1 Introduction
1.1 Background
Back Forty Glamping [the Client] is proposing an outdoor retreat development located on the southeast corner of the 12
th Line / 16
th Sideroad intersection, in the Municipality of Meaford
[Municipality], Grey County [County]. The proposed development is anticipated to include five geo-domes, seven cabins and commons areas for kitchen and washrooms. The proposed development will include one full movement access driveway onto 16
th Sideroad [Site
Access]. The Client has retained JD Engineering Inc. [JD Engineering] to prepare this traffic brief in support of the proposed development.
1.2 Study Area
Figure 1 illustrates the location of the subject site and study area intersections, in relation to the surrounding area. The Site Plan, as provided by the client, is included in Appendix A. The subject site is bound by 16
th Sideroad to the north, 12
th Line to the west, existing residential
development to the east and rural lands to the south. Based on our experience with similar studies, a functional review at the 16
th Sideroad / Site Access
intersection will be analysed as part of the study.

1.3 Study Scope and Objectives
The purpose of this study is to identify the potential impacts to traffic flow at the site access and on the surrounding roadway network. The study analysis includes the following tasks:
• Determine existing traffic volumes and circulation patterns; • Estimate the amount of traffic that would be generated by the proposed development and
assign to the roadway network;
• Identify improvement options to address operational deficiencies; • Review the available sight distance at the Site Access driveway; and • Document findings and recommendations in a final report.
1.4 Analysis Periods
The Friday afternoon [FRI PM], Saturday midday [SAT] and Sunday afternoon [SUN] peak hours have been selected as the analysis periods for this study.
2 Information Gathering
2.1 Street and Intersection Characteristics
16th
Sideroad is a two-lane local road with a rural cross-section, chipseal surface and no sidewalk. 16
th Sideroad has an unposted (assumed) speed Iimit of 80km/h and is under jurisdiction of the
Municipality.
The existing intersection spacing and lane configuration within the study area is illustrated in Figure 2.

2.2 Local Transportation Infrastructure Improvements
Based on a review of the Municipality’s Capital Budget (2019) there are no planned road improvements in the study area that would impact the local traffic volumes or traffic distribution.
2.3 Transit Access
There is currently no municipal transit available in the study area.
2.4 Other Developments within Study Area
Based on a review of the Municipality’s Interactive Development Applications Map and correspondence with the Municipality, there are no other planned developments near the study area.
3 Proposed Development Traffic Generation and Assignment
3.1 Traffic Generation
The traffic generation for the subject site has been estimated based on our review of the business operations for the proposed development, as provided by the Client. Guest check-ins are anticipated to be concentrated on Friday afternoon and on Saturday morning and guest check-outs are anticipated to be concentrated on Sunday afternoons. It is anticipated the development will have maximum occupancy of 24 people. The anticipated clientele for the proposed development will likely be couples; based on this information we have estimated a maximum of 12 guest vehicles. To be conservative, we have assumed all guests will stay for one-day on the weekend and we have assumed check-in and check-out for all guests will reach maximum occupancy during all peak hours. Consequently for the FRI PM peak hour we have assumed 12 trips (12 ingress), during the SAT peak hour 24 trips (12 ingress and 12 egress) and during the SUN peak hour 24 trips (12 ingress and 12 egress). No staff or delivery trips have been assumed to occur during the peak guest check-in and check-out periods noted above. The estimated trip generation and vehicle breakdown for the proposed development in the FRI PM, SAT and SUN peak periods is summarized below in Table 11.

3.2 Traffic Assignment
For the purposes of this study, it has been assumed that all traffic generated by the proposed development will be new traffic and would not be in the study area if the development was not constructed. The distribution of traffic in the study area is assumed to be based on the route travelled by guests to access the site. It is assumed that the majority of the guests would be entering from the GTHA;

consequently, we have selected the traffic distribution primarily based on the preferred route for trips entering from the GTHA. Table 3 summarizes the trip distribution for the proposed development.

4 Intersection Operation with Proposed Development
4.1 Traffic Impact Analysis
The existing traffic volume on 16th Sideroad was estimated based on a traffic survey completed by JD
Engineering on Friday August 16th, 2019. Based on our observations during the typical Friday
afternoon peak traffic period, the peak hour traffic on 16th Sideroad is estimated to be as follows:
• Westbound – 9 vph • Eastbound – 2 vph
For the most critical case, it is estimated that the proposed development will add approximately 12 FRI PM, 24 SAT and 24 SUN peak hour trips on 16
th Sideroad. The additional traffic generated by the
proposed development will not adversely affect the traffic capacity on 16th Sideroad or result in any
traffic safety issues with the study area. The existing road network can accommodate the additional traffic generated by the proposed development.
4.2 Site Access
The Site Access will operate efficiently as a full-movement access, with one-way stop control for northbound movements. A single ingress and egress lane for the Site Access will provide the necessary capacity to service the proposed development. The proposed spacing between the Site Access and the existing driveway to the east (22 metres) meets the suggested driveway spacing criteria along a local road as identified in the Transportation Association of Canada Design Guide for Canadian Roads (2017) [TAC Guidelines] Figure 8.9.2 (Driveway Spacing Guidelines – Locals and Collectors). The proposed spacing between the Site Access and 12
th Line is in excess of the suggested corner
clearance requirements for a driveway as identified in the TAC Guidelines Figure 8.8.2 (Suggested Minimum Corner Clearances to Accesses or Public Lanes at Major Intersections) – 15 metres for unsignalized condition. Consequently, there no issues with the location of the proposed Site Access driveway.
4.3 Sight Distance Review
A review of the available sight distance for the proposed Site Access was completed as part of this analysis. Although the assumed speed limit (according to the Highway Traffic Act) is 80 km/h on 16
th
Sideroad, based on our review of the existing traffic operations and the existing road condition, the section of 16
th Avenue adjacent to the subject site is expected to have operating speeds between 50
– 60 km/h, based on the existing road surface and the existing vertical curves in the road. The sight distance west of the Site Access (195 metres) is significantly greater than the minimum stopping sight distance requirements as identified in the TAC Guidelines for a design speed of 60km/h (85 metres). The sight distance east of the Site Access (88 metres) is marginally greater than the minimum stopping sight distance requirements as identified in the TAC Guidelines for a design speed of 60km/h (85 metres). As noted above, there is no posted speed limit along 16
th Sideroad. It is

recommended that a 50km/h speed limit sign is posted for westbound traffic on 16th Sideroad,
approximately 200 metres east of the subject site, to inform drivers of the speed limit in the study area.
5 Summary
Back Forty Glamping retained JD Engineering to prepare this traffic brief in support of the proposed outdoor retreat development located on the southeast corner of the 12
th Line / 16
th Sideroad
intersection, in the Municipality of Meaford. The Site Plan, as provided by the client, is included in Appendix A. This chapter summarizes the conclusions and recommendations from the study.
The proposed development is anticipated to include five geo-domes, seven cabins and commons areas for kitchen and washrooms.
1. The proposed development is expected to generate up to 12 FRI PM, 24 SAT and 24 SUN new peak hour trips in the study area.
2. An estimate of the existing traffic volume on 16th Sideroad was obtained by JD Engineering
on Friday August 16th, 2019.
3. The proposed road network provides the necessary capacity to service the proposed development.
4. The proposed Site Access will operate efficiently with one-way stop control for northbound movements. A single lane for ingress and egress movements at the Site Access driveway will provide the necessary capacity to convey the traffic volume generated by the proposed development.
5. The sight distance available for the Site Access driveway meets the minimum stopping sight distance requirements.
6. It is recommended that a 50km/h speed limit sign is posted for westbound traffic on 16th Sideroad, approximately 200 metres east of the subject site, to inform drivers of the speed limit in the study area.
7. In summary the proposed development will not cause any operational issues and will not add significant delay or congestion to the local roadway network.
