Time does fly away so fast. I have officially visited 83 clubs and is now down to the last stretch. Truly the visits are quite tiring but once you see the enthusiasm of clubs trying to do their best and showing their significant projects, then I become rejuvenated again. To all those clubs I have visited, thank you for your warm reception.

By next month, all the required Governor’s Visits will be completed during the first week. Governor visits to all clubs in Zones 1, 2, 3, 4, 5A, 5B, and 8 are finished in order. After conducting the last 4 Governor’s Visits early in November, the Awards Committee will be informed on the compliances of all the clubs in coming up with their respective Vision Statements, which Governor Lirio has required from the Rotary Clubs in our district. All clubs have prepared their long-term Strategic Plans and aligned their strategies with the RI Strategic Goals and Priorities. In general, our District Governor is satisfied with the annual goals and long term plans of the clubs in preparation for the Future Vision. His instructions to all district leaders were cascaded properly and clearly to the Peace Builder Presidents which is evident in the clubs’ preparations for the scheduled Governor’s Visits.

As all Peace Builder Presidents will be busy for their action plans this year, the following reminders for upcoming activities may help to organize the clubs’ schedules for the benefit of the Rotarians:

The district office would like to remind all clubs which inducted new members earlier, to please take the initiative to register the newly inducted members to RI thru internet, as the first step, before paying their annual dues. This will help in updating the club’s membership growth to avoid potential problem. Likewise, we remind all clubs to coordinate, as soon as possible, all contributors to TRF so that the recognitions will be properly undertaken during the TRF Banquet.

The Rotary Club of Marikina hosted Oktoberfest 2012 - Peace Builders Concert, the biggest fellowship of Rotary International District 3800, held on October 5, 2012, Friday, starting at 6:00 PM at the Marikina Convention Center. Overheard were heart warming comments from the Rotarians and spouses present during the event such as: “Mahirap na mapantayan ito”; “Iba talaga mag-host and RC Marikina”; and “Congratulations for a very successful event”. The host club believes that they accomplished, what they promised when they planned and implemented this event: Walang nagutom dahil sobra-sobra ang pagkain. Walang nag-away dahil malamig at comforta-ble ang venue. Overflowing ang beer at chicharon at mani. Walang katapusan ang kuwentuhan at kasiyahan sa awitan at sayawan sa saliw ng tatlong music bands.

All the plans and the German–inspired theme were conceptualized by the Oktoberfest District Chair, PP Fabi Cadiz, together with the Host Club Chair, PP Noel Flores, who out-did himself again this time. He picked the right persons to chair each major committee and who performed to the best of their abilities. PE Hermie dela Paz was honored for the confidence given to him as Committee Chair of Marketing and Promotions and later on as Host Club Co-chair.

The host club’s president, Pres. Benjie Malaya, assisted in the promotions and with the help of the Lt. Governors, ensured the attendance and payment of the club assessment of Php 2,500 per club. The host club thanks LtG Jojo Lorenzo of Rizal Zone and LtG Bobby Zamora of CaMaNaVa Zone for helping in the promotions. The event was also promoted in the late evening radio program, “This is Manolo” of Rtn. Don Manolo Favis over DZBB 594 khz and in UNTV’s Rotary in Action.

PP Dante Verano, Committee Chair for Food, ensured that the host club delivers a sumptuous feast. No one complained of lack of food, drinks and pulutan. Indeed, everybody had a mouthful of Lechon Baka, Lechon Baboy, Roasted “Chooks-to-Go” Chicken in a bucket, Tuna Sashimi, Inihaw na Bangus at Tilapia, sliced Hungarian sausages plus Pure Foods hotdog sandwiches, chicharon, mani, and fish crackers served in a big bilao and distributed per club. He was ably assisted by his wife, Noemi and his food team, which includes PP Onie Aguinaldo, PD Rey Montoya, and PD Celso Cruz. Dir. Willie Reyes, Rtn. Patrick Ong and Rtn. Carl Tan made sure that everyone drunk ice-cold San Mig Light Beer in bottles or in cups with ice to their hearts content. As promised, it’s re-ally “Drink all you Can” and 140 cas-es was consumed.

PP Eric Ignacio, Program Committee Chair, also served as Floor Director and masterfully kept the program flowing smoothly to the audience’s delight with many, dancing in front of the stage to every danceable music of the three bands. As expected, the event’s emcees, AG Vincent Santos and PDGL Zeny Farcon, spouse of PDG Jun Farcon, wowed the crowd in their authentic Bavarian costumes and their good repartee. Marikina City Mayor, IPP Del de Guzman, welcomed the participants to the City of Marikina and the newly improved Marikina Convention Center. The event and the Rotarians were the first ones to enjoy the cool and comfortable venue with the installation of new air-conditioning systems.

The Marikina Convention Center was transformed into an enchanting beer tavern similar to the ones that can be seen during Oktoberfest in Germany. PP Manny de Guzman, Committee Chair for Physical Arrangement, again, showed the true artist that he is, with a magnificent design of the German-inspired October beer festival of Bavaria, complete with huge beer mugs as decor.

All the elements for a success-ful program were included, includ-ing a very well applauded “ Peace Builders Concert” where all the district’s 9 zones were represented by at least a singing club president. As ice-breaker, the singing was led by PP Fabi Cadiz and PP Noel ac-companied by LtG Adriel Bersola’s band. The Inner Wheel Clubs of Marikina Zone also presented a modern dance number.

DG Lirio Sandoval, who delivered an inspiring message, must be truly pleased that he had chosen the Rotary Club of Marikina to host this prestigious event. The club really made this the biggest, THE BEST and the most enjoyable fellowship of RI District 3800.

It has been a pleasure to serve and be a part of this momentous and proud event. Some of the Rotarians cooperated and came in German folk costume in the spirit of true “Rotarianism”. The host clubs would like to thank all the clubs who attended and participated for ensuring the success of this event. The Rotary Club of Marikina is already looking forward to future Oktoberfests and other district events to be hosted by the club, such as DISTAS 2013 in Taal Vista Hotel, Tagaytay City in April 2013 ....

Cash prizes were awarded to the 2 beautiful ladies from RC Cainta, PP Emmie Aguirre and PP Wit Bello, wearing the best in German-inspired Oktoberfest costume. There were singing and dancing to the music of 3 the bands, trivia contests, parlor games and lots of raffle prizes, with the grand prize, a TechnoMarine watch, donated by PP Rene Florencio.

This much awaited event is the ONE fellowship party of RI District 3800 to remember. The participants surely got their money’s worth and more in food, drinks and fellowship. To ensure the success of this event, some members of the host club, led by three past district governors namely PDG Ting Tanco, PDG Efren de Guzman and PDG Jun Farcon as well as some district officers, donated most of the food served dur-ing Oktoberfest 2012.

PROJECT LINK (WCS)

On September 26, 2012, the District Committee Chair for Interna-tional Service, CP Jess Tan, WCS Chair CP Pat Tanco and AG Rick Yu had a meeting at the district office to organize the schedule of visits of 35 Rotarians from D2770. The said Rotarians will visit club projects of the 19 Rotary Clubs in the district from October 7 to 10, 2012. The 19 Rotary Clubs who received financial support from the foreign clubs are RCs Malabon, Metro Novaliches Caloocan, Caloocan North, Caloocan Silangan, East Rizal, Binangonan, Metro East Taytay, Caloocan Silangan, Valenzuela South, Metro Valenzuela, Valenzuela West, San Juan, San Juan East, San Juan North, San Juan West, Metro Manila Gems, Mandaluyong West, Mandaluyong Uptown and Mandaluyong North.

On October 5, six (6) Rotarians from RC Urawa North East visited RC San Juan West’s projects. They were welcomed by the club officers led by Pres. Ely Mojico.

On October 7, 2012, the next remaining set of members of the Rotary Clubs from D2770 headed by its International Service Chairman, KimihitoIto together with PDG Tetsuo Tanaka and Suzuki Takashi members arrived to complete the delegation.

A short program was held. Rotary Club of Hiyas ng Bacoor and Rotary Club of Manila - San Miguel from D3810 were also present together with DG Ismael Mercado. Nine (9) receipts of the fund were given during the dinner and the rest were given through bank account during the club inspections scheduled for the next day. The clubs who received the fund in cash were as follows: RC San Juan West, RC Caloocan North, RC Mandaluyong North, RC Metro Caloocan Novaliches, RC Valenzuela South, RC San Juan North, RC East Rizal, RC Metro East Taytay and RC Mandaluyong Uptown. The night ended with fellowship and smiles from all of those who attended.

DG Lirio Sandoval hosted a Welcome/Friendship Dinner on the same day, together with 25 District Officers, Peacebuilder Presidents and 4 guests from RI D3810, at the Legend Seafood Restaurant located at CCP Complex, Pasay City. Lauriat Chinese food was served including drinks and Chinese wine which everyone enjoyed.

It was a fruitful experience to meet our Japanese Rotarian friends from D2770. They will be back to see again the accomplishment of club projects with WCS funding. The second dinner meeting was hosted by the CAMANAVA Area clubs headed by Lt. Gov. Bobby Zamora last Oct. 13, 2012 at the Kalayaan Hall of Club Filipino. Peace Builder Governor Lirio Sandoval delivered a very inspiring message to the peace builder presidents, district officers and spouses. After the Oktoberfest activity, the most awaited event would be Discon 2013.

The Discon Executive Committee together with the Spouses Committee had a wonderful dance for its entrance as the group approached the stage. PP Jun Angeles, Discon 2013 Chair, had a colorful promotion and presented a MTV of the Discon venue and nearby hotel. PP Jun announced the registration rates per period and said that early bird bags will be given to the first three hundred registrants (both Rotarians and spouses). Also, he

mentioned that the said registrants could have the chance to win 2 nights stay for 2 at the Microtel hotel.

The extravagant launching of DISCON was followed by a historical lecture of PDG Benny Ricafort who shared stories about the Philippine Expeditionary Forces to Korea (PEFTOK) that aims to support the grandchildren and children of the veteran soldiers during that time by sending them to school to pursue their education to have a bright fu-ture. The grant (Education for Yes-terday, Today and Tomorrow) will be chaired by DG K. Lee assisted by different PDGs of our district. They will focus on the six areas especially on education and literacy together with the former President of the Philippines Fidel V. Ramos.

IPDG Jess Cifra of RID3780 turned over deworming tablets to DG Lirio.

PP Benjie Liboro, District Chair of Vocational Awards, announced that the traditional RMOPs will be replaced by Everyday Hero (Pang-araw-araw na Bayani 2013). The said award is divided into 3 cycles but this month will be concentrated on the Environmental Concern and Protection. PP Benjie tackled the criteria and who will comprise the board of judges. The aforecited activity will be handled by Lt. Governors and Assistant Gover-nors. One of the criteria will be having 12 public appearances.

Then, the every 2 years Voice of our Youth was presented by PP Sed Candelaria who is the District Chair of the Voice of our Youth Committee. PP Sed enumerated the important dates from zone to national levels and said that each zone will have 2 representatives.

Rotary Youth Leadership Awards (RYLA) now will be hosted by RC Wack Wack and RC Cainta led by PP Al Vizcocho which will be held at the Pranjetto Hills, Tanay, Rizal from October 26 - 28 with the theme, “Peace through service in family, campus, community, environ-ment and leadership team building”.

CP Manny Reyes, District Chair of TRF, said that the goal this year is US $300,000. Currently, the total of both pledges and paid is US $185, 256. The generous Rotarians will be recognized during the dinner banquet on Nov. 24, 2012 to be chaired by PP Rene Pineda.

After the adjournment, numerous prizes were raffled and a very nice dance number was performed by the dancing Rotarians. The night was superb and overpowering joy was experienced by every Rotarian and spouse present.

It was indeed one shining moment for RI D3800 when IPDG Rafael “Raffy” M. Garcia III was installed as the 4th Filipino member of the Arch C. Klumph Society (ACKS) and the first for RI D3800, on October 19, 2012 at One Rotary Center, Evanston, Illinois.

The district held its first-ever Photography Seminar on October 13, 2012 at the Marikina Youth Center. The activity seeks to help the participants on how to properly take pictures and come up with ones worthy of publication most especially Rotarians in action or the beneficiaries of various Rotary projects. The Resource Speaker is PP Ron Nethercutt, PRM Chief Photographer. Inspiring messages were delivered by DG Lirio Sandoval and PDG Melito Salazar, the Philippine Rotary Magazine’s Editor-in-Chief. PDG Jun Farcon, DGR-PRM, spearheaded the prepara-tions and ensured that whole event will go on smoothly. Acting as facilitators during the workshop are: AG Teddy Boy Zamora, PP Ricky Villareal, PP Rueben Jarvina and PP Jonas Rivera. At the end of the seminar-workshop, a Rotary fellowship group was organized and was tentatively named Paparazzi Photography Club. The following were elected as officers: President- PP Rueben Jarvina, President-Elect/VP- PP Jonas Rivera, Secretary– PP Ricky Villareal, Treasurer– PP Eve Butcon, Auditor- PP Carla Dejeres, Sergeant-at-Arms– PP Jun Padre. The first district wide seminar which aims to introduce the participants to awareness, preparation and response management in case of disaster. The first batch of attendees will be the core group of the District Disaster and Risk Management Team who shall assist the Disaster Preparedness Committee in formulating a disaster manual that will be distributed to all clubs.

Mr. Hutch Regencia, an Emergency Management Spe-cialist and the brother of IPP Butch Regencia (District Chair - Disaster Preparedness Committee), is the guest resource speaker. He acceded to his brother's invitation pro-bono .

Participants never get sleepy during the seminar for every time the speaker blows his whistle, all has to stand and even fall in line in preparation for evacuation.

RC SAN JUAN NORTH’S PROJECT: MAGTANIM AY ‘DI BIRO

The Rotary Club of San Juan North headed by Pres. Benny de Ocampo in cooperation with the Rotary Club of Central Tarlac headed by Pres. Marvy Baluyot, launched in July, Project Magtanim Ay Di Biro which aimed to show farmers in Tarlac the new methods and techniques to increase rice production. With the able guidance and assistance of Philrice Consultant Dr. Rolando Cruz and Technologist Ms Hazel Makahiya, both based at the Philrice Institute in Munoz, Nueva Ecija, the experiment recently yielded 105 cavans per hectare which was beyond the expectation of Dr. Cruz. Dr. Cruz quickly added that should Hybrid seedlings be used next time, we could expect a yield of about 160 cavans per hectare.

According to Dr. Cruz, rice seedlings planted in clusters of two or three, have better chances of yielding a bigger harvest than clusters of 6 or 7 planted in one spot as practised by farmers, because a bigger cluster will result in more stalks fighting for soil nutrients which naturally results in lower rice yields. Proper spacing is also very important to allow room for the rice stalks to grow better. The right timing and correct application of fertilizers is equally important together with good weather conditions of course. During the monitoring period, Dr. Cruz noted the healthy growth of the rice stalks as compared with some areas in Nueva Ecija, which were negatively affected due to over application of fertilizers.

The farm is not irrigated like most farms in this western part of Tarlac, which was why it was chosen as site for this experiment, to show farmers in the area, that rice production can increase through proper technology even without irrigation.

Now that the result of this experiment is successful, we will now go to the second phase of this project, which is to teach the nearby farmers this Philrice technique. Initially, RC San Juan North will provide the seedlings to the farmers at no cost, to encourage them to use the Philrice method and eventually after their successful harvest, we will ask them to donate a couple of cavans for redistribution to new farmer recipients. The club will also provide financial assistance for the purchase of fertilizers and pesticides, but will be reimbursed after harvest for use by the next recipients.

Hopefully, this Rotary Project will spread and become a convincing example for reluctant farmers to use proper technology, which could double their harvest yield. Rice self sufficiency might not be such a remote dream for our country.

The Rotary Club of Taytay, in its desire to continuously and eternally be remembered for caring for the poorest of the poor and the under-privileged social strata of society, once again conducted a three-in-one development projects concerning Child and Maternal Care, Disease Prevention and Treatment and Feeding Program for pre-schoolers. Medical practitioners Mark N. Fermindoza and Joyce C. Eguia , with the able assistance of PeaceBuilder President Babes P. Zapanta and the over-active members of the Rotary Club of Taytay trailblazed the “Titanic” areas in Purok Maharlika, Barangay Muzon in Taytay. The feeding program involves a once-a-week activity that will cover 52 weeks or a one-year project duration. The target beneficiaries of 72 families and 313 children also underwent formal lectures on the importance of deworming and Vitamin A supplementation.

Drs. Fermindoza and Eguia took turns in conducting lectures on Child and Maternal Care for mothers who cannot leave their place of abode due to household chores. Luckily, the village chieftain (Barangay Captain, Aniel C. Cruz dutifully converted the multi-purpose covered court into a feeding place for youngsters, a conference room for mothers and fathers alike. Incidentally or coincidentally, Capt. Cruz is also an active member of the Rotary Club of Taytay. Additionally, a topic on Disease Prevention and Treatment was also conducted as personal health and sanitation concerns were considered rampant in an environment such as theirs. Undoubtedly, the accepted adage that “an ounce of prevention is a pound of cure” can never be taken for granted. PBP Babes Zapanta said hat this humble project being initiated by her Club will go a long way of not only ensuring the health and welfare of mother and children but will also redound to the preservation of peace and order in the locality. It is a well-accepted precept that poverty and hopelessness breeds criminality and lawlessness. For his part, IPP Willy Hilaus is not contented on being in the sidelines, but prefer to actively participate in this notable club project. He suggested and the Club confirmed that project evaluation should be conducted, results tabulated and evaluated, and findings and recommendations be effectively pursued. This evaluation activity will be done quarterly and semestrally depending upon the necessity of the scheme. Hats-off to the Officers and Members of the Rotary Club of Taytay! Mabuhay!

RCKN AND RCCS GO HAND-IN-HAND DURING THE VISIT OF RID 2770

On October 8, 2012, the Rotary Club of Caloocan Silangan (RCCS) fetched the 3 Japanese Rotarians headed by Ito Kimihito at the Century Park Hotel by sending them to the school site of San Jose Elementary School for the WCS approved project entitled 50 severe malnourished pupils led by Principal Noemi Rivera.

The above school prepared a very meaningful program for the generous Rotarians of District 2770 and District 3800 as a sign of warmth welcome. The said project will involve a one month monitoring of the beneficiaries of the feeding program.

After the RCCS affair, they turned over the visiting Japanese Rotarians to the finest men of Rotary Club of Kalookan North headed by their Peacebuilder Pres. Odi Decena. Since, the two presidents were close, Pres. Odi invited the RCCS members to join their past and current projects in different schools and barangays like the post partum activity, deep-well and fire equipment tools donation. Indeed, the Japanese Rotarians were truly happy with the on-going projects and past projects of RCKN for the impoverished people of Caloocan.

The Rotary Club of Caloocan Silangan (RCCS) with the help of RC New Castle Harbour, Australia sponsored a 4 in 1 Project namely: Hand Wash Campaign, Feeding, Anti-dengue and Anti-leptospirosis lecture and Breast feeding seminar on October6, 2012 at Kalusugan Center, Bgy. Tatalon, Quezon City.

Pres. Remedios Batac lectured on the proper washing of hands to the kindergarten pupils by singing the Happy Birthday song twice. This was followed by her lecture on anti-dengue and anti-leptospirosis by sharing how to prevent and be cured from the said diseases. The teachers and Rotari-ans of RCCS then provided food to the students.

PP Bebot Estrevillo tackled the proper way of breastfeeding and how to carry the baby. She is a graduate of BS Nursing at UP Manila.
