bull Agreed in 1992 at the Earth Summit in Rio de Janeiro





The Kyoto Protocol

bull Established under the Convention in 1997

bull Came into force on 16th February 2005

bull Sets legally binding targets for

industrialized countries to reduce

their GHG emissions by the end of

the First Commitment Period

(2008-2012)





Kyoto Protocol ndash whorsquos in

bull Green = signed amp ratified

bull Grey = not yet decided

bull Red = no intention to ratify

bull Green = Annex II ndash fully committed

bull Yellow = Annex I ndash obliged with some freedom

bull Red = no obligation





EU Legislative Framework

bull The EU agreed to a collective emissions reduction target of 8 under the first commitment period

bull EU member states were allocated differing targets

bull The European Climate Change Program (ECCP) launched in 2000 to develop the EUrsquos strategy to implement the Kyoto protocol

bull From this a number of actions have

been adopted





UK Low Carbon Transition Plan

bull Workplaces responsible for 20 of UK emissions

bull The LCTP amp other policies cut GHG emissions in the workplace by 13 on 2008 levels by 2020

bull Effect of LCTP amp other policies increase businesses energy cost by 17 by 2020 (Domestic increase of 8)









The Climate Change Act received Royal Assent in November 2008

The UK was the first country to legislate a legally binding reduction target of 80 of greenhouse gas emissions by 2050 (34 by 2020) from 1990 levels

The Act includes

5 year budget periods

A committee on climate change

Powers for the implementation of new emissions trading schemes

The requirement for regular reporting

The Carbon Reduction Energy Efficiency Scheme (CRC)

bull A UK mandatory cap and trade scheme

bull Proposing a cut in carbon emissions by 12 million tonnes per year by 2020

bull Large non-energy intensive private and public sector organisations

bull Organisations with half hourly meter readings of over 6000 MWh per annum (ca pound500000 annual electricity spend)

bull Qualification year is 2008 (January to December)

bull Introductory period commenced in April 2010 registration was due

by 30th September 2010

bull Fines for organisations that are non-compliant and didnrsquot register in time

A Carbon Footprint is the benchmark

A carbon footprint is a measure of the impact our activities have on the environment in terms of the amount of green house gases produced measured in units of carbon dioxide equivalents (CO2e)





Greenhouse Gas (GHG) ProtocolScopes

The primary footprint covers the carbon emissions which an organisation has direct control and responsibility for These emissions are split into three scopes defined by the greenhouse gas protocol

haulage and distribution) water use and waste management
