Background and Findings Based on the annual Rideshare program work plan, this quarterly report addresses the progress and activities associated with the organizational goal of improving and promoting Environmental Sustainability. The Statewide “Drive Less Challenge” ran from October 21 – Nov 1 and we experienced significant participation from commuters in our region. The statewide challenge resulted in almost a million vehicle miles reduced by the participants. We continue to work with the other regional administrators and ODOT Public Transit Division staff to design a similar program for next year. We have several projects that are facilitating our community outreach and providing Rideshare staff with opportunities for sharing our message. We recently distributed lights to a variety of individuals and organizations with the intention of helping walkers, cyclist and skateboarders be more visible. We have kicked off our student poster contest, started planning our Carpoolooza project and we are working on the Rideshare Program strategic plan. Recommendation None Proposed Motion None. CHERRIOTS RIDESHARE 2nd Quarter Report FY 2013-2014 Oct ~ Nov ~ Dec 2013 During the 2nd Quarter of FY 2013-2014, Cherriots Rideshare maintained its level of support to commuters in the Mid-Willamette Valley. Our goals are detailed in our work plan, but can be summarized as, management of the Regional Rideshare Database, providing marketing, outreach and incentives for the use of all transportation options and promotion and expansion of TDM tactics within Polk, Marion and Yamhill Counties. DRIVE LESS CONNECT Drive Less Connect is Oregon's secure, easy-to-use online ride-matching tool that matches people who want to share the ride to work, school or play. We have been using the tool for a little over two years now and we are pleased with the growth in the number of participating commuters. EVENTS, OUTREACH and MEETINGS Outreach We participated in the Oregon Statewide “Drive Less Challenge” which ran from October 21 through November 1, 2013. All of the Regional rideshare organizations in Oregon participated jointly in the event with the bulk of the marketing and coordination done by ODOT Public Transit Division and the Drive Less Save More marketing team at PacWest. Cherriots and Rideshare program staff worked collectively with PacWest to coordinate two regional mailers promoting the challenge and sharing some of Salem-Keizer Transit’s recent news. These mailers targeted both urban and rural households within Marion, Polk, and Yamhill counties.

During the challenge we compiled and distributed over 200 “mode kits” which contained individualized transportation options information based on the commuters stated interest when they registered for the challenge. Our regional efforts resulted in 600 + new registered users in Drive Less Connect who collectively logged 169,000 fewer miles, a reduction of 101,400 pounds of carbon dioxide emissions and saving $35,350 worth of gas. Statewide the results far exceeded expectations with motorists reported driving 913,664 fewer miles; ODOT’s goal was half a million miles. The program resulted in a reduction of about 659,000 pounds of carbon dioxide emissions and $225,000 worth of gas. Meetings Staff attended 5 Drive Less Connect and Regional Network Administrators planning meetings. These meetings involve information exchange about rewards, budgets, training, updates and best practices. Staff attended or participated in the following events or meetings:

• APTA Conference – Chicago • OTA Conference – Bend, Oregon • Woodburn Park and Ride Lot Promotion Meeting • ETC Quarterly information exchange lunch • Women’s Transportation Seminar Annual Awards Dinner

VALLEY VANPOOL We support a total of 24 vans in our region. Cherriots Rideshare staff collaborates with other Rideshare agencies or programs in the region to jointly operate the Valley VanPool program. The Valley VanPool program did lose two demonstration project vans that were traveling between Corvallis and Newport due to lack of ridership. The total number of active vans in the Valley VanPool program is 54. EMERGENCY RIDE HOME The Emergency Ride Home program has been fully integrated into the Drive Less Connect system and while we still have commuters who have not enrolled, the numbers steadily grow. We provided five rides this quarter, serving seven people at a cost of $420.40. A carpool driver had to leave work early, so the remaining 3 people from that carpool took one taxi to their cars at a Park and Ride lot.

PROJECTS

♦ Student Poster Contest We have distributed the contest packages to 22 local middle and high schools which is the largest number of schools participating so far. We are currently finalizing prizes and seeking ways to recognize the student who participate. We will also be working with marketing staff to determine judging details.

♦ Be Seen. Be Safe. ODOT Public Transit Division gave the Rideshare program a variety of safety lights to distribute locally. The first lights we were able to distribute were small white blinking lights that we gave to customer service and to our operators to distribute. In less than 4 days our operators and the customer service staff had distributed over 2,000 blinky lights. We gave 50 lights that were designated for skateboarders to Chemeketa Community College Sustainability Club. We will distribute the few remaining lights at outreach events. ODOT also gave us 80 high quality bicycle lights with the stipulation that the lights should be given to low-income individuals who may not be able to prioritize the purchase of safety lights. In turn we distributed these bicycle lights to organizations who receive donated used bicycles for similar individuals. These groups make necessary repairs, tune up the bikes and then allow individuals to work volunteer hours to “earn” the bicycles. Our bike lights will be installed onto each bike given away.

♦ Carpoolooza We are partnering with Cascades West Rideshare and point2point solutions at Lane Transit District to run a carpool formation campaign later this year called “Carpoolooza.” Each agency has applied individually for grant funds to run their portion of this campaign and we will pool resources for portions of the project. Once the funds are secured we will move forward with our plans.

♦ Rideshare Program Strategic Planning In late 2013 we issued an RFP for a consultant to work with the Rideshare program on developing a strategic plan for the program. We selected Alta Planning as the consultant and we are in the process of determining the final scope of work. Already determined is the inclusion of input from the Salem-Keizer Transit Board as well as a variety of other regional stakeholders.
