INTRODUCTION

1. This NCD Specification is sponsored for the Indian Navy, by Principal Director Naval Architecture, Integrated Headquarters, Ministry of Defence (Navy), Sena Bhawan, New Delhi- 110011

2. It is to be applied as required for contracts concerning design and construction of 11m Work Boat.

3. If it is found to be technically unsuitable for any particular requirement the Sponsor is to be informed in writing of the circumstances with a copy to the Principal Director, Directorate of Naval Architecture, Integrated Headquarters, Ministry of Defence (Navy), Sena Bhawan, New Delhi-110011

4. Any user of this Specification may propose an amendment to it. Proposals for amendments which are:- (a) Not directly applicable to a particular contract are to be made

to the Sponsor of the NCD.

(b) Directly applicable to a particular contract are to be dealt with using existing procedures or as specified in the contract.

5. No alteration is to be made to this NCD specification except by the issue of a formal amendment by Directorate of Naval Architecture, Integrated Headquarters Ministry of Defence (Navy). 6. SPECIFICATIONS FOR 11M WORK BOAT

1 SCOPE

1.1 This specification relates to the detailed requirements for the, design, construction, machinery/ electrical installation, tests, trials and documentation for 11.0m Work Boat of GRP.

1.2 If during construction it appears that:-

(a) A deviation from the specification or drawing appears desirable, OR

(b) A characteristic has been omitted or is not sufficiently specified, OR

(c) A specified characteristic cannot be attained or can be attained with penalties in other directions,

then the builder is to inform Integrated Headquarters of Ministry of Defence (Navy) immediately of the circumstances together with the proposed alternatives, and proceed with the construction only after he is satisfied that the constructed boat would meet all performance requirements.

2. GENERAL DESCRIPTION

2.2 Function. The boat shall be able to perform as a Work Boat for transfer of men and material to and fro from shore to ships at harbour / anchorage. 2.3 General

2.3.1 Design The boat shall be constructed as per a proven hull design and in accordance with Classification Society (any Member of IACS) rules/ norms

2.3.2 The boat shall be built in a facility approved by classification society for construction of powered GRP boats. 2.3.3 The builder is to keep in mind continuously the fact that, economy of weight and space is of utmost importance. Accordingly, equipments and fittings of minimum dimensions and weight subject to given or approved dimensions commensurate with satisfying operation shall be supplied. An actual and accurate weight record of hull structure, fittings, machinery, equipment, accessories etc shall be forwarded to Integrated Headquarters of Ministry of Defence (Navy) through Inspecting agency after verification.

Boat Design

2.3.4 Boat design offered is required to be a proven one and confirming to this specification. The boat builder should have build and supplied workboats as per the offered design in the past for the specified role/ purpose. The complete boat should be built under the approval of Classification society to Class Notation SWASTIK SU HSLC RS2 ‘PASSENGER CRAFT’ ‘SPECIAL GOVT SERVICE’ IY or equivalent class notation. The technical conformity of the design to the requirements of this specification should be submitted along with technical bids as a parawise compliance matrix.

2.3.5 In case the offered design is a new one( not build and supplied in the past for the specified role/ purpose), on placement of order, the builder is to carry out detailed design calculations and model testing of the hull form offered for its conformity to the requirements of this specification and class rules. The model testing should cover resistance, powering and seakeeping parameters of the boat. The design calculations and the model test reports are to be vetted by the classification society in accordance with class rules.

2.3.6 The design of the boat should be vetted by the classification of society for following, for which the boat builder is to carryout in-house detailed calculations / drawing work and submit the same for class approval within three weeks of receipt of purchase order:-

(a) Structural strength as per class rules to meet the functional requirement.

(b) Material requirements as per class rules (c) Stability/ subdivision as per IMO regulations. (d) Life Saving and Fire fighting as per SOLAS requirement. (e) Anchoring, mooring, towing, fendering and lifting arrangements as

per class rules (f) Navigation/ Anchoring/ Mooring requirements as per COLREGS/

Class. (g) Electrical Installation as per class (h) Engineering machinery, propulsion, shafting and piping systems as

per Class (i) Main Engine as per latest MARPOL / IMO regulations on emission

norms 2.3.7 Acceptance of the boat design is at the sole discretion of IHQ MoD (N).

2.3.8 The builder shall ensure that the offered boat meets the specified speed, endurance, carrying capacity.

2.3.9 In case there is a conflict between the requirements of Class and the requirements laid down in this specification, The requirements stipulated in this specification shall take precedence

2.3.10 The construction of the boat is to commence only after the Boat Builder has incorporated all decisions of classification society on the calculations and drawings submitted for approval and on confirmation that the same shall meet all performance parameters. 2.4 Construction The hull of the boat should be mono hull single skin/ sandwich construction as per Class approved drawings. The hull shall be constructed under class approval and in accordance with classification society rules and regulations. The construction of Hull and Superstructure should be as per structural drawings and lay up scheme approved by Classification Society. Plug/ Mould/ layup procedure/ material/ QAP for hull construction shall be in accordance with Class requirements. On completion of construction and satisfactory trials, the builder shall submit necessary Class certificate. The hull structural drawing approval by class should cover the design of lifting points and other load bearing points such as bollards/ fairleads/ Cleats/towing hooks.

2.4.1 The hull shall be of one piece GRP moulding with integrally bulkheads, GRP frames, longitudinals, stringers and engine beds.

2.4.2 All transverse dividing bulkheads shall be constructed to maintain the water tightness of the enclosed spaces.

2.4.3 The deck and superstructure shall be separate unit of GRP and connected to the hull. Additional reinforcements shall be provided in way of transom corners, keel, skeg and deck connections to the hull.

2.4.4 The engine girder shall be of GRP construction with rigidity being provided by suitable core material. The top face of the engine girder shall have a steel plate of appropriate thickness for bolting down the engine.

2.5 Buoyancy The boats shall be fitted with sufficient buoyancy material in order to make the boat unsinkable. Buoyancy calculations are to be vetted by the Classification society. 2.6 Specific Features. The boat shall be subdivided into appropriate number of watertight compartments. Adequate covered seating area with seats to meet the specified carrying capacity shall be provided. The covered seating area should have adequate ventilation to ensure crew/ passenger comfort.

2.6.1 Wheel House The wheel house shall be provided with steering wheel on the port side, toughened glass viewing screens both on front and sides for all-round visibility. Steering console shall be equipped with equipment as per Para 3.24 of machinery specifications

2.6.2 Engine Room The engine room shall be covered with a suitable watertight GRP casing and provided with two grills for ventilation on either side. The casing shall be provided with one fixed skylight of suitable size. Access to engine room to be provided from the main deck through a watertight hatch. Suitable soft-patch to facilitate removal main equipments is also to be provided. Suitable racks shall be provided for stowage of tools and spares etc. Two fuel oil tanks of capacity commensurate to endurance shall be provided. Drainage arrangements from the other compartments shall be connected to a valve chest of the engine driven bilge pump of 7000-8000 LPH (Litres Per Hour) capacity and also shall be connected to a hand operated rotary pump of 3600 LPH (Litres Per Hour) capacity for use for emergency. The bilge arrangements shall also be fitted with a 50 mm dia seal inlet cock with strainer and a shut down valve to provide for deck washing and fire fighting facilities. Fire hose of 50 m length along with adequate couplings and nozzles shall be provided. Arrangements for fitment of four portable fire extinguishers both 2Kg CO2 and 9Ltr AFFF to be provided. Adequate light fittings shall be provided for engine room. MFMB insulation of 100mm thickness shall be provided on bulkheads, sides and deck head.

2.6.3 Deck The boat shall be provided with open deck area of minimum 04 Sqm on foxle for working with mooring and towing gears of ships when the boat is used for berthing / mooring the ship. The boat shall also be provided with open deck area of minimum 05 Sqm for carrying yard material. Deck in this area should be suitably strengthened for the local load of upto 1.5 tons/ sq m. While carrying material of 1.5 tons, the carrying capacity of the vessel will be restricted to 20 men. Seating arrangement, in this area should be portable/ removable. Necessary deck fittings for rigging up awning/ collapsible canopy are to be provided. All the exposed surfaces of the main deck shall be given antiskid finish. Additional chaffing laminate shall be provided in way of anchor arrangements.

2.7 Guard Rails Stainless steel guard rails of 25 mm dia with stanchions shall be provided on the upper deck on foxle and quarter deck. Stainless steel storm rails shall also be provided all along raised deck house.

2.8 Deck Fittings Three stainless steel bollards, one towing hook, three SS fairleads and four SS Cleats shall be provided. All these fittings shall be fastened through GRP on to a SS backing plate with SS fasteners. The backing plate shall be laid up and covered up with adequate number of GRP layers. The structural arrangement in the area of fittings should be additional strengthened as per class rules and approved by Class as part of the structural drawings. The fitting (design and material) should be approved by Classification society for the intended purposes in accordance with Class rules.

2.9 Rudder and Steering Arrangements The steering arrangements shall be hydraulically/power operated and the arrangements shall be capable of operating the boat in water depths of more than one meter with good manoeuvrability at low speeds. The arrangements shall be sensitive and provide fine control on speed especially in confined spaces. The stainless steel stocks shall be mechanically operated from the wheel house with the provision for emergency local operation. A rudder angle indicator shall be fitted in the compartment to facilitate local operation.

2.10 Lifting Arrangements The boat shall be provided with four sling plates in the gunwale for bridle lifting. The SWL in this arrangement shall be computed by assuming the boat to be suspended on a four legged sling with single suspension point. All four sling plates shall be manufactured to take the greatest load found. The slings shall be FSWR conforming to IS: 2266 with a factor of safety of six on the UTS of the material. The overall working height of the bridle sling shall be minimum possible and shall clear the canopies when fitted. The structure in the area of lifting sling plates should be additional strengthened as per Class rules and approved by Class as part of the structural drawings.

2.11 Draught Marks The draughts shall be measured vertically from the underside of the keel or keel line produced in a transverse plane perpendicular to the LWL. The draft marks shall be in ARABIC numerals 50mm high placed 2 decimetre apart to indicate even decimetres of draft alternating with horizontal strips of size 50mm x 10mm to indicate the odd decimetres. The lower edge of all the marks as above shall indicate the draft. The marks shall begin two decimetres below the water line in Light condition and continue to two decimetres above the water line in Deep condition. The marks shall be sited at following locations:-

(a) Centre line of transom. (b) Aft end on either side (both P & S) of hull at suitable location

(c) Stem on either side of hull (both P & S) at suitable location. The drafts shall be measured vertically from the underside of the skeg or skeg line produced on a transverse plane perpendicular to LWL.

2.12 Rubber/Pneumatic Fenders The boat shall be fitted with suitable fender all round the hull. In addition four portable pneumatic fenders shall be provided with suitable lifting arrangements to facilitate lowering / hoisting as and when required.

2.13 Lantern Stanchion A FRP stanchion with 60mm dia at head and 65mm dia at 230mm from heel and the heel area shall be square to prevent from rotating. The height of stanchion shall be 1230mm above the deck. The stanchion shall be provided and fitted with necessary SS sockets, one socket is to be fitted 50mm below the cap from top and another is to be fitted 900mm below the earlier (Centre point of first one) to take steaming light and combined bow light. The stanchion is to pass through the provided deck socket. The stowing of stanchion is to be arranged in the boat.

2.14 Ensign and Pendant Staff A FRP staff provided shall be of 35mm dia at heel just 25mm above the square area and tapering to 30mm dia at head and 2000mm long duly fitted with 65mm dia and 40mm high cap and a 13mm dia Nylon / Fiber sheave fitted into the cap. A SS cleat / eye to be fitted at the appropriate position for belaying the flag halyard. Flag halyard of 8mm dia and 5000mm in length for each staff of Nylon / PP material shall also be provided. The ensign staff shall be fitted straight. Suitable deck sockets shall be provided and fitted in the decks for staffs. The staff shall be finished smooth in Light Grey colour. Arrangement for stowing of staff shall be provided in the boat.

2.15 Portable Awning (Collapsible Canopies) Collapsible canopies shall be provided on the non covered deck areas where seating arrangement is provided. The top covering is to be made of fire retardant Nylon fabrics coated with PVC or fire retardant flax canvas Grade C. The awning canopies shall be provided with sufficient and possible access for the use of lifting gear with canopies rigged. The rods forming the frame are to be of 25mm external diameter by

2mm thick SS pipes and bent to the required shape so that when the canopy is folded, will lay with no part extending beyond the structure of the boat. The canopy fabric shall be cut and worked to the frames to fit closely thereto. Seams shall be sewn with Nylon / Polyester threads. The seams shall be made watertight by the insertion of adhesive and seams sewn while the adhesive is tacky. The complete arrangement showing layout and construction details of portable folding type canopies to be forwarded to IHQ MoD(N) for approval.

2.16 Life Lines A life line of 10mm dia PP Rope is to be passed through a SS eye bolt fitted to the underside of sheer area which are to be 610mm apart. Wooden handle 150mm long and 30mm external dia at centre, suitably tapered at side to 20mm, with developed handgrip, smooth finish and varnished shall be inserted in each loop which should be hung 150mm above the water line (Designed waterline).

2.17 Bilge Pump Two hand bilge pumps with strainers (preferably metal) at hose end to be provided as per Class Rules.

2.18 Colour Scheme All external and internal surfaces of the boat shall not be painted but the gel coat shall be pigmented with light grey shade confirming to RAL 7040. All exposed decks to have anti skid finish with Light grey shade confirming to RAL 7040. In addition the engine room shall be applied with white pigmented fire retardant compositions mixed with resin. 2.19 Boat Bag This bag shall be made from PVC cloth and shall contain sufficient equipment to repair a damaged hull or equipment. The bag shall contain a cordless drilling machine with different sizes of drill bits up to 8mm, cross point and flat screw driver, rasp, hand axe, marline spike, two Gemini repair clamps, three assorted Gemini leak stoppers and roping twine. Four patch packets are included, each containing copper sheets in sizes from 75x50mm, tallow coated fearnaught in sizes from 1000x75mm to 330x250mm, self- tapping screws, in boxes of 9, 11, 21 and 31. Each packet contains instructions for fixing. 2.20 List of Equipment/Spare Gear To Be Supplied The equipment and spare gear as per Appendix A shall be supplied with the each boat. Any other minor fittings not specified herein but required as per standard practice are to be supplied / fitted by the builder without any extra cost. 3. MACHINERY SPECIFICATIONS 3.1 Engine and Gear Box. The builder shall be responsible for installation of the machinery and supply of those essential fittings /accessories not otherwise specified for satisfactory performance of the boat at sea. One Volvo Penta OR Caterpiller OR Cummins OR Mercury OR MAN OR any other engine with suitable gearbox for which product support is available in India may be fitted along with a bilge pump mounted for fire fighting and deck wash and

charging generator of 24V. Engine should meet latest MARPOL/IMO regulations on emission norms. Engine should be type approved by classification society, Engine should be rated for continuous operation suitable for work boat application and a minimum operation of 1500 hrs a year. Selected engine should be capable of achieving maximum specified speed of the boat at not more than 85% of maximum continuous rating (MCR). Type test certificates to be provided as per Class requirements. 3.2 The engine is to be completed with its associated ancillary equipments, pipes, fittings, instruments and protection devices. 3.3 The engine is to be equipped for electrical and mechanical/hand starting. 24V electrical starting equipment shall be provided. 3.4 The gear box is to incorporate ahead, neutral and astern controls. Type test certificates to be provided as per Class requirements. The gear box is to be completed with its ancillary equipments in addition to the following:-

(a) Self contained lubrication system with a gear driven lubrication pump

(b) Oil cooler with associate pipelines and fittings (c) Lube oil pressure gauge and temperature indicator (d) Thrust block (in case integral with gearbox)

3.5 The main engine and gearbox to be suitable for operating with lub oil OMD-113 (SAE -40) or Servo Premium (N) 15W40 from Indian Oil Corporation Ltd. 3.6. The freshwater shall be contained in bottom tanks, of 150 litres capacity and fitted with hand pumps. 3.7 The installation of Engine and associated arrangements / equipments etc. shall be in accordance with the manufacturer’s recommendations to ensure smooth and trouble free operation. Full consideration is to be given for rapid removal of engine and gear box and their replacement by a spare unit. 3.8 The propulsion unit shall be controlled by a single lever engine / gearbox control system. The control system shall be designed to give control of full engine revolutions ahead and 2/3 full engine revolutions astern, together with clutch operation into ahead, central and astern position. 3.9 The following instrumentation shall be required on the engine / gear box:-

Transparent plastic viewing panels shall be provided for engine mounted instrumentation. 3.10 Exhaust Arrangements The engine exhaust is to be led to boat side (port or starboard). The exhaust shall be adequately silenced. Effective insulation with non–asbestos material to prevent injury to personnel shall be provided to the exhaust pipes where it may be in contact with boat side. Special fire retardant resin and reinforcement shall be provided as per classification society rules to the boat structure/hull in way to exhaust passing through GRP. The arrangement shall ensure that possible oil spillage or leakage cannot come into contact with exhaust piping. Copper asbestos gaskets shall be used for all flanged connections. The exhaust and intake system should be suitably designed to ensure no water ingress into engine takes place while engine is not operating and under all conditions of operations. 3.11 The fuel oil filling arrangement shall be flush deck type with watertight screwed can for filling the tanks. The tanks shall be fitted with necessary filling connections i.e. a fuel filling strainer and external wire gauge strainer, a shut off cock. The filler cap secured by a non ferrous chain. The fuel suction line is to be at least two inches above the tank bottom to ensure that settled water is not carried to the engine. A drain sump with drain plug, cock or hand pump shall be provided so that the tank contents can be emptied into a suitable container or any collected water removed. The fuel gauging shall be either by dipstick or by a tank mounted contents gauge. The dipstick shall be of non magnetic material finished in matt black with white graduations. A tank mounted gauge shall be visible during filling operations. The vent pipes shall terminate in atmosphere and positioned with a NRV to avoid ingress of rain water or spray. Anti flash gauge shall be fitted. A diaphragm type shut of valve shall be fitted between the engine and the fuel tanks and duplex type suction filter shall be fitted adjacent to the valve, in an accessible position. The savealls shall be fitted beneath fuel tanks or fuel filters, if necessary. The fuel system is to be robustly constructed to withstand any accidental damage, kicks etc and is to be protected and supported where necessary. Flexible pipes shall be provided in all pipe connections to the engine/tanks to avoid fracture on the line. All flexible pipes shall have a minimum bend radius of not less than the OEM’s recommendations. 3.12 Six fire extinguishers, as mentioned at Appendix ‘A’ in this specification shall be provided and fitted to allow easy removal, one in the forward of engine room and one in the aft of the engine room, two in wheel house and two in fore cabin.

3.13 The engine fuel filter to be of auto drain type to enable automatic draining of water. An additional fuel filter capable of separating the settled water in the fuel tank on its own, is to be incorporated in the fuel suction line 3.14 Stern Gear The stern gear arrangement shall conform to engine and capable of transmitting the full propeller thrust to the hull. The propeller shaft shall be of stainless steel and the stern tube, flanges, bearings etc, shall be of gunmetal conforming to BS 1400. 3.15 The propeller shall be manufactured in Stainless Steel with suitable diameter to transmit maximum power to achieve the desired parameters. It shall be secured to the shaft by keys and conical nut. The propeller is to be statically balanced. The design is to aim for maximum propeller efficiency which shall not be less than 65% at full engine torque and shall not cause cavitations at any of the engine speed range. 3.16 The engine shall be Fresh Water Cooled. A Fresh Water header tank of suitable capacity with filling connections, a back up line drain connection etc. shall be provided. The fresh water shall be cooled by salt water arrangements. 3.17 An accurate record of the weight of all the machinery (including water container, cylinder, jackets , pipes and oil in the lubrication system) fuel tanks and oil tanks, stern gear and fittings with spares and stores carried in the boat, shall be prepared during the construction of the boat, verified on completion by the inspecting officer and transmitted in details by the builder/overseer to IHQ MoD (N). 3.18 The underwater and discharge fittings shall be of gunmetal and valves spindles, nuts, bolts and studs exposed shall be of stainless steel. The bilge system pipes shall be made of Cu-Ni-Fe material. 3.19 The arrangement of machinery shall provide for ease of maintenance and adjustment and ensure good accessibility for all maintenance tasks. Easy and rapid removal of the engine / gearbox unit and other major parts of machinery is a requirement. 3.20 Special attention shall be paid with respect to seals etc. to ensure that compatible and acceptable lubricants are used during tests/trials. 3.21 The contractor/builder shall supply and fit in place to the satisfaction of the inspecting agency and in accordance with the Naval practice all necessary drain pipes, savealls, casing, guardrails, racks and other such fittings without any extra charges.

3.25 Packing & Preservation of Spare Gears. All the spare gears shall be preserved and packed as per the OEMs recommendations and standard practice. Description of items, manufacturers basic part numbers/ pattern number and relevant drawing number to be stated on each package for easy identification of item. Complete engines/gear box supplied as part of B&D spares shall be preserved for duration of 10 years and enclosed in sealed aluminium packing. 3.26 Onboard Spares. List of on board spares for engine and gear box ranged and scaled for two years operation (3000hrs) on OEM’s letter head as recommended by OEM shall be forwarded along with the technical proposal and complete OBS shall be provided along with each boat. Adequate stowage space for such spares shall be provided. 3.27 Base & Depot spares. List of Base and Depot Spares for engine and gear box ranged and scaled for five years operation (6000hrs) for the contracted quantity of boats shall be forwarded on OEM’s letter head along with the technical proposal. The complete items as per the list shall be provided at the time of delivery of the first boat. 3.28 Guidance Format for Onboard and Base & Depot Spares. The details of OBS and B&D spares shall be submitted in ILMS format indicated at Appendix-G. List of onboard and B&D spares as per OEM recommendations shall be forwarded along with technical bid as per the guidance format indicated at Appendix E and F respectively considering the following points:-

(a) List of Onboard spares (all spares as per guidance list placed at Appendix – E) should be incorporated. Any deviation/non-compliance be justified in remarks columns. (b) List of B&D spares should include Major assembly/Sub assembly, OBS spares, TOH spares and MOH spares as indicated in the Guidance list of B&D spares (Appendix F). Any deviation/ non-compliance to be justified. Mandatory and anticipatory spares are required to be listed separately. (c) Item wise Part No. of all equipment are to be indicated. (d) The Qty of service fluids (20 litres) is indicative. Any additional requirement to be indicated. All service fluids to be available commercially and their Indian equivalents/alternatives to be indicated. (e) Quantity of B&D spares required per boat is to be indicated in “Qty/Boat” column.

(f) The total Qty of B&D spares in 1:4 ratio (i.e 1 set of B&D spares per four Boats) is to be indicated in Column “Total Qty”.

(g) Additional details regarding spares, tools etc which are considered essential are also to be indicated. 4. ELECTRICAL SPECIFICATIONS 4.1 The electrical fitting/installation shall be in accordance with class requirements. All cables should be of Electron Beam Irradiated Cross Linked type. LED based Lights of Ingress Protection-57 be used in Work Boat. 4.2 The electrical installation shall be an all insulated 24 volt DC two-wire network system.

4.3 Power Requirements. The electrical power for the boat shall be drawn from two 12V batteries of 180 Ah. The engine driven 24 V DC dynamo to charge the batteries, while engine is running and a battery charging rectifier to be provided for charging the batteries from 220-230 V single phase 50 cycle shore supply. Shore supply connection socket to be suitably positioned.

4.4 Batteries. Two sets of maintenance free lead acid batteries shall be provided as per Class requirements. A container shall be provided for these batteries. The box shall have a removable lid with robust securing clips for easy inspection and topping up. Adequate ventilation of the battery box shall be provided. In seating the battery attention is drawn to the importance of keeping the voltage drop between the battery and starter motor to minimum. The battery shall be fitted as close to the starter and the connection cables run by the shortest possible route.

4.5 A control switch board and fuse box shall be fitted. The equipment shall include:-

(a) Switches of the sealed type for all main services other than engine starting

(b) Voltmeter (c) Ammeter (d) Indicating Lamps (e) HRC fuses of appropriate capacity. 4.6 Special precautions shall be taken to prevent damage to the equipment and circuits being caused by exposure to salt laden air, spray and water. It is preferred that the equipments shall not be fitted in positions subject to spray or dripping water but if this is unavoidable light protective covers or screens shall be fitted by the builder as decided on site by the Inspecting officer. Where necessary, mechanical protection to cables and fittings shall also be provided.

4.8 Care shall be taken that the batteries are in fully charged state at the time of acceptance of the boat by the Navy. If the boat remains at the boat builder’s yard for a period exceeding one month after acceptance trials, the battery shall be taken out of the boat at the end of a month and maintained in a charged state by carrying out the following routine: -

(a) Fully charging the battery on removal

(b) Monthly, thereafter, charging at normal rate until the voltage and acid density reach a steady maximum

4.9 The circuits in the battery link box, shall be identified, by a diagram on the inside of the cover. The watertight enclosures are to be tallied to identify the contents eg. Starting Relay, Battery link box. 4.10 The builder shall complete the label inside the fuse cover, of the switchboard, indicating the service each fuse supplies. The work shall be executed in every respect to the satisfaction of the Naval Headquarters, whose representative will oversee the work in progress.

5. TESTS AND TRIALS 5.1 The boat shall be subjected to the tests and trials enumerated at Appendix B. These test and trials shall be carried out in addition, if not covered in the inspection/test /trials essential for class approval. 5.2 A programme of trials shall be prepared by the builder in consultation with the IHQ MoD (N)/Inspecting Agency and detailed reports of tests and trials carried out, to be forwarded to IHQ MoD (N). 6. INFORMATION REQUIRED BY IHQ MoD(N) 6.1 Once the contract has been placed, the ordering of long delivery items, e.g. engines, gearboxes, fittings etc may be progressed, but no construction shall commence until the following drawings are scrutinized and approved by Classification Society and thereafter vetted by IHQ, MoD(Navy).IHQ, MoD(NAVY) would complete vetting of class approved drawings within four weeks of receipt of drawings/ documents from the builder. The builder shall forward to IHQ MoD (N) three copies of following drawings including estimated weight of structure / equipment etc after obtaining the approval of Classification Society.

No change to lay out and fittings shall not be made without prior approval of IHQ MoD(N). 6.3 As Fitted Information/ Documents On successful completion of all tests/trials prior to the delivery of the boat, the builder shall supply all the

drawings as at section 6.1 above as fitted, and in addition, supply various instruction and maintenance manuals of all fitted equipment to the IHQ MoD(N)/Inspecting agency/Consignee. 6.3.1 One set of following documents/manuals of the engine and its accessories be forwarded to IHQ MoD(N)/DME for scrutiny and approval at least three months prior to the PDI:-

(i) Boat Hand Book( With technical description of the boat) (ii) System drawings (iii) Operation manual (iv) Maintenance and workshop manuals

(v) Parts catalogues (both hard and soft copy) in ILMS format. Technical queries, if any, will be forwarded to boat builder for incorporation and final approval by IHQ MoD(N)/DME. Post approval of documents by IHQ MoD(N)/DME, the firm should forward five sets of documents to IHQ MOD(N)/DME for onward distribution at least one week prior to dispatch of first boat. All documents are to be issued by OEM and printed in good quality paper. One additional set of documents are also to be submitted along with each boat. Submission of final approved documents shall be linked to final clearance for dispatch of the boats.

6.4 Boat Hand Book containing brief description of all features of the boat and its photographs from various angles. This should cover following in brief:-

(a) Purpose (b) Identity (c) Speed (d) Endurance (e) Displacement (f) Draught corresponding to displacements (g) Principal Dimension (h) Environnemental limitations (j) Manning requirement (k) Carrying capacity (l) Brief description of lifting arrangement and precautions to be observed by the user

(m) Safety equipment provided (n) Fuel and coolants to be used as recommended by OEMs (p) List of principle drawings and documents

(q) Brief operating instructions on main engine (r) PGD diagram with brief description (s) Parameters of stability

(d) A view on starboard bow (approx. 450 to centre line). 6.9 Equipment Schedule The boat builder is to prepare an Equipment Schedule covering all items provided on boat as per this NCD, giving their make, model number, material specification, original supplier and their address. Equipment schedule is to be submitted to Inspecting agency for approval at

least four weeks prior to pre-despatch inspection. The boat is to be handed over to consignee as per the approved equipment schedule. Equipment schedule is to contain following. Sample of the same may be obtained from the IHQ-MOD (Navy) on placement of order.

6.9.1 Certificate “A”- contains handing / taking over statements from the builder to consignee.

6.9..2 Certificate “B” – contains statement of transfer of Boat between Naval Unit.

6.9.3 Certificate “C” – contains handing / taking over statements between the Naval Officers responsible for the boat.

6.10 Report of Tests and Trials. All tests and trials carried out by the Inspecting Agency are to be compiled into a book form and a copy of same is to be forwarded to the consignee along with the boat with a copy to IHQ-MOD(Navy). Following reports are to be forwarded: -

6.10.1 Test and trials report including Speed Vs ERPM curve 6.10.2 Certificate of approval by Govt. authorized agencies for Life Saving Appliances 6.10.3 Form D 448 - Report of Final Inspection

6.10.4 IN 701 - Certificate of test for boat slings 6.10.5 Report of all the tests and trials. 6.11 Boat Log Book. A printed blank book containing specific forms (Sample can be obtained from IHQ-MOD(NAVY) /DNA on placement of order) is to be supplied with each boat to record repairs / maintenance undertaken during the life cycle of the boat.

6.12. Identification Marking: Each boat shall be fitted with two identification plates in stainless steel bearing the following information: -

6.12.1 The stainless steel plate shall be of size 150mm x 75mm x 1.5mm. The letter size of title block should be 8mm and remaining shall be 5mm. One plate shall be secured by stainless steel fasteners at the corners, in addition to being embedded to the boat structure on aft surface of transom along the centreline below the fender and the other shall be on the port side of the forward bulkhead in Fore cabin.

7. PROGRESS MONITORING

7.1 Cardinal Date Programme (CDP) Immediately after placement of order , boat builder is to forward to IHQ MoD(N) and Nominated Inspecting Agency a Cardinal Date Programme confirming to the delivery schedule as per the purchase order, indicating all stages of construction , stage inspections, tests and trials till delivery. This CDP is to be prepared boat wise.

7.2 Quality Assurance Plan (QAP) A Quality Assurance Plan for all production process duly vetted by Class, is to be prepared and submitted to IHQ MoD(N) and nominated inspecting agency prior to commencement of construction of first boat. The QAP shall include a diagrammatic representation (flow chart) of each process in sequence showing various stages of production.

7.3 Monthly Progress Report Monthly report highlighting progress/slippage corresponding to CDP should be forwarded to IHQ MoD (N) by the builder through the Inspecting agency/ Classification society. The format of the report is indicated in Appendix C.

8. FINAL ACCEPTANCE AND D-448

8.1 When the boat is ready in all respects including preliminary trials at boat builders premises, to the full satisfaction of the nominated overseer, the following procedures shall be followed for handing over the boat to the consignee:-

(a) The builder shall present the boat along with fittings, documents, forms etc to Inspecting agency for pre-dispatch inspection. Outstanding liabilities, if any, shall be made good by the builder. Only on completion of all deficiencies, the boat shall be cleared for dispatch to consignee.

(b) The sea trials of the boat as per Para 5 shall be conducted at the consignee’s end in the presence of consignee representative by the boat builder.

(c) Any short coming / deficiencies observed during above two inspections / trials and could not be rectified immediately shall be prepared as D 448 outstanding work and to be undertaken by the boat builder. The format and guidelines for preparation of D 448 are placed at Appendix D.

(d) The consignee shall take over the boat and sign the D 448 along with the boat builder. However, final acceptance certificate shall be signed by the consignee after the boat builder has liquidated all outstanding liabilities.

(e) Final inspection certificate shall be issued by the overseer/ inspecting agency only after receipt of final acceptance certificate from the consignee.

9. TRAINING Builder should provide free training on operation and first line/second line maintenance to two officers and six other ranks. Training shall be conducted with infrastructure by OEMs at the training locations specified by IN and in English Language. Training may be conducted in conjunction with boat construction and acceptance trials. 10. WARRANTY

10.1 The boat(s) supplied against this NCD be deemed to bear a warranty of the boat builder against defective material, equipment, machinery, workmanship and performance for a period of 24 months from the date of receipt of boat by the consignee. If during this period the boat ,its material ,machinery or equipment supplied are found by the consignee to be defective/substandard ,the same shall be replaced/repaired within a period of 15 days from reporting , free of charges at site (any where in India) by the boat builder. In case the reported warrantee defect is not rectified within 15 days, the total delay caused in rectification will be added to the Warrantee Period. 10.2 Product Supportability All the equipment and machinery fitted onboard should have a minimum product supportability by the OEM or its authorised reps for a minimum period of 12 years from the date of supply of the boat. The certificate of the same from the OEM shall be attached along with the technical bid.

Appendix - B (Refers to Para 5)

INSPECTIONS, TESTS AND TRIALS 1. Following inspections/trials/tests would be conducted:-

(a) In Line Inspections (ILI) (b) Technical Tests and Trials (c) Pre-Dispatch Inspections (PDI) (d) Joint Receipt Inspections (JRI)

2. In Line Inspections. This would be carried out by the Naval Overseer at the builders premises during construction of the boats and involve scrutiny of the methodology of construction, raw materials and dimensional checks. 3. Technical Tests and Trials 3.1 Builders Responsibilities

3.1.1 The builder shall prepare and forward to the Naval Inspecting Authority, a programme of trials before commencement of trials duly vetted by Class.

3.1.2 The builder shall arrange for the attendance of representatives of their subcontractors during the trials. However, the Naval Overseers would be positioned and maintained by the Navy.

3.1.3 The Builder shall lift or slip each boat after completion of all tests to enable examination of underwater hull and fittings.

3.1.4 The Builder shall be responsible for the provision of any spare parts, tools, equipment, etc. required during trials. Builder shall be responsible for replacement of any item/equipment damaged or found to be defective during trials without prejudice to any of the spare gear provided. The Builder shall also make good at his own expense, all defects found in the construction, fittings, machinery and electrical installations before the boat is accepted.

3.2 Sequence of Tests & Trials Unless prior IHQ-MOD(Navy) approval is obtained, all tests and trials shall be carried out in the same sequence as they are described in the following paragraphs and in a continuous manner. Wherever possible, the Inclining Experiment shall immediately follow the Weighing Test. 3.3 Swamp Test This test shall be carried out only for the first boat of the particular contract. The boat is to be fitted with sufficient buoyancy material to enable the satisfactory swamp test to be undertaken. The quantity and arrangement of buoyancy proposed shall be forwarded to IHQ MoD (Navy) for

approval. The object of this test is to ensure that the boat will remain afloat, stable and upright at normal trim and with at least 10% reserve of buoyancy after it has been filled with water. This ensures that there is a positive freeboard all round the boat when it is swamped, thus enabling the water to be pumped or baled out. 3.3.1 Preparation 3.3.1.1 The boat shall be as complete as possible, but any

structure/equipment that would suffer from immersion in water during test shall not be fitted but represented by ballast of impervious material eg. Cast iron pigs. This ballast shall be arranged to represent the combined weight and CG of the missing items in the boat.

3.3.1.2 The total weight to be compensated is made up of the weights

in air of items which would be above water with gunwales completely awash, and the weights in water of items which would be below water in this condition.

3.3.1.3 The compensating ballast will usually be immersed during

the test and allowance must be made for its affective loss of weight in water. Suitable density corrections shall be made depending on the water used to swamp the boat.

3.3.1.4 The weight of an item in water can be readily determined if

the item is regularly shaped. If it is not, a reasonable estimate of its watertight volume should be made, based on measurement of its principal dimension from which an approximate loss of weight in water can be found.

3.3.1.5 The boat shall be weighed just prior to the swamp test, and

the weight recorded. The compensating ballast should then be placed onbroad and arranged so that its CG is in the correct position, as calculated.

3.3.2 Test 3.3.2.1 The ballasted boat shall be placed in a sufficient depth of

water allowing it to sink to the gunwales without grounding. It shall be held on slack lines, and if the water is deep, precautions shall be taken to prevent the boat from sinking completely.

3.3.2.2 The drafts forward and aft, and the density of water shall be

recorded prior to swamping.

3.3.2.3 The boat shall then be swamped until the gunwales are awash, drafts recorded. Finally, the ballast shall be added progressively until it is equal to 10% of the total weight of the boat and drafts recorded. The boats should maintain positive freeboard in this condition.

3.3.3 Report of Swamp Test As soon as possible, after the test, the boat

builder shall forward the following detailed report to IHQ-MoD (Navy) through the Naval Overseer:-

(a) The weight of boat prepared for swamp test (without compensating

ballast). (b) Calculation of weights of compensating ballast and position of its

CG. (c) Draughts of boat just prior to test (with compensating ballast

aboard). (d) Draughts of boat with addition of 10% of weight of boat as ballast. (e) SG of water in which swamp test was conducted. (f) SG of water used to swamp the boat. (g) An amount of total buoyancy provided in the boat by means of

buoyancy tanks in cubic metres/feet. 3.3.4 If during the course of the test, serious doubts arise as to the

adequacy of boat's buoyancy or stability, the matter shall be reported immediately to IHQ-MoD (Navy) . If when swamped, the boat has excessive heel or trim, or is unstable, does not have at least 10% reserve of buoyancy, the matter shall be investigated and corrective measures taken. The swamp test shall be repeated until satisfactory results are achieved.

3.4 Drop Test First boat of the order shall be subjected to this test. The completed boat with compensating ballast for full complement, machinery and fuel shall be drop tested, as per the requirements of SOLAS 1983, by dropping the boat in water from a height of 3 meters. After the drop test the boat shall not suffer from any residual deformation/defect. 3.5 Impact Test. First boat of the order shall be subjected to this test. The completed boat with compensating ballast for full complement, machinery and fuel shall be subjected to an impact test as per the requirements of SOLAS 1983. For this test, the boat shall be subjected to a lateral impact against a steel impact. The boat shall not suffer from any residual deformation/defects. 3.6 Deflection Test First boat of the order shall be subjected to this test. The completed boat with compensating ballast for full complement, machinery and fuel shall be subjected to a deflection test as per the requirements of SOLAS 1983. For this test, the boat shall be supported at the ends and a load equal to

twice the mass of the boat shall be placed at the centre. The boat shall not have any residual deflection on removal of the load. 3.7 Weighing Test All boats of the contract shall be weighed using a certified weigh-bridge. The boat shall be complete in all respect except that no crew, fuel or stores shall be onboard. Once weighed no further items or fittings shall be placed onboard until all tests and trials are completed. The report shall include list of items/fittings not on boat at the time of test and shall quote their individual weights. In addition Class approved Light Weight calculations based upon draft survey is to be submitted for each boat. 3.8 Inclining Experiment To be carried out as per Class requirements. Report approved by Class to be submitted to IHQ. For sister vessels draft survey to be carried out as per Class requirements. 3.9 Lowering/Hoisting Trials All the boats shall be subjected to Lowering/Hoisting trials with full equipment/ stores/ complement of boat by Bridle lifting arrangements. Final acceptance of the boat is subject to satisfactory performance of lifting arrangements. 3.10 Mooring Trials All the boats shall be subjected to this test. These trials shall be carried out prior to sea trials with the engine running ahead at idling r.p.m. (full throttle) and boat securely moored. The trials shall be of half an hour duration and it is to ensure that the installed machinery operation is satisfactory. Findings of the trials shall be reported to IHQ MoD (Navy) and the sea trials shall be undertaken only on satisfactory completion of mooring trials. 3.11 Speed Trials. All the boats shall be subjected to this test at Sea front. Prior to starting engine trials all protection devices fitted on the engine will be offered by the boat builder to the trial agency. For the speed trial boat shall be complete in all respect and fully fuelled. Should any item or equipment be unavoidably missing, ballast of equivalent weight shall be carried in the position of the item. The speed trials of the boat shall be carried out under the following loading conditions:

(a) Light Load Condition. Crew plus one, Fuel tank half full (50% of the fuel required for designed endurance), all basic equipment i.e., ropes, anchor, paddles, Aldis lamp, signal flags, torches, communication set, boat hooks, etc. (b) Full Load Condition. 35 persons including crew, with all basic equipment as mentioned at (a) above, full fuel tank (100% fuel for the designed endurance).

3.11.1 Four successive runs (two in each direction) shall be made on the measured course at maximum rated RPM of main engine. The average speed shall be determined by calculating the mean of means i.e. by multiplying the speeds of the consecutive runs by 1,3,3,1 respectively and dividing by 8.

3.11.2 The boat's performance be further evaluated by measuring the speed over the measured course with the boat loaded for emergency condition (with 60 persons including crew). Report of trials shall be forwarded to IHQ MoD (Navy) duly vetted by Class.

3.12 Endurance Trials. All the boats shall be subjected to this test at Sea front. The boat shall be complete in all respects, fully fuelled and ready for sea along with spare-gear. Should any item equipment be unavoidably missing, ballast of equivalent weight shall be carried in the position of the item.

3.9.1 The draughts forward & aft, the level of fuel oil and L.O. shall be recorded prior to the onset of trials. 3.9.2 All measuring accessories such as hand tachometer etc shall be carried by the Builder to enable various checks/recording underway. 3.9.3 The trial shall be of four hours duration at economical speed, at full load conditions, stipulated at Para 3.12(b) above. 3.9.4 On completion, the levels of fuel and L.O. shall again be accurately measured; the draughts forward and aft shall be recorded as vetted by Class.

3.13. Manoeuvrability Data All the boats shall be subjected to this trial. As a continuation of the full power sea trials the following trials shall be carried out:-

(a) Turning Circle Trials With the engine at its maximum r.p.m. the rudder shall be put hard over in turn, to determine the turning circles to port and to starboard. The time required to complete the circles and the diameter of the turns (in boat lengths) shall be recorded. (b) Astern Trials Full power astern running for five minutes. (c) Crash Stop The manoeuvre of full speed to full astern (crash stop) and vice versa shall be demonstrated twice and the time taken shall be recorded.

3.14 Trial Reports On satisfactory completion of the trials, the Builder shall forward detailed reports to IHQ-MoD (Navy)/DNA through the Inspecting Agency for every boat separately. The report would include all settings of cut-

outs and all engine parameters observed during the trials. The reports shall also include proposals (if any) to improve the performance of the boat even if these are minor in nature, the Builder shall carryout such modifications. Authority for re-ordering trials rests with IHQ-MOD (Navy) if satisfactory results are not achieved and the Builder shall comply with such directives as and when issued. 4. Pre-Dispatch Inspection Post completion of technical tests and trials and prior to dispatch of the boat, PDI is carried out by the Inspection team nominated by IHQ MoD(Navy) to ensure that the boat is ready in all respects for induction into the Navy. PDI is carried out for each boat at firm’s premises before the boat is dispatched to the consignee. The following inspection/ mustering are carried out by the inspection tean during PDI:-

(i) Inspection of boat vis-à-vis approved as fitted General Arrangement drawings.

(ii) Inspection of all Hull, Engineering, Electrical, navigational and other fitted items as per the approved Equipment Schedule for the boat.

(iii) Mustering of Onboard Spares along with loose items supplied with each boat. Mustering of B&D spares for the order when offered.

(iv) Mustering of all documents and drawings as per Equipment Schedule.

5. Joint Receipt Inspection This is carried out at the receiving end jointly by the Ship’s Staff/Navy’s representative and the Builder. Any lacunae at this stage and damages inflicted due to transportation would be brought to the builders notice and remedial measures/repairs shall be carried out by the builder at his expense. A report of the damages and remedial actions taken, jointly signed by the Navy’s rep and the builder, shall be forwarded by the ship’s staff to IHQ-MoD (Navy)/DNA. 6. Final Acceptance Completion of JRI and satisfactory liquidation of points raised therein would mark the final acceptance of the boats by the Navy.
