POLICE LIFESAVING CERTIFICATE (PLC) (Revised October 2006) Object: This is a lifesaving test for serving Police Officers who must demonstrate the ability to effect a rescue, which may become necessary during the course of their normal duties. Award Insignia: A Certificate. Assessors: The assessment shall be conducted by a RLSS UK Lifesaving Assessor who may or may not be involved in the preparation of candidates. Candidates: No more than 4 per Assessor. Dress for Water Test: Candidates: Swimwear except for test vi where, in addition, uniform consisting of trousers (or skirt), shirt and tie will be worn. Casualties: Swimwear except for test vi where, in addition, uniform consisting of trousers (or skirt) and shirt will be worn. (if this award is taken in open water, candidates and casualties must wear protective footwear and brightly coloured swim hats when appropriate). Syllabus of Skills: Water Safety Knowledge; Casualty Recognition; Reaching Rescues; Throwing Rescues (rope and buoyant aid); Wade Rescue; Accompanied Rescues., Non Contact Tows; Support Position; Assisted Landings; CPR; In water supported Rescue Breathing; Recovery Position; Treatment for shock; Emergency Procedures; Contact Tows for the Unconscious Casualty. Assessment: The assessment will consist of three sections: i) Water Safety; ii) Cardio Pulmonary Resuscitation; iii) Water Test. Water Safety: Answer four questions on water safety as it relates to a Police Officer and the situation he or she is likely to encounter. Resuscitation: Demonstrate the ability to diagnose cardiac arrest and to perform adult CPR on a recognised manikin, for a period of 2 minutes after which a colleague will take over CPR using a pocket mask. Water Test: (Each of the six parts of this test may be taken in any order and on separate occasions provided no more than 6 months elapses between successful completion of the part which is taken first and the part which is taken last Accurate records are essential and the Assessor must only sign the Assessment Report if satisfied that the candidate passed all of the tests). i) This Test represents a situation where a non-swimmer has slipped and fallen into the water. The casualty is in deep water two metres from the side. Effect a reaching rescue and instruct the casualty how to climb out. ii) A weak swimmer is in difficulty in deep water ten metres from the side. Demonstrate a throwing rescue using either an unweighted rope or a buoyant aid (at the discretion of the Assessor) and secure the casualty in a position of safety. Should the candidate fail with the first throw, a further attempt or alternative appropriate action, consistent with the need for urgency should be taken.

iii) A weak swimmer is in difficulties. Wade into water of waist depth and use an aid made available by the Assessor to effect a non-contact wading rescue. iv) A weak swimmer is in difficulty ten metres from the side in deep water. Swim ten metres towards

the casualty with a non-rigid, non-buoyant aid and effect a rescue by means of a non-contact tow for a distance of ten metres and assist the casualty from the water.

v) This Test represents a situation where a casualty is unconscious and lying at the surface. Enter

the water, recover the casualty and tow him to the side or into shallow water commencing resuscitation as soon as the side or shallow water is reached, land the casualty with the help of an assistant. By this time the casualty will have restarted breathing but remained unconscious. Place the casualty in the recovery position and describe the action for prevention of shock.

vi) Commencing the test in uniform, the Candidate will demonstrate initiative in carrying out the

rescue of two casualties in a situation that could arise in an emergency during normal duties. The conditions of the casualties will not be previously made known to the Candidate. On completion the candidate will explain the reasons for the actions taken.
