The mission of the Sioux Falls Police Department is partnering with the community to serve, protect, and promote quality of life. Our mission statement says a lot about who we are and what we do. Even though we have 235 sworn police offi cers, we realize that our partnership with the community is vital to maintaining a safe city. We are continually looking for new ways to foster that partnership, be it through new programs or existing ones. Without the continued support of our community our task would be a very diffi cult one.

2014 was a diffi cult year for me as I formally bid farewell to 22 police offi cers and our administrative assistant. There was an incredible amount of talent that went out the door with these retirements and I couldn’t be more proud of their many accomplishments. We wish them all the best with the next chapter of their lives. In anticipation of these many vacancies, we were in a hiring and training frenzy all year. We have been fortunate to fi nd some incredibly talented people to join our ranks and the department will be in good hands as we go forward.

I am very thankful for Mayor Huether and the members of the City Council. Their continued support of law enforcement in this community is to be commended.

The continued dedication and professionalism of the men and women of this department allow us to overcome these challenges and continue to make this one of the safest cities in America. SFPD Wins 2014

Collaboration With State Agencies Creates Deer Management Program

The Sioux Falls Police Department worked with South Dakota Game, Fish and Parks to develop a deer management plan that included a review of the issues and methods to monitor the deer population. The process included receiving ongoing public input with two public meetings and an online survey with 956 respondents. The result is an integrated approach of nonlethal and lethal methods, considering humane, economic, ecological, and socially acceptable alternatives.

Two Fleet Maintenance Employees Transfer to Public Works The Sioux Falls Police Department

worked with Public Works to transition two Police employees who were assigned to fleet maintenance to the Public Works Fleet Maintenance Division. This transition provided efficiencies in all aspects of this operation, from training and support of personnel to a more centralized process of maintaining our extensive Police Department vehicle fleet.

26 New Police Officers in 2014!The Sioux Falls Police Department hired an unprecedented 26 people to fill vacancies in the department

as a result of retirements and the addition of four new officer positions provided in the 2014 budget.

New LED Lighting in Law Enforcement Buildings Creates Savings

In 2014, the Sioux Falls Police Department installed new LED light fixtures in the garage of the Law Enforcement Center as well as in the Evidence Storage Area of the Graybar Building. The savings projected with these new “green” light fixtures are estimated to be $5,500 per year for the Evidence Storage Area alone.

Crime Concerns Addressed With Patrons of Van Eps Park

During the summer, amid growing community concern about the safety of citizens in the Van Eps Park area, the Sioux Falls Police Department stepped up visibility and enforcement efforts. This effort, along with the ordinance change to ban alcohol in the park, resolved a problem as well as made the park safe for all citizens.

Funding for Five New Officers From the U.S. Department of JusticeThe Sioux Falls Police Department

applied for and received funding for hiring five new officers through a grant from the Office of Community Oriented Policing Services of the U.S. Department of Justice. This grant will cover on average 50 percent of their wages and benefits over a period of three years. This is a competitive grant writing process, and we are pleased to continue our partnership with the community in placing more officers on the streets to expand our outreach efforts to Sioux Falls’ diverse community.

10#Transition to 9mm Glock Handguns Improves Officers’ Qualification Scores

In 2014, the department transitioned from .40 caliber Glock handguns to 9mm Glock handguns. Overall, the department’s average qualification scores were improved by 6 percent. The number of officers shooting a perfect score jumped from 15 in 2013 to 43 in 2014. These increases were in large part due to the reduction in felt recoil and ease of operation.

Walking and Biking Downtown Improves Safety and Builds Relationships

Sioux Falls Police patrol officers increased their visibility and efforts in the downtown area and the neighborhoods surrounding downtown, including the Pettigrew Heights and Whittier neighborhoods. Officers also assisted in improving safety with projects such as Walk a Block With a Cop.

A 100-Percent Homicide Clearance Rate for 2014The Sioux Falls Police Department

consistently has a case clearance rate (solvability or arrest) far higher than the national average. Our clearance rate for violent crimes is 72 percent, while the national average is 48 percent. Our clearance rate for serious property crime is 37 percent, while the national average is 19.7 percent. In 2014, all homicides investigated were solved.

Addressing Homelessness by Supporting the Bishop Dudley Hospitality HouseThe Sioux Falls Police Department

worked closely with the Catholic Diocese of Sioux Falls to develop a security plan for the center and address the concerns of the surrounding neighborhood. The diocese hired the officer who was on the Steering Committee to be the Executive Director for this new shelter.

Training |

During 2014, the department conducted 15 in-service training sessions for department personnel. This training consisted of defensive tactics, legal updates, rapid deployment/medical training, peer support training, and employee wellness.

In addition to in-service training, the department sent staff members to 159 diff erent training programs that were conducted both in-house and outside the department. A total of 36,124 hours of training were completed by department personnel.

Some major accomplishments for the training team in 2014 were:

• Training of 26 new recruits. Building on basic standards/certifi cation the training team facilitated the in-house training program for 26 new recruits. This training included classroom training, experiential, and reality-based training. The training was designed to augment the PTO program implemented last year.

• The transition to Glock 17 9mm took just over

one month to complete. Our qualifi cation score averages went from an 89 percent in 2013 using the Glock .40 caliber, to 95 percent after the 9mm switch! There were 43 perfect scores with the 9mm compared to 15 perfect scores in 2013. That is an increase of almost 3 times the number of perfect scores!

• The Sioux Falls Police Facebook and Twitter

accounts have continued to grow. There are several thousand followers on each social media platform. The vast majority of the followers hold the police department in high regard. This has been a great way to connect with the residents. We are able to highlight what is taking place in the department and share the positive contacts offi cers have within the community.

• The training team facilitated a Citizen’s Academy

in partnership with Metro Communications. There were 26 people who graduated from this program in March of 2014.

Police Records | In 2014, the Records Section continued their excellent service in transferring information from patrol offi cers to the records management system. Here are a few of the items handled during the year:

Honor Guard | 2014 was a very quiet year for the Honor Guard. Thankfully the team was able to fi ll many Colors Presentations for various civic organizations. The Colors team also led the fi rst lap of the annual Relay for Life cancer walk and the Parade of Lights.

We were very grateful to be asked to help with the fi nal honors ceremony for a Minnehaha County Emergency Management Dive Team member that lost his life during a training exercise. The team also took part in the State of South Dakota’s annual Police Week ceremony in Pierre and the Project Blue Light recognition event that took place at the Empire Mall.

Northeast Quadrant

14th Street and Minnesota Avenue Explosion.

Offi cers and Sergeants assigned to the Northeast Quadrant worked in 2014 to solve problems and enhance quality of life for the citizens of Sioux Falls.

Community Policing | Downtown Liaison Offi cer Program: This year specifi c Offi cers and Sergeants were assigned the responsibility of policing Downtown. They took part in high-visibility patrols and partnered with residents and business owners to maintain a safe environment. One of our main goals was to have citizens who know their Offi cers and Offi cers who know the citizens they serve.

Whittier Neighborhood Initiatives: With the Good Shepherd Center closing and the Bishop Dudley Hospitality House opening in 2015, Whittier Neighborhood residents had concerns about increasing crime.

Offi cers and Sergeants on Shift 3 began a lighting assessment to ensure that streets and alleys were properly lit. Locations where crimes had occurred were taken into account and given extra consideration.

Offi cer Chad Campbell took part in the planning of the new Bishop Dudley Hospitality House that included a facility that takes the safety of both the clients and the neighborhood.

Our Offi cers and Sergeants have provided high visibility patrols on foot and on bicycles. We topped this eff ort off in September by implementing Walk a Block With a Cop in the Whittier Neighborhood.

Cops Care for Kids Packs | Sergeant Candice Gearman and Offi cer Michelle DeSchepper assembled care packages to be given to children involved in critical or stressful situations. These include a reusable string pack with crayons and a coloring book.

Human Traffi cking Enforcement And Awareness | Our Street Crimes Unit continues to take the lead in Human Traffi cking enforcement and awareness in our area. The partnerships they have created make it diffi cult for crimes to go unnoticed in our local hotels.

The members of the Street Crimes Unit took part in several seminars this year to raise awareness about Human Traffi cking. Truckers Against Traffi cking, the Human Traffi cking Seminar in Sioux City and Senator Kristi Noem’s Justice Against Slavery Summit are examples.

Northwest Quadrant

An attempted drug robbery led to the seizureof 31 pounds of marijuana and several arrests.

Northwest Quadrant Summary 2014 |

The Northwest Quadrant maintains the highest call volume by area. Our primary focus is our partnership with the residents and business owners, and fostering an environment of trust and respect with the citizens involved.

1. The largest project completed this year would have to be the Denny Sanford Premier Center. Throughout the fi nal completion stages of the event center, offi cers from the Sioux Falls Police Department were instrumental in several diff erent aspects of the facility, including:

• Consulting on security questions.

• Rapid response and evacuation plans.

• Assisting with traffi c fl ow and parking issues around the facility.

• Assisting with neighborhood concerns about upcoming events and how the center will aff ect quality of life in the area.

2. Foot and bike patrols have been a focal point within the Pettigrew Heights area. Offi cers have closer contact with the residents and business owners, as well as a presence in areas of concern. Mayor Huether, Department Directors, and Offi cers attended neighborhood meetings on a regular basis and demonstrated the importance of maintaining a team mentality with the community.

3. The NW quadrant offi cers made community policing a primary focus. The offi cers demonstrated the departments’ mission statement on a daily basis with the sole purpose of fostering police and citizen relationships. A primary focus during events is to continue our great relationship with the citizens and business owners, and expand our relationships with the children. These events were continued and expanded upon from past years:

Top Southeast Projects of 2014 |

• Thefts from unlocked garages and vehicles are two of the biggest problems in the Southeast Quadrant. Door hangers were distributed to increase awareness about the thefts and offi cers reminded people about the importance of locking garages, installing deadbolts, and locking vehicles. This increased awareness has helped to reduce the thefts.

• Traffi c remains an area of emphasis with the many miles of open road. Offi cers spent a great deal of time on South Sycamore Avenue and East 57 Street in response to speeding concerns.

• With a steadily growing deer population on the south end of the city, members of the Sioux Falls Police Department and the South Dakota Department of Game Fish and Parks drafted a Deer Management Plan. This process involved public meetings seeking input, an area resident survey, and studying similar plans in other cities in the state. This plan will serve as a mechanism to control the deer population for the future.

1. Augustana College/University of Sioux Falls Fall

Saturation

This was the fourth year for the Augustana College/University of Sioux Falls Saturation Project. This year was a continuation of successful years past, where offi cers spoke with both colleges and the area residents to address and identify concerns. Students were explained the expectations from the student body and the consequences of their actions from both Police and the college.

Our eff ort in and around both college campuses have shown the students and the surrounding neighborhood residents that the Police Department and Campus Security are working together to keep the neighborhood safe.

2. Operation Blue Light

The 5th Annual Project Blue Light Memorial Event was held on October 23, at 6:30 p.m. at the Empire Mall. The keynote speaker this year was Lincoln County States Attorney Tom Wollman. This project was spearheaded by Offi cer Cody Schulz with the assistance of other offi cers.

Project Blue Light is a memorial event that remembers and recognizes the fallen law enforcement offi cers from South Dakota. This memorial is to ensure that the memories of those fallen law enforcement offi cers are not forgotten or neglected during the hustle and bustle of the holiday season.

3. School Evacuation and Reunifi cation Exercise

On November 18, the Sioux Falls Police School Resource Offi cers were asked by the school district to be involved with their reunifi cation exercise. The purpose of the exercise was to familiarize agencies involved, identify responsibilities, and the capabilities of the community to respond to a school incident. This event proved worthwhile to all involved and served as a learning experience for the public of what to expect should such an incident occur.

4. Bowling with Cops

On December 29, Offi cers Bleyenberg and Kimball planned a children’s outing for Southwest Offi cers and School Resource Offi cers to bowl and have pizza with children 10–14 years of age during the winter break. The children were selected by the School Resource Offi cers of Southwest schools that come from fi nancially challenged homes. Empire Bowl and Pizza Ranch were gracious sponsors of the event.

Traffi c Services | During 2014, the Traffi c and Park Sections assisted with the many special events that occurred in the City. From the St. Patrick’s Day Parade, to Jazz Fest, to the Parade of Lights, we ensured that all spectators and participants in the 195 permitted special events that occurred in the City were safe.

The department received another grant from the Offi ce of Highway Safety in 2014. The focus of this grant was to reduce the number of traffi c collisions as well as removing the impaired driver from the road. Through grant-funded activity, the department arrested an additional 1,106 DUIs from the streets of Sioux Falls. Unfortunately, we saw an increase in the total number of traffi c collisions in 2014, with nine of those crashes resulting in fatalities. Several projects were added to improve driver awareness and make an impact on the total number of crashes. We conducted 12 saturations patrols, a pedestrian awareness campaign coinciding with the start of school year, and assisted with fi ve sobriety check points. Several billboards were also placed around the city reminding drivers to operate more safely. The Park Offi cers were busy in the park system throughout the year as well. They patrolled the city’s bike trail system and monitored Van Eps and Tower Parks.

K-9 Unit | The Sioux Falls Police Department assists other law enforcement agencies at the local, state, and federal levels. K-9 teams are commonly called to assist various agencies during their investigations. This working relationship between the K-9 unit and these other agencies allows for more thorough investigation of criminal activity, resulting in successful case prosecution.

In 2014, the Sioux Falls Police Department’s K-9 unit remained dedicated to assisting school resource offi cers not only in Sioux Falls, but other outlying communities in keeping drugs away from schools. Police Service Dog teams were used to sweep both school lockers and parking lots at the request of those requesting agencies. The most noteworthy searches were parking lot sweeps at Roosevelt and Lincoln High Schools resulting in the seizure of illegal drugs and paraphernalia.

Crisis Negotiation Team | In September, CNU assisted in convincing an allegedly armed suspect with potential hostage to peacefully exit the home and speak with authorities.

In July, CNU spoke with a man in crisis and convinced him to peacefully seek assistance after he had taken several steps to do bodily harm.

Two CNU members attended training focused on veterans in crisis. Two CNU members attended Primary Crisis Negotiations training. Workplace violence presentations were given to government entities and several large private employers.

Investigative Services

Investigative Services Division | The SFPD Investigative Services Division is divided into four major sections (with case type examples):

• Crimes Against Persons (homicide, rape, assault, child/elder abuse and neglect, runaways, missing persons, internet crimes against children, sex off ender registration).

• Property Crimes (robbery, burglary, larceny, vandalism, forgery fraud, embezzlement, arson).

• Narcotics (drug violations, clandestine labs, alcohol violations, prostitution).

• Crime Lab (crime scene processing, latent print development and comparison, property/evidence storage, serial number restoration, blood alcohol, and drug chemistry).

Crimes Against Persons Section | The Crimes Against Persons (CAP) section investigated six homicides in 2014. The fi rst homicide was a female killed in her home by a person not known to her. The second was a female killed in her home by a person known to her attempting to rob her of narcotic painkillers. The third homicide was a violent domestic dispute where a female was stabbed and killed by her live-in boyfriend. The fourth was a female shot to death in her home by her live-in boyfriend who then shot and killed himself. The fi fth was a female strangled in her home during a drug-related struggle by a male she had just met. The sixth was another violent domestic dispute where a female was strangled in her home by her live-in boyfriend. The fi rst three, fi fth, and sixth were cleared by arrest. The fourth was cleared with the suicide of the perpetrator.

The CAP section plays an important role in the community working to combat domestic violence and child neglect/abuse. CAP detectives work closely with several advocacy agencies in performing this mission. In October, CAP played a key role in the 14th annual Community Response to Child Abuse Conference by again providing planning and presenters. A second keynote speaker was featured this year due to the eff orts of CAP personnel in supporting the event. Also in October, Detective Shellie Slattery was given the “Advocate in Action” award at the annual “Take Back the Night” event held at the Old Courthouse Museum.

The Sex Off ender registration program currently works with approximately 648 registered off enders maintaining updates and address verifi cations. This represents an 18 percent increase over 2013 when the number was 530.

The Crimes Against Persons section continues to investigate the most serious criminal cases in our community. While these cases can be quite challenging, they also can be very rewarding as every case is impacting human life.

Narcotics Section | 2014 was a busy year for the Narcotics Section and the Sioux Falls Area Drug Task Force. In 2014, over $350,000 in cash and property was seized. Over 2,000 reports were investigated and 140 search warrants executed. The SFADTF also responded to and cleaned up 15 meth labs. There were 12 presentations to organizations about meth labs and what to look for.

There has been an increase with diff erent forms of marijuana. Because many states legalized marijuana for medical and recreational use edibles, butters, and oils have begun showing up in the Sioux Falls area. Recent seizures have included hard candies and “dabs” which is a cream like substance used in e-cigarettes.

Drug bust from November 19 where 14 pounds of marijuana and $28,500 cash was seized.

Investigative Services

Property Crimes Section/Fraud | The Property Crimes/Fraud section was reorganized by combining the two sections into one. These two sections have always been separated but supervised by a PCS Sergeant. This reorganization not only helps with distribution of cases but also helps with assignments to assist the Uniformed Services Division with quadrant problems. Detectives assigned to specifi c quadrants become familiar with problems that are occurring in that section of the city and are able to build bonds with citizens and business owners in those areas.

The PCS detectives have continued to see increased problems with scrap metal thefts. As the prices of scrap metals remain high, so have the number of reported thefts. Continued partnerships with local and state recycling centers has help to identify some of the people responsible for the theft. There are still many that have yet to be identifi ed. With the use of tip lines, like CrimeStoppers of the Sioux Empire, the Sioux Falls Police Department is able to receive anonymous tips to help solve these crimes.

Crime Lab | The Crime Lab fi lled its last vacant Forensic Specialist position in January of 2014 with the hire of Forensic Specialist II Jessica Lichty which brings our staffi ng numbers up to 9 full-time employees and one temporary employee.

During 2014, the staff of the Crime Lab worked hard on preparing for Laboratory Accreditation. The Crime Lab intends to submit its application to the ANSI-ASQ National Accreditation Board in the fall of 2015 for the disciplines of Toxicology and Controlled Substance.

An increase in departmental calls for service in 2014 has equated into higher demands being placed on the Crime Lab’s employees. The crime scene discipline responded to a record number of callouts (398) which was a 19 percent increase from 2013 responses. The toxicology discipline (blood alcohol testing) analyzed more than 1,548 blood alcohol samples and performed over 601 calibrations on breath alcohol testing instruments. The controlled substance discipline (drug testing) analyzed over 1,303 controlled substance samples, which was a record and an increase of 130 percent from last year. The fi ngerprint development and comparison discipline completed more than 238 fi ngerprint requests, an increase of 25 percent from last year. The fi ngerprint discipline also processed more than 646 items of evidence for latent prints, conducted

1,907 AFIS (Automatic Fingerprint Identifi cation System) searches, and matched more than 67 latents to their contributors. Crime Lab employees also performed two serial number restorations on seized weapons.

The Crime Lab’s Property and Evidence Unit completed over 215 photography requests along with maintaining over 140,356 pieces of evidence stored in our evidence vault (a 30 percent increase from 2013). In 2014, 105,442 images were uploaded into the DIMS System for a total of more than 405,561 images currently stored in the complete system.

The Prescription Drug Take-back Program collected and properly disposed of more than 2,207 pounds of prescription drug medication.
