LOCAL INFRASTRUCTURE FUNDING PROFESSIONAL DEVELOPMENT SHORT COURSE Sydney and other parts of NSW are experiencing high levels of new development and population growth. High growth is likely to continue under the housing and job targets contained in the recent regional and district plans. The State Government announced a $4 billion housing affordability strategy in June designed to speed up delivery of state and local infrastructure critical to deliver housing and give first home buyers more support to enter the housing market. As part of this strategy the Government is making important changes to the development contributions system. These include: • Limits imposed on councils using VPAs to negotiate ad hoc value capture contributions from developers. • Caps on residential section 94 contributions are being phased out, as is the Local Infrastructure Growth Scheme that provides gap funding to councils. • New Special Infrastructure Contributions schemes to help fund state infrastructure are being prepared for existing and new Priority Growth Areas. What will these changes mean for councils planning the infrastructure to support the anticipated growth? How can councils make best use of the development contributions framework? How can our growing communities be provided with the funding needed to provide necessary supporting infrastructure? How can development contributions be effectively used to help fund priority infrastructure identified in Community Strategic Plans? This two-day course covers the NSW system for levying development contributions in detail, infrastructure funding more generally and how these strengthen financial and asset management for improved service delivery across local government. ABOUT THE PRESENTERS Greg New has 30 years’ experience as a town planner, particularly in the areas of strategic land use planning, multi-disciplinary planning team management and development contributions advice. Danny Wiggins has been a planning consultant for over 30 years, specialising in statutory planning systems and local planning controls. He has worked for all three levels of government, and a range of private sector clients.
