    Bill empowers women entrepreneurs

    A lawmaker has filed a bill which seeks to enhance the active participation and involvement

    of women in the field of trade and businesses especially at a time when the country is experiencing

    economic setbacks.

    Rep. Delphine Gan Lee (arty!list" AGR#$ said %ouse &ill '') aims to empower women in

    the business enterprise by developing a national program and creating a national interagency

    committee on women*s business enterprise.

    +he #nteragency ,ommittee on -omen*s &usiness nterprise to be created under the bill shall

     be composed of a chairperson to be appointed by the resident of the hilippines and membersappointed by the heads of the Departments of Agriculture/ +rade and #ndustry/ Defense/ nergy/

    %ealth/ #nterior and Local Government/ 0ustice" and Labor and mployment.

    1+hese members shall have a vote while non!voting members shall include the xecutive

    Director of the ,ommittee and at least one but not more than three representatives from the 2ffice of 

    the resident and are appointed by the resident"3 Gan Lee explained.

    4nder the measure" the ,ommittee is tasked to promote" coordinate and monitor the plans"

     programs and operations of the departments and agencies of the xecutive &ranch which may

    contribute to the establishment" preservation and strengthening of women*s business enterprise with

    the cooperation of the departments and agencies.

    #t shall establish such policies" definitions" procedures and guidelines to govern the

    implementation" interpretation and application of this Act" and generally perform such functions and

    take steps as the ,ommittee may deem necessary or appropriate to achieve the purposes and carry

    out the provisions thereof.

    +he ,ommittee shall likewise promote the mobili5ation of activities and resources of the 6tate

    and local governments" business and trade and associations" private industry" colleges and

    universities" foundations" professional organi5ations and volunteer and other groups toward the

    growth of women*s business and enterprise.

    +he bill directs the ,ommittee to make an annual assessment of the progress made in the

    government toward assisting women*s business enterprise to enter the mainstream of business

    ownership and to provide recommendations for further actions to the resident.

    +he proposal mandates each department and agency of the xecutive branch to take

    appropriate action to facilitate" preserve and strengthen women*s business enterprise and to ensure

    full participation by women in the free enterprise system.

    Gan Lee pushed for the passage of the bill saying it is the policy of the 6tate to advance theinterest of 7ilipino women by providing avenues to enhance their entrepreneurial skills and to

    facilitate" preserve and strengthen women*s business enterprise and to ensure full participation by
