students. Lessons Rates: $60.00- 1hour $35.00-30 minutes Tennis: Group (Clinics) Our group lessons will be available for adults and juniors at the

beginner, intermediate and advanced levels. Classes will be held weekdays, evenings and weekends. The student to instructor ratio will not exceed 6:1 per court. Students will learn the rules of the game, fundamental strokes, and stroke production drills as well as singles and doubles tactics.

Racquetball: Individual and Group: We will offer racquetball lessons on an as requested basis. B. On Court Operations:

General Play The Tennis Center shall be open to the public seven days a week, Including Holidays. Members can reserve courts 24 hours in advance. Court time allowed for singles will be one hour and 1 ½ hour for doubles. Leagues: We will organize Adult, Junior or Senior, USTA League teams. As one of the most important components of a successful tennis program, League tennis offers exciting competition in a social atmosphere, encouraging new membership while keeping existing members active and participating out on the courts having a good time while improving their game.Leagues will run a minimum of five weeks to a maximum of nine weeks and will be set up based on NTRP ratings. Competitive teams, consisting of a minimum of eight to fifteen players with structured rules and regulations for play, will be competing at the same skill level as their opponents in match play. Camps: Our camps offer a rare opportunity for Adult and Junior players at all levels to have their learning experience directed by current or former Top #100 ATP/WTA professionals. Having long established relationships in the professional tennis world allows us to utilize their talents and enthusiasm for the game and to have them available to help direct our camps. These camps offer several weeklong sessions during the spring and fall with four to seven weeks of junior camps offered during the summer. There will be a minimum of three junior tennis camps during the spring, summer and fall months plus additional Holiday camps.

ATP/WTA Top #100 Players pool for our camps include: five-time Grand Slam Champion Justine Henin, Andy Roddick, Mardy Fish, Olympic Silver Medalist, Anna Chakvetadze, Victoria Azarenka, Caroline Wozniacki, American standouts Sam Querrey and John Isner and the ATP World Tour No. 1 ranked doubles team of Bob and Mike Bryan to name a few.

Adult CampCity of NMB Tennis Center will offer a special camp program for adults who want to improve their game and at the same time enjoy themselvesOur Adult camps are tailored for players who want to participate in a fast track learning experience. As a way of introducing our Adult camp program former World # 1 doubles player Rick Leach will conduct our first Adult camp. Rick, a doubles specialist, has won 46 titles including 5 Grand Slam’s (3 Australian Open, 1 Wimbledon, 1 US Open), and 4 Grand Slam mixed doubles titles (2 Australian Open, 1 Wimbledon, 1 US Open). Players enrolled in the Weekly Program will have a special discount rate with our ATP/WTA player for private instruction session.

Junior Camp It is anticipated our first Junior camp will be conducted by former World #22 ATP Professional Ronald Agenor, who sustained one of the longest careers in the history of professional tennis (19 years). His wins over the world’s greatest, such as Agassi, Connors, Vilas, Wilander, Noah and Stich, to name a few earned him 3 ATP Tour Titles. Having experienced the evolution of the game during the last 3 decades he has travelled the world, experiencing many different cultures and speaks fluently in several languages. He was once Honorary Consul of Haiti in Bordeaux, France, in 1989. Recognizing the importance of tournaments to operating a successful tennis facility we will offer a variety of USTA sanctioned tournaments. These will cover Junior, Adult, Senior and Super Senior players as well as select NTRP events. An annual City of North Miami Beach Championship will be a highlight of the year. Additionally, our experience and industry relationships allow for the potential of staging Professional Men and Women’s tournaments and finally we will have Social Round Robin Mixers whose sole purpose is to have fun. The Tennis Center tennis tournaments will be more than just finding the best tennis player; they will serve as a social activity for and

with people who love the game of tennis. C. Pro Shop Operations: Racquet Stringing

We will provide all clients with professional, on site, racquet stringing, re-gripping and customization services, seven days a week. We will carry a complete range of quality and variety to suit all budgets. String prices range from $13.00 - $30.00. The labor charge is $12.50.

Tennis/Racquetball related equipment sales and rentals.

Our pro shop will sell traditional tennis and racquetball merchandise. Items available will include racquets, grips, balls, hats, headbands, wristbands and other related accessories. The pricing will be competitive with local sports shops. Racquets and a ball machine will be available for rental.

D. Administrative Plan Hours of Operation: Monday thru Friday 8:00 am to 9:00 pm Saturday & Sunday 8: 00 am to 5:00 pm Holidays 8:00 am to 3: pm Management: An experienced on site management team led by Jay Senter and

Tom Fowkes, will oversee all operation activities daily. Staffing: The Tennis Center’s staff will operate 7 days per week.

On site staff will consist of A Director of Tennis, One certified Head Tennis Professional, a minimum of three certified, assistant Professionals, pro shop manager/or staff, full time maintenance worker courts and grounds.

Maintenance:

Clay Courts Daily Maintenance of the Tennis Centers subsurface Hydro courts (clay courts) is essential to proper playability. These courts have a tendency to become very firm over time due to the high moisture content of the courts and as such require maintenance to be pro-active. Our court maintenance worker will groom the surface using a court rake to smooth out and level any accumulation of material. It is important to agitate subsurface irrigated courts on a regular basis to inhibit the growth of algae and fungus. He will also clean the tapes using a line broom. Additionally, he will perform “As Needed” maintenance which will include Agitating/Scarifying, Patching Rolling, adding Top Dressing with attention paid to Coarse Blend Material in order to replicate the sliding surface and

playability of sprinkler irrigated clay courts. Long-Term Maintenance and Upkeep:

South Florida weather conditions of rain, extreme sunlight, wind and certainly, play over time will cause surface material to wash off the court and to shift from the high side of the court to the low side of the court. Over time, the Tennis Centers Hydro Court will lose their ideal surface depth of 1" and the slope of the court will begin to "flatten out". These changes will cause the court to shift under rolling, shift under play and drain poorly, resulting in less than optimum (possibly even dangerous) playing conditions. Consequently, subsurface-irrigated Hydro Courts should receive a "laser-tapered" resurfacing every 7-8 years.

Hard Court/Racquetball Court

Court maintenance worker will remove all foreign material weekly with a power blower. While rain will keep the surface clean most of the time, he will rinse the courts weekly to insure a surface free of debris; regular washing can add as much as two years to the life of the court. When the surface is worn to a faded color, we will resurface the courts.

We will replace nets and windscreens as needed.Restrooms Shower and Bathrooms will be cleaned sanitized and maintained least three times daily. A clean facility is imperative to success.

Pro Shop The pro shop will be the center of activity and as such will be

immaculately maintained. The interior furnishings will be new, comfortable, durable and inviting. Tennis themes will be prevalent in design and clients and guests will be able to enjoy the latest in live TV tennis matches, magazines and free coffee.

Security Systems Security is a major concern in maintaining a safe environment

for all those who use the facilities of the Tennis Center. A system of multiple security cameras to be placed in strategic locations throughout the property. A monitoring system will be located at the pro shop front desk. This will be part of capital improvement expenditure.

E. Special EventsWith a long and noted history and as an easy to get to, dual surfaced, multi court facility, the Tennis Center has the size, location and past, which can serve to host many different tennis events. We intend seek those event’s that create excitement, (i.e. ATP/WTA Exhibitions twice yearly). We further intend to, with CNMB approval, seek to create a small stadium court on which those events will be showcased. We will offer events and special programming that invite community participation (i.e. USTA Free Tennis Clinics, Youth Tennis Festival Days, Grass Roots Multicultural programs). Able to serve up Wheel-chair tennis tournaments along with the previously mentioned USTA Tournaments; Arthur I. Snyder Tennis Center can provide a great venue for Corporate Tennis Events, Charity Fundraiser Tournaments and Pro/

Section 3- Investments and Payments

A. Investment by Proposer

Fixtures We will be responsible for replacing all fixtures Windscreens Windscreens replaced on all clay courts (approx. 1200 lf) within Forty-five (45) days of possession. Windscreens replaced on all hard courts (approx. 800 lf) within Ninety (90) days of possession. Improvements

Capital Over the initial term of the agreement we are committed to spending in excess of one hundred fifty thousand ($150,000) on capital improvements and expansion. Immediately, we will invest One Hundred Thousand Dollars ($100.000.00) in the following improvements; Completely remodel, renovate and furnish the existing Clubhouse, Pro shop, bathrooms and showers. Additionally, will provide new lockers, furnishings, including desks, chairs, computers, Flat Panel TV, Lights, and acquire or upgrade, equipment vehicles as needed. We will do all general repairs, pressure clean, paint and generally be responsible for the care and upkeep of the Clubhouse, Pro shop and Locker rooms.

Once a successful program is operational at the Tennis Center, we will move forward, with the cooperation of the City of NMB, to design and erect a small stadium court capable of housing Special Events including; Professional Exhibitions, smaller ITF/ATP/WTA tournaments and our own USTA event finals. It is the further belief of management that this smaller stadium could also serve the community as a venue for other specialized leisure service activities. We believe with our expertise and experience we have the ability to seek funding for this stadium from a combination of private and corporate sources including matching Federal, State and/or USTA grants. We will seek sponsors and advertising buyers by proposing events to firms, companies or groups wishing to develop a community communication strategy that combines performance, dynamism and emotion. Green Purchasing Whenever possible Sports Advisory Consultants Inc. will follow “Green Purchasing” guidelines

suggested in the RFP using such referential programs as U.S. Communities Going Green, Environmentally Preferable Purchasing, The Responsible Purchasing Network, Energy Star and EPEAT.

B. Payments to City We will pay to the City of NMB as follows: In Year 1

1. $1,750 per month plus a monthly percentage fee equivalent to the following: 1.5% of gross receipts over $30,000 to $60,000 per month

2. 2.5% of gross receipts above $60,001

In Year 2

3. Alternative Compensation Method

After reviewing the capital investment needs necessary for the repair and re-development of the Tennis Center we envision, and the obvious need for a return on our investment, we herewith propose the following alternative method of compensation to the City of NMB.

The Proposal term of three years, with two one- year options, inhibits a true long-term facility growth plan. The financial incentive to revitalize the Tennis Center, create renewed public awareness and participation, while operating community specific programs and cultivating new memberships requires a longer contract term. Therefore, we propose; a minimum term of five (5) years with three (3)

two (2) year options allowing for long-term growth, new construction and sustainable profitability. Payments made during this term as follow:

Monthly Payments Year 1-$2,000 guaranteed against 7.5% of gross receipts per month

Year 2-$2.000 guaranteed against 8.5% of gross receipts per month.

Year 3-$2,800 guaranteed against 10% of gross receipts over $28,000 per month Year 4-$3500 guaranteed against 10% of gross receipts over $35,000 per month Year 5 $3,950 guaranteed against 10%0f gross receipts over $39,500 per month Options to be negotiated

4. Term of Contract

We agree to operate and manage the facilities at Judge Arthur I Snyder Tennis Center for the initial contract term of three year with two additional one-year options. We further agree to operate and manage if alternative method of compensation is approved.

Sports Advisory Consultants Inc. has been in business for ten (10) years. The company has outstanding credit and is debt free with substantial six figure cash on hand with the access to obtain additional monies to fund the proposed services and improvements.

Combining our talents for the exciting possibility of bringing new life, new programming and a new look, to Judge Arthur I Snyder Tennis Center gives us, collectively, more than sixty (60) years of experience encompassing all areas of the business. Ken Meyerson, with over twenty-five (25 ) years of active representation of prominent tennis players, partner/owner of Roddick Tennis Academy, Austin Texas, marketing and consulting for manufacturers and event operators , provided planning and logistics for Professional tennis exhibitions and Corporate events too numerous to list.. Jay Senter brings a twenty-six year (26) history of comprehensive understanding of almost every aspect of tennis and the tennis business. Tom Fowkes successfully created and operated an investment fund portfolio specializing in newly issued stocks. Special sections of the Miami Herald, i.e. (Neighbors, Camp and Boomers section), Florida Tennis, (directory and camp issues) as well as local publications i.e. (Aventura News, Biscayne Times, New Times) will be scheduled as needed to advertise the facility, its programs and upcoming events. The traditional use of flyers, point of sale display cards and direct mail brochures will be used on a per program basis. To support our marketing focus we will retain a public relations firm to seek stories (editorial content) in applicable media to spread the message of new life at Arthur Snyder Tennis Center.

Promotion: In today’s age of electronic social media, it is essential to

understand the use of Twitter and Facebook and their impact on revenue generating activities. As part of our promotional plan, we will interact thru social media to communicate all programs, activities and events operating at the Tennis Center, in real time. The instant ability to disseminate this information among all age groups allows us to seek community business participation in any of our events, (i.e. league team sponsorships). It allows parents to see current videos of their children learning to play, interacting with other kids and having supervised training while having fun. Local restaurants in conjunction with the Tennis Center can offer discount coupons at our tournaments, league matches or membership sign-ups. To promote new interest in the Tennis Center, we will use the Group On/Living Social discount platforms to introduce a larger sector of the tennis community to the benefits of lessons and memberships. As needed for specific exposure opportunities we will draw on our relationships in media and public relations.

Sales: Operating with a newly remodelled Clubhouse/Pro shop, including locker rooms , we will set up a working interactive website as well as introduce the SportLogic InTennis software program providing such Key Features as Membership Management, Booking, Court scheduling, Class Management, Invoicing, Payment Tracking, Contact Database, Coach and Staff Management. A clear focus for the selling of memberships, lessons and programs to be target marketed through various retail outlets, including fitness centers, restaurants and sporting goods stores, to the North Miami Beach community and adjacent neighboring business locations.

7. Public Outreach Program

A. Plan for Community Outreach

The driving reason behind our proposal is to reach out anew to the community in North Miami Beach and its surrounding communities. All of us have enjoyed the Tennis Center as members, past and present. We learned to play and compete hard right there, on those now newly resurfaced courts. Sadly, in our opinion, a management malaise has fallen upon “Snyder Park”. The energy and excitement so important in bringing new faces to tennis appears to be regrettably absent. We want to change that and bring back what was always an exceptional tennis facility, and make it better in large part by reaching out more than ever to the community. Existing members will be treated to a more organized, tennis friendly, professionally maintained facility. For those members in the community that have not yet learned the game we will offer affordable court fees, free clinics and a fun atmosphere where they will feel welcomed.

B. Youth Programs/Junior Development

The future of Snyder Park’s success belongs to strong youth programs and well-planned junior development. Because of our record of success in the tennis world, at large and locally we hope to reinvigorate Snyder Parks Junior Development Programs by integrating the best local teaching professionals with the best players in the world.

Below is an outline of our plan to make Snyder Park one of Florida’s top junior development facilities.

USTA Junior Tennis Leagues A low-level competition for beginning players.

The participating children are introduced to competition, sportsmanship and fitness, with emphasis placed on fun. This includes other USTA programs such as Grand Prix leagues, National Junior Tennis League and USTA Team Tennis.

Below is an outline of programs we will implement to make Snyder Park an outstanding part of the North Miami Community.

Game On

As a service to members and visitors alike, we will use our software community player database to provide help in setting up matches and putting similar skilled players on the same court. This service creates new friendships and great competition.

Challenge Ladders

Players are positioned on a metaphorical ladder where the object is to climb the top, through a random draw. After a “free” challenge match where a player anywhere on the ladder can challenge anyone above them, players are allowed to challenge one row above them in order to progress to the top. A date is set for the ladder’s conclusion and a trophy is awarded to the top player. A ladder is great way to find new opponents and sharpen your game.

Tennis Mixers

A round robin social, where meeting new players and fun is the main objective. Light food, beverages and prizes are all part of the acivities.

Adult Tennis Leagues

Teams of like skilled players will be formed usually by NTRP ratings and gender. The teams will enter into USTA leagues and compete against other local facilities and clubs. While fun, these leagues are competitive and are great for camaraderie and forming pride in playing for Snyder Park.

Cardio Tennis

If you like the idea of moving to music and hitting lots of tennis balls this is an aerobic, heart pounding, action class, where there is little or no technical instruction given on strokes, strategy or mental skills. Here tennis comes second to fitness and fun. Players of all ages and levels can work-out together; get out of the gym and onto the tennis courts.

We are excited about of the most important demographic shifts underway in the United States and we believe it can dramatically affect the ability for success at the Tennis Center. In January 2011, “Baby Boomers” achieved “Senior Tennis Status” 2011 marked the first of the Baby Boomer generation, born between 1946 and 1964, to turn 65. There are 79 million Baby Boomers in the U.S. and 10,000 people will turn 65 everyday for the next 19 years. Tennis pro’s in their 20’s and thirties have little interest in the older, beginning player. Yet, this is a gigantic untapped segment of the population looking to be active, and that has the money to spend and the time to commit to tennis.

Sports Advisory Consultants Inc. believes we can offer to the senior community,

a lifestyle change beginning at the Tennis Center. The Senior Tennis Academy, will offer the cornerstone programs that support the benefits of physical exercise, restructures social contacts and creates new friendships while understanding the physical limitations of older players, especially those playing tennis for the first time.

We will be presenting these program on two levels; First, Senior Tennis 101, for those who are curious and willing to get out and try the basic techniques taught by a certified senior teaching professional.

The second, Maximum Senior Tennis, led by Jay Senter, is targeted to the senior competitive player. This is a comprehensive plan encompassing all major areas of development for the senior tournament player. It includes a long-term vision and goal setting plan as well as strategy, tactical, technical, physical and mental toughness plans. This is not for the faint of heart but for those seniors who keep on turning back the clock year after year. We’re really excited now!

JAY SENTER As an integral part of the management team proposing to maintain and operate the Judge Arthur I Snyder Tennis Center I will utilize my extensive teaching and coaching experience, strong business, marketing and communication skills, to execute the long term planning which will give the City Of North Miami Beach a Tennis Center second to none. My unique areas of interest and expertise will bring a viable value added proposition to the tennis playing community at Arthur Snyder Park. After a successful music industry career, where l developed songwriters and recording artists, wrote, published, and/or produced hit recordings for Helen Reddy, The Carpenters, Simon & Garfunkel, Tavares, Spencer Davis, Waylon Jennings, The Judd’s, Patti Smyth, Don Henley, and others, I expanded my business interest in to include the tennis world. A serious student of the game since the late 1970’s and former top #3 nationally ranked senior player, I began to manage and/or coached prominent professional tennis players. My primary clients were Rick Leach & Jim Pugh, Wimbledon, US Open and Australian Open Champions who along with another client, Kelly Jones, multiple Grand Slam Finalist, who all attained ATP # 1-world doubles rankings. I also worked with extensively Floridian standout, Rudy Rake, helping him to achieve World # 1 rankings in both boys 16’s & 18’s ending his junior career winning the US National Championship at Kalamazoo. In my management capacity, I conceptualized and marketed my client’s public images. On one front securing their endorsement contracts with companies such as Nike, Wilson, Pony, Reebok, Ebel, etc. while on another, making sure their training program was preparing them to continue to play at the highest level. In Nashville, Tenn., I created and managed the “Captains Cup” and “Music City Invitational” as special tennis charity events raising large funds benefitting Vanderbilt Children’s Hospital. As a current USPTR Professional and former ATP Tour coach, I have spent countless hours the past several years developing a program geared specifically to senior competitive players. Utilizing the ”Yes” breathing technique for the rapid improvement for all players, this program not only coaches and teaches, but also includes specific one on one or group consultation re: 1. Improving the game2. Maintaining maximum enjoyment while keeping the body and mind fit and toned3. Exercise programs to promote sustained health4. Clinics that emphasize nutrition and fitness5. The enjoyment of healthy competition These men and women have finally reached the years when they have the time, energy and capability to enjoy tennis along with the ability to improve at all levels of play. They finally have the time to learn and have fun. I believe that the Judge Arthur I Snyder Tennis Center is a perfect home for them.

Kenneth Meyerson Kenneth Meyerson brings twenty-three years of international experience in representing athletes and Grand Slam winners on the ATP and WTA Tours. In this time, he has managed Olympic gold medalists and champions of the US Open, French Open, Australian Open and Wimbledon. Meyerson began his career with Donald Dell at ProServ in 1987. He managed ProServ’s international tennis business and worked with high-profile players including Stefan Edberg, Jimmy Connors and Yannick Noah. In 1990, Meyerson left ProServ to run MBD’s tennis representation business in Switzerland. While there, he signed Michael Stich, who won Wimbledon in 1991. In 1991, Meyerson established a partnership called MS Consulting, which was based in Salzburg, Austria. It was a successful tennis representation business that primarily represented German tennis players. In addition, MS consulting represented five of the top 100 players. MS Consulting also operated tennis events throughout Germany. Meyerson founded Sports Advisor Services in Miami in 1997. He represented tennis players and consulted to manufacturers including Puma. During this time, Meyerson also negotiated Serena Williams’ first Puma deal. In 1999, Meyerson joined SFX Sports Group to become the President of SFX’s tennis division. SFX Sports Group was then part of part of Clear Channel. Meyerson grew this division from a handful of noteworthy clients to now include marquee players such as US Open Champion Andy Roddick, Australian, French and US Open Champion Justine Henin, Olympic Gold Medalist Fernando Gonzalez, Mardy Fish, Shahar Peer, Guillermo Canas and the No. 1 ranked doubles team of Bob and Mike Bryan as well as phenoms Sam Querrey, Victoria Azarenka and Caroline Wozniacki. In 2006, Meyerson united with Blue Equity, LLC to purchase the tennis division from SFX and continue as the President of the BEST Tennis. Meyerson graduated from the American University in Paris with a BA in business administration. He currently lives in Miami, Florida with his wife and daughter. Meyerson is fluent in French and speaks conversational Italian and German.

TOM FOWKES After graduating with a BA in English Literature, I began my early business in the world of aviation. Over the next several years, I became a flight instructor, a charter pilot and finally a commercial pilot flying commuter planes. Looking to enjoy the tennis in South Florida, I began playing matches and tournaments at the Snyder Tennis Center courts. That’s when I learned what it was like in the past and over the years have kept working and for the opportunity to be a part of its future. Tom Fowkes is a USPTA certified tennis professional with over 10 years of teaching and programming experience in the south Florida area. He has participated in competitive play for thirty years and was a top sectional player and in 2005, was the #1 player in the USTA Florida Section, Men's 40's. As the Head Tennis Professional at the Wyndham Beach Resort Hotel for several years, I was responsible for providing guests with the best tennis experience possible. Lessons, clinics and weekly camps gave me plenty of hands on experience in setting a tone for the operation of this service business. I have also worked at Trump Resort in Sunny Isles, Fl. and the Woodmont Country Club in Boca Raton, Fl., as a teaching professional. Currently, I am the operator of the Aventura Tennis Fitness Academy at Bally Total Fitness in Aventura, Fl, where I direct three tennis professionals while they are working with our junior players. We teach the latest techniques of the modern game to beginner and advanced players, juniors and adults, all with special emphasis on fun, fitness, etiquette and having a winning attitude. As an integral part of the Sports Consultants Inc management team, I bring the commitment to the City of NMB to providing quality training, active community involvement with our goal being to provide an unparalleled tennis experience for all ages and skill levels.

If selected to operate the Judge Arthur I. Snyder Tennis center, Sports Advisory Consultants Inc. will provide all certificates of insurance mentioned in RFP 1.57 to the City of North Miami Beach Procurement/Management Division. This includes Worker’s Compensation Insurance, General Liability Insurance, Automobile Liability Insurance and Occupational Licence. It is important that it is known that both Tom Fowkes and Jay Senter carry insurance as current members of the USPTA and USPTR respectively.
