We are so excited to be celebrating our 30th ChocolateFest this year! “Vote for Chocolate” and everyone WINS! ChocolateFest is held every year on Memorial Day Weekend. This year’s festival will kick off on Friday, May 27, 2016 at 4:00pm and run through Monday, May 30, 2016 at 7:00pm.

I never met a choc-olate I didn’t like. But, whichever candidate you lean more toward the dark, milk or white, I think we can all agree that there isn’t anything much more American… Baseball, apple pie and…CHOCOLATE! What would YOU vote for? Chocolate for dinner? Eat dessert first? Chocolate chip cookies and chocolate milk for every meal? Chocolate for everyone!!

From its grass roots beginnings 30 years ago, some things have not changed. ChocolateFest is still run entirely by volunteers (750+ including the executive board all the way through the ranks) to serve as a conduit for civic groups, charities and non-profit groups to join forces and generate revenue that will benefit their particular purpose or cause. We are proud of what ChocolateFest represents … a community of “givers” supporting area causes.

The official ballot is filled with lots of fun entertain-ment. There is something for everyone in the family! Battle of the Bands will be returning; Thursday night 6-9:30pm for high school with the winner performing on stage at 9:45pm Friday following the adult compe-tition starting at 6:00pm Friday. The favorites return as we will be seeing Granpa Cratchet again, the ever pop-ular petting zoo, a wide variety of bands on all stages, Friday night fireworks, and crowd favorite - illusionist and hypnotist Chris Jones, All American Lumberjack show, Miss Burlington Area Chocolatefest Pageant, NASCAR exhibit, helicopter rides and the Memorial Day Parade followed by the Veteran’s Day service in Echo Park.

New this year will be the High School Culinary Challenge presented by ProStart or experience being a scuba diver with “Big Wave” from Aquatic Adventure, Inc. For those who don’t want to miss the big 100th Running, we will also be airing the INDY 500 race in the Main Stage tent on Sunday.

Everyone’s favorite place is the Chocolate Experience Tent. Here, you can find your favorite chocolate treats, including a complimentary, warm,

Nestle Tollhouse cookie! For $8.00 you can purchase a Taster ticket which allows you 12 tasty samples from a variety of vendors. While enjoying your treats, you can watch chef demonstrations, Project Yum-Way, or if you wish, participate in a variety of chocolate-y games, or chocolate eating contests.

If you are looking for a different platform than chocolate, we have that too! Food vendors from all around the country will be serving their specialties; classic barbecue, Greek, Italian, Mexican and a

variety of sweet treats and beverages as well. Tickets are available online at www.chocolatefest.

com Daily gate tickets are $8 Adult, $3 child 5-12, Monday is “Pack the Pantry for Love, Inc.”. $5 or 5 non-perishable food items. (regular gate tickets will also be accepted). Once again, Burlington Rotary presents North American Midway Entertainment. Carnival Ride Bands are now GOOD FOR ALL DAY ($25 advance $30 on the grounds).

Judy Weis has been a part of the Burlington business community since 1986, employed as a sales representative for the Burlington Standard Press, later in new car sales at the Lynch Superstore. Although retired, Judy continues as an Ambassador (past president) and a volunteer at the Chamber Office. “I grew up in north-central Wisconsin. My husband, Dan grew up here, his very large extended family a part of the community. Because we feel Burlington is a great place to live, to visit and raise a family, we chose to bring up our four children here. This city is a great part of our lives.”

CelebratePoppy DaySaturday, May 21st

For over 70 years, the American Legion Auxiliary has sponsored Poppy Day to remind America that millions have sacrificed their lives and health to keep our nation strong and free.

The poppy which grew wild on the battlefields of Flanders became, in the minds of the doughboys of World War 1, a symbol of the sacrifice which they had endured. It had flourished among the shelled buildings and bomb-scarred landscape. Its brilliant red bloom, so much like the blood which had been shed there, became a sign of hope and renewal for those who lived and walked away. For those who would never leave, those who had sacrificed their lives, it was a perpetual memorial to their bravery.

American veterans brought home that image and planted it with the Auxiliary where it has bloomed every year for the benefit of those who served America. The Memorial Poppy contributions are devoted entirely to rehabilitation and assistance for veterans and their families.

Burlington’s 2015 Retail Market Analysis and the Value of Data-Driven PlanningBy Tom Lebak

For progressive organizations who understand the need to grow while avoid-ing the pitfalls of complacency, planning rooted in accurate and relevant data is the foundation of success. With that in mind, the City of Burlington commis-sioned the Racine County Economic Development Corporation (RCEDC) to do a fact-gathering and analysis of the Burlington retail market in order to better determine the direction the community needs to go in order to maintain and enhance its economic viability. The Chamber then joined the effort with the use of surveys of businesses and consumers. It has been said before that the best way to arrive at a desired destination is via a well laid out path and this path is paved well with data.

I have been a part of economic development and, in particular, downtown revitalization efforts in several places during my career including Burlington in the late 1980s and early 1990s. In every case, the enthusiasm was great and the intentions were well-meaning but the results never quite matched the hopes and dreams of the participants. It is extremely difficult to move beyond the “I wish we had this store” or “we really need this restaurant” because the realities of suitable markets, location or the willingness of those who make new location decisions come into play which can quash those dreams. Add to that the problem of small-er communities not having the resources or, in the case of volunteers, the time to spend on follow-through and anything more than incremental change becomes a very hard nut to crack.

Although most of my involvement in this current effort has been by observation more than participation, this initiative feels different and better than the others.

The amount of data gathered in the form of market facts, visible trends and opinions from active players has been substantial. Attention to information detail helps to reveal essential assessments in retail development such as consumer “leakage” (locals shopping elsewhere) and critical, or at least substantial, gaps in consumer choices. And on the other side of the fence as was quoted a couple of months ago in The Standard Press, Tina Chitwood of RCEDC stated that decisions to locate a business are driven by the available data.

It also is good to see that the discussion regarding putting this strategic plan into action continues to have a downtown focus. Small community downtown devel-opment can have unique barriers and we should be encouraged that the principals involved with this task are tackling them head on. And to their credit, the work group is trying to be as inclusive as they can be by asking for thoughts and opinions from a range of individuals from shop owners to high school students to visitors.

After two lengthy meetings dissecting the analysis and what it could mean for Burlington’s retail development future, the next steps are being discussed by key representatives from the City and RCEDC (with input from the Chamber.) Since we are located between two major metropolitan shopping areas and with competition from the ubiquitous internet marketplace, attracting new retail establishments can seem to be overwhelming. But the City with its partners has prepared a solid plan and with the Chamber recently launching its Tourism Assessment initiative, the future looks bright for Burlington.

Over the years, Burlington has had a considerable number of well-orga-nized and pre-planned parades marking or celebrating such events as ChocolateFest, July 4th, Memorial Day, Veterans Day, May Day-U.S.

Way, Burlington’s 1935 Centennial, the 1876 U.S. Centennial, and the 1976 U.S. Bicentennial. There have also been numerous Christmas and Halloween parades, doll buggy and bicycle parades, and high school homecoming parades.

But sometimes the parades don’t happen often enough or at the right time for those who “love a parade.” When that occurs, some will gather their friends and neighbors and put together their own parade. The accompanying photos show three impromptu parades that have occurred in Burlington over the years and that attracted the eye of alert photographers.

Paradin’ around the neighborhood in July 1951, under the watchful eyes of several observers, were members of the younger set of Schemmer Street. Included in the group, shown in the Free Press photo at right, were Dave Ebbers, Harold Welch, Barbara Ebbers, Mary Pat Ebbers, Dickie Schneider, Kay Leemkuil, Jimmy Schneider, Kenny Schneider, Dickie Ebbers, and Norbert Rausch. The parade route proceeded along Schemmer Street to Geneva (now W. State) Street, along Liberty Street (also now W. State Street) to McHenry Street, and back to Schemmer Street, where refresh-ments and a party awaited.

For a time after Burlington’s firemen decid-ed in 1922 that they would not undertake their customary Fourth of July celebration, it looked as though the nation’s birthday would pass unobserved in the City. This did not suit the Burlington businessmen’s club, which stepped in to finance a celebration that included baseball games, a mammoth fireworks display, and a comic circus parade. The parade started near the Soo Line depot on Pine Street, wound through the downtown streets, and ended up at Athletic Park (now Beaumont Field). What the parade lacked in length was more than made up by the originality of the participants. In the photo at right, provided courtesy of the Racine Heritage Museum, some of the “well-dressed” participants pass by the Crystal (later State) Theatre near the Pine Street intersection with Geneva and Short streets (now Milwaukee Avenue). The tracks running along the bricked Geneva Street are those of the Interurban electric line which operated between Burlington and St. Martins from 1909 until 1938.

With large parades already held in the City for Memorial Day and the Alice in Dairyland competition during the previous two months of 1968, Burlington

did not hold a Fourth of July parade that year. Nevertheless, as shown in the photo above by Emmett Raettig, a patriotic group of youngsters in the Perkins Boulevard and Edward Street area observed the Fourth with a parade, complete with clowns, flags, floats, and a band. Even though it rained during the parade, the participants’ spirits were not dampened. The parade, organized by Ron Thate, was the third he had organized in as many years.

The old rule for maintaining your lawn is to ignore it in the spring and abuse it in the fall. Do your aerating, thatching, renovating and starting a new lawn in the fall - that’s when Mother Nature does it. September and October are the best months.

In the spring, over seed and spot seed but stay off of it until it greens up and starts growing. Right now most lawns are an ugly mess with animal damage and winter damage and so forth. Wait until we get a nice warm rain to spot seed and over over-seed. Grass plants put all their energy in to their terminal growth in the spring, so putting on an early ammoniated fertilizer will cause more growth than you want and will assist in wearing out your lawn mower. The fertilizer of choice is Milorganite because it’s goof-proof and won’t burn your lawn. It provides a slow, steady supply of

food for your lawn over several months. Apply 2-4 times/year depending on rain or irrigation. Remember, our goal is to maintain a lawn, not to grow and harvest grass.

Weed control in turf can be managed over the years with proper mowing height. Setting the mower deck to 2 1/2 - 3 1/2” will hold down weed seed germination. We recommend any broad leaf control that is formulated using Carfenthrazone like Fertilome’s Weed Free Zone as a spray. We also have a granular Weed Free Zone with lawn fertilizer. Both work well on hard to kill weeds like Creeping Charlie. Use when your target weeds are actively growing which is around the first of May, but can be used in cooler temperatures of 45 degrees. For superior control of crabgrass and many other annual grasses and broadleaf weeds in established lawns, products that contain Dimension can be applied up to 4 weeks later than any other crab grass preventers.
