic documents are often too short,
- even if long-term strategies can be established, electoral periods can lead to their
destruction or diversion.
- political coalitions may be unstable;
- establishing public sector objectives is a much longer process than in the private
sector;
- lack of necessary information or lack of information analysis capacity can lead to
defective formulation of strategies.
the weight of measurable results in the public sector;
- taking risks
Power sources can be represented by:
a) within the organization:
- formal (hierarchical) power;
- informal power (charism);
- control over strategic resources;

- possessing specialized knowledge;
- environmental control (negotiation capabilities);
- involvement at implementation level (discretionary capacity).
b) outside the organization:
- control of strategic resources (financial resources, human resources, political support, etc);
- great involvement at implementation level;
- possession of specialized knowledge (external contractors);
- informal power (already existing relationships and networks).
The main steps of structuring a strategic planning model are:
- initiating the strategic planning process
- Performing an analysis of the history of the organization and its current situation
- clarifying missions and values of the organization, applying SWOT analysis
The analysis of the organization's environment to identify opportunities and threats,
presents four main terms:
- Weaknesses / Weaknesses.
- Strenghts / Strengths
- Opportunities / Opportunities.
- Threats.
III. MANAGEMENT OF PUBLIC SECTOR ORGANIZATIONS
Section 1. Leadership and / or / vs. management in public sector organizations
1.2. Defining the term leadership in the system of public organizations
In a recent analysis of leadership theory, Peter Northouse identified four common

themes in how leadership tends to be conceived:
(1) leadership is a process;
(2) leadership implies influence;
(3) leadership appears in a group context;
(4) leadership involves achieving goals.
Thus, we can conclude that leadership as a concept is characterized by the
following features:
- It is a process of intentional influence of some people;
- It is a group phenomenon - it requires a group of "followers" of the leader;
- It is a goal-oriented process - more precisely, the leader's activity has behind him
a set of objectives to be achieved by "followers";
- Leadership is a rather inspirational, non-material process - emphasizing the
informal side of the relationships between people in the organization.
Section 2. General management issues
Katz defines management as "determining the direction of a group or organization
in executive, administrative or supervisory positions. Managers focus on formal management
and control of assistants, resources, structures or systems within the organization.
Warren Bennis, in the paper On Becoming a Leader, lists 11 differences between
manager and leader, namely:
1. The manager manages and the leader innovates;
2. The manager is a copy, but the leader is original;
3. The manager would maintain, instead the leader would develop;
4. The manager emphasizes the systems and structure, and the leader builds on the
human factor;

5. The manager focuses on control; the leader bases his / her confidence on the
trust;
6. The manager focuses his attention mainly on short terms, while the leader takes
long terms;
7. The manager answers questions like where ?, how? Instead, does the leader
answer what? and why?;
8. The manager is permanently oriented on the basis of immediate results; the
leader considers the results for medium and long terms (for their impact);
9. The manager imitates, but the leader creates;
10. The manager is willing to accept the status quo, but the leader often challenges
him.
11. The manager is doing things the right way, but the leader does the right thing.
Section 3. The role of leaders in public organizations
Philip Selznick has identified four universal leadership functions:
1) Defining the role and mission of the organization (the institution)
2) Institutional representation of goals
3) Protecting the integrity of the institution (organization)
4) Internal conflict control
Section 4. The Formal Leader Difference - Informal Leader in Public
Organizations
4.1. Influence process
Thus, most researchers are of the opinion that at least 7 types of strategies for
influencing people can be considered:

1. Reason - as a method of persuasion involving the use of all information,
situations, events, or other means of emphasis for formulating logical arguments to support
the leader in influencing;
2. Friendship - In order to influence a person to do something, the leader appeals to
the person's support and goodwill; or use flattery;
3. Coalition - is a tactic by which the leader mobilizes other people within the
organization to persuade a person to do something;
4. Falling - refers to leadership by the use of material rewards or by the exchange of
favors;
5. Aggressiveness - using the direct and forceful approach to causing a person to do
something;
6. Higher Authority - This tactic refers to gaining superiority support from a
hierarchical point of view for legitimizing claims;
7. Penalty - provision of sanctions (wage reduction) for people who do not do the
job as they were told.
4.2. Power sources of leadership
John French and Bertram Raven have defined and grouped power sources as
follows:
- Reward - a source based on the belief that a person has the opportunity to reward
another person in return for loyalty and obedience that he will prove. Because we are talking
about organizations, the reward can materialize in the form of wage growth, promotion, or
other recognition of the fact that the person helped the leader in achieving the goals;
- Coercive power - the source of power that implies that a person has the possibility
to punish another person to persuade the person to respect a given order in order to achieve
the objectives. This source of power manifests itself in the form of a person's obligation to
perform certain tasks;
- Legitimacy - refers to the recognition of the legal right on the basis of which, the

person holding this right, can establish a certain type of behavior for the subordinate. This
power is limited to the existing legal provisions or to the provisions of the internal
regulations of the organization;
- Power - a source of power resulting from respect and admiration for the leadership
style, professional values and other positive characteristics a person has.
- Expertise - is based on certain knowledge and / or abilities, held by a person and
recognized by other people in the organization.

IV. METHODOLOGICAL FRAMEWORK FOR THE COMPLETION OF SCIENTIFIC RESEARCH
4.1. Characteristics of qualitative research methods
With the help of qualitative research (eg case study, individual interviews, document
analysis), more information can be found about the situation studied, so that the theory can be
tinted, new assumptions can be issued, different from the current ones, to construct different
data collection tools differently.
To facilitate the analysis process, we used the classification.
The continuous process of collecting and analyzing the resulting information that
aims to improve the perception of an aspect is called research.
a. Characteristics of quantitative research methods
Therefore, the four central objectives that will form the basis of the questionnaire are:
1. Develop the entrepreneurial spirit of the team
The team is the means by which employees are determined to achieve performance.
A team must have some important things to function successfully: a fairly balanced
distribution of formal and, above all, informal roles among members, a set of shared values
and beliefs and fewer dysfunctional behaviors that endanger team cohesion.
The team leader is responsible for creating the team structure, facilitating inter-
personal knowledge of team members and effective communication. The team leader is the
one who proposes the vision and set of goals, clear and meaningful to team members. Last but
not least, it is important to be aware that the quality of the team's performance depends on the
quality of leadership. When leaders are open to mainstreaming self-awareness and coaching,
we can talk about authentic leaders that create sustainable work environments.
It has been found that the secret of effective leadership is represented by the
relationship the leader builds with his team. Gaining respect and trust the team is the ultimate
achievement of a leader. By giving the team the opportunity to explore new opportunities, to
try new territories, they increase their chances of facing new challenges, which leads to the
development of the team as a whole, but it is also an advantage for each member to develop

their individual potential.
2. Ensure a favorable climate within the unit
Conflict is an omnipresent state of affairs among the members of society, and there is
no area of social reality that is not affected by conflicts, magnitudes and different types. By
restricting the scope of the approach, we can say that organizations are permanent and in any
situation cramped and animated by internal conflicts. This statement is generally valid
irrespective of the internal structure of these organizations (power, roles, communication
channels, etc.), because any organization is an autonomous system that is part of society and
has multiple influences from it.
3. Communication
Effective, accurate and accurate communication of deliberate information is the key
to success in a public organization.
Communication helps leaders and groups to coordinate their activities to meet goals
and is vital in making decisions and solving problems.
Good communication can help motivate employees, build trust, build a common
vision, increase personal involvement, provide a way of expressing feelings, celebrate and
rememorate achievements.
Also, good communication, collaboration and complementation among team
members leads to quick, qualitative and quantitative results, reduces stress and improves,
including personal life.
The key to success in an organization is good communication.
4. Motivation, an essential element for success in life.
On the way to achieving performance, the organization's motivation plays an
essential role.
We can define motivation as an internal, individual, introspective process that
energizes, directs and supports a certain behaviour. Motivation is a personal "force" that
determines a certain behavior, and when we refer, for example, to the method of rotation of
jobs to motivate employees, we understand the activation of this inner force. From the

perspective of work psychology, motivation is defined as the sum of internal and external
energies that initiate, direct and support an effort oriented toward an organization goal that
will simultaneously satisfy individual needs. From this definition there are three key
elements: effort, organizational goals and needs.
V. THE TYPOLOGY OF THE PUBLIC INSTITUTIONS IN THE
DAMBOVITA COUNTY
Case study
Section 1. Designing the questionnaire for effective leader profile
The questionnaire model used to identify the profile of the leaders of public
institutions in Dâmboviţa County.
1.2. The sample used in the selection of administrative-territorial units
The research methodology provided for the application of a questionnaire, which
required the construction of a representative sample of public institutions at the county level.
The persons to whom the questionnaire was addressed are senior civil servants.
The result of the sampling was the achievement of 100 respondents from some
representative institutions at the county level.
The analysis of the first battery of questions revealed that the questionnaire applied
to each of the respondents ticked predominantly positive features that characterize as a leader
/ leader ambitious, authoritarian require consideration, clear, explicit, direct, competent,
skilled, skillful collaborator . contribute to group goals, communicative, friendly, sociable,
competition, competitive, coordinator, convincing, persuasive, credible, diplomatic, legal,
honest, efficient, strong, decisive, determined, intelligent, intuitive, mediation, conciliation,
negotiation, the prudent, cautious, cautious absolutization there is a tendency to a significant
part of the respondents, ie 80% believe in quality leadership, as always ambitious,
collaborative spirit, convincing, credible, honest.

A first explanation of this would be the firm conviction of the subjects that these
traits are the most desirable in the position of leader with which they were officially invested.
Another explanation would be to emphasize subjectivism in self perception as a consequence
of subordinate behavior towards leaders.
For a clearer qualitative interpretation, we have classified these variables into seven
concepts:
1. Objectives;
2. Priorities;
3. Availability for learning, opening new ideas;
4. Complex tasks;
5. team and team stimulants;
6. Time;
7. Formalism.
Thus, we can say that the target set for a precise period of time, the working
procedure and the positive working atmosphere within the team are the efficiency marks of
the leader in the public institutions subject to this analysis.
Communication as a skill emphasizes the individual's ability to express coherent,
fluent and persuasive ability to converse with any person, ability to formulate questions in
order to obtain clear answers on issues of interest, referring here to the sphere professional
activity, in this case the complex activity of assuming a leading position.
Synthetically, communication is the foundation of all relationships; a basic necessity
of life, the exchange of messages, the sharing of information, ideas, feelings, opinions, helps
us to feel that we are heard and understood, involves clear listening and clear expression.
The team communication category reported on the effectiveness of the leader was
divided into four subcategories:
1. Direct actions in order to communicate effectively;
2. Concern about the personal aspects of team members;

3. Interest in establishing lasting relationships between team members;
4. Providing professional support.
Communication is the effective resource of the leader, in other words, without
understanding or communicating within the organization, the understanding of tasks, workers'
motivation, collective relationships and, last but not least, the result of work will be affected.
Communication in public institutions is the starting point for achieving a supportive
management that closely correlates with the degree of attainment of professional goals.
Professional motivation can be understood as the positive energy (enthusiasm) felt by
the employees, materialized in the degree of professional involvement and willingness to
make a sustained effort in order to achieve some objectives in the work. In order to talk about
work motivation, the expectations of the multi-level employees, which we tried to capture in
the above variables, should be met, synthesizing them in five subcategories:
1. Counseling;
2. Financial / non-financial rewards;
3. Individual performance;
4. Encouraging efficiency;
5. Loyalty of leaders and team members.
Responding leaders consider encouraging loyal behavior and practicing this form of
social expression, along with counseling employees in the spirit of performance, and
professional efficiency as the most important aspects in maintaining an optimal level of
professional motivation.
In the sphere of financial and non-financial rewards and discussing their involvement
in the motivational factor, we note that most respondents consider that employees are properly
remunerated for their work, to a small extent consider it important to provide other benefits

These percentages show the tendency to value the democratic styles and the promoter,
the two of which have in common the promotion, involvement and mobilization of the
employees.
The promoter works intensely, encouraging others to work, he who believes in the
force of the example personally. It is concerned with the development of the employees'
abilities, for its high efficiency and with its subordinates, mobilizes to accomplish the tasks
and creates a working atmosphere favorable to the affirmation of all the individuals in the
team.
On the other hand, the democrat does not decide alone, consults the employees, who
become, to a certain extent, the chief's employees in the decision-making process, expressing
their ideas, making proposals. Communication in the organization led by a democratic leader
is communicating horizontally, vertically, developing human relationships regardless of the
level a person occupies in the hierarchy, ensuring a favorable climate, increasing work
satisfaction.

Generally speaking, we believe that an important breakthrough by humanity has been
the increasingly stable positioning of women in society. Because we are at a great distance
during the periods when women's leadership positions were scarce, the respondents' view is
that of the above percentages, namely that 79% appreciate that leadership is not the position
of men or women, efficiency can be achieved regardless of gender.

The answers equally distributed between yes and no can be explained by the fact that
there is still a confusion between these terms and that there is no recommendation to be
exclusively the manager or the sole leader to successfully achieve the objectives of the
institution. In a healthy organization, in Gallup's opinion, these two roles have to coexist for
the simple fact that they are different and complementary at the same time. Every effort to
separate them seems to create more problems than serve the interests of the organization
The major difference between these two terms is that the manager looks inward,
observes each individual, guides him towards performance, while the leader looks outward,
follows the competition, the perspective of the organization. Peter Drucker said: "The
manager exists for an organization, is her servant. Any manager who forgets this will only

cause damage to an organization. "
We allow ourselves to formulate an idea similar to that of the quoted author, namely,
the leader who forgets to be the manager and the manager who forgets to be the leader will
come up with greater efforts on professional efficiency.
VI. CONCLUSIONS
Through this paper I have been trying to study how the management of public entities
relates to the leadership of any type of organization, whether it applies the principles of
leadership, management or a mix of ideas and combined leadership ways to achieve the
objectives.
After the theoretical deepening of the concept of leadership, management, how they
are differentiated, they can be combined in the case of a leader who sums up the two types of
leadership, as well as situations where the de jure leader is different from de facto, I have
come to the conclusion that most of the time the heads of the institutions have a dual position,
both leaders and managers. There are also different situations in which the head of an
institution is just a manager, focusing on objectives, the leadership being in the attribute of
another person, who are de facto the leaders of the people, being often in an undesirable
situation of conflict with the manager . There are also situations where these peaks, if they can
be so called, work together to achieve the organization's goals, this being the desirable
situation.
Another aspect studied in this paper was the way in which the concept of leadership
and management in the public system are received and applied, how they are adapted and
modified to the characteristics of a slightly different organization and functioning of public
organizations. They are subject to a great deal of political influence, being exposed to
frequent changes in top management by changing the leader, no matter what his name is,
general manager, chief executive officer, chief inspector, etc. These changes are the perfect
ground for the birth and development of a leadership parallel to the official one, through the
birth, development and consolidation of underground relationships, if we can say so, through
which a high leader among the officials / members of the organization drives or influences the
policy of the institution shadowing, setting goals that are different from the official ones of
the organization or different from those of the de jure leader. These goals are more convergent
than official ones, but a focus on certain interests is inherent in order to otherwise effectively
block activities by sabotaging certain activities that the leader can only avoid by gathering
two qualities in his person.
By the theoretical approach we have tried to create the theoretical base necessary for
the field study, because otherwise, no matter the theoretical or practical aspects, the subject
would have been incomplete, we can not really study the leadership in the public

organizations without a theoretical basis to help understand the practical aspects. The field
study would not be complete without understanding the theoretical concepts, otherwise we
would identify some aspects but we would not understand what they are, we could not verify
the theories of the authors who wrote about these topics, we did not see how they were led in
fact, public organizations, we would not understand how and why they are being led, why
they do or do not meet the goals set by the law or the plans of those who are their leaders.
Leaders who participated in the study expressed their firm conviction that the highest
desirable features with their official position as institution leaders are: ambition,
collaboration, persuasiveness, legality and fairness.
Establishing or knowing objectives, accurately plotting the timeframes in which the
organization's partial and / or final goals should be achieved, along with maintaining a
pleasant atmosphere within the team are the main milestones that leaders identify as essential
in terms of efficiency expected in the conduct of the management act.
Starting from the main premise that besides communication we can not talk about
status role and going in the direction of communication specific from the leader's point of
view, we note the major importance that they attribute to the feature of "good communicator",
which I define as pleasure, conviction with who transmit / describe tasks, concern for personal
aspects of employees, and create lasting relationships with and with them.
Aware of omnipresence in latent form or conflict with varying degrees of intensity at
the level of human interactions of any kind, leaders appreciate that the most effective solution
to remove this social obstacle is their firm attitude as well as their own loyalty, morality.

The psychosocial atmosphere in which employees work is valued by all the leaders
who participated in the study, considering that it depends on the quality of the relationships
between the heads and subordinates, as well as on the quality of the relations between the
colleagues.
The optimum level of personal motivation depends on how the study is based,
encouraging loyal behavior, and acting by the head of such an attitude, along with counseling

employees in terms of performance, personal efficiency.
From the perspective of financial and non-financial rewards, the leaders of public
institutions consider that workers are adequately remunerated for their work, and that other
benefits (diplomas, awards, etc.) are of little importance.
The study concludes that leadership and promotional leadership styles are most valued
by leaders of public institutions that have been subject to evaluation and study. Common to
these styles is the emphasis on a favorable work environment.
The effectiveness of the leader, as the study shows, does not depend on gender, and
there are no significant differences in approach between male and female leaders.
Although the leaders are officially invested, whose professional results have been
recognized by those who have selected them for such positions in the hierarchy of the
institution, the desirable features are not guaranteed by the "appointment" process, they must
be assimilated, applied, adapted to the needs by adapting to the organizational climate or by
changing it in order to achieve the objectives set.
Given the magnitude of the study, we believe that an effective leader not only asserts
that he does certain things or behaves in a certain way, but even puts into practice his claims
and behavior is directed towards the organization's goals.
PERSONAL CONTRIBUTIONS
The originality of the paper consists, on the one hand, of the broad theoretical
approach of all the concepts of the general term of leadership and, on the other, of the
practical highlighting of the main socioprofessional points of view of the official position of a
leader in public institutions.
The elaboration of the questionnaire, the setting of the working objectives, the
sampling, the qualitative and quantitative interpretation of the detached data highlight the
novelty elements from the experimental plan brought by the present research.
A. Contributions brought to theoretical level
- highlighting the many facets of leadership and its functions exerted in the interaction of the
leader of an organization and the members of that organization;
- the theoretical detailing of the formal and informal coordinates generated by the leadership
function as well as the multitude of networks established through the leader's interactions with
the entire intrinsic and extrinsic resources of the organization with the multitude of human
and material resources in the institution as well as with the possibilities of reaction to which a
leader has access in the formal environment;
- the importance of the personality of the person in charge of leadership - character traits,
behavior, life beliefs, previous experience, his / her professional training, action-oriented
directions or relationships, value system, freedom of thought and expression, thinking in
perspective;
-theoretical evidence of the theoretical mechanisms involved in leadership - stimulating
psychological resources, changing the perception of one's own person, approaching new
perspectives in the evaluation of others;
- description in a general picture - understanding of oneself, understanding of individuals,
understanding of the group, understanding the organization as a whole;
- highlighting the efficiency factor by imagining a situation in which limited resources can
reach the expected objective;
- the theoretical elements defined by norms, history and culture that differentiate public
institutions from private ones, with an emphasis on the sinequanon of public institutions as

they are the subject of this paper;
- the theoretical treatment of a leader's power sources;
- leadership / manager and formal leader / informal leader - theoretical synthesis of the
differences and influences of these terms in pair on the group in public institutions.
B. Contributions at the experimental level
- Practical analysis of how to develop the entrepreneurial spirit of an apex, to ensure a
favorable climate within the institution, to communicate effectively and to motivate
motivation as a defining element of performance;
- designing the "effective leader profile" questionnaire focused on the following concepts:
personality traits, effective behavior, team communication, conflict management, motivation,
leadership style, gender specificities, leader-manager synonymy.
Future research directions
Starting from my permanent interest in the management study, from the horizon that
this thesis gave me, from the aspects discovered during the theoretical and practical
approaches of the doctoral studies years, two major and important directions emerged for me
could represent the continuation of the thesis, but could also be self-study topics:
1. Researching organizational aspects influenced by the gender particularities of the
leader.
This theme could be tackled on two levels:
a) the comparison between two similar organizations, one led by a male leader and the other
led by a leading woman;
b) the longitudinal comparison of the same organization in different periods of time, if there
were leadership leadership;
2. Elaboration of a sociometric instrument to analyze the management efficiency from
three perspectives:
- the perception of management efficiency from the manager's perspective;
- the perception of management efficiency from the employees' perspective;

-perceptions of managers about how employees perceive management efficiency.
