policy reorms that will acilitate and simpliy the conduct o business in the Philippines.

We believe that good governance -- marked by transparency, accountability, and integrity -- is the

bedrock o a robust economy.

The overall objective o these thrusts is the revitalization o our country and the ulllment o its

multiaceted potential. Foremost in our eorts is our engagement in Public-Private Partnerships, which

will spur inclusive growth accross all industries and secure our countrys standing in the global economy.

Our endeavors are bearing ruit, and we are heartened by your positive response. By the close o 2011,the Philippines jumped ten positions in the World Economic Forums Global Competitiveness Index --

one o the handul to make a leap o this magnitude. In the Financial Development Index, we moved

up to the 11th in the world, the rise in our ranking second only to Norway. These are among the many

Message of theSocio-Economic Planning Secretary

The Philippines Public Private Partnership (PPP) plays

an important role in the implementation o the nations

inrastructure development programs.

Under the leadership o His Excellency Benigno

S. Aquino III, public-private partnerships seek to

encourage greater participation o the private sector

in the provision o basic public inrastructure through

investments, construction, and operations and

management.

As the Philippine government pursues this

development thrust, it has put into place a business

environment characterized by broader emphasis on

transparency, accountability and good governance.

Ultimately, this environment should be able to create

new jobs, improve delivery o basic socio-economic

services, and positive economic growth.

Investor condence in the Philippines has lately been improving, leading the international nancial

community to rate the Philippines as the third most preerred market in the world or global und

managers. This condence rom the international nance community is moored on the collectivearmation o the governments current reorm agenda.

In this context, this document on the Philippine PPP program aims to help the user to navigate through

an array o various PPP inrastructure packages that comprehensively cover various inrastructure

arrangements in various investment areas o interest like roads, airports, and water, among others.

The Philippine economy has remained robust and resilient despite the global economic turbulence that

The Public-Private Partnership Program

Under his social contract with the Filipino people, President Benigno S. Aquino III

envisions a country that has achieved inclusive growth ueled by rapid, sustained,

and broad-based economic maturity.

Guided by the principles o transparency, accountability and sustained partnerships

with the private sector, the Public-Private Partnership Program o the Philippines

was established as a fagship program to realize the Philippine Public Investment

Program that, in turn, supports the Philippine Development Plan 2011 to 2016.

The program intends to provide the public with adequate, sae, ecient, reliable,

and reasonably-priced inrastructure and development acilities while aording

the private sector a level playing eld, reasonable returns and appropriate sharing

o risks.

Government sees this as a reliable and solid strategy to eciently deliver its

services, create more job opportunities through a dynamic and solid inrastructure

program.

Participating in the Philippine PPP Program allows investorsto do business in a stable economic environment bolsteredby sound and consistent policies and processes as well as animproved governance that has reduced the time and cost odoing business.

Under the PPP Agenda, implementing agencies and local government units will be

continually enabled to undertake PPP projects through the provision o technical

and capacity building support in all aspects o the PPP project development and

implementation cycle.

The Public-Private Partnership Center serves as the main agency tasked to pursue

this PPP project acilitation, coordination, and monitoring mandate. It is envisioned

to be the champion o PPPs or inclusive growth and sustainable development.

Project Development and Monitoring FacilityPromoting Inclusive Growth through Properly Prepared Projects

What is the PDMF for?The Project Development and Monitoring Facility (PDMF) is a revolving und that supports pre-easibility studies, easibilitystudies, and other necessary pre-investment activities to ensure the high quality o potential PPP projects in inrastructure anddevelopment.

With an initial contribution o P300 million rom the national government, the PDMF is also augmented by donor countries andmultilateral agencies in support o the PPP Program.

Under the administration and management o the PPP Center, the PDMF provides government agencies with the requiredexpertise and strategies to prepare attractive projects that are selected to be undertaken with vital private sector participation.

Policy and implementing guidelines on the use o PDMF are set by the PDMF Board. It is composed o the National Economic

and Development Authority (NEDA) as Chair, the Department o Finance (DOF), the Department o Budget and Management(DBM) and the PPP Center.

Who can avail of the PDMF support?

The PDMF may be extended to any department, bureau, oce, commission, authority or agency o the national government,including government-owned or controlled corporation, government nancial institutions, state university and college; andlocal government unit authorized by law or their respective charters to contract or or undertake inrastructure or developmentprojects.

What is the application process?

The overall management o the PDMF,including the application process, is

governed by the Project Developmentand Monitoring Facility Guidelines. Thediagram shows an overview o the PDMFapplication process.

The application starts with the interestedagencys submission to the PPP Center ocomplete application requirements.

Projects approved by the PDMF Board willbe provided with Transaction Advisers whoare selected under transparent processes

and strict rules.

The Panel of Transaction Advisers and their Role in the PDMF

To enable implementing agencies (IAs) to undertake the required pre-investment studies under PDMF, the array o applicable

expertise covers a broad range o PPP projects. From a list o national and international consulting frms, pre-selected by the PPP

Center employing stringent standards, all the necessary transaction advisory services shall be provided to the IAs.

Currently, a panel consisting o nine (9) consortia o frms has been engaged by the PPP Center under indefnite delivery contract

(IDC) acility or a 3-year period.

PPP Capacity Building Program

CAPACITY BUILDING PROGRAM

The PPP Centers Capacity Building Program is a comprehensive training service made available to nationalgovernment agencies and local government units (LGUs) aimed at building, enhancing and sustainingtheir institutional capabilities in all aspects o PPP project development and implementation throughoutthe whole PPP project cycle: inception, planning and identication, project structuring, review andappraisal, approvals and procurement, project implementation and management, and monitoring andevaluation.
