Purpose Agenda

Family Housing Overview

Responsible for coordinating operations and oversight management of family housing requirements to include policy development, budget formulation, training and required liaison between Navy Facilities (NAVFAC) and Public-Private Venture (PPV) Partners.

Resident Energy Conservation Program

• Oversight of PPV approvals and disapproval of exemption requests

• 256 resident exemptions (255 EFM / 1 WW)

Marine Corps Housing Management

• Web Orders vs PCS Orders

• Standardization of assignment to waiting list

• Enterprise Military Housing Reporting

Referral and Assignment

• Application / Check in process / Family Housing Office

• Liaison

• Market Analysis (BAH)

Asset Management

• Reviewing Installations Programs /Projects for renovation, increase and decrease of assets based on Market Analysis and Base personnel loading.

housing

• 675 Officer homes

• 6,408 Enlisted homes

• Hunt Military Communities – Deluz Housing - 712 Enlisted homes

REACT Resident Survey • CEL & Associates, Inc. conducts annual third-party industry standard survey

– Lincoln (Apr-May)

– Hunt (Oct-Dec)

• Performed to assess real-estate management performance and resident satisfaction

• Scores tabulated and indexed with comments

• Results provided to partner and business agreement manager, Navy Facilities Engineering Command- Southwest (NAVFAC SW)

• Measures partner performance

Resolving Military Family Housing Service Issues

Step 1. Identify the service issue and contact your Family Housing District Office or maintenance service line:

Step 2. If the service issue is unresolved or incomplete, contact Family Housing management:

– Hunt Regional Management: (760) 385-4835, 08:00- 17:00 Mon-Fri

Step 3. If the service issue remains unresolved, or you remain unsatisfied with any service, contact the Installation Government Family Housing Office:

Infographic advertisement and social media campaign with partners began 6 Oct 2017

• DoD Policy - Office of the Secretary of Defense Memorandum of 8 September 1998 set policy for the payment of utilities in Public Private Venture (PPV) family housing

• Government Family Housing Office charged with installation oversight of RECP implementation

• Reduces electric costs, and saves funds for sustainment and improvements

– Cost savings generated are used to improve homes, playgrounds, community centers, and quality of life

• Basic Allowance for Housing (BAH) calculation based on average “normal” utilities use/costs

Energy Conservation

• Established Like-Type Groups (LTG)

– Based on location, size, style, age, number of bedrooms

• Electric Metering: All homes have their own smart meters

• Average usage calculated for LTG each month

– Top/bottom 5% not considered in average

• Establish average range

– Residents within +/- 10% of average have no cost impact

• Homes not occupied for the full month are not included

• Exemptions from RECP:

– For some Wounded Warriors and Exceptional Family Members

– Not used in calculation of monthly average

• Utility account becomes delinquent 21 days after due date on billing statement when balance due exceeds $25.

• Resident receives a late letter from the utility billing company each subsequent month as long as the account remains delinquent.

– Each subsequent billing statement will also show balance due and includes reminder that payment for delinquent balances is due immediately.

• Resident receive a 45-day “late letter” from the property manager.

• For utility accounts delinquencies > 90 days with balances over $500:

– Property manager advises Government Housing Office.

– Government Housing Offices contacts Service member’s command to advise that the Service member’s housing status may be in jeopardy.
