OSU Parking Utilization Study Overview In the fall of 2014 OSU conducted a comprehensive bicycle parking survey. The survey recorded bicycle rack capacity, utilization and condition. The survey was conducted on Tuesday and Wednesday, October 21 and 22. The weather conditions on the days of the survey were fair for biking. Both days were approximately 51 degrees, with occasional showers. In previous years the survey was conducted earlier in the month of October in hopes of capturing better weather and bike parking peak utilization values. In 2014, the survey was moved to later in the month to coincide with the OSU vehicle parking utilization study.

Total capacity for on-campus bike parking was found to be 8,181 of which 2,755 (33%) spaces are covered and 5,426 (66%) spaces are uncovered (Appendix A). This reflects an increase in capacity over the 2012 survey of 690 spaces. The ratio of covered to uncovered spaces has also increased from 31% to 33%. The survey measured a maximum campus bicycle parking utilization rate of 55%. This utilization reflects a slight (1%) reduction in utilization from the fall 2012 survey, which recorded total campus utilization of 56%. Numerous locations still experienced utilization in excess of capacity. Utilization values at residence halls, dining halls, the Valley Library, Waldo Hall and Gil Coliseum, among other buildings, exceeded 100% utilization.

Methodology The survey was completed with the assistance of OSU Sustainability Office and the Alternative Transportation Advisory Committee (ATAC). The OSU Sustainability Office organized and directed survey participants, which included various OSU student, faculty, and staff volunteers. Map development, database management, calculations and analysis were completed by University Land Use Planning.

The 2014 bicycle parking utilization survey was conducted on two consecutive days, Tuesday and Wednesday October 21 and 22. Both days had fair/cool weather for bicycling. On both days it was approximately 51 degrees, with occasional showers. The study is conducted on two consecutive days instead of one to capture utilization differences that may occur between locations on typical student lecture and lab days. This allows the survey to provide a more detailed measure of bicycle parking utilization. For the first time, the bicycle parking study was scheduled to coincide with the vehicle parking study.

Surveyors operated between 10 am and 12 pm, attempting to capture peak utilization. Surveyors used the inventory of bicycle racks developed for the 2012 survey to record bicycle rack locations, condition and utilization. Capacity and utilization values were then entered into the existing database, updating the inventory from previous years. In the event that new racks have been added or previously existing racks are found to be missing the database and maps are updated accordingly.

Bicycle parking is grouped by location, where a location is one or more bicycle racks on the side or entrance of a building or structure. Each location is assigned a unique identification number and is mapped (Appendix B). Individual locations may contain multiple types of racks; either covered or uncovered (Appendix C). University Land Use Planning records bicycle parking locations in a database with the number and type of parking (covered vs. uncovered) as well as other details. All locations are mapped using ArcGIS software. Reports are generated from the database to depict the existing bicycle inventory and utilization on campus. All data contained within this report reflects the maximum utilization recorded during the survey.

Inventory

In the spring of 2015, after conducting the 2014 bike parking utilization study, University Land Use Planning conducted a secondary inventory of capacity. The purpose of this inventory was to identify individual racks by unique attributes and identify specific rack locations. The locations and racks identified through this secondary inventory are illustrated in Attachment B. The 2015 spring inventory of capacity revealed that the 2014 study missed some bike parking locations. However, the fall 2015 study will be modified to capture those locations.

Total bicycle parking capacity surveyed through the 2014 study was 8,181 parking spaces of which 2,755 (33%) are covered and 5,426 (66%) are uncovered (Appendix A). Relative capacity of covered to uncovered racks by location is displayed in Appendix C. Hoop racks are the preferred style of bike rack for installation and utilization. They provide greater user-convenience for placing, securing and maneuvering of bicycles. These racks represent 6,084 (74%) of total capacity. Older, galvanized wheel racks provide the majority of the remaining bicycle parking, or 2,020 (25%) of total capacity. The remaining 1% capacity is comprised of bike lockers, and other styles of racks.

Bicycle parking must be constructed with most new development on campus and is usually based on a percentage of the vehicle parking requirements. Corvallis Land Development code (Section 3.36.50.13 – Bicycle Parking) requires that at least 50% of new bicycle parking capacity be covered. The percentage of covered bicycle parking on campus increased since the 2012 survey by 2% from 2,326 to 2,755 spaces.

The overall number of bike parking spaces inventoried increased 690 spaces over the 2012 values. The percentage of covered parking spaces increased between the two survey periods (31% and 33% respectively both years). The percentage of hoop racks also changed. The 2014 survey recorded the continuation of a trend in the increase of hoop racks over non-hoops. In 2014 hoop racks represented 74% of spaces, while in 2012 hoop racks represented 69% of total available spaces. In 2010 only 44% of OSU bike racks were hoops. This increase in hoop racks over wheel and other types of racks is due to two factors. OSU has removed and replaced outdated and damaged wheel racks with hoop racks. Also, hoop racks are the standard style required by the City of Corvallis for installation with new construction. Therefore, all new construction features hoop style bike racks.

Utilization Survey results show that the OSU campus had a maximum bicycle parking utilization rate of 55% during the peak time period. This is a 1% decrease from the 2012 survey. In some areas utilization still exceeded capacity and bicycles were found outside of racks locked to railings and light posts. On the two days of the 2014 survey there was an average of 130 bikes secured outside of racks. The survey recorded 146 and 116 individual bicycles locked outside of designated bicycle parking locations. The 2012 survey recorded an average of 148 bikes locked outside of racks. With increased capacity and similar utilization, the 2014 survey indicated fewer bikes were being secured in inappropriate places.

In a change from the 2012 survey, the 2014 survey revealed that Campus Sector A received the highest utilization of bicycle parking, at 80%. Sector A comprises the agriculture buildings on the western edge of campus. There are only 20 bicycle spaces available in sector A, a decrease from 36 in 2012. Sector G and Sector C had similar levels of utilization, 60% and 59% respectively. Sector G contains residence halls as well as the Parking Structure the Alumni Center, and contains 936 parking spaces. High utilization values in Sector G largely represent bikes parked at residence halls. Sector C contains the campus core, and most of campus’ more intensively used buildings and also much of the student housing. The 2014 survey shows that sector C contains 64% of OSU campus bike parking capacity. In 2012 it contained 66% of parking capacity. In 2014 sector C had a maximum utilization rate of 59% which represents 3,054

parked bicycles, or 68% of the total bicycles parked on campus. Sectors D received the third highest utilization at 49%. Appendix D illustrates bicycle rack utilization by location for the entire campus.

During the survey, bicycle parking near 23 buildings experienced a utilization of 100% or greater. This is 8 more buildings than in 2012. A few of the buildings with the highest utilizations were the Energy Center, West Dining Hall, Buxton Hall, Waldo Hall and Merryfield Hall.

Damaged and or missing bicycle racks were noted during the survey. Fifteen racks were either damaged or unanchored. This represents a decrease in damaged and unanchored racks from 2012, when 33 racks were recorded as being in need of maintenance. The locations of racks requiring further attention are shown in the Bicycle Parking Survey Damage Report (Appendix E and F).

Future Efforts In the future University Land Use Planning will continue to measure bicycle parking in conjunction with the vehicle Parking Survey. Future data analysis methodology may differ as the Bicycle Parking Study moves away from the use of MS Access and toward a streamlied, Excel based method. Capacity inventory will be verified in advance of utilization data collection, and more maintenance of the existing GIS inventory will occur throughout the year to facilitate a simplified process. Additionally, data collection will differ in the identification of more specific rack locations. As identified in Appendix B, after conducting the 2014 Bicycle Parking Study, University Land Use Planning identified numerous racks that were not captured in the 2014 inventory and utilization survey. The 2015 study will be adjusted to capture any locations missed in previous years.
