It was the growth of towns and cities, changing Britain from an agricultural socie- ty into a largely urban nation, which brought about change. After the Norman Conquest West Derby had a small population living mostly in the vil- lage. Everyone knew everybody else so trou- blemakers were often quickly identified and dealt with. The manor court in the centre of the Village did not deal ON THE BEAT with serious crimes. Its main function was to settle land issues linked to the Molyneux family who owned much of the surround- ing property and land including Liverpool. Some misde- meanours were dealt with by a fine or sum- mary punishment such as a spell in the stocks. Crimes like murder and theft were dealt with at Lancaster - the punishment was death. In the years after the conquest, landed fam- ilies including the Molyneuxes were re- sponsible for main- taining order on their lands. They would ap- point constables to en- force the law. This is why some police offi- cers still refer to their beat or patch as their manor. by Stephen Guy, West Derby Society The Statute of Winchester (1285) was the main legislation regulating the policing of the country until the Metropolitan Police Act of 1829 set up the modern police force. A variety of consta- bles, watchmen and thief-takers aimed to uphold the law until the advent of London’s Bow Street Runners in 1749. The word Police first appeared in doc- uments setting up the Commissioners of Police for Scotland in 1714. Police are nick- named Bobbies after Home Secretary Sir Robert Peel who in- troduced the 1829 Police Act. The role of the police was and is to keep the Queen’s Peace and uphold the law. Until the 1960s many police officers lived in police houses and were available around the clock, par- ticularly in country ar- eas. Two police houses were part of the old West Derby Police Station in Meadow Lane (pictured). Demolished and re- placed by Eaton Road Police Station about 40 years ago, they were built in Victorian times when West Derby was still largely rural. Traditional forms of punishment were con- signed to history when the Victorians devel- oped police and prison systems to enforce the law.     Isaacsmum Joy, who worksas a midwife at the WiganInfirmary, decided to bookIsaac into his first Water Babiesclass when he was just 3 daysold after her friends had rec-ommended the specialist babyswimming lessons.

    Joy said: Our first WaterBabies experience was great;our instructor Louise really putus at ease. She was just as con-fident with Isaac as she was withthe other little ones who werea few months older. I was soimpressed that babies are ableto go underwater in their firstsession at such a young age! Itake him every week now!

    Usually babies start ataround six weeks, says AliOgden, who runs Water Babiesclasses across the Liverpoolarea. Seven days old certain-ly is quite special and makesIsaac one of the youngest ba-bies we have ever had at ourlessons.

    Isaacs Water Babies teacher,Louise Bailiff, explains: Thereare many amazing benefits toteaching babies to swim frombirth. Small babies are relianton other people for every as-pect of their lives, so being inwater can be incredibly liber-ating for them. Its great formum too, because swimmingwith your baby means youreable to focus purely on eachother and enjoy the closenessthat playing in water creates.

    Babies just love being in wa-ter which is clear from theexcited smiles and gurglesaround the pool. And swim-ming from birth is entirely nat-ural. After all, theyve justspent the last nine months in

    the womb! In fact, some of ouryounger babies have a snoozeduring lessons which shows justhow relaxed they are.

    Water Babies offers a high-ly specialised, progressive pro-gramme and teaches thousandsof babies across the UK everyweek. The emphasis in thehalf-hour lessons is primarilyon the tiny students and theirparent or carer bonding and hav-ing fun, and activities onlyever develop at each babys in-dividual pace.     Roger was verylow-spirited thatSunday morning andtook one of his cus-tomary walks in anattempt to refresh hissoul.

    He strode outacross the park, besetby yapping dogs anddistracted peopletalking aimlessly onmobile phones. Soonhe found himselfstaring at the door.

    He gasped in dis-belief a tiny gaprevealed that it wasopen. Roger stepped

    forward and pushedit firmly. The doorcreaked open toreveal a gloomyroom lit only by atiny window.

    The door closedbehind him of itsown accord. It took afew seconds for hiseyes to get used tothe gloom.

    He saw a man star-ing at him from adark corner. The mansat bolt upright andwore an old-fash-ioned uniform andpeaked cap markedGuide. More alarm-ing was his pale,cadaverous face cov-ered like his uni-form with cobwebs.

    Ill show youaround, sir, he saidwithout introductionor pleasantries.

    Pointing to the spi-ral staircase going upthe tower he said:Up there is whatmay be.

    Then, turningstiffly, he nodded toanother doorway in amurky corner:Down there is whatwill be.

    Roger followedthe Guide up the spi-ral staircase untilthey reached the topof the tower.

    Although it waslate November, thescene spread belowwas bathed in sum-mer sunshine. Lushgreen trees andcolourful flower bedsspread around.

    In the distancewere familiar streetsand landmarks butmost were reduced toivy-covered ruins. Tothe north of the citycentre were gleam-ing, glass coveredtowers.

    Staff and students from the school are due torun in the Delamere Hell Run and the 2013Virgin London Marathon and on a cold but sun-ny Sunday morning on 17 March took part inthe Liverpool Half Marathon. Some unbe-lievbable times were clocked by the lads: SeanOConnor achieved a fantastic time of 1hr33and was closely followed by Ryan Pratt whofinished on 1hr35.
