Approximately 2002 – PARCS installed by (then) ACS Transport Systems, formerly ASCOM Transport Systems.

2006 – Kimley-Horn conducted study to help Authority decide whether to replace PARCS or upgrade. Airport decided to upgrade.

2008 - Subsequent to the 2006 study, PARCS was upgraded to include credit card express exit terminals (currently in use today)

2011 – Arrivals West cashier plaza relocated and expanded, adding additional credit card only exit lanes.

June 2017 – Kimley-Horn was contracted to evaulate the current PARCS.

May 2018 – Authority posted RFP for replacement PARCS.

ASCOM/ACS equipment installed, maintained and managed by Xerox Transport Solutions/Conduent

Maintenance performed by Conduent on-site staff

The Authority operates the parking department.

Parking staff consists of 55 employees (includes 2 part-time)

On-site technician(s) will be required to obtain a SIDA badge at a cost of $50. This badge is required to access the security-controlled areas of the airport.

First Data is the current credit card processor Currently utilize Monetra interface to bridge

communications between WebPRCS 8.2 and First Data. The Authority prefers to eliminate the need for a third-party interface.

Sera-Brynn, LLC serves as the Authority’s PCI Quality Security Assessor (QSA).

Authority currently has a PCI DSS Policies and Procedures manual.

The RFP documents reference Exhibit C (IT Governing Standards and Design Criteria) This reference was a placeholder and no such

document exists. The Authority requires non-proprietary

equipment (switches, etc.) that can be replaced with off-the-shelf equipment.

The Authority prefers Cisco switches and Dell computers.

Furnish and install a fully integrated on-line, real-time PARCS that shall function as described in the specifications included within the RFP documents.

The project shall utilize the industry’s latest technological advancements to control access and calculate and accurately report revenue for the parking facilities and improve the overall management, system efficiency, revenue accounting, revenue security, and customer service aspects of the parking operations at the Airport.

This project shall implement hardware and application software that will meet or exceed the Authority’s parking access and revenue control needs for at least 10 years after the system’s final acceptance.

The following are a highlighted objectives intended to prompt thought and conversation in this forum.

The PARCS shall be designed with an open architecture to provide integration to third party applications.

Contractor shall reuse existing infrastructure when possible, including such items as existing conduit, cashier booths, etc. Loops shall be installed new.

Achieve a PCI DSS and PA DSS compliant environment and use P2PE with chip- card processing to an off-site 3rd party to reduce PCI scope.

Accurately track required financial and statistical information

Increase efficiency of operations and maintenance

Provide flexibility in the timing and formatting of the pertinent operational and management reports

Ensure flexibility and scalability for any future need to update, upgrade, and/or expand the system readily (additional lanes and parking products as well as additional facilities)

Provide electronic validations that may be presented by the patron in all lanes, including processing in self-service lanes,

Provide Loyalty programs specified and designed by user, e.g. fee adjustments for frequent users, Reserved Parking Program.

Simplified maintenance procedures for lane equipment and back-office / IT infrastructure.

Provide a Command Center to overview activities in every lane and allow intercom communications and image reviewing for License Plate Recognition

PGS shall be an open architecture design

Accurately calculate parking space availability on a level-by-level and/or space- by-space basis.

Increase efficiency of operations through reduction of person-hours required for parking occupancy validation.

Responses will be in the form of an addendum and will be posted to the Norfolk Airport Authority website under Business Opportunities as well as emailed to the attendees of this meeting (to the email address on the roster).

Addendum will be posted by June 15, 2018 at 5 p.m.

Submit pricing using the pricing template provided with the RFP Documents. This template is on a separate MS Excel File which must be downloaded as part of the RFP package. Proposers must print and attach their completed Cost Proposal form to each copy of their proposal document, and submit an electronic file.

If the Authority issues an addendum to the Contract prior to the date established for receipt of Proposals, Offeror shall acknowledge the addendum(s) on the proposal sheet.

3-14 Provide a solution that detects over height vehicles in the North and South Lots.

In regards to section 3 Functional Specifications – 3-14 #55. What system is currently in place for this if a solution is currently in place? No existing equipment is mentioned in RFP for this solution. There is no existing equipment in place.

14. Section 3, Figure 1

3-29 Parking Facility Overview Can you identify exactly where all the entry and exit points are for each lot & parking garage from figure 1 in the RFP or site plans that outline these details. See attached Parking Layout Map.

15. General Please identify any and all bi-directional lanes that may exist in any lots or garages. No bi-directional lanes in the garages. There are bi-directional lanes in the short term and long term lots.

16. General Please identify any and all service entry / exit lanes (non-public / employee only lanes) No service or employee lanes

17. General What is the number of levels on each garage. Garage floor plans will be needed to build system designs. Public parking levels in Garages: Garage A: 7 (1 Short Term and 6 Long Term) Garage B: 5 (Long Term) Garage C: 5 (Long Term) Plans will be provided.

3.95 The command center shall have two 70” or larger wall mounted monitors.

In regards to Section 3 Functional Specifications – 3-94 #2, there is no mention of two 70” existing monitors. Is this correct and proposer would need to include monitors in proposal? Yes

21. Ground Transportation Categories What categories of ground transportation vehicles will be used (registered in) by the GTM system? Please provide options for Hotel Shuttles, TNCs, Taxi, Limousine services, buses.

22. Ground Transportation (TNCs) Do you want the capability for the system to track TNC vehicles? Currently ORF has an agreement with Uber and Lyft to track TNC vehicles. It is up to the vendor to propose a system that can track them with Geographical Fences. ORF uses a system provided by AAAE to track TNCs.

23. Section 3, Subsection 2.04-CC-4

3-96 Proposer shall install and test the AVI system while the existing system, if applicable, at the airport continues to function with minimal or no downtime

Section 3.CC.4. Please describe the current “AVI system” in use. Where are the existing RFID readers located, how many vehicles are registered in the system, what hardware and software components are in use (manufacturer and model#) No current AVI system in place. Airport uses paid system with Taxis and Shuttles per driver that is self-reported. For TNC vehicles the airport has contract with AAE ABT software that allows them to track Uber and Lyft pickups and drop-offs.


3-96 Software shall interface with existing Great Plains financial software for accounts receivable and billing.

Section 3.CC.11. Please provide the Microsoft Dynamics-GP version number that is use at ORF. Does the current system include the ability to use credit cards for payment of airport charges? 3-96 Proposer shall provide internet access to allow commercial customers access to their accounts to review current transaction data for the previous sixty days or two months billing cycles.

Section 3.CC.15. This section identifies a requirement for the “Vendor” to provide internet access for commercial customers to access their accounts. Please clarify this requirement. Is it to provide a separate internet connection, or is the requirement to provide the functionality for commercial customers to access their account through an internet connection provided by the Airport? The intent of this requirement is to provide a method for commercial vehicles’ owners to track usage, add or delete vehicles, manage their accounts, and pay charges due. Vendor shall provide a way for commercial vehicles to check their accounts and see their current transactions and last billing cycles. No internet connection needed, just web-browser access to monitor their transactions.


3-96 Section 3.CC.1.e identifies an Appendix E that shows the location of RFID readers for the system. I have not been able to locate Appendix E in the RFP documents available on your website. Can you please provide Appendix E, or some additional instructions on where that document can be obtained. Appendix E will be removed in an addendum. Please ignore any references to Appendix E.

28. L.1.a. & Price Sheet

100 The contractor shall provide fifteen (15) Unattended Exit Stations. Short Term North Lot: 2 (1 in Cashiered Lane) And so on…

The specification describes the use of an Unattended Exit in combination with a Cashiered Station occupying one lane. In the pricing sheet both the unattended exit station and the cashier station are required to have a Dynamic Sign (lane open/closed). This requirement for both device appears to be a duplicate. Please confirm that only one sign is required for this type of lane. For clarification, each physical lane will have one dynamic sign that reads open/closed/credit card only. Therefore if the lane is manned, it is open. If unmanned, it is credit card only, if closed, sign reads closed.

29. Cashier Booths General Question Regarding existing booths that will not be reused, can the bidder propose to remove these booths and place them with the other

booths stored on-site? Or shall they be removed from the site? Booths shall be reused. Page 3-76 shows the number of booths needed that match what it is existing on the field. All unattended booths will remain in place and shall have network connection to the booth. The intent is that if the Authority needs to man the booth, then equipment can be installed and connections are available.

30. Section 2.04, Item Z, Sub-item 3

116 The Contractor shall be responsible for the design and coordination of manufacturing of all Monument Dynamic Signs…

The locations and quantities for the monument signs are not detailed. Are there any detailed requirements or specifications that the Authority can provide for these signs? There shall be a monument sign for each garage (not for the lots). The monument signs shall provide level by level information and ADA spaces available. The text shall be readily readable from a minimum distance of forty-five feet by vehicles traveling as fast as 40 miles per hour and in all lighting conditions.

31. Pricing sheet POF General Question POF’s are mentioned only in the pricing sheet. Please describe the desired locations and quantities of the POF’s for installation purposes. Will the Authority provide specification for the POFs? POFs will not be part of the RFP. Will be fixed in Addendum

32. Pricing Sheet Loops General Question The pricing sheet assume 3 loops per entry or exit lane, and cashiered exit lanes show no loops. Can the proposer bid different loop counts per lane, as long as the required functionality is provided? Can we add a loop line item to the cashiered lanes? Or will the Authority make changes to the cost sheet? It is assumed that the loops will be shared with the unattended exit used in the same lane for when the cashier station is not in operation. Vendors can make additions to the pricing sheet, however, please note what is changed.

33. Pricing Sheet Cashier Stations General Question Cashiered exit lanes show less line items than other entries and/or exits. Can the bidder add the needed line items? Or will the Authority make changes to the cost sheet? Some items were removed since unattended stations will also be placed in the same lane and can share some equipment. is changed. 34. Pricing Sheet PGS Pricing Sheet Facility Count Sign seems to be the only place for space count

system items (PGS). The number of sensors is fixed per garage level. In the pre-bid meeting it was stated by the Authority that the bidders can bid what they believe to be the best option for the Authority, including level counts of single space counts. Can the cost sheet be adjusted to accommodate a more flexible recording of line item counts and design, including necessary signage and back office hardware? Will be adjusted and added in an addendum.

35. Pricing Sheet Ground Transportation Pricing Sheet Ground Transportation System shows AVI readers and loops. As with PGS, the Authority stated in the pre-bid meeting that bidders should design and propose the best solution for the Authority. This could include more or less readers, gates, pedestals, gantries, etc. And where shall the software and back office hardware be listed? Will the Authority provide a more flexible GT costing section on the cost sheet? Will be adjusted and added in an addendum. Vendors can make additions to the pricing sheet, however, please note what is changed.

36. Pricing Sheet Gates Pricing Sheet On the unit cost tab, there is a line item for gates (replace if necessary). IN the pre-bid meeting the Authority stated that all gates shall be new. Please confirm. All gates shall be new.

37. Pricing Sheet General Question Does the Authority want pricing for the Factory Acceptance Test to be included with the Installation price, or will there be another line added to accommodate? If there is a separate cost for the FAT, then the vendor can adjust the pricing sheet, however, please note the change.

38. Pricing Sheet Spare Parts The RFP requests that we provide both consumables and spare parts, but there is no accommodation for these on the pricing sheet. Can the Authority provide guidance as to where this pricing should be included?

39. Project Schedule What is the timeline for the project implementation? Timeline will be discussed during negotiations. Vendor shall propose a reasonable timeline for implementation in submittal

40. Counting System General Question Would the Airport want a level by level or space by space counting system? Would the Authority like the available handicap spaces listed for each floor? At least a level by level and single space for ADA spaces. Vendors can also provide space by space solutions if desired.

41. General Question For the PGS will there be drawings available for the garage, such as CADs, to assist in the location of ADA, communication rooms, and the placement of sensors, etc.? Yes, we will provide drawings.

42. Counting System General Question Is the current space counting system in the garages driven by the gates between the levels? In garage A, yes. In garages B&C, no. They are driven by loop at the entrance and exit.

43. Gate Arms General Question Will the current gate arms and hardware remain or be removed? All gates will be replaced.

44. Maintenance Tracking System General Questions

Is there an electronic maintenance work order system in place now? No

45. Ground Transportation General Question

Are all ground transportation vehicles registered with the Authority? No. There are a number of commercial limousines that operate at ORF and are not registered. TNC vehicles are not registered.

46. Is the Airport Authority considering gating the middle lanes on Arrivals for non-contractors? Vehicles are registered or have geographical fences (for Uber and Lyft). Gates are optional. Vendor shall provide a solution for the ground transportation system either with gate or gateless.

47. General Question Can vendor assume that existing site work, concrete, power, conduit, fiber can be reused? If in the course of the install, if vendor discovers that additional or replacement site work is needed, can vendor submit this for change order? Existing infrastructure should be reused if possible. There may be occasion where existing infrastructure cannot be reused. In this case, a change order can be issued. For areas such as the ground transportation, new communication system needs to be added since there is no current conduit.

48. General Question If vendor takes exception to any portion of the system requirements, must the vendor commit to and price the costs to meet the specification in the future? The Authority prefers the vendor meet the system specs. Please provide an alternative that meets the same functional and note the exception.

49. General Question Can you provide “as built” drawings for the garages? Drawings will be provided.

50. Ground Transportation General Question

Will barrier gates be acceptable for the ground transportation system? Gates are optional. Vendor shall provide a solution for the ground transportation system either with gate or gateless.

51. Civil Work General Question The requirements state, “Provide Pre-capture LPR solution in all garages and lots. For Lots, the contractor shall propose civil designs to make LPR work in the Exit Plazas.” Please confirm vendor is responsible for civil work required to accommodate Pre-capture LPR in the exit plazas. Yes

52. General Question The requirements state, “Responders must also submit one (1) electronic copy of their complete response on a thumb drive utilizing Microsoft Office tools.” Is PDF acceptable? Yes

53. Section 3, Subsection 1.13-E.8

3-64 Cisco Equipment Requirements Section 2.03 Communications states All provided network equipment shall be Cisco in accordance with other airport network equipment. However, 2.04.A.11.a.4 states Vendor shall provide optional costs for new Cisco Network equipment and associated integration. Please clarify. All new network equipment shall be Cisco.

2.04.H.5 pay by phone – Please clarify pay by phone use case i.e. reservation or booking and/or post entry payment. All of these functions are to be provided.

o The vendor shall provide a minimum of 100 license plates from VA and continuous states for testing the LPR.
