Coordinates and executes the recording of all financial data transactions in the automated accounting system and subsidiary ledgers. Prepares complex financial reports including but not limited to the Statement of Net Position, Statement of Revenues, Expenses and Changes to Net Position, Statement of Cash Flows, Notes, and routine financial and operating reports for management. Ensures proper and required accounting records and files are maintained, oversees Authority payroll, and maintains all required tax and benefit program records and reporting systems. Coordinates finance department closing activities and functions to ensure timely reporting. Evaluates and interprets rules, regulations and guidelines for the purpose of properly classifying revenues and expenditures. Completes simple to complex banking transactions and reconciliations. Coordinates and participates in completion of asset audits and inventory. Coordinates and participates in internal control activities, review and evaluation. Assists in preparation of (internal and external required) operating budgets, requisitions, reporting and settlements of federal and state awarded funds.

NATURE OF WORK

General

Under general administration of the Finance Director, the Staff Accountant (Accountant) performs various accounting and data collection activities as assigned, including but not limited to assisting with or completing financial reports, general ledger and other business transactions, audits, budget preparation, bank statement and other reconciliations, ad hoc reporting, grant administration, capital asset administration and record maintenance, cash receipting and disbursement activities.

The Accountant will perform work of considerable complexity and difficulty in accomplishing, coordinating and/or performing fiscal and accounting activities of the Authority, and other functions.

Examples of Work (Illustrative Only)

Establishes and maintains general ledger and subsidiary ledgers and journals in conformance to and in accordance with U.S. Department of Housing and Urban Development (HUD) accounting requirements; the laws and regulations of the State of Washington; Code of Federal Regulations; Office of Management and Budget (OMB), and applicable Generally Accepted Accounting Principles (GAAP).

Train and develop other Finance Department staff. Coordinates and participates in activities associated with statutory audits and reviews. Review and evaluate work product of other Finance Department staff. Participates in routine office tasks including but not limited to filing, sorting, archiving, and reception. Participates as back up coverage for other departmental functions and tasks as needed. This description was prepared to indicate the kinds of activities and levels of work difficulty required. It is not intended as a complete list of specific duties and responsibilities.

Competency Requirements

Comprehensive knowledge of Generally Accepted Accounting Principles (GAAP); Government Accounting Standards Board (GASB) and Office of Management and Budget (OMB) policies. Able to prepare Statement of Net Position, Statement of Revenues, Expenses and Changes to Net Positions and Statement of Cash Flows. Experienced with the use of computerized financial and management information systems. Demonstrated skill in current industry office software to include Windows 7 or higher, MS Excel and MS Word and other common administrative computer applications. Desire individuals with additional experience at municipal budgeting; accounting and reporting policies and practices of general proprietary and fund accounting; budget preparation and control; HUD and other Assistance Program accounting and audit practices for the Low-Income Public Housing, Section 8 Rental Assistance programs, Rural Development Housing Assistance, Rural Development Loan Programs.

Ability to comprehend and implement complex rules and regulations pertaining to financial administration; ability to evaluate and interpret revenues and expenditures and to relate information to budgetary status and limitations; ability to organize, coordinate, and oversee a variety of complex budget and accounting functions including operating and capital budgets, accounting and reporting systems, general ledgers, cost accounting, payroll and benefits, accounts payable, accounts receivable and fixed asset systems; ability to plan and organize Department of Finance operations; and ability to perform complex arithmetical computations. Skill to develop and maintain harmonious relationships with co-workers, the public, and with Authority officials; high regard and ability to meet schedules and time lines; skills in planning and organizing work and excellent ability to work independently with little direction; skill in the evaluation and interpretation of policy, procedure, rules, and regulations and to apply the knowledge acquired to the financial practices of the Authority. Able to perform well and properly react to deadline stressors such as accounting period closing; fiscal year end; reporting deadlines; and special requests. Able to define and correct accounting discrepancies, use complex analytical thinking skills and work with a great deal of detail. Read, write and conduct oral and written English communication.

Training and Experience

Bachelor’s degree in accounting and two years experience in accounting is required.

Preference is given towards experience with a public or private-nonprofit agency. Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work of an Accountant as determined by the Housing Authority.

Special Note

Individuals employed in this position may have unsupervised access to children or developmentally disabled persons. The Housing Authority shall seek, and applicant must consent to, the disclosure of applicant's record of convictions for certain crimes. Must have or be able to obtain a valid Washington State Driver’s License at the time of employment. This position is covered under a collective bargaining agreement; union membership is required at the time of employment.

Summary of Benefits from Collective Bargaining Agreement (CBA) This summary of benefits is provided as a courtesy to candidates considering full time regular employment with Pierce County Housing Authority. The reader should be aware that this is a summary of benefits provided under the collective bargaining agreement effective January 1, 2016 – December 31, 2018, and any addendums or memorandum of agreements that are effective on the date employment is offered, is subject to change pursuant to terms under such agreement and this courtesy summary does not usurp or override the terms or conditions of the CBA. Paid Leave Vacation An employee may use vacation to be paid at their hourly base rate for their regular scheduled hours per day. Regular full time employees will earn vacation leave based on the following table. Part-time employees will earn leave on a pro-rated basis. A part time employee shall accrue medical leave credits on a pro-rated basis. An employee who is unable, for medical reasons including illness, injury and medical and dental care for either the employee or dependents, to report to work as scheduled, may use medical leave credits to be paid at the employee’s hourly base rate for each hour of medical absence not to exceed their regular scheduled work hours. Holidays A regular full time employee shall be compensated for each Authority holiday, which occurs while the employee is active on the payroll, at the employee’s hourly base rate for eight (8) hours pay. A regular part-time employee shall be compensated in the amount equal to the pro-rated hours of their regular scheduled work day. Bereavement The Authority shall provide four (4) days leave with pay to regular full-time employees, other than a probationary employee who suffers a death in the immediate family, which as used in this section, means the employee’s spouse, child, foster child, parent, step parent or foster parent, brother, sister, grandparent, or grandchild. Jury Duty Two weeks of paid leave per year shall be granted to regular and part-time employees called for jury duty. Health Benefit Coverage Currently, Authority employees, spouses and dependents are currently provided health benefit coverage (medical, dental and basic life) through the Public Employees Benefits Board. Employees are able to elect participation in the following plans. Rates shown are paid by the employee. Tobacco use surcharges may apply. Signing Bonus Active status regular employees who are actively employed on October 31st each year will receive a lump sum payment equal to four percent (4%) of the employee’s regular straight time compensation for hours worked, holidays and vacation paid for the immediately preceding 12 month period from November 1st to October 31st. Life Insurance, Accidental Death and Dismemberment Insurance and Long-Term Disability Insurance Pierce County Housing Authority will pay the premium amount for life and accidental death and dismemberment insurance coverage up to the amount of your annual salary. The current health plan also provides long-term disability insurance coverage (waiting period applies.) Public Employees Retirement System and Deferred Compensation Most regular full-time Pierce County Housing Authority employees qualify to become members of the Washington State Public Employees Retirement System (PERS). Qualified members elect to enroll in one of the PERS employer/employee cost-sharing retirement plans which would provide either defined benefits or defined benefits with a contribution component. Member contribution rates can be found at http://www.drs.wa.gov/publications/member/multisystem/contributionrates.htm. Additionally, after a qualifying period, Pierce County Housing Authority employees are also eligible to contribute to a 457 deferred compensation plan. Pierce County Housing Authority currently matches contributions up to 4% of base earnings. Pierce County Housing Authority employees do not participate in the Social Security program. Flexible Work Schedule Some departments or positions may be eligible to engage in a flexible or non-routine work schedule. The current work schedules for the Finance Department is Monday – Thursday, 7 am – 5:30 pm. Week’s that include a holiday revert to Monday – Friday 8 am – 4:30 pm. Reduced work hours may be accommodated with prior mutual agreement. Alternative work schedules may be available at the sole discretion of the Pierce County Housing Authority.
