Approximately 2002 – PARCS installed by (then) ACS Transport Systems, formerly ASCOM Transport Systems.

2006 – Kimley-Horn conducted study to help Authority decide whether to replace PARCS or upgrade. Airport decided to upgrade.

2008 - Subsequent to the 2006 study, PARCS was upgraded to include credit card express exit terminals (currently in use today)

Parking staff consists of 55 employees (includes 2 part-time)

On-site technician(s) will be required to obtain a SIDA badge at a cost of $50. This badge is required to access the security-controlled areas of the airport.

First Data is the current credit card processor Currently utilize Monetra interface to bridge

communications between WebPRCS 8.2 and First Data. The Authority prefers to eliminate the need for a third-party interface.

Sera-Brynn, LLC serves as the Authority’s PCI Quality Security Assessor (QSA).

Authority currently has a PCI DSS Policies and Procedures manual.

document exists. The Authority requires non-proprietary

equipment (switches, etc.) that can be replaced with off-the-shelf equipment.

The following additional instructions were announced by Chuck Reedstrom of Kimley Horn during the pre-proposal meeting on May 31, 2018. Offers shall incorporate this information into their proposals.

o Page 3-15 – The proposed Command Center will be located in the Parking Office o Page 3-15 – The Airport current deploys pre-capture LPR, but need to check the Short-

Term lost to see how if can implement pre-capture LPR. If we can’t Pre-Capture, we might need Post Capture in ST lots.

o Page 3-30 – Change Notice to Proceed to September, 2018. o Page 3-36 - Airport to provide level 1 maintenance and vendor will provide level 2 and

level 3. o Page 3-38 – Vendors will provide an electronic maintenance tracking system and the

airport should have access o Page 3-46 - The Airport estimates the following volumes of consumables:

o Page 3-112 – The vendor is responsible to remove existing equipment offsite. All equipment shall be wiped clean of all data prior to disposal.

o Page 3-112 - Field Quality Control: FAT, LAT, SAT, Vehicle sensor test (VST), and ODT. The vendor shall provide the methodology for testing LPR.

o The vendor shall provide a minimum of 100 license plates from VA and continuous states for testing the LPR.

3-14 Provide a solution that detects over height vehicles in the North and South Lots.

In regards to section 3 Functional Specifications – 3-14 #55. What system is currently in place for this if a solution is currently in place? No existing equipment is mentioned in RFP for this solution. There is no existing equipment in place.

14. Section 3, Figure 1

3-29 Parking Facility Overview Can you identify exactly where all the entry and exit points are for each lot & parking garage from figure 1 in the RFP or site plans that outline these details. See attached Parking Layout Map.

15. General Please identify any and all bi-directional lanes that may exist in any lots or garages. No bi-directional lanes in the garages. There are bi-directional lanes in the short term and long term lots.

16. General Please identify any and all service entry / exit lanes (non-public / employee only lanes) No service or employee lanes

In the pricing sheet both the unattended exit station and the cashier station are required to have a Dynamic Sign (lane open/closed). This requirement for both device appears to be a duplicate. Please confirm that only one sign is required for this type of lane. For clarification, each physical lane will have one dynamic sign that reads open/closed/credit card only. Therefore if the lane is manned, it is open. If unmanned, it is credit card only, if closed, sign reads closed.

Pre-Proposal Meeting May 31, 2018

The following additional instructions were announced by Chuck Reedstrom of Kimley Horn during the pre-proposal meeting on May 31, 2018. Offers shall incorporate this information into their proposals.

o Page 3-15 – The proposed Command Center will be located in the Parking Office o Page 3-15 – The Airport current deploys pre-capture LPR, but need to check the Short-

Term lost to see how if can implement pre-capture LPR. If we can’t Pre-Capture, we might need Post Capture in ST lots.

o Page 3-30 – Change Notice to Proceed to September, 2018. o Page 3-36 - Airport to provide level 1 maintenance and vendor will provide level 2 and

level 3. o Page 3-38 – Vendors will provide an electronic maintenance tracking system and the

airport should have access o Page 3-46 - The Airport estimates the following volumes of consumables:

• ET tickets 1,500,000 (1.5 million) • XT receipt tickets 200,000 • Exception tickets 25,000 • ST receipt rolls(small) 400 • LT receipt rolls(large) 350

o Page 3-49 – Change to five hard copies and one electronic (PDF) copy. o Page 3-50 – Change to five hard copies and one electronic (PDF) copy. o Page 3-52 – Change to five hard copies and one electronic (PDF) copy. o Page 3-50 – The list of reports is not intended to be all inclusive. o Page 3-75 - All entry stations and exits shall be keyed alike. o Page 3-80 – Add the requirement for all entry and exit devices to include Barcode

readers for electronic validation (smartphone or hardcopy). o Page 3-77 – All cashier terminals shall be provided with Dual drawers o Page 3-77 - If a cashier logs off, the lane should act as express exits o Page 3-80 - Unattended exit stations need to include add barcode readers and mobile

payment options. o Page 3-87 – We want to work with the selected vendor to figure out how to place LPR

cameras in the surface lots. This will require construction drawings stamped by a professional engineer licensed to practice in the State of Virginia.

o Page 3-112 – The vendor is responsible to remove existing equipment offsite. All equipment shall be wiped clean of all data prior to disposal.

o Page 3-112 - Field Quality Control: FAT, LAT, SAT, Vehicle sensor test (VST), and ODT. The vendor shall provide the methodology for testing LPR.

o The vendor shall provide a minimum of 100 license plates from VA and continuous states for testing the LPR.
