Loewen (Chair); B. Singh Bansal; N. Bergen; B. Day; R. Kobes; R. Pauls; C. Wiebe; and H. Wiens Staff Present: Deputy City Manager – J. Rudolph; General Manager, Parks, Recreation and Culture - H. Enns; Director, Park Services - J. Arden; Director, Recreation and Culture - A. Friesen; Manager, Administration and MCA – D. Urquhart; and Cemetery Booking Clerk, - L. CALL TO ORDER The meeting was called to order at 3:05 p.m. .1 Introduction from the new Parks, Recreation and Culture Advisory Committee
Chair Councillor Loewen introduced himself as the new Council appointed Chair for the Parks, Recreation and Culture Advisory Committee and is looking forward to working with the committee. He shared how important this committee is to the citizens of Abbotsford and that it is an exciting time for the Parks, Recreation and Culture Department as the department develops its Master Plan for the future. 2. ADOPTION OF MINUTES .1 Minutes of the Parks, Recreation and Culture Advisory Committee meeting held
November 16, 2016 Moved by C. Wiebe, seconded by B. Singh Bansal, that
the minutes of the regular meeting of the Parks, Recreation and Culture Advisory Committee held November 16, 2016, be adopted.

Minutes of the Parks, Recreation and Culture Advisory Committee meeting, held Wednesday, January 18, 2017 at 3:05 p.m., in Room 530, at Abbotsford City Hall Page 2 4. DELEGATIONS .1 M. Gibson, Garden Manager, the Garden Project, regarding information on a
Community Garden project located near Abbotsford Community Services M. Gibson, Garden Manager, the Garden Project provided a PowerPoint presentation. The presentation included an overview of the Garden Project and its partnership with Abbotsford Community Services. The garden is located in Downtown Abbotsford and it all started on a bare gravel lot at 2408 Montvue Avenue, which has been turned into Abbotsford’s premier Urban Farm. The Garden project goals are to connect people to their food source; increase knowledge and experience with growing produce; provide skill development of the underemployed; and become economically sustainable. She shared about lasagna gardening and its program partnerships with community groups and the school district. M. Gibson invited all committee members to visit the garden. Moved by R. Pauls, seconded by, R. Kobes, that the
delegation of M. Gibson, Garden Manager, and PowerPoint presentation, regarding the Garden Project, be received for information.
PRC 002-2017 CARRIED. 5. BUSINESS OUT OF MINUTES None. 6. REPORTS .1 The Parks, Recreation and Culture Master Plan The Director, Recreation and Culture provided a verbal overview of the Parks, Recreation and Culture Master Plan. J. Rudolph, Deputy City Manager, was introduced as the Program Coordinator lead for the Master Plan Project Team. There are nine (9) master plans, seven (7) neighbourhood plans and ten (10) various studies underway. A. Friesen is the Project Director for the Parks, Recreation and Culture Master Plan and the Request For Proposals for a Consultant was posted on BC Bid last week closing on January 30, 2017. Regular updates and consultation for input will be brought to the Parks, Recreation and Culture Advisory Committee. Moved by N. Bergen, seconded by B. Singh Bansal, that
the verbal report, from the Director, Recreation and Culture regarding, the Parks, Recreation and Culture Master Plan update, be received for information.

.1 Canada 150 National Park Pass The General Manager, Parks, Recreation and Culture provided information about the Canada 150 National Park Pass. The pass is being offered as a gift to celebrate Canada’s150th Anniversary of Confederation. .2 True Sport Launches National Ride Home Campaign The General Manager, Parks, Recreation and Culture, provided information and a video on the True Sport Launch of the National Ride Home Campaign. The campaign is focusing on changing the way parents speak to their kids about sport. Link to the video: http://truesportpur.ca/theridehome

.3 Bridging the Gap N. Bergen announced the upcoming event; Bridging the Gap, transitioning from Youth Services to Adulthood and what parents need to know. The event will be taking place at Abbotsford Middle School on Saturday, March 4, 2017, and is being hosted by Abbotsford Special Needs Advisory Committee and Abbotsford School District. Detailed information will be emailed to all committee members.

Roving Exhibit: Then & Now • Display how the Nation has changed from 1867 - 2017.
• Scheduled at different events around the community, City Hall, The Reach, Library, Trethewey House, Karition House and Recreation Centres to name a few.
• Easy to transport, tells the story of Then & Now through photos and script.
• Include stories from First Nations, The Reach, Trethewey House, MSA Museum, Mill Lake Story, Sikh Temple, etc.
Outcome • To encourage residents to send in their ‘Then & Now’ photos through social
media platforms.

City Projects To-Date Celebrating Canada 150 • Canada 150 Mural Mosaic unveiled August 29 in the Matsqui Centennial
Auditorium.
• Cultural Community Partnership Table led by Allyson Friesen, Director Recreation and Culture Services. Engage in monthly conversations to connect key cultural events, for example Cultural Days.
• Increased Special Event Grant to assist event organizers and offset City in-kind costs for 2017. Increase number of community events.
• Tourism Abbotsford kicked off the Canada 150 celebrations at their hugely successful New Years Eve Party.
