Camp Navajo is a former Open Burn/Open Detonation (OB/OD) area encompassing approximately 459 acres. Th e OB/OD Munitions Response Area (MRA) is divided into two Munitions Response Sites (MRS): MRS A2 and MRS B. ERRG assembled and mobilized two ten-person UXO teams to the site, after award of a competitive fi rm-fi xed price bid. ERRG was responsible for conducting a 100 percent surface clearance of MRS A2 and MRS B, and NAAD 09, which totaled approximately 361 acres. Th e tasks included transportation of MEC items to an explosive storage magazine, identifi cation of munitions debris and peforming blow in place (BIP) procedures on ordnance items that were deemed unsafe to move.

During the project, ERRG continuously exceeded the required production rate of clearing thirty-fi ve 200-foot by 200-foot grids per week. ERRG averaged 10.3 grids per day (51.5 per week). ERRG completed the entire project in ten weeks with no QA failures.As a result of ERRG’s activities, there have been 575 MEC items located and stored in the

explosive storage magazines for disposal at a later date. Although the site had historically been used for disposal of Chemical Warfare Materials (CWM) (phosgene gas, cyanogens chloride, and mustard gas), no CWM were identifi ed during the surface sweeps. MEC items encountered on site included 40mm, 75mm, and 90mm High Explosive (HE) projectiles; 75mm and 90mm Armor Piercing High Explosive (APHE) projectiles; and 90mm White Phosphorus (WP). A total of 23 grids meeting the criteria of step out grids were designated and were surface cleared. Completion of the step out grids fulfi lled the ERRG project mission.

ERRG was awarded this firm, fixed-price contract from Naval Facilities Engineering Command Southwest (NAVFAC SW) for Range Clearance and Target Removal/ Replacement (RCTRR) at Yodaville Training Range (YTR), Marine Corps Air Station (MCAS) Yuma, Arizona. Th e YTR is located within the Yodaville Urban Training Complex (UTC), southeast of the city of Yuma, Arizona. Constructed in 1998 as an urban close air support (CAS) target complex, it has provided Marine Aviators simulated urban areas in which to train.

Th e UTC is comprised of streets, target confi gurations to replicate buildings, and target vehicles laid out to resemble a typical town. Th e entire target complex is a circular area of approximately 72 acres, however, the target center is contained within a 1260-foot by 840-foot area. Th ere is a total of 192 acres which comprises both the UTC (22 acres) and 170 acres of surrounding, open desert.

ERRG was contracted to provide surface clearance for all 192 acres including the removal of ordnance scrap and target debris; inspection and clearance of all fl oor level consumable conex targets; roadway clearance to a depth of 18 inches; remove/ install targets; remove, demilitarize, shred, and recycle consumable conex and Cluster Bomb Unit (CBU) targets; and provide an After Action Report.

ERRG was contracted by the U.S. Army Corps of Engineers to perform MEC construction support services during the construction of fi ve training sites for the Infantry Platoon Battle Course (IPBC) on Camp Roberts Army Installation. Th e range area is located within the impact area of Camp Roberts. Due to the use of this area over the previous 15 to 20 years as an IPBC, it was highly anticipated that construction crews would encounter potential explosive hazards. Th erefore, MEC construction support personnel were required to be present during excavation activities to inspect soils as they were unearthed. Prior to mobilization

of crew and equipment, ERRG prepared a site specifi c Work Plan and an Accident Prevention Plan to be followed by all personnel during scheduled fi eld activities.During the early portion of fi eld activities, a total of four 105mm High Explosive (HE) munitions were encountered and subsequently disposed of by demolition operations. To

prevent further occurrences of like items on remaining soils, ERRG’s contract was modifi ed to include the performance of a Mag and Dig operation on all remaining areas associated with the IPBC planned construction footprint.Th e Mag and Dig operation resulted in the discovery of an additional seven MEC items requiring explosive demolition and was completed on the remaining areas within one week, allowing further construction activities to proceed without continued work stoppages due to additional MEC discoveries.

ERRG was contracted by the USACE to perform a time-critical removal action (TCRA) at the Former Camp San Luis Obispo, California. Th e scope of work involved preparation of project documents, including an Action Memorandum, a TCRA Work Plan, safety training presentations, informational pamphlets, public meeting posters, and an After Action Report. Recent site inspection and exploratory visits resulted in the discovery of items on the surface that indicated that a potential hazard was posed to current users of the site.

Prior to mobilization to the site, ERRG prepared an Action Memorandum in consultation with USACE that established the basis for a TCRA. Additional tasks included preparing and conducting public meetings with stakeholders and nearby residents. Prior to the start of the surface clearance, the boundary and

200-foot by 200-foot grids were surveyed and staked at each grid corner across the 170-acre site. Th e surface clearance was performed by two 10-person UXO clearance teams.During the surface clearance a total of 26 munitions items were encountered and subsequently disposed of by demolition operations. ERRG used blast mitigation measures and performed sampling at demolition locations before and after each shot to ensure that demolition operations did not result in contamination of soil with explosive residues at levels harmful to humans. ERRG installed UXO warning signs at nine entrance points and high-use areas to warn of the potential hazards. Demolition operations were conducted at the end of each workweek, which required that items found during the week be guarded by security personnel during all hours that ERRG was not on the site. Th e surface clearance was completed within the scheduled timeframe.

ERRG was contracted to conduct surface clearance and target removal and replacement within the Chocolate Mountains Range Complex (CMRC) at Marine Corps Air Station (MCAS) Yuma. Th e surface clearance included removal of all munitions and explosives of concern (MEC), material potentially presenting an explosive hazard (MPPEH), munitions debris (MD), and target debris (TD) that was 12 inches

in size or greater. ERRG also prepared and improved access routes to and within the target locations. Th is eff ort required subsurface clearance of MEC to a depth of up to 1 foot below ground surface (bgs) of all roads, access routes, and target locations within the target area. Subsurface clearance facilitated the safe use of equipment for target removal and replacement activities. ERRG

recovered, inspected, demilitarized as required, and transported to the range holding area (RHA) over 641 tons of MD and TD and destroyed over 7,700 MEC and MPPEH items.Removal of surface debris consisted of both a visual and instrument-assisted sweep. Visual sweeps were used in areas where no ground obstructions existed, and the instrument-assisted sweeps were conducted in areas with ground cover such as tall grass and shrubbery. Surface sweeps were performed under the supervision of a UXO Technician-III team leader who organized the sweep team and guided them in grid sweep activities.Targets were removed and replaced with modifi ed consumable conex containers. Th e modifi cations included painting windows and doors in prescribed locations and cutting some containers in half with use of chop-saws. All munitions-related material containing explosives were disposed of by detonation.

ERRG provided Munitions Response (MR) Services in support of a Remedial Investigation at Ft. Rucker, Alabama. Th ese services were conducted at three Munitions Response Sites (MRS) within Fort Rucker: Anti-Tank/Rocket Grenade Range, Infi ltration/Grenade Range, and .22-Cal Target Butt.

ERRG developed MEC standard operating procedures and Activity Hazard Analysis to be included in the prime contractor’s work plan. Th e Standard operating procedures were created for MEC avoidance, demilitarization, explosive transportation, intrusive investigation / mag and dig operations, MEC demolition, MEC surface sweeping, and vegetation removal.

Concord Naval Weapons Station (CNWS), Concord, California is a Formerly Used Defense Site (FUDS) that is undergoing various construction phases for the eventual release to the city of Concord for redevelopment and the United States Army for construction of an ammunition depot. CNWS encompasses approximately 13,000 acres. Th e site is divided into two areas; Tidal and Inland. Th e Tidal area consists of approximately 6,800 acres, of which the majority lies within the explosive arc of the 1944 Port Chicago Explosion.Th e U.S. Army Corps of Engineers (USACE) Sacramento District began installation of 6.5 miles of fi ber-optic cable to upgrade lighting

and security at CNWS. Th is project entailed 6.5 miles of trenching to lay the cable in the Tidal area of the site. Initially, USACE deemed this area as “low risk” of possessing MEC, however, after seven months of excavating in the Tidal area, a 75mm High Explosive (HE) projectile was discovered, thus elevating the risk to “moderate to high.”

ERRG was tasked with writing Construction Support Work Plan and Explosives Safety Submission (ESS), applicable to the construction footprint. Additionally, ERRG provided a constant MEC Support presence on site during all scheduled excavation activities, facilitating a quick response and resolution to items found during construction operations and was integral to the completion of this project in August of 2008.During the project, seven MEC items were located and destroyed by ERRG’s UXO Team.

ERRG was tasked to perform maintenance and upgrade for the 498-acre Marine Corps Air Station (MCAS) Kaneohe Bay. Th e Air Station was selected for closure under Base Realignment and Closure Act (BRAC) in 1993, and today serves as a training base for the U.S. Marine Corps.

Th e project was for range maintenance activities at the high-explosive impact area at the Marine Corps Base Hawaii (MCBH) Range Complex, including surface MEC clearance, target removal, and scrap metal recycling. A total of sixteen MEC items were recovered and destroyed during the course of the project.

ERRG’s responsibilities included the excavation of lead bullets and bullet fragments from lead-contaminated soil from the pistol range berm face, and the screening, consolidating, bagging and recycling of the lead. ERRG also regraded the berm to a 25 percent slope, placed geotextile and cast-in-place retaining wall, placed concrete masonry units (CMU), constructed a new bullet trap, installed ‘Supertrap’ material (ricochet barrier), and performed the fi nal landscaping and regressing. ERRG completed all of the project objectives in accordance with the contract scope and the project was completed under budget, on time and without accident or injury.

ERRG was selected by Navy Base Realignment and Closure Program Management (BRAC PMO) West to perform 3rd party Quality Assurance (QA) oversight for on-going munitions response projects for several active Munitions Response Sites located at BRAC sites in Northern California, including Munitions Response Sites at the Former Mare Island Naval Shipyard (MINS) in Vallejo, California. Investigations and remedial actions for MEC are in progress at these sites under various stages within the CERCLA process.

As the 3rd party QA provider, ERRG ensures that the Navy’s contractors comply with federal, state, DOD, Navy regulations and guidance, and project-specifi c approved Work Plans and QC Plans. A MEC QA Specialist is present at MINS on an ‘as requested’ basis conducting QA oversight and documentation review.ERRG’s responsibilities

included assessing the quality of the fi eld work performed, verifying that the required activities are executed in accordance with stated work plans and procedures, and conform to health and safety requirements. ERRG also ensured that the contractor’s stated and actual results exhibited a high degree of confi dence of their work to perform MMRP projects. In this capacity, ERRG provides scheduled and on-call QA oversight of MEC fi eld activities (intrusive investigations and removal actions) and corrective actions, reviews fi eld documentation, and recommends corrective actions based on results of oversight and fi eld audits. ERRG also conducted fi nal inspection/verifi cation of all MPPEH re-classifi ed as Munitions Determined As Safe (MDAS) before being shipped off -site for destruction. ERRG prepared daily QA Audit reports to document the results of the QA activities for the Navy to evaluate the quality of service and ensure compliance with the approved Work Plans, QC Plans, Explosive Safety Submissions, and Health and Safety Plans.
