Integrated EW Systems (IEWS)

EW in Unified Land Operations • Enhances the commander’s ability to seize, retain,

and exploit the initiative and achieve decisive results – less dependent on high demand low density Joint assets

• Increases the ability to shape and control portions of the EMS within one’s AO

• Improves the ability to optimize effects within the EMS via improved capacity and capability for simultaneous and synchronized organic and JIIM EW activities

•  Improves personnel, platform and system protection from various RF initiated weapons (e.g., RCIEDs)

•  Facilitates mission command •  Reduces the risk of frequency fratricide •  Increases situational awareness through

networked tools and data bases References: FM 3-36, IEWS CONOP version 1.1

Concept of Operations IEWS will provide commanders with an organic EW capability that dramatically improves a land force’s ability to seize, retain, and exploit an advantage within the electromagnetic spectrum (EMS) in order to execute decisive operations successfully.

Support to the BCT and below is the focus

What is IEWS?

Plan, Coordinate and Integrate EW Activities Suite of software tools and applications that enhance the Electronic Warfare Element’s ability to coordinate and synchronize EW throughout the operations process

Protect Personnel, Platforms and Systems Family of systems that provide defensive electronic attack (DEA) and electronic warfare support (ES) to protect vehicles and convoys, dismounted troops, and fixed site locations

Attack and Exploit Personnel, Platforms and Systems Family of systems that provide offensive electronic attack (OEA) and electronic warfare support (ES) capability organic to the BCT

EW Planning & Management Tools (EWPMT)

Integrated Electronic Warfare System (IEWS): The Army’s concept for a long term materiel solution to address select EW capability gaps.

Defensive Electronic Attack (DEA) Multi-Function EW (MFEW)

Ops – INTEL Convergence

Scope: §  Ultimate goal of improved support to Commander

§  Addresses Operational, Technical, and Programmatic concerns across every Army CE (e.g. Data Center, Command Post, Mobile/Handheld, Sensor, and …)

Definition Complexity: §  Varies across various elements of the physical architecture; i.e. server, thick client, and thin client

§  Data architecture is the most complex and a Unified Data Strategy must being pursued as a priority

§  Must address and acknowledge the realities of multiple security domains (UNCLASS to SCI)

Capability vs. Convergence: §  Directing exclusive pursuit of COE and freezing development tasks will have an immediate impact on the ability for PEO IEW&S and PEO C3T programs to execute current program priorities

§  Balance between the COE efficiency investment and capability is required

Support the Commander by converging mission thread development to achieve additional capability and gaining efficiencies through a common, scalable architecture and infrastructure (hardware, services, applications) aligned with the COE that can be deployed at multiple echelons, in multiple Computing Environments, based on mission, across multiple security enclaves (Internet, NIPR, SIPR, JWICS, NSANet, and Coalition).
