Continuing Education

Continuing education applications have been submitted to the ND Real Estate Commission, ND Real Estate Appraiser Qualifications and Ethics Board, and the ND Board of Social Work Examiners. Credit will be offered upon the approval by these licensing organizations.

Attendance can also be submitted for National Development Council’s Housing Development Finance Professional and National Association of Homebuilders’ Housing Credit Certified Professional recertifications.

Registration – Deadlines, Cancellations and Refunds

Register by April 13, 2018, to receive the lowest rates - Policy Day and Training Day is $160; Policy Day or Training Day is $85; and the Champion Awards Lunch only is $17.50.

After April 13 or at the door - Policy Day and Training Day is $180; Policy Day or Training Day is $95; and the Champion Awards Lunch only is $20.00.

General registration fees are refundable if received by April 13, 2018. A $50 processing fee will be charged thereafter until April 24, 2018. No refunds will be made to registrants who fail to attend or who cancel after April 24, 2018.

WelcomeNorth Dakota Housing Finance Agency’s Statewide Housing Conference brings together hundreds of housing industry professionals and community leaders for a once-a-year opportunity to hear from recognized experts, develop new skills, learn about available resources, and make real face-to-face connections.

Be sure to review the agenda thoroughly, as we have changed up the event format. On Wednesday, April 25, the sessions will focus on housing policy. Day two of the event, Thursday, April 26, will be dedicated to training for lending and real estate professionals, multifamily developers, and property owners and managers.

Governor Doug Burgum brings a business leader’s approach to diversifying North Dakota’s economy, creating 21st century jobs, and revitalizing our main streets. Driven by a strong belief in North Dakota’s people, Gov. Burgum returned to his home state in 1983 and helped lead Great Plains Software from a small startup company into an award-winning tech firm. Before he left Great Plains in 2007, Gov. Burgum reaffirmed his passion for North Dakota by founding Kilbourne Group, a real estate development firm committed to creating smart, healthy cities through vibrant downtowns. The Kilbourne Group’s substantial impact on revitalizing downtown Fargo is the inspiration for the governor’s Main Street Initiative.

Elliot Eisenberg, Ph.D., is a nationally acclaimed economist and public speaker specializing in making the arcana and minutia of economics fun, relevant and educational. He holds a B.A. in economics with first class honors from McGill University, as well as a Master and Ph.D. in public administration from Syracuse University. Eisenberg, formerly a senior economist with the National Association of Home Builders is a frequent speaker on topics including: economic forecasts, economic impact of homebuilding, consequences of government regulation, cost-benefit analysis, prudential use of financial derivatives and strategic business development.

Attire and Climate

Your normal work attire is appropriate for all conference activities. Average daytime temperatures in North Dakota in late April are typically in the low 60’s. We recommend that you dress in light layers to be comfortable during the conference as the temperature may fluctuate throughout the hotel.

Lodging and Transportation

Conference lodging is available at the Bismarck hotels listed below at the State Government Rate, $83.70 for a single. The Ramkota is also offering double rooms at $100.00. To reserve rooms at the discounted rate, contact the hotels directly by phone and ask for the “State Housing Conference Block.” The discounted rates will be honored until April 13, 2018, or until the blocks are full.

For conference attendees arriving by air, Bismarck has one major airport, the Bismarck Airport. The Ramkota Hotel, Expressway Suites and Expressway Inn all provide complimentary airport shuttle service. To request a pick-up, use the dedicated phone line available in the Bismarck Airport’s baggage claims area. Housing’s Role Within the Main Street Initiative Featured Speaker: Governor Doug Burgum

The Main Street Initiative is aimed at helping communities capitalize on their strengths and make sound planning decisions with a goal of creating vibrant cities that attract and retain a high quality workforce. Adequate and affordable housing is a consideration that cuts across all three pillars of the initiative. The presentation will include a discussion of the initiative and what role housing can play in influencing quality of life to build stronger, reinvigorated communities.

The Economic Forecast Featured Speaker: Elliot Eisenberg, Ph.D.

How GDP growth will perform, what interest rates will do, what are savings rates and a whole host of other economic variables are likely to do in the coming year and, most importantly, why! Eisenberg will also cover our current economic state and sluggish growth. He’ll finish up by teaching the audience how to keep track of the economy by looking at the right variables so that even if his forecast is wrong, you will be able to understand what is going on and not lose the (economic) forest for the (data) trees.

The Livable Community Program, developed by USDA Rural Development in partnership with stakeholder organizations, creates a roadmap for rural community leaders to develop a strategy for improving livability to retain and attract investment, people and opportunity. Somedays, working with applicants, tenants, clients and even co-workers can be challenging. This session will dive into ways to manage conflict by having the proper mindset and maintaining professionalism. You will be provided with tools to generate voluntary compliance that will help you persuade the most difficult people and deescalate any situation.

1:30 P.M. - 3:00 P.M. “Duty to Serve” Impact

This “Hot Off the press” topic will be presented by representatives of the Government Sponsored Enterprises. During the session, they will cover the impact of the recently published Duty to Serve Underserved Markets Plan and what the impact will be on North Dakota’s affordable housing preservation and rural housing markets.

Preserving existing affordable housing inventory is key to maintaining a healthy housing inventory. National Low Income Housing Coalition representatives will present their recently released preservation database, including North Dakota’s at-risk portfolio, and how the information can be used as part of a preservation strategy. Additionally, USDA Rural Development representatives have been invited to cover their organization’s current preservation policy and opportunities.
