Brigada Eskwela now mandatoryPALO, Leyte – Starting June 1 the “Brigada Eskwela” voluntary program will be a requirement of the Department of Education in all elementary and secondary schools in Eastern Visayas. According to DepEd Region 8 Director Sol Matugas, the surprise move is in compliance with a recent memorandum issued by Education Secretary Jesli Lapus calling for the institutionalization of the week-long “Brigada” in the 3000 schools in Eastern Visayas. Matugas said the voluntary pro-gram which was launched by former Education Secretary Edilberto de Jesus sought to encourage the par-ticipation of parents and community leaders in sprucing up dilapidated public school buildings to ensure the safety and comfort of students. She added that Brigada also included donation by local govern-

ments and concerned citizens of construction materials for the repair of school equipment and facilities like tables, desks, chairs and toi-lets. Initial reports from the region’s provincial and city schools divi-sion superintendents showed that over 300,000 parents from Leyte, Northern Samar, Biliran, Western Samar, Southern Leyte, Eastern Samar, Ormoc City, Maasin City and Calbayog City have volunteered to participate in the activity which was scheduled this year from May 18 to 22. Matugas has directed all regional and division supervisors to monitor the programs implementation which is supervised by school principals throughout Eastern Visayas. She said local officials have committed their support to ensure the program’s success in their areas.

Bishop shuns GK projects The raging controversy on population control has now af-fected one of the most successful pro-poor shelter programs in the country. for last Sunday May 17 Archbishop Oscar Cruz broke his diocese relations with the Gawad Kalinga (GK) a civic group whose initiative have built thousands of homes for the poor, but has come under fire recently from the Catholic church for receiving donations from population control advocates. Cruz in his directive which ap-peared on the Catholic Bishops Conference Website, and was issued to parishes and chaplain-cies in Pangasinan, came after the Couples for Christ International Council reportedly cut its ties with the GK because of its association with the pro-family planning move-ment. In his circular, which is the strongest on the issue from a rank-ing member of the church, Cruz said: “In this particular case, it would be right and prudent for you and me to have nothing to do with the Gawad Kalinga, directly or indi-rectly, in the event they go to your respective parishes and chaplain-cies. This in no way means that the said civic entity is altogether bad. Yet, pastoral prudence dictates this advisory.” Gawad Kalinga which is an ad-vocacy group is engaged in build-ing decent housing for the poor; a program hailed here and abroad,

which was a part of the activities of the Couples for Christ. The GK and Couples for Christ have had serious disagreements in the past about the GK’s accep-tance of donations from groups supporting family planning meth-ods that the church opposes, yet this is the first time, it has reached this level of antagonism. Antonio Meloto, the GK Ex-ecutive Director, has denied the bishop’s charges, assuring its members that there has been no severing of ties with the Couples for Christ International Council. And even it there was an inde-pendence of governance, there remained an interdependence of the members of both groups. He added that the CfC repre-sentatives continued to serve on the GK board despite what he described as a “realignment” in leadership. However a key officer of the GK, who requested anonymity because he was not authorized to speak on the topic, said some members of the powerful Catholic Bishops Conference of the Philip-pines have grown envious of the success of the Gawad Kalinga program.

Oging gives computers to barangaysMAASIN CITY - Congressman Roger Mercado handed out com-puters, thrash cans, and garden waste shredders to local govern-ment officials last Friday. The items were distributed to its beneficiaries at the lobby of the provincial capitol building with Vice-Governor Miguel Maamo as-sisting him on behalf of the gover-nor. Also present at the ceremony were Tomas Oppus Mayor felicula Escaño, Padre Burgos Mayor Ri-cardo Borces and San francisco Vice-Mayor Samson Gamutan, Jr. In his welcome remarks, Maamo cited Congressman Mercado’s advocacy for information technol-ogy and his efforts to provide all barangays in the province with computers. Among the recipients of the com-puters with printers were 15 ba-rangays of Maasin City, including a Rural Health Unit, 5 barangays of Macrohon, 6 of Malitbog and 2 each for Bontoc and Padre Burgos, and one each from Tomas Oppus, San Juan and San francisco. The Liga ng mga Barangay of-fices of Liloan and Anahawan also received one computer each for a

Tacloban City had the lowest number of folks without toilets with only 10,427.

CITY BRACES FOR COCONUT BEETLE ONSLAUGHT

TRICYCLE DRIVER SHOT DEAD

SAN ROQUE, MALITBOG - A motor cab driver was shot dead here and one of his passengers was wounded when they were attacked by two men on a motorcycle. Police identified the 47 year old victim as Redante Miole Imboc. Witnesses claim he was still alive when he was brought to the hospital but died before reaching it. Recovered from the crime scene was a bullet of still unknown caliber.

Note: Without a proper crime laboratory police investigators will never know what type of gun was used in the shooting, and since the assailants were wearing bonnets and sun glasses, the case will probably be consigned to the archives of unsolved crimes.

FARMER HACKED BY NEIGHBOR

SANTO NINO, HINUNANGAN – A 21 year old farmer’s right arm was almost sliced off when he was brutally hacked by his fellow farmer and neighbor. Lawmen investigating the case said the victim Lito Terante was rushed to the Anahawan District Hospital and that his assailant Edwindo Makibulan has surrender and is now in police custody. Meanwhile in nearby barangay Manalog a laborer was mauled by a farmer who also bashed his head with a huge rock after they had an argu-ment. Police identified the victim as Diossame Terante Feji and his nemesis as Filemon Terante. In any case, the suspect fled after the incident and has probably left town.

Note: In cases like these, the assailant usually returns after briefly hiding in a friend’s house and surrenders to the authorities. If the victim recov-ers from his injuries the case is often settled amicably when the suspect agrees to cover the victim’s hospital expenses.

MAASIN CITY – The “Brontispa Longissima” a tiny yet voracious beetle addicted to young coconut leaves is now in Ormoc City feasting on the coco-nut groves of its City Mayor Eric Codilla. We received this alarming report from Congressman Roger G. Mercado whose own small coconut plot there has also been infested by the relent-less bug, who sources claim, reached here on ships inside deco-rative palms which they were also de-vouring. They were first sight-ed in the year 2005 enjoying the breeze and the young coconut fronds along Manila’s scenic Roxas Boule-vard and have since hitched rides south-ward aboard buses, boats and planes. We immediate ly telephoned Manuel Sembrano, the hard-working Phil ippine Coconut Authority’s provincial manager in Maasin of the looming threat but he assured us that the city was

prepared for the com-ing onslaught. When we asked him what they would do when the beetles ar-rived, he said they had already embarked on a massive information campaign, and would use both biological and non-biological means to contain the pests when they got here. Sembrano said all 70 barangay councils in the city had been briefed on what to do to contain the beetle once their coconuts were infested. We also talked to the Provincial Agricultural Office’s OIC Marina Gador who told us they had briefed the 18 Mu-nicipal Agriculturists in the province about the beetle threat, and had asked them to report any sightings of the Brontispa Longissima in their area. When we asked Sembrano to explain what their biological solution was, he said they planned to use Erwigs; a tiny insect that the Brontispa was allergic to, but then admitted, that

the Department of Agriculture had not propagated enough of them to contain a province wide infes-tation. In other words, the DA had only enough earwigs to experi-ment on in their re-search laboratory in Quezon City. The only other bio-logical solution he said they had was to have farmers remove the infected young fronds themselves and to burn and bury them afterwards. He assured us they would only use the chemical “Karate” which they would spray on the leaves of infected trees, and not the highly toxic “Actara” a systemic chemical that would be injected into the coconut’s truck. The chemical is so toxic that the techni-cian applying it would need a protective mask and gloves, and the coconuts from the innoculated coconut trees cannot be eat-en, or processed for at least 12 months.

According to man-agement guru Lee Iacocca, the govern-ment is like any large business enterprise, and must be financial sound, or it will owe its body and soul to lending institutions. US President Ba-rack Obama acknowl-edge this in his book The Audacity of Hope, where he criticized the US government’s addiction to borrow-ing money to finance its opulent lifestyle. At that time the US owed Chinese, Saudi and Japanese banks 9 trillion dollars. He said this meant that every man, woman and child in America owed these banks 30,000 dollars; and

Where’s the Governor? We are concerned by the reports from the governor’s critics re-garding his allegedly “frequent” and increasingly lengthy absences from his provincial office. Some of his more vocal critics (who have requested anonymity) are claiming he is avoiding the day-to-day stress of his office. What the governor really needs now is someone to manage the Sangguniang Panlalawigan which as the policy making body of the pro-vincial governmen is supposed to formulate policies that the governor would implement. While he was City Mayor the governor received this support from his Vice Mayor Maloney Samaco who presided over the City Council and charted its direction. Now all he has at the provincial board are the remnants of the Yñiguez political era whom he cannot trust. The place is a snake pit and not a pleasant place for someone as naturally trusting and kind as Mian. The governor should get some-one with a good public administration background to help him set his legislative agenda and nurse it through the lakadasal Sangunniang Panlalawigan.

Barbershop Talk During my tri-monthly haircut at the city’s commercial complex, I heard several customers talking about the cloudiness of our tap water during late evenings. I told them it was probably caused by the excessive chlorine which was applied at the city’s reservoirs. The sleepy client next to me said chlorine was essential so that living organisms in the water would be destroyed. And this got me thinking that since we too are living organisms, wouldn’t it also affect our health?

Environment’s Worst Enemy Last week, the DENR finally understood what the “E” in their acro-nym stood for, and finally held a Climate Change Conference in Cebu City. The affair was attended by the presidents of State Colleges and Universities and the town mayors of the Visayan Region. The bad news is it was organized by the top exponent and imple-menter of the strip-mining policy of the Arroyo administration which the United Nations Environment Program considers the dirtiest of all extractive industries and the second largest contributor to global warming - because it uproots entire forests within the mining camps. Placing Atienza at the forefront of our climate change program is the equivalent of placing a giant anaconda inside a white leghorn chicken coop. Ano Ba Yan!

Toxic School Supplies The Eco-Waste Coalition is urging parents and teachers to find ecologically friendly alternatives to school supplies made of polyvinyl Chloride (PVC) which they claim contain toxic chemicals. These items include school backpacks, binders, lunch boxes, notebook and book covers. They want students to wrap their books with Manila paper and old magazines instead of plastic sheets. Another factor which eventually affects the student’s health is the cheap paint used in our school rooms which have dangerously high lead contents. But the biggest problem our teachers face is they have too many students to attend to. Even Wonder Woman would have a hard time getting the attention of the 50 to 80 students per classroom they must teach five days a week.

Ambulance Services Last friday we received a phone call from a CM student who was shocked by the treatment she got from an IPHO emergency room attendant. She said her friend had just witnessed a vehicular accident in Macrohon and text her to call the IPHO emergency room and ask for an ambulance that could bring the injured to the hospital. “I called the hospital but the attendant there told me they couldn’t send an ambulance to Amparo because it was not within their jurisdiction. She told me to contact the Amparo local government unit instead and ask them for help, but I didn’t know its phone number. Shouldn’t people assigned to hospital emergency rooms assist people who call them during emergencies?

He said his staff would evaluate each program the govern-ment was financing, and junk all those that were not working, or should not have been approved in the first place. from this simple act they calculat-ed they could save $4,500,000,000,000 in four years and could use this money to re-tire half of America’s 9 trillion dollar debt and free its citizens from the clutches of its foreign debtors. Could we apply this same formula here in the Philippines? Yes, We Can! But we will need a local Ba-rack Obama to make it happen, and right now, none of our presiden-tial aspirants appear to have the political courage and charisma to take this crucial step towards financial inde-pendence.

It’s May again; that much anticipated month renowned for its fiestas, and the opulent merry-making and exceedingly loud “music” that it has become notorious for. This year was no exception, and we thank the Lord that we survived the celebration with our eardrums and sanity intact. For fiestas are no longer the celebration of a town’s patron saint, but a time for prurient programs high lightening the seedier nature of our generation as depicted in gay pageants and beauty contests featuring children dressed and acting like their parents. And of course songs by the late Yoyo Villamin ridiculing the historic battle between the courageous warrior Lapu-Lapu and the great navigator ferdinand Magellan. Although we support the merry making and camaraderie that goes with annual fiestas, we do caution against the weeklong extravaganza that precedes it; particularly during an economic depression that has affected our country dramatically. The impact of fiestas on our economy was first brought to national attention in the mid-1950’s when the young idealists Manuel Manahan and Raul Manglapus ran for the country’s highest elective positions under the Grand Alliance Party which espoused austerity and criticized fiestas because it consumed too much of the people’s time and money. The Manahan-Manglapus tandem (of course) lost by a landslide, but their platform of “filipino first and Austerity” which was adopted by the winning candidate Carlos P. Garcia ushered in an unprecedented era of prosperity which made the Philippine economy second only to Japan - and made us the show case of democracy in Asia. We were considered so successful that Third World countries sent delegations here to study how we did it. Now all we ever hear about is Cha-Cha, massive public corruption scandals, and of sex starved American service-men screwing our women and seeking sanctuary in the US

MAASIN CITY - The Maasin city government will host its first 10 round championship match be-tween reigning IBf Super Bantam Weight champion Adonis Aguelo “the pride of Maasin City” and Phil “the real deal” Angcamo of Ca-gayan de Oro for the undisputed Philippine Boxing federation’s Super Bantam Weight title on May 30 at the City Gymnasium. This boxing extravaganza called “Ang Bag-ong Garbo Sa Maasin” will also feature a supporting bout at the 106 pound category between Jaime Berniso of Bon-toc, Southern Leyte and Joseph Atienza of Butuan City which will be preceded by the match be-tween Michael Ramos of Maasin City and Allan Repuelo of Cebu

City who will fight at the 108 pound category. The boxing program will also have six amateur boxing contests featuring six promising amateur boxers from Maasin City and Bon-toc town. In this four round event Daryl Ramos of Maasin city will pit his boxing skills against Bontoc’s Ma-rio Abrasada, while his city mate Mark Carlo Chiong will fight Jun Allonar and Edileo Barea Jr. will challenge Gerry Mancio. The three other amateur bouts will pit Maasinhons Aldrin Mori, John Mark Vazuela and Joselito Aya-ay against Bato boxers Rey Tampos, JV Galia and Nino Ga-lia.

The other winners of the annual event were; Joanalyn Canete and Monico Capistrano Jr. first Runners Up, Roxanne Janna Cadavos and Josua Navarosa Second Runners Up, Renelle fatima Egido and Mark Philip Ortega Third Runners Up, while Arianne Keialyn Toying and Jerson Navarosa won fourth Runners Up honors. Awards for Best Casual Wear went to Renelle Egido and Christopher Joseph Go, Best in Sports wear was won by Renelle Egido and Monico Capistrano Jr., Best in Evening wear went to Renelle Egido and Mark Philip Ortega, Best in Summer Wear was won by Renelle Egido and Christopher Go, Mr. and Mrs. Cogeniality was awarded to Joanalyn Canete and Christopher Go, while Best in Production again went to Renelle Egido and Christopher Go and the Best Talent Award went to Roxanne Janna Cadavos and James Andrew Bocayan.
