    Requests to Record Proceedings The Mayor advised Councillors that he had received a request to make an audio recording of the meeting. The Mayor asked Councillors if there were any objections to the granting of consent to the request to record proceedings. No Councillors declared any objection to the request. The approval was granted.

    Gallery Behaviour The Mayor reminded the gallery that Council’s Code of Meeting Procedures requires the gallery to be silent at all times, and that members of the gallery must not interject or take part in the debate. Any person who is called to order, may be asked to leave the Chamber. The Mayor advised that notwithstanding this, he will invite members of the gallery to speak, for up to two minutes either in support or against a recommendation.

    ORDER OF BUSINESS

    1. PRAYER

    The Mayor read the following: Hume City’s religious diversity strengthens and enriches community life and supports the well-being of the citizens of Hume City. Hume City Council acknowledges the importance of spiritual life and the leadership offered by the Hume City Inter Faith Leaders Network. In recognition of the religious diversity of residents in Hume City, Council has invited the Inter

    Faith Leaders Network to take responsibility for the opening prayer at Council meetings. This evening’s prayer will be led by Omer A Ergi of the Serenity Islamic Research Centre.

    Omer A Ergi read the prayer: Euzu billahiminesseytaanirraciim Bismillahirrahmenirrahiim. Alhamdulillahi Rabbil alemin, Errahmaanirrahim, maaliki yawmiddin, iyyake na’budu wa iyyake nastaiyn, ihdina siraatal mustakiym, siraatallezine an amta aleyhim, gayril magdubi aleyhim walad-daaliyn, amin.

    Hasbunallahu wa nimal wakil, nimal mawla wa niman-nasiir, gufranake rabbena wa ileykel masiir, Tawakkal tu Alallah, Tawakkal tu Alallah, Tawakkal tu Alallah, Rabbena atina min ledunke rahmeten ve hayyi’lena min emrina rasheden, Allahumme inni es’eluke ilmen naafian wa amelen mutekabbelen ve rızkan tayyibaa, Rabbena atina fiddunya haseneten wa fil ahirati haseneten wa kinaa azaben-naar, Rabbenag firli wa li walidayya wa lil mu’minune yawma yakumul hisaab.

    Our Lord! We have put ourselves in your hands, grant us Your mercy and give us guidance in our personal, social and professional affairs. O Lord, we beseech from You beneficial knowledge, good manners and lawful income. O Lord, protect our mothers, fathers, children, relatives and friends with your infinite mercy.

    O Lord, give us the strength to be good human beings, protect us and our fellow Australians from all types of calamities, disasters, misfortunes and tragedies.

    O Lord, protect us from the ugliness of racism, bigotry, intolerance, religious vilification, social injustice and all forms of radicalism and extremism.

    Protect our youth and guide them onto the right path, help them become well educated, contributing citizens who possess good manners and respect for their fellow human beings.

    Oh Lord! Bless this assembly and accept their prayers, grant peace, prosperity, joy and happiness to all the members and their families. Amin.

    3. DISCLOSURE OF INTEREST

    The Mayor drew Councillors' attention to the provisions of the Local Government Act 1989 in relation to the disclosure of conflicts of interests. Councillors are required to disclose any conflict of interest immediately before consideration or discussion of the relevant item. Councillors are then required to leave the Chamber during discussion and not vote on the relevant item.

    The Mayor advised that there were no records of assemblies to report on this section of the Agenda.

    5. CONFIRMATION OF COUNCIL MINUTES Minutes of the Ordinary Council Meeting of 11 May 2015 and the Ordinary Council (Town Planning) Meeting of 25 May 2015, including Confidential Minutes.

    Moved Cr Vic Dougall, Seconded Cr Helen Patsikatheodorou THAT the Minutes of the Ordinary Council Meeting of 11 May 2015 and the Ordinary Council (Town Planning) Meeting of 25 May 2015, including Confidential Minutes, be confirmed.

    7. PRESENTATION OF AWARDS

    7.1 Resident of the Month (May) - Mr Peter Rayner The Mayor read the following citation and presented Mr Rayner with a certificate:

    This certificate is presented in recognition of your community dedication and volunteer work. Hume City Council acknowledges your passion for the community and your support for Hume’s male residents through your significant involvement with the Hume Men’s Shed. Your outstanding efforts in the establishment and operation of the Hume Men’s Shed assist in providing opportunities for all men to work on meaningful projects and to experience physical activity and social interaction in a safe environment. Your enthusiasm to help others, and provide friendship and support across Hume is to be admired. You are a valued member of the Hume community and Council congratulates you for your dedication.

    7.2 Resident of the Month (June) - Ms Mary McAdam The Mayor read the following citation and presented Ms McAdam with a certificate:

    This certificate is presented in recognition of your community dedication and volunteer work. Hume City Council acknowledges your passion for the community and your success in the management of the Mature Persons Food Group & Food Services for 11 years, providing over 2500 food parcels and meals per year to the local community. By providing food, emergency relief and support programs to people in need, you have delivered outstanding support for isolated or disadvantaged people living in Hume. Your dedication is a wonderful example of kindness and consideration for all members of the community, and your enthusiasm to help others is to be admired. You are a valued member of the Hume community and Council honours and congratulates you for your dedication.

    7.3 Sustainable Cities Awards 2015 The Mayor acknowledged Council’s receipt of the Community Action and Leadership Award as part of the Keep Australia Beautiful Victoria Sustainable Cities Awards 2015, held on Friday, 12 June 2015. The Award was presented to the Hume Enviro Champions Program, and the Mayor congratulated all community members and Council officers involved in the program.

    Question 1:

    When is Council going to change their website to show the correct operating hours for 500 Sunbury Road; a permitted landfill under planning permit 1488? Council’s website shows operating hours Monday to Friday 7.00am to 4.30pm and Saturday 7.00 am to 2.pm; whereas the planning permit issued on the 23rd May 1993 shows operating hours Monday to Friday 7.30am to 4.00pm and Saturday 7.30 am to 1.pm. Councils website was updated on the 12th May 2015?
