Online Enrollment Instructions To access eBenefits from the County of Ventura Intranet, type vchrp in the address bar.
To access eBenefits from the Internet (i.e. from home), type https://vchrp.co.ventura.ca.us/.
Enter your User ID (EmplID) (Your Employee ID number can be found on your paycheck stub.)
Enter your Password (If you forgot your password and have not set up the “Forgot Your Password” feature, please contact Benefits so they can reset your password – (805) 654-2570.)

Once you are signed in: Click the Self Service link on the Main Menu. On the next menu, click Benefits, and then select Benefits Enrollment on the third and final menu.

Click Select to begin making Open Enrollment elections for the new Plan Year.

After you click Select, only plans available to be updated/changed during Open Enrollment appear.
Click Benefit Plans Handbook to be linked to the Benefits internet site where you can review additional information about your benefit options.
Click Edit next to the plan you want to change or review.

Medical, Dental, and Vision Clicking the Edit button next to Medical, Dental, or Vision displays all the plan options you are eligible for. Under each plan option that’s available to you, you’ll see the biweekly cost for each plan and your Flexible Credit allowance (Flexible Credit allowance is only listed under Medical). If no change is made, your current coverage will continue into the next plan year.
If electing a new medical plan, click the radio button to the left of the new plan to select that coverage. This will remove the indicator from your current plan.

If you need to add a new Dependent (not listed on the summary) to your current or new coverage, please complete an Enrollment and Change Form (you can find this form on our website: http://www.ventura.org/benefits/flexible-benefits), and submit the documents to County HR/Benefits (brown mail #1970).
Click the Update Elections button to save your changes. IMPORTANT: Your changes will not be sent to Benefits until you get to the confirmation screen. Please do not log out until you get to this confirmation screen (see the last page of this document for an example of what this screen looks like). A summary of your election, election cost, and covered dependents will appear.
Click the UDependent Provider ListU hyperlink to add your dependents’ primary care providers.
Verify that any dependents that should be enrolled have a check in the “Enroll” box next to their name. Only dependents with a check are considered enrolled in the plan.

Click to add your primary care provider. Make sure you are selecting a provider from the right “Medical Vendor” list (UHC 1 = UnitedHealthcare HMO Network 1, UHC 2 = UnitedHealthcare HMO Network 2, VCHCP = Ventura County Health Care Plan)

Remember, new coverages are effective the pay period following the first deduction, as indicated in the “Notes” section. Click Update Elections to continue with Open Enrollment changes, or click Discard Changes to exit to the summary page without making changes to your current elections.

Flexible Spending Accounts Clicking the Edit button next to Flex Spending Health – U.S. or Flex Spending Dependent Care allows you to enroll/re-enroll into a Flexible Spending Account. IMPORTANT: Your election and annual pledge from the current plan year will NOT roll over into the new plan year. You must make a positive enrollment every year during Open Enrollment if you wish to continue contributions into a Flexible Spending Account.
After you have verified what annual pledge (if any) you want to contribute, click Update Elections.
Note: If electing an HCFSA, a UWorksheetU hyperlink appears, enabling you to calculate bi-weekly/annual pledge amounts. After determining your pledge, click the UReturnU hyperlink to continue with your election.

Click Update Elections to continue with Open Enrollment changes.

You will be directed back to the Enrollment Summary page. If you’re done making changes and/or reviewing your elections, click Submit to send your Open Enrollment elections to County HR/Benefits. We recommend that you print this summary page for your records before clicking the Submit button.

After you click Submit, the system requests a final verification of your elections.
Click Submit to finalize your elections, or Cancel if you wish to make more changes to your benefit elections.

Click OK to complete your on-line Open Enrollment. You may go back in and make changes as many times as you want between November 1 and November 30. Your Open Enrollment Event Status will display as “Submitted” until County HR/Benefits finalizes your elections and sends you a confirmation statement in the mail. If you have any further questions, please contact your Department’s Benefits Representative or County HR/Benefits at (805) 654-2570.
