NVQ Level 2 Diploma in Removal of Hazardous Waste (Construction) – Licensed Asbestos On-Site Assessment and Training (OSAT) The OSAT route to the NVQ Level 2 Diploma is for operatives with over a years’ experience working in the asbestos removal industry. This route is ideal for individuals who want to continue in an asbestos operative role, require a CSCS card and have experience but no formal qualifications. This qualification requires the candidate to complete five units; following an initial induction and assessment; within a 12 month period. An ARCA assessor will assess the candidate’s abilities in the workplace and construct a portfolio of evidence. The number of assessments will depend on the skills of, and preparation by, the candidate. Once the ARCA assessor is satisfied that the candidate’s portfolio of evidence meets the NVQ standard, it will then be submitted to the CITB National Specialists Accredited Centre (NSAC) for verification. Following successful verification an NVQ certificate will be issued to the successful candidate. This qualification will support a blue skilled worker’s CSCS card application. Content The NVQ Level 2 Diploma consists of five units:

• Conforming to General Health, Safety & Welfare in the Workplace (QCF 641)

• Conforming to Productive Working Practices in the Workplace (QCF 642)

• Moving, Handling and Storing Resources in the Workplace (QCF 643)

• Installing and Removing Enclosure or Containment Areas for the Removal of Licensed Asbestos Materials in the Workplace (QCF 462)

• Stripping and Removing Licensed Asbestos Materials in the Workplace (QCF 463)

Five steps to gaining an NVQ via OSAT

1. Enrol onto the NVQ Level 2 Diploma. 2. Receive an induction and initial assessment. 3. On-site assessment(s) will be arranged between the individual, employer and ARCA

assessor. 4. When the ARCA assessor is satisfied with the candidate’s portfolio of evidence it will be

submitted to the CITB NSAC for verification. 5. Following successful verification an NVQ certificate will be issued.

On-Site Assessment (OSAT) Fees The fees below are based on experienced operatives with the knowledge, experience and skills to complete the assessment within two days. Additional assessment dates will attract additional fees as stated below. Employers that pay a CITB Levy can claim grants from the CITB. All registration fees are payable to NSAC. Assessment fees are ex VAT. There is no VAT on the Registration fee.

* To qualify for the supplementary payment (uplift of 10%), you need to meet the following three conditions on or before 31st July 2015:

1. You must complete your 2014 Levy Return, which requires you to pay an assessment to CITB.

2. You must have paid the assessment, sent to you in April 2015 - either in full or be paying it by direct debit instalments.

3. CITB must have received your correctly completed 2015 Levy Return.

Supplementary payment will be made at the same time as the grant is paid. The Grant Payment Advice will itemise payments made. All grant details are correct at the time of printing. NVQ Level 2 Diploma in Removal of Hazardous Waste (Construction) – Licensed Asbestos Specialist Upskilling Programme (SUP) The SUP route to an NVQ qualification is for operatives who require training prior to undertaking the competency assessments. This makes the SUP ideal for those who are new to the industry or who are returning to the industry / operative role. At an induction the ARCA assessor will undertake a Training Needs Analysis (TNA), so that training (between five and nine days) is tailored to the candidate’s specific needs. Suitability for SUP is subject to an eligibility check using the CITB National Specialists Accredited Centre (NSAC) learner profiling document. The assessor signs the document to agree that the learner requires this training and is not suitable for another assessment and training route. Following training the candidate will be required to complete the NVQ’s five units, as listed below, within a 12 month period. An ARCA assessor will assess the candidate’s abilities in the workplace and construct a portfolio of evidence. The number of assessments will depend on the skills of, and preparation by, the candidate. Specialist Upskilling Programme (SUP) Fees Fees for the SUP route are based on the following assumptions:

• The price is per individual. • A minimum of 5 days training*. If further training is required, based on the TNA, this will incur

additional costs. • Assessment fees are based on three days+ of assessment. If additional assessment days are

needed this will incur additional costs.

Frequently Asked Questions

Q: What are NVQs? A: National Vocational Qualifications (NVQs) are work based awards that are achieved through

assessment and training, recognising an individual’s ability to carry out a particular job role to the national standards.

Q: What is the benefit of having this NVQ? A: It is a recognised competency qualification for an individual working in the asbestos

removal industry. This qualification will support a candidate’s application for a blue skilled worker’s CSCS card.

Q: How can an individual enrol? A: To book a place and start the process just contact ARCA.

Q: What will I need to do to gain the NVQ Level 2? A: Candidates will need to complete the five units and be successful in all assessments. For

the SUP route the candidate will also have to complete the training as detailed in their TNA.

Q: How long does it take to gain an NVQ? How many on-site assessments will be needed? A: The time required to achieve this qualification, and the number of assessments needed, will

depend on the skills of, and preparation by, a candidate. There is a limit of 12 months to complete the qualification.

Q: Where and when are the induction and assessments held? A: A candidate’s induction will be held at an ARCA centre at arranged times. Assessments will

be on-site and arranged between the candidate/employer/assessor.

Q: Is there support available for the reading and writing elements of the NVQ? A: Yes. Any concerns should be raised with the assessor at the induction meeting so that

these can be discussed and relevant actions planned.

Q: Can an operative obtain a CSCS card while working towards this NVQ? A: Yes. Once registered on the NVQ the operative can apply for a Trainee red CSCS card on

the SUP route and an Experienced Worker red CSCS card on the OSAT route. More information is available at www.cscs.uk.com

Q: Can employers who pay the CITB levy receive a grant? A: Yes. Employers who pay the CITB levy, and meet all CITB requirements, can apply for a

grant for each candidate. The amount of grant available differs for OSAT and SUP. Visit www.citb.co.uk for current information.
