NABARD opened its district office in Nabarangpur on 03 December 2001 and since then NABARD hasbeen relentlessly working to make rural prosperity a reality through effective credit and infrastructuralsupport, skill upgradation, Financial Inclusion and other innovayive schemes.

Shri K.K.Gupta the Chief General Manager of NABARD regional office at Bhubaneswar and other seniorofficers of NABARD at Bhubaneswar are keen to bring about revolutionary changes in Odisha throughNABARD's interventions. The latest data from 2011 Census shows that although 68% of India's populationstill lives in rural areas, but in the last ten years the urban house hold has increased sharply by 47% and thispossibily is due to the migration from rural areas. The vision to arrest the urban migration by providing newlivelihood to rural youth and improving the existing income through better practices has been one of thefocus area for NABARD.

WADI: One of the most successfulflagship projects of NABARD andmost suitable for Nabarangpur, theWADI was launched in the districtfor the Tribal pockets ofPapdahandi block. The Projectstarted in the six villages covering250 acres of un-cultivable land oftribal villagers by planting HighBreed Cashew and Mango saplings.The project was launched by theDistrict Collector Sri Sibabrata Das,

IAS. On 14 July 2011. NABARD believes that a srtategy Plan doesn't end with design , it needs to bereligiously executed. NABARD will hand-hold these villages untill the trees starts fruiting and income startsflowing in for the villagers . This year additional area of 250 acres is covered under wadi . More than 680people from the tribal villages would benefit from this project, in addition to providing a green cover tomore than 500 acres of land.

Rural Mart : The district of Nabarangpur is moreof an agrarian district and majority of populationdepending on agriculture. There is another facetwhich has been unveiled by NABARD and DIC,that is the rich handicraft sector. Nabarangpur hasrich talent of artisans in Terracotta, TribalPainting, Tribal Jewellery, Wood-Craft, Dhokra,Rot-Iron craft , Bamboo craft and Lac craft.

NABARD has forseen this way back in 2006-07and ecouraged the artisans with a number oftraining programmes under SDP (SkillDevelopment Programme), DDP (Design

Development Programme) and other related g"', Nprogrammes . NABARD has encouraged all the artisans of the district to come under one umbrella and forma Self Help Cooperative. The 500 Artisans from 50 SHGs responded by forming such cooperative andregistering the "Silpi Samambaya Samithi Ltd.".

The district Administration under the stewardship of dynamic District Collector Sri Sibabrata Das, IAS hashelped the Samithi by alloting a Space to market their products . Here NABARD again came forward and ourregional office at Bhubaneswar sanctioned a "Rural Mart" for Nabarangpur to this Samithi . Under the

"Rural Mart Scheme" of NABARD, the support is given in grant form for sustainability of Rural Mart byway of rent, electricity,water charges, salary for salesperson and miscelleneous expenses for 15 months. Sothat the Mart gets going on its own by the time the support is withdrawn. The sales at Nabarangpur isalready showing a very healthy trend and crossed Rs. (average monthly sale).

RIF: Taking another innovative step in the direction of providing local resources and local expertise a boost,NABARD has sanctioned a scheme under RIF (Rural Innovative Fund) for a "Eco-friendly Managementof Wild Honey Bees for Sustainable Harvesting of Honey and Bee Wax" in Ganjapara GP of Raigharblock of Nabarangpur district covering 100 tribals. NABARD would support the SAHARA NGO forproviding proper training, providing sting proof costumes for honey collection, processing and bottling. Theproject cost is Rs. 5.67 lakhs and NABARD assistance is to the tune of Rs. 4.8 Lakh.

Financial Inclusion :The FinancialInclusion has become abig necessity and achallenge in the ruralareas. As per a reportin "Business Line" theusage of BankingServices has increasedby 119% as comparedto urban areas during Mlast ten years. Thisprobably has beencaused by the paymentof all governmentschemes throughbanking mode. However, there still is a large number of rural population which has to spend a lot of timeand money to access banking facilities. NABARD has run a number of "Awareness Campaigns on FinancialInclusion" in Nabarangpur district during the year. The support has poured in from Bankers and DistrictAdministration for the campaign. NABARD conducted Three District Level, five Block Level and 48Village Level workshops. 37 Wall-Paintings were also were implemented under the scheme. Apart fromDistrict Collector, the programmes were attended by Shri Bishoyi, RM, SBI; Shri Mohapatra, RM, UGB;Shri Jena, CM, Rural; Shri Tripathy, Mgr. (Advances), UGB; Shri B.R.Acharya, Chief Manager, SBI &LDM and Shri James Ekka, PD-DRDA attended the workshops. Shri Patro from Zero-Mass Foundation alsoattended and gave demonstration of the Hand Held Machine for CSPs. A Total of 88 CSPs provided out ofthe target of 94. SBI 26 out of 31, UGB 60 out of 60, PNB and Axis one each and UBI to open one (positionas of 31 March 2012).

WATERSHED : In an effort to spread participatory watershed development in NABARD has successfullyimplemented many such projects across Odisha . NABARD has planned such a watershed project inNabarangpur for the first time in Papdahandi block . To begin with a Capacity Building Project is beingimplemented in the watershed of Chellipeta and Amblipadar village area comprising 630.25 hectors thisyear . The villagers have already participated in a "Shramdan " by excavating a number of guly control inthe area . The aim is to bring about human , social , natural , physical and financial development of the areaand people . Eco-restoration, improving soil/moisture and making the villagers realise the judicious use ofavailable resources like land , water , plant & animals within the watershed is the focus of the project.

VDP: NABARD had adopted Mundaguda Village in Papdahandi block in 2007 under the VillageDevelopment Programme (VDP) and brought about social and economic changes through convergence ofState and Central Government schemes with the help of district administration. The most successful part hasbeen bringing the school drop-outs back to the school, total Liquor Ban, SRI & Vegetable cultivations, Bio-Gas scheme and Canal for irrigation. This year NABARD has adopted three more villages under the VDP

scheme in Nabarangpur district. Pujariguda in Umerkote block, Pilika in Nabarangpur , Kusumpalli inKosagumuda block.

The NABARD Cluster has earned many accoladesand distinctions during the past years . The artisans of the clusterhave achieved a goodincrease in their earningsby selling their productseven across the borders ofthe state . The DRDA andORMAS have providedexcellent support and the

District Collector Shri Sibabrata Dash, IAS has taken specialinterest in the Cluster which has helped in Tandaguda becoming abrand in Terracotta. The District Administration has given a CFC(Common Facility Centre) for the artisan at a cost of 10 lacs and itwas handed over to the Artisans on 30th March 2012..

JLG (Joint Liability Group) is the most effective tool to provide finance to landless agriculturist andartisans. JLG is an informal group consisting of 4-10 individuals coming together for the purpose ofavailing bank loan on individual basis or through group mechanism against mutual guarantee. Generally, themembers of the JLG would be engaged in a similar type of economic activity in the Agriculture and alliedsector.

Though the banks in Nabarangpur district have been a little slow in financing JLGs, the trend has picked-upin the current year. This year banks have financed UGB has financed to the tune of 53.54 lakh to 88 JLGs inNabarangpur district during 2011-12.

Farmers ' Clubs: The Farmers' Clubs promoted by NABARD through Banks / NGOs are key grassrootslevel informal forums of extension services in the rural areas. The primary aim is to disseminate the fiveprinciples of "Development through Credit" with a view to creating an appropriate climate in the villages forproper utilization of credit for the rural development process and timely recycling of funds. This year a totalof 91 Clubs were opened taking the total to 327 Farmers' Clubs in Nabarangpur district.

RIDF: NABARD has achieved the milestone ofof disbursing more than Rs. 1 lakh crore to 28states from RIDF fund. Odisha has beensanctioned Rs. 7,058.79 Crores till February2012. Nabarangpur district has a very smallshare of RIDF in the state. Nabarangpur has beensanctioned 17.48 lakhs in agriculture and MinorIrrigation sector for 36 Dug-wells and 1 RiverLift schemes. There is one big project of HLBridge over river Indravati at 8th km on RajodaBenia Nadighat Road, and NABARD hassanctioned Rs. 9.78 crores for this project. Thisproject is being implemented by RDD. The other projects in Nabarangpur are Construction of Livestock AidCentres and Construction of Veterinary dispensaries . A total of 13 Bridges, 3 Roads and 498 MIS projectsworth of Rs. 60 crores have been sanctioned to Nabarangpur till now, and 182 projects have been completedtill date out of total 521 projects.
