•Maritime Security due to its transnational nature requires strong and structured international cooperation with the involvement of all maritime stakeholders.•National/ Regional/interregional collaboration is the key to the international MS Cooperation.• Cooperative strategies and a conceptual framework is required to orchestrate the maritime security efforts.• A more effective network of global MS cooperation needs to be instituted.

Global social-economical prosperity is based on safe SLOCs: needs Maritime Security (MS)

MS = MSA + MSO (military/police) + MCB (political) MSA Comprehensive Approach, starting from:

a. National integrated effort (Navy, Inter-Depts/ Agencies, Intel Agencies, Port Authorities, R&D, Industry, etc.)

b. Towards a federation of different networks/systems based on a common architectural framework, using SOA paradigm. (e.g. Commercial space may have large role. Could be forcing function.)c. Information sharing at national, regional, and trans-regional level:• Policy verse legal issues.• Data is just data until processed.• Standard data format.• User defined operating picture.

Multi-level classification data. Stakeholders’ participation – How to gather them? Legal concerns to be addressed. Funding to be addressed.

Identify common requirements for a harmonized cross-sectoral and cross-border MSA.

Identify a common Security Strategy, define a Data Policy and implement the related Action Plan.

Adopt a federated-distribuited architecture. Participate in a cooperative development of

technological solutions and standards, using the same framework design and SOA paradigm.

Share and optimize as possible all available resources (SATs, naval aviation, coastal radars, etc.).

Use common regional funding (if available) through direct financing of Governments for future projects. (e.g. EU BlueMassMed)

Verify interoperability between current and future MSA initiatives (e.g. NATO TRITON Project).

• Investigate feasibility of using commercial space and collaborative manner for maritime surveillance.

• Include broader range of participants in future maritime security events.
