LODI UNIFIED SCHOOL DISTRICT CLASS TITLE: PERSONNEL SPECIALIST (CONFIDENTIAL) BASIC FUNCTION: Perform specialized and technical work related to classified and certificated personnel administration; serve as liaison between the Director, administrators and employees; coordinate and direct the work of personnel office employees; provide responsible and confidential clerical support; provide follow-up assistance on sensitive and confidential collective bargaining materials. REPRESENTATIVE DUTIES:

Provide assistance to employees and District staff in resolving problems related to contract interpretation, employment documents, salary schedule placement, staffing entitlements, collective bargaining contracts, personnel policies and procedures. E

Plan and organize work of personnel office employees; establish procedures to ensure compliance with annual time lines, policies, procedures and collective bargaining contracts. E Serve as confidential secretary/assistant to the Director of Personnel. E Maintain and update Personnel web page. E

Collect and prepare items for classified and certificated Personnel Actions for presentation to the Board of Education. E

Process administrative detail not requiring attention of the administrator; exercise discretion on minor administrative decisions based on established policies and procedures. E

For classified personnel: Initiate documents for new hires, reassignments, longevity, annual increments, employee leaves and terminations; determine appropriate salary schedule placement as required; prepare periodic amendments based on completion of additional units, degrees, work year changes, longevity and annual increments. E

Calculate school staffing entitlements based on projected enrollments; prepare a variety of reports or special studies including summaries of employment statistics. E

Provide information on classified employment opportunities, procedures and requirements; provide information and interpretation of laws, regulations, procedures and bargaining contracts to applicants, employees and staff. E

For certificated Personnel: Develop procedures and forms to expedite transmittal of information or to facilitate implementation of policies and programs. E

Administer the annual transfer process: prepare transfer postings, receive and document all applications, direct principals to interview applicants, offer positions to recommended employees, keep detailed database of all open and filled positions. E

Administer the hiring process for new certificated employees: review all interview paperwork

from sites, submit results to Director for approval, offer positions to recommended candidates, inform administrators of results, and originate new employee files. E

Receive all special education teaching applications, make initial contact to describe the hiring process and ascertain their position preference, pass information to Coordinator of Special Education for preliminary screening and interview. E Use computer database program to track all certificated employees who are displaced, on leaves of absence, in resource positions or on special assignments, temporary with hire-back rights, given probationary status during the year, new teachers, released. E Communicate with district departments concerning general and specific personnel activities. E Assist Director in monitoring evaluation timelines. E

Organize all PRF’s to track signatures, budget approval and employee start dates. E

Gather and prepare information needed for collective bargaining process and take minutes and compile summaries of negotiation activities. E

Establish and maintain filing and record-keeping systems on areas of personnel management. E Compose correspondence independently or with only general direction and review. E

Review and recommend procedures related to office automation systems. E

Work collaboratively with Personnel Specialists and Analysts (Confidential). E Collect, compile and compute information for specialized reports.

Perform related duties as assigned.

KNOWLEDGE AND ABILITIES:

KNOWLEDGE OF: Personnel policies, procedures and practices related to assigned areas of certificated and classified

personnel such as recruitment, testing, benefits, orientations and others Record-keeping techniques Computer software programs (database, spreadsheet, word processing, powerpoint, etc . . . ) Oral and written communication skills Telephone techniques and etiquette Correct English usage, grammar, spelling, punctuation and vocabulary Interpersonal skills using tact, patience and courtesy ABILITY TO: Perform complex and responsible duties in a variety of technical, personnel-related functions

EDUCATION AND EXPERIENCE:

Any combination equivalent to: college-level course work in business administration, personnel or closely related field and increasingly responsible experience in a central personnel office. WORKING CONDITIONS: ENVIRONMENT: Office environment PHYSICAL ABILITIES:

Dexterity of hands and fingers to operate a computer keyboard Hear and speak to communicate effectively in person and on the telephone See to read, prepare documents and reports, and view a computer monitor Dexterity of hands and fingers to demonstrate activities, prepare materials,

and operate a computer keyboard Sit or stand for extended periods of time

Bend at the waist to assist students Bending at the waist, kneeling or crouching to file materials Reach overhead, above the shoulders and horizontally to retrieve and store files Lift objects up to 25 pounds
