ManTech Supports Agile Test & EvaluationManTech provides scientific, engineering, technical, administrative, maintenance, and logistics support for DoD and Federal Agencies, performing a broad range of services associated with overall defense and security missions. In support of Joint, Service, and Allied/Combined military operations, these services include comprehensive test and evaluation (T&E) on tactical and strategic Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems and National Security Systems and Information Technology Systems (NSS/ITS). T&E venues for which ManTech has the experienced, highly qualified and certified personnel; T&E methodology with standardized processes, and automated test tools to support include: Developmental T&E (DT&E), Operational T&E (OT&E), combined D/OT&E, interoperability (IOP) testing, standards conformance testing, Net-Readiness testing, and Information Assurance (IA) testing.

Through the evolution of T&E, ManTech successfully journeyed from supporting T&E on point-to-point, standalone systems; to T&E on systems of systems (SoS) and Internet Protocol (IP)-based Web applications; to currently applying Agile/Capability T&E in the complex, unpredictable SoS environment that includes virtualization, Cloud Computing, and Service Oriented Architectures (SOAs). Over the many years, we have been a reliable partner in expediting delivery of new capabilities to the Warfighter. In addition, we successfully developed, tailored, automated, and improved innovative test tools using emerging technologies and best business practices that met or exceeded ever-changing T&E requirements.

For more than 20 years, ManTech has provided continuous technical and operational support to the Defense Information Systems Agency’s (DISA’s) Joint Interoperability Test Command (JITC) while it established itself as a Joint testing center of excellence in certifying tactical and strategic C4ISR systems used in electronic warfare and electronic intelligence.

While supporting JITC, we have regularly received:• Customer evaluations of “Excellent” during trimester award fee

evaluations.• Golden Eagle awards for outstanding support to JITC and other

agencies.• Citations from DISA, U.S. Transportation Command

(USTRANSCOM), U.S. Strategic Command (USSTRATCOM), and other JITC customers for outstanding leadership, accomplishments, and support of major Combatant Command (COCOM) exercises and coalition events.

ManTech is also supporting the U.S. Army Test & Evaluation Command’s (ATEC’s) Electronic Proving Ground (EPG) and their mission to provide C4ISR and NSS/ITS, SoS, and network performance information to its customers (i.e., program managers, acquisition decision makers, the Warfighter, and others supporting the extended Global War on Terrorism (GWOT)). At all EPG locations -- Fort Huachuca, AZ; Fort Hood and Fort Bliss, TX; Fort Lewis, WA; and Aberdeen Proving Ground, MD -- ManTech provides a full range of services to support EPG T&E missions; to include infrastructure, logistics, engineering, quality assurance, safety, and security.

Test & EvaluationInformation Technology (IT) ServicesManTech’s Testing Support Team has begun transitioning from traditional T&E venues to new Agile/Capability T&E approaches. At JITC, we developed the Joint Digitally Aided Close Air Support (DACAS) Variable Message Format (VMF) Messaging Tool (DVMT) and test cases to allow 13 program offices to conduct standards conformance testing early in a system’s development phase, reducing associated time and costs. At JITC and EPG, we carefully re-shaped our Teams to support DISA’s and the U.S. Army’s delivery of tested, new technology-based capabilities and systems in a cost-effective and timely manner. Our expertise includes industry leaders in the latest technologies employed by DoD, with expertise in SOA, Cloud Computing, Agile processes, IA, Lean Six Sigma (LSS), Design of Experiment (DOE), and Scrum. This provides DISA and the U.S. Army with a wide range of capabilities that can support current and emerging needs across the entire spectrum of T&E—anything, anywhere, any time.

ManTech’s Test Tool Development engineers, computer scientists, and technicians develop, operate, and maintain automated test tools for instrumentation (e.g., virtualized users; and data collection, reduction, and analysis) to support Agile testing and to support Net-Ready Key Performance Parameters (NR-KPP) Net Centric Data and Services Strategy (NC DSS), and data and voice protocol requirements. Using our test tools, our Team provides annual support to Empire Challenge, Coalition Warfighter Interoperability Demonstrations (CWIDs), and DoD Interoperability Communications Exercise (DICE) Tri-Annual Assessments and Certifications. Our DVMT also provides a tool for data stimulation, collection, and analysis which facilitates development, testing, and fielding of emerging DACAS VMF capabilities.

Enterprise Design, Integration, and Infrastructure SupportAt JITC, ManTech is responsible for engineering efforts required to support test scenarios at the Joint Test Facility (JTF), GIG Network Test Facility (GNTF), Defense Red Switch network (DRSN) Laboratory, Network Integration Lab (SIPR, NIPR, Un-Encrypted (SIPR emulation)), and the Electronic Key Management System (EKMS) Testbed. We provide a full spectrum of functions in support of T&E at the JTF, including support for tactical and strategic telephone switching, War Fighter Information Network-Tactical, tropospheric scatter radios, satellites, Standard Tactical Entry Point (STEP) and teleport emulation, Line of Sight (LOS) microwaves, High Assurance Internet Protocol Encryptor (HAIPE) and legacy communications security (COMSEC) equipment, data and voice traffic loading devices, and various other military and commercial systems. At the GNTF, we test for Unified Capabilities (UC) conformance and

IOP of anything connecting to the Defense Information Systems Network (DISN). We conduct Approved Products Listing (APL) and Real Time Services (RTS) Spiral 1 testing, Voice Over Internet Protocol (VoIP) testing, and multi-vendor capability testing. JITC’s DRSN Laboratory provides IOP testing of new system releases, new feature functionality testing, regression testing, and Voice Over Secure Internet Protocol (VoSIP) testing. At the EKMS Testbed, we support IOP testing as well as provide support to the global system test infrastructure and Level II Help Desk for EKMS Tier 2.

At EPG, ManTech supports a myriad of test laboratories and test beds, to include the Antenna Test Facility (ATF), Environmental Test Facility (ETF), Blacktail Canyon Electromagnetic Facility (E3TF), Combat Survivor-Evader Locator (CSEL) Test Bed, Global Positioning System (GPS) Laboratory, and the C4I Test Bed (C4ITB). Our infrastructure support at EPG is focused on facilities operation and maintenance that extends to logistical support through expertise in transportation, supply, and property accountability.
