SUPERVISORS MEETING, WEDNESDAY, OCTOBER 18, 2017 PAGE 1 Phillip Kline, Chairman of the Board, called the meeting of the Alsace Township Board of Supervisors to order. Also present were Michael Stump, Sam Mallatratt, Township Solicitor Gary Swavely Jr., and Kimberly Mallatratt. The meeting was held at the Alsace Township Municipal Building and was called to order at 7:00 pm. Mr. Kline led the Pledge of Allegiance. MINUTES: Chairperson Kline presented the Minutes from the October 4, 2017 Supervisors’ Workshop meeting. Mike Stump made a motion to approve the Minutes, Sam Mallatratt seconded the motion and the Minutes were unanimously approved. PAYMENT OF BILLS: Chairperson Kline asked for approval of the Township payment of bills. Mike Stump made a motion to approve payment of bills in the amount of $104,353.85 from the General Fund, $8,222.09 from the WWTP Operations and Maintenance Fund, $1,769.97 from the Septic and Sewer Fund, and $2,661.75 from the Liquid Fuels Fund seconded by Sam Mallatratt, and the motion was unanimously approved. Mr. Stump made a motion to pay taxes, payroll and interim bills, seconded by Sam Mallatratt, and the motion was approved. FINANCIAL REPORTS: Mr. Kline made a statement that the 3 rd quarter financial reports were reviewed earlier in the week. All accounts appear to be in good order with no red flags on any items. There were no questions regarding the Financial Statements. A motion was made by Mike Stump to approve the financial reports, seconded by Sam Mallatratt, and the motion carried. PUBLIC COMMENTS: Mr. Matthew James, currently running for the position of Magisterial District Justice introduced himself to the public and made a brief statement regarding the upcoming election. ZONING ORDINANCE PUBLIC HEARING – The Public Hearing portion of the meeting began at 7:10 p.m. Official transcripts prepared by a Court Stenographer are attached as part of the meeting minutes in their entirety. The public meeting portion was closed at 8:13 p.m. There was no motion for the adoption of the proposed zoning ordinance and map and the matter has been continued. SOLICITOR’S REPORT: Nothing additional from Mr. Swavely. WWTP, SEWER & SEPTIC REPORT: Two permits issued, a drip dispersal system and a repair 3 properties have had their tanks inspected and pumped; 6 still need to have their tanks pumped as of October 2017 No final inspections All 2016 outstanding properties have been pumped. There are currently 233 EDUs All payment plans are on track for public sewer properties 8 payment request notices have been sent on outstanding sewer payments ADMINISTRATION: The Heritage Society will be meeting on October 25 th at 6:30. The location for this meeting will be Zion Spies Lutheran Church. Always looking for more photographs and documents.

BUILDING & ZONING REPORT: 12 permits were issued for 12 applicants in September.

PUBLIC WORKS REPORT:

• The road crew is currently working on Sommers Rd. The patching that has taken place is meant to be temporary until next year. This road will be re-paved next spring.

• Over the weekend a pump was replaced at the WWTP.

PLANNING COMMISSION REPORT: A Letter of Credit Reduction request was received from the Dream League. Kraft Engineering provided a letter recommending approval of this request to the Board following his inspection of the property. Mike Stump made a motion to reduce the Letter of Credit held on this property by $58,374.75 which will leave a remaining balance of $47,151.83. Sam Mallatratt seconded the motion and the motion passed.

ALSACE MANOR FIRE COMPANY REPORT: Wendy Becker reported that there is a holding tank at the mobile home park, Urban Acres, has no water in the tank. Her crew pumped water into the tank and the water did not hold, although they were not able to witness drainage. It was believed that Mr. Ernst had sealed or lined the tank previously. A letter will be sent from the Township to Mr. Ernst to look into this issue. Additionally, it was suggested that a cover is put over the existing hydrant to signify that it is not usable.

EMERGENCY MANAGEMENT: No comment.

SUPERVISOR’S REPORT – No additional comments from the Supervisors.

ADDITIONAL COMMENTS FROM THE PUBLIC – No additional comments from the public.

Mr. Kline then asked for a motion to adjourn the meeting. Mike Stump made the motion to adjourn the meeting, seconded by Sam Mallatratt, and the motion was unanimously approved. Adjournment was at 8:27 pm.
