IntroductionPhaseOneoftheRailSideLandsandParcelFourPlanningIni4a4vepublicconsulta2onsprocessincludedthreecomponents:stakeholdersinterviews,onlinepar2cipa2on,andci2zenworkshops.Whencombined,thesethreemethodsproviderichand

meaningfuldirec2onfortheplan.Thisreportwillsummarizethemethodsandfindingsofthethreecomponentsandwillprovidekeyobserva2onsandrecommenda2onsemergingfromtheprocesstodate.

Foremost,nearlyallexpressedthe

opinionthatthereshouldhavebeen

morepublicconsulta2onandopportunityfordialoguebeforethe

projectwasproposed.However,there

wasnoconsensusabouttheappropriatenessofthewaterparkuse

onthesite.

Somesaidthatacommercialwater

parkdoesnot“fit”thesite,elabora2ng

thatitdoesn’tcomplementthe

intellectualpurposeoftheCanadian

MuseumforHumanRightsorreflect

thehistoricalandculturalsignificance

ofTheForks.

However,somesaidthatTheForksisa

moderngatheringplacewithmul2ple

aXrac2onsliketheskateboardparkand

VarietyHeritageAdventurePlayground.

Thoseintervieweesacknowledgedthat

ahighcalibreindoorwaterpark“could

work”ifitwaswelldesignedand

accessible.

Thissec2onoftheinterviewsunderscoredthatWinnipeggershold

strongandsome2mesdiverseviews

aboutwhatTheForksis,andshouldbe.

Further,thereisahighexpecta2onthat

carefulandthoughZulplanningshould

guideanynewdevelopmentsonthe

site.

“People have a sense of ownership of The Forks. What goes there should be a showcase for the city. We need to have this [plan] be a model of ‘best practice’ for the city.” CommunityStakeholder

Twenty‐threeindividualswereinterviewedinthiscomponentofthePhaseOne

Consulta2on.Thoseinterviewedarenotmeanttorepresentanexhaus2velistofcommunitystakeholders,andmanyotherswillbeconsultedoverthenextyearthroughvariousforumsandmethods.Rather,theseindividualswereselectedbasedontheproximityoftheirorganiza2ontotherailsideandparcelfourlands(i.e.neighbours)ortheirorganiza2on’smandatetopromoteandcri2callyanalyzetherevitaliza2onofdowntownWinnipeg.

Thepurposeoftheinterviewswastosolicitfeedbackaboutpoten2allanduses,designconsidera2ons,andapproachestotheplanningforrailsideandparcel

fourlands.Aninterviewguide(AppendixA)wasusedtoprovidestructuretothediscussions.

Nearlyallintervieweessuggested

encouragingstreet‐levelretail,withuniqueshoppingandbars/cafés/restaurantswithoutdoorsea2ng,tocreatepedestrianac2vityandanaXrac2onuntoitself.Somesaidthiswouldprovideameni2estoretainCMHRandShawParkvisitorsinthedowntownafereventsandthattheForkslacksenoughac2vityinthe

evenings.Someexpressedcau2onthattheretailshouldcomplementandnotdetractfromexis2ngretailatTheForksandtherestofthedowntown.

“I think a restaurant and café configuration with a piazza and fountain would enable people to come to The Forks and stay down there and dine and hear live music, etc. Right now The Forks is completely dead after 6 p.m. except for one or two restaurants.” CommunityStakeholder

Fewintervieweessuggestedofficespacetorevitalizethesite.Thosewhodidsaidthatitshouldbeonsmallscaleorthatitshouldhavea“unique”qualitytoit.Forexample,some

suggestedcrea2vebusinessesornon‐governmentalorganiza2ons(NGO’s)thathavea“synergy”withthemandateofTheCanadianMuseumforHumanRights.

Manyintervieweesadvocatedthatsomekindofa;rac<onoracultural/communityprojectshouldbelocatedhere.However,therewasno

consensusaboutthenatureorcontentofthatproject.SomesuggestedthattheprojectshouldaugmenttheCanadianMuseumforHumanRights,suchasacentreforpeaceoragloballybrandedins2tute.Otherstalkedaboutthevalueof

bringingauniqueeduca2onalfacility

tothesiteoracentrethatrecognizestheAboriginalhistoryofTheForks.OtherssuggestedaChicagoMillenniumParkstylewaterfeature,alargeoutdooriceska2ngcomplex,oragiantferriswheelaXrac2on.

Whenaskedspecificallyaboutmul<‐unithousingdevelopmentonthelands,morethanhalfoftheintervieweessupportedtheconcept.OtherseitherdidnotsupporthousingorsaidtheywereunsureaboutmeritsofhousingatTheForks.

Themostcommonlycitedreasonforsupportofhousingwastheasser2on

thatayear‐roundresiden2alpopula2onwouldbeXersupportexis2ngbusinessesatTheForksandwouldimprovesafetyofTheForkssiteintheevening.Thosewhofavouredhousinghowever,conveyednoclearconsensusonthepreferredtenureofhousing,eithercondoorrental.Manyplaceddifferentprovisosonhousingdevelopment,includingthatitmust

havestrongdesignaesthe2cs,mustbehigh‐qualityconstruc2on,mustbeanappropriateheightanddensity,mustbeuniqueinsomewaywhencomparedtootherprojects,ormustbeinclusivewithamixofaffordability.

Afewintervieweesdidnotsupporttheconceptofhousingatall,ci2ngthatitdoesnotfitthe“public”gatheringplacethemeofTheForks.

Somesaidtheywereunsureaboutthe

marketdemandformorehousinginthedowntownduetotherecentWaterfrontDriveprojectsandprojectsintheplanninganddevelopmentstagesinotherpartsofthedowntown.TheyexpressedconcernsthathousingatTheForksmightcompetewithotherdevelopments.Althoughsomealsoacknowledged

thatTheForksmaybealoca2onthatcoulddrawpeoplewhowouldnototherwiseconsiderlivingdowntown.

Thoseinterviewedwereaskedhowmuchofthelandstheythinkshouldbedevelopedaspublicspace(i.e.parkspace,greenspace,oropenspace)versuscommercialspace.Onlyoneintervieweefavouredthelands

beingdevelopeden2relyaspublicspace.Mostotherscouldnotpinpointapropor2onofpublicspacetocommercialspace,butratherstressedthatthelandsshouldhaveamixofusesinordertodrawavarietyofpeoplethere.Manysaidthatwithoutotheryear‐rounduses,ac2vi2es,orreasonstobethere,aparkmaybeunderu2lizedandmayfeelunsafe,

ci2ngsimilarchallengeswithotherdowntownparks.Allagreedthatquality,well‐designedpublicspaceswillneedtobeanintegralparttherailsidelandsandparcelfourrevitaliza2onplan.

“Making it all green space would be easy, but wouldn’t solve a more complex problem. A park would be covered in snow most of the time. We have to recognize that we are a winter city. You won’t be able to draw people there with just a park.” CommunityStakeholder

UrbanDesignConsidera<ons

Talkingaboutdesigncriteriaintheabstractwaschallengingformostinterviewees.However,allsaidthedesignoftherailsideandparcelfourlandsshouldbeofthehighestquality,andthatdesignstandardsshouldbeestablishedandstrictlyadheredto.Manyacknowledgedthatthe“wow”

factoroftheCanadianMuseumforHumanRightshas“raisedthebar”forotherprojectsatTheForks.Somesaidthattherailsideandparcelfourlandsshouldreachforthatbar,whilesomesaidtheyshouldmaintainthecharacterandfeelthatexistswiththeoriginalolderbuildingsatTheForks(i.e.TheForksMarket,JohnstonTerminal,Children’sMuseum).

Nearlyallintervieweestalkedaboutthedevelopmentoftherailsideandparcelfourlandsasanopportunitytoimprove“connec2ons”betweenTheForksandtherestofthedowntown.Thosewhoraisedthisconceptconveyed,inonewayoranother,thatthesevacantlandsonthenorth,thetworiversonthesouthandeast,andtheCNmainlineonthe

westhavemadeTheForkssomewhatofanislandwithinthedowntown.SomedescribedconcernthatpeoplecometoTheForks,butnevervisitotherdowntownareas.Theysaidthatthe

“draw”ofTheForksshouldbeleveraged

tothebenefitofotherdowntownaXrac2onsandameni2es,throughbeXerphysicalconnec2onsandaccess.

“We are seeing the beginning of a pedestrian network in our downtown. We need pedestrian connectivity between our busy downtown anchors like The MTS Centre and The Forks. How do we get people to walk through this site to rest of the downtown - that is the question.” CommunityStakeholder

Manysuggestedatrail,bikeway,promenade,orsomekindoflinearelementthroughthesitetodrawpeopleintotheForksandprovideapleasantwaytoexplorefromTheForkstotheExchangeDistrictandtherestofthe

downtown.OnenotedthattheEsplanadeRielhasimprovedthesenseofconnec2onbetweenSt.BonifaceandTheForksandthataXen2onshouldbepaidtoconnec2ngthroughthelandstoPortageandMain.Severalintervieweessuggestedthatway‐findingandsignageonthesitecouldalsohelpimproveorienta2onfromTheForkstoother

aXrac2onsinthedowntown.

Othercommonsugges2onsincluded:

createabeXersenseofarrivalorentrytoTheForkssitefromthenorth;considerandmaintainkeysightlinestotheCanadianMuseumforHumanRights;addligh2ngtoimproveeveningsafety;incorporatequalityanduniquepublicart;andensurethatthatbuildingsareaccessibletothepublicatstreetlevel.

Intervieweeswereaskedaboutwhetherthedevelopmentoftherailsideandparcelfourlandsshouldbedis2nctorintegrated.Manysaidthatthetwoparcelsoflanddon’tnecessarilyneedtohavethesame“lookandcharacter,”howevertheplanshouldensurethattheybothcomplementandsupporttheneedsofTheForksandtheCanadianMuseumforHumanRights.Others

notedthatdevelopingoneparcel,whileleavingtheothervacant,wouldnotcreatethe“seamlessconnec2on”thatisneededtobeXerintegrateTheForkswiththerestofthedowntown.

Online ParticipationTheRailSideLandsandParcelFourPlanningIni4a4vehasestablishedawebsitetoprovideinforma2onandsolicitci2zen

feedback(www.theforks.com/railside).Ci2zensweremadeawareofthewebsitethroughpressrelease,newspaperadver2sing,andradioadver2sing.Inaddi2on,TheForksreachedouttotheir700personmailinglist,their30,000Facebookfriends,and9,000TwiXerfollowers.FromMaytoOctoberofthisyear,therehavebeen4,500hitsonthewebsite.Postalcodetrackingindicatesthatthosewhopar2cipatedonlineresideinallquadrantsofWinnipeg.

PublicSpaceImages

Apagewasspecificallydesignedtosolicitci2zeninputintothepublicspacecomponentoftherailsidelandsandparcelfourplan.Visitorswereaskedtoselectphotographicimagesthatbestrepresentthetypesofac2vi2es,feelings,andthemesthat

theythinkshouldbepartofthepublicspaceplan.Visitorswereaskedtoselectoneimagefromeachoffourgroupsofimages.Eachgroupcontainedphotosinfivekeythema2careastochoosefrom.Itwasexplainedtovisitorsthattheimageswerenotmeanttorepresentspecificprojectsbutmoretoshowpossibili2es,ideas,ac2vi2es,andfeelings.

Citizen Workshops

Twoci2zenworkshopswereheldontheeveningsofJune19,2013andSeptember26,2013.TheJune19,2013wasadver2sedintheWinnipegFreePress,TheWinnipegSun,TheGrassrootsNews,LaLiberté,TheMetro,andcommunitynewspapers.TheSeptember26,2013wasalsoadver2sedonCJOBradioandTheWinnipegFreePressOnline.

Sixtyci2zensaXendedthetwoevents.Theeveningswerestructuredatroundtableswithfacilitatorstoseekinputintothepublicspacecomponentoftheplanandtosolicitpreliminaryfeedbackonvariousotherpoten2allandusesforthelands.

Similartotheonlineprocess,inthefirstexerciseoftheeveningci2zenswereaskedtochoosefourphotographicimagesfromapacketoften.Theywereaskedtoselectimagesthatbestreflecthowtheywouldliketousethespace,howtheywouldliketofeelinthespace,andwhatvaluestheywouldlikeittoconvey.Eachpacketcontainedtwoimagesineachofthefivethema2careas:Interest&Innova2on,Nature&Environment,Social&Gathering,Ac2ve&HealthyLiving,

Similartotheonlineresults,ci2zenschoseimagesinallthema2ccategories,butwithsomewhatstrongerpreferencesforimagesdepic2ngNature&Environment,andSocial&Gathering,althoughRest&Contempla2onalsofiguredprominently.

Followingtheirini2alphotoselec2ons,par2cipantswereaskedtosharewithoneanotherthereasonsfortheirchoices.Thenalltablesassembledtheirphotosandtheirnotesonfiveposterboardsrepresen2ngthefivethema2careas.

Inordertofurtherunderstandthestrengthofpeoples’preferences,par2cipantswerethenaskedtobegintonarrowtheirchoicesontheassembledposterboards.Ini2ally,threeyellowdotswereplacedbyeachpersonontheirtopthreethema2careas.Followingthat,twoorangedotswereplaced

byeachpersonontheirtoptwothema2careas.Finally,areddotwasplacedbyeachpersonontheirtopthema2carea.

Asthefinalexerciseinbothworkshops,par2cipantswereaskedtocommentonotherlandusesthatcouldrevitalizetherailsideandparcelfourlands.Par2cipantsinthefirstworkshopwereaskedanopen‐endedques2onabouttheir

reac2ontoavarietyoflanduses.Par2cipantsinthesecond

workshopwereaskedtodescribetheprosandconsofvariouslandusessuchasretailshops,cultural/educa2onfacili2es,mul2‐unithousing,officespace,restaurants,hotel,services(eg.daycare,gym,pharmacy)andparking(AppendixC.).

Approximatelythreequartersofpar2cipantsinbothworkshopsexpressedsupportforretaildevelopmentonthesite.Themostofencitedbenefitsincludedthatretailwouldcreatea“draw”or“des2na2on”forpeopletothesiteand

contributetothefinancialsustainabilityofTheForks.Mostofencitedconcernsaboutretailwerethatitmightincreaseparkingconges2ononthesite,ormightnega2velycompetewithotherretailatTheForks.Manypar2cipantssuggestedthatanyretaildevelopmentonthesiteshouldaXempttoaXractunique,des2na2on,orindependentshops,insteadofchainretailers.Betweenonethirdtoonehalfofpar2cipantssawmeritinserviceorientedretailfordowntownresidentsandworkers(e.g.daycare,gym,pharmacy).

Nearlyallpar2cipantssupportedmoreculturalorcommunityfacili<esonthesite.ManysaidthatartsandculturalaXrac2onsareanintegralpartofTheForksandareavehicletoshowcasethevarioushistoriesofthesite.Financialviabilityandques2onsaboutthepopularappealofsuchfacili2esweretheonlyconcernsraised.

Justundertwothirdsofpar2cipantsexpressedsomedegreeofsupportformul<‐unithousingonthesite,rangingfromenthusias2ctocondi2onal.Commonlycitedcondi2ons

included,thatitshouldbemixed‐usewithgroundfloorcommercial/publicaccess,itshouldbeaffordable,oritshouldhaveasocialorcommunitybuildingobjec2ve(e.g.co‐ophousing,greenhousing).Themostofencitedbenefitsofhousingincludedbringinga24‐hourpopula2ontoimprovesafetyonthesiteandthatresidentswouldsupportbusinessesinthearea.Themostofencitednega2veimpactsincludedthathousingwouldtakeupspaceandwouldbeaprivate,insteadofpublicuse.

Lessthanonethirdofpar2cipantssupportedofficedevelopmentonthe

site.Thosewhodid,expressedsupportforitonasmallscaleifitwerelocalsmallbusinesses,humanrightsorganiza2ons,orar2sans.

Overthreequartersofpar2cipantssupportedtheideaofrestaurantsonthelands.Manydescribedthistypeofdevelopmentas“public”innature,crea2ngposi2veandvibrantinterac2onamongpeople.Somesuggestedthatlocal,independent,orethnicrestaurantsshouldbethetargetandthatlargebrandedchainsshouldbeavoided.Similartoretailshops,somepar2cipantsexpressedconcernsaboutparkingconges2onfromrestaurant

development.Theyalsoques2onedwhetherthereisenoughmarketintheareaformorerestaurants.

Betweenonethirdtoonehalfofpar2cipantssupportedtheconceptofhoteldevelopmentonthesite.ThemostofencitedreasonincludedsupportfortourismandfinancialbenefitstoTheForks(i.e.patronsforForksMarkettenants).Someques2onedwhetherthereisenoughmarkettosupportanotherhotelatTheForks.Somesuggestedthatitshouldhaveanichefocussuchashostelorbou2quehotel.

Nearlyhalfofallpar2cipantsexpressedsupportforparkingdevelopmentonthesite.MostofthosenotedthatparkingcanbeunaXrac2veandcandisplaceotherhigherandbeXeruses.Thereforemanysuggestedthatitbedoneinaninnova2veway,hidden,oroutofsight.Manyofthosewhodidnotexpresssupportforparkingdescribeditasan“unfortunate”or“regreZul”necessityinWinnipeg.Manysuggestedthatthedevelopmentoftherailsideandparcelfourlandsshouldtrytoencouragemoreac2ve‐transporta2onortransitridership,withuniquebusshelters,arapidtransithub,pedestrianmalls,orbikepaths.

Street Level Retail and Restaurants
