Requests to Record Proceedings The Mayor advised Councillors that he had received a request to make an audio recording of the meeting. The Mayor asked Councillors if there were any objections to the granting of consent to the request to record proceedings. No Councillors declared any objection to the request. The approval was granted.

Gallery Behaviour The Mayor reminded the gallery that Council’s Code of Meeting Procedures requires the gallery to be silent at all times, and that members of the gallery must not interject or take part in the debate. Any person who is called to order, may be asked to leave the Chamber. The Mayor advised that notwithstanding this, he will invite members of the gallery to speak, for up to two minutes either in support or against a recommendation.

The Mayor read the following: Hume City’s religious diversity strengthens and enriches community life and supports the well-being of the citizens of Hume City. Hume City Council acknowledges the importance of spiritual life and the leadership offered by the Hume City Inter Faith Leaders Network. In recognition of the religious diversity of residents in Hume City, Council has invited the Inter

The Mayor drew Councillors' attention to the provisions of the Local Government Act 1989 in relation to the disclosure of conflicts of interests. Councillors are required to disclose any conflict of interest immediately before consideration or discussion of the relevant item. Councillors are then required to leave the Chamber during discussion and not vote on the relevant item.

Your outstanding efforts in the establishment and operation of the Hume Men’s Shed assist in providing opportunities for all men to work on meaningful projects and to experience physical activity and social interaction in a safe environment. Your enthusiasm to help others, and provide friendship and support across Hume is to be admired. You are a valued member of the Hume community and Council congratulates you for your dedication.

7.2 Resident of the Month (June) - Ms Mary McAdam

The Mayor read the following citation and presented Ms McAdam with a certificate:

This certificate is presented in recognition of your community dedication and volunteer work. Hume City Council acknowledges your passion for the community and your success in the management of the Mature Persons Food Group & Food Services for 11 years, providing over 2500 food parcels and meals per year to the local community. By providing food, emergency relief and support programs to people in need, you have delivered outstanding support for isolated or disadvantaged people living in Hume. Your dedication is a wonderful example of kindness and consideration for all members of the community, and your enthusiasm to help others is to be admired. You are a valued member of the Hume community and Council honours and congratulates you for your dedication.

7.3 Sustainable Cities Awards 2015

The Mayor acknowledged Council’s receipt of the Community Action and Leadership Award as part of the Keep Australia Beautiful Victoria Sustainable Cities Awards 2015, held on Friday, 12 June 2015. The Award was presented to the Hume Enviro Champions Program, and the Mayor congratulated all community members and Council officers involved in the program.

Question 1:

When is Council going to change their website to show the correct operating hours for 500 Sunbury Road; a permitted landfill under planning permit 1488? Council’s website shows operating hours Monday to Friday 7.00am to 4.30pm and Saturday 7.00 am to 2.pm; whereas the planning permit issued on the 23rd May 1993 shows operating hours Monday to Friday 7.30am to 4.00pm and Saturday 7.30 am to 1.pm. Councils website was updated on the 12th May 2015?

The reference to the landfill and hours of operation will be removed from Council’s web page.

Question 2 :

At the recent VCAT hearing on the 17th to 20th March 2015, the senior member stated that the landfill planning permit 1488 only permitted filling of the quarry hole and a dome of 2.5 metres on top of the quarry hole. This amounted to 1.2 million cubic metres of waste.

When are council going to issue enforcement proceedings as the dome and surrounding area has reached 12 metres on top of the quarry hole: which has been filled, and at least 80% of the site is covered with an additional 1.2 million cubic metres of waste?

Response: Chief Executive Officer

This site is not only affected by a planning permit, but also an EPA works approval. Council is aware that the EPA has been working with the site operators to deal with matters associated with the works approval. This includes appropriate capping of the site in accordance with the EPA works approval. In regard to the specific amount of fill and height alleged, this will be followed up with the EPA to confirm contour levels.

MR FRANK RIVOLI

Question 1:

The Hume Residents Airport Action Group is seeking support from our councillors and the City of Hume to have the Melbourne Airport third runway development declared a controlled action under the Environmental protection and Biodiversity Conservation Act 1999.

Will the Council on our behalf write to the Premier of Victoria and the State Environment Minister to determine the Victorian Government position and request it make a submission to have this development declared a controlled action?

2.1 the traffic surveys on Cornish Street during school peak hour ‘drop off’ and ‘pick up’ times, recorded 85th percentile speeds of 49.5km/h and 49.3km/h respectively, in the 40km/h school speed zone indicating that traffic calming devices are required in the vicinity of the school crossing.

2.2 kerb outstands and road cushions are proposed to be installed at the Cornish Street school crossing in Council’s 2015/16 Capital Works Program under the Traffic Management allocation at an estimated cost of $20,000.

2.3 That Council writes to Sunbury West Primary School advising them of Council’s decision and timeframes for the installation of traffic calming devices.
