November Election – Vote Yes on A and D Steven B. Falk, President & CEO

November 3 is Election Day in San Francisco. A few months ago it looked like we might have had another lengthy ballot – last November residents were confronted with 22 bond measures, charter amendments, ordinances and policy statements. Fortunately common sense prevailed at City Hall and numer-ous tax measures and charter amend-ments were tabled and next month’s ballot has only 5 measures along with two unopposed candidates for re-elec-tion; our City Attorney and Treasurer.

Of the two charter amendments and three ordinances, Propositions A and D are the most important.

Prop A reforms the city’s budget pro-cess by establishing a two-year budget cycle, requiring a five year financial plan and adoption of long range finan-cial policies on reserve funds, debt management, use of one-time revenues and financial measures for recovery after natural disasters. City labor agree-ments would have to be submitted to the Board of Supervisors for approval prior to adoption of the annual budget.

Placed on the ballot by the Board of Supervisors and endorsed by Mayor Newsom and Board President David Chiu, along with the Chamber, SPUR and Democratic and Republican Cen-tral Committees, Prop A is a good first step in reforming the city’s budget process. But it is also not a complete

fix, which is why moderate supervi-sors like Sean Elsbernd, Carmen Chu and Michela Alioto-Pier do not support it. Ironically, Chris Daly thinks it goes too far in taking budget authority away from the Board, and is also opposed.

The Chamber Public Policy Commit-tee and Board of Directors reviewed the measure and came down unanimously on the Yes side for Prop A. It will make needed reforms, requiring sound finan-cial planning and start the city down the path to real multi-year budgeting. Next year, however, will require signifi-cant additional reforms based on pro-jected revenue shortfalls, which makes Prop A the beginning of a process, not the final fix.

Proposition D is an initiative ordi-nance placed on the ballot by signa-tures gathered by property owners and community groups in the Mid-Market neighborhood to create a special sign district between 5th and 7th Streets. It is an effort to revitalize this former theater and arts district. The measure would authorize the non-profit com-munity benefit district to regulate and install a series of electronic signs and marquees, with a percentage of ad reve-nues going to youth arts education and for operation of a Hallidie Plaza ticket booth. Endorsed by the Chamber, Mid-Market ARTS Alliance, the Democrat-ic and Republican Central Committees, SPUR, the POA and the Market Street

Association, it is a community solution to decades of blight and civic neglect. It amends the city-wide ban on new gen-eral advertising in a very targeted way for community benefit and economic revitalization of Mid-Market.

Regarding the remaining measures, the Chamber supports Prop C, which will allow the Recreation and Park Depart-ment to again sell naming rights for Candlestick Park. Millions of dollars can be raised for recreation program-ming, even during the remaining years of the Forty Niner lease with the sale of a stadium name. We oppose both Prop B, which removes the Charter imposed cap on aides to Supervisors and Prop E, which would ban any extension of the successful news rack, bus shelter and other programs that rely on ad revenues to construct and maintain.

A thankfully short ballot on November 3, but one with some important mea-sures that each of us should take the time to understand. Vote November 3.

Continued from cover...Hetch HetchyIn response to this critical vulnera-bility, the San Francisco Chamber of Commerce took the lead to organize the business community around the importance of rebuilding the source of San Francisco’s world-class, high-quality water supply. From an eco-nomic development perspective, the access to water enjoyed by Bay Area residents, businesses and visitors gives the region a distinct advantage over other west coast urban centers, many of which are facing severe water shortages.

“With California’s water supplies threatened by drought, earthquakes and a growing population, the SFPUC is working hard to ensure they can continue to deliver reliable, high-qual-ity water into the future,” according to Ed Harrington, General Manager of the SFPUC.

San Francisco’s water comes primarily from Tuolumne River snowmelt that is collected and stored in the Hetch

Hetchy Reservoir. 85 percent of this water originates in the High Sierra and requires no pumping to travel by gravity to the Bay Area the remainder of our water comes from local sources. The Water Enterprise provides high-quality drinking water to millions of customers in San Francisco, San Mateo and parts of Santa Clara and Alameda counties.

In addition to the rebuild, the SFPUC is developing a Recycled Water Master Plan to use highly-treated wastewater for irrigation and similar uses. The SFPUC is also promoting water con-servation among its residential and commercial customers by provid-ing rebates for water-efficient appli-ances and low-flow toilets. Today the SFPUC’s challenge is to provide water, wastewater and power servic-es on a sustainable basis for future generations.

“Hetch Hetchy provides the region with some of America’s purest water, delivered without energy consuming pumping or filtration – the “greenest” water system in the nation. It is a great asset of which we can all be proud,” says Jim Lazarus, the Chamber’s senior vice president/public policy.

In addition to several projects which have been now been finished, the Hetch Hetchy repair and renewal pro-gram EIR has been completed and construction projects are being iden-tified for 2010 implementation. She credits knowing the back stairs and exits to each of the 633 venues in San Fran-cisco that can host an event as one of the reasons for her continued success. Prior to establishing Organized Chaos Events, Constance spent seven years as vice-president of the Los Angeles Concierge Association.
